Abstract
This chapter provides a presentation about Chapter 1 of The Balance of the National Economy, 1923–24, edited by Pavel Illich Popov. The Balance was issued in June 1926 by the Central Statistical Administration (CSU or TsSU) of the USSR, which Popov had headed from July 1918 to January 1926. In the first part of our chapter, we show how Popov’s work on the balance of the national economy was rooted in the specific scientific and political culture of zemstvo statisticians inherited from the Tsar. Statistical inquiry was considered an objective scientific process based on international standards. Furthermore, like zemstvo statisticians, CSU statisticians developed great autonomous political power. The balance of the national economy was built according to these principles, which met harsh criticism from revolutionaries and Bolsheviks. In the second part, we analyze the contents of Popov’s Chapter 1, especially the theoretical foundations of the balance and its connection with Soviet planning. In the third part, we discuss the balance’s significance in the years 1926–1929, years which ended the NEP and launched the first Five-Year Plan, so as to understand how CSU’s balance didn’t become a standard Soviet statistical instrument and was discarded as a “bourgeois” device.

Abstract
We argue that Oskar Schindler is a moral exemplar. Oskar Schindler and other moral exemplars should, according to Mayo, be emulated. Emulating Schindler when he acted as a moral exemplar could have led to others’ being helped during truly terrible times. Yet, had officialdom at that time known what Schindler was doing, he would have lost his life, and the lives of the many others he was able to save – as well as their progeny – would also have been lost. Thus, we underscore that it can be extraordinarily difficult for someone to be recognised as a moral exemplar when a moral exemplar is so desperately needed.

Abstract
Purpose
This paper presents an updated summary of a meta-analysis of qualitative research on parenting children with disabilities published over the last 50 years. In this summary, we explore whether shifts in academic discourse and changes in professional training are reflected in research on parenting and/or the experiences of parents who are the subject of such research. The detailed findings of the original analysis were published in Volume 7 of Research in Social Science and Disability.
Methodology/approach
An extensive literature search was conducted, and 79 peer-reviewed qualitative studies on the experience of parenting a child with a disability were included in the sample. Themes were extracted from the reviewed literature and compared across decades.
Findings
The findings of the present review suggest that some aspects of the parenting experience have changed very little. In particular, parents continue to experience negative reactions such as stress and anomie, especially early in their children’s lives, and socially imposed barriers such as unhelpful professionals and a lack of needed services continue to create problems and inspire an entrepreneurial response. In addition, stigmatizing encounters with others continue to be a common occurrence. In contrast to earlier decades, studies conducted in more recent years have begun to use the social model of disability as an analytic frame and also increasingly report that parents are questioning and challenging the concept of “normal” itself.
Originality/value
Additional improvements are needed in professional education and services to reduce the negative reactions experienced by parents of children with disabilities. The findings of this meta-analysis can serve as a guide to future research on parenting children with disabilities.

Abstract
Purpose
This paper draws from more than 25 years of research with aspiring and practicing educational leaders to present six strategies for building a culture of feedback in schools, teams, districts, professional learning opportunities, and other educational settings. These strategies reflect key elements of the authors’ new, developmental approach to feedback. The paper aims to discuss these issues.
Design/methodology/approach
Through the lens of adult developmental theory, the authors highlight foundational learnings from open-ended survey research with 14 educational leaders about their experiences giving and receiving feedback, and prior qualitative, mixed-method, and longitudinal research with principals, assistant principals, teachers, superintendents, and other educational leaders.
Findings
The authors share six developmentally oriented strategies for establishing trust and building conditions for authentic, generative feedback: finding value in mistakes, modeling vulnerability, caring for the (inter)personal, clarifying expectations, sharing developmental ideas, and building an infrastructure for collaboration.
Practical implications
This work has implications for leadership and leadership preparation, especially given contemporary emphases on collaboration and high-stakes evaluations as tools for ongoing improvement, enhancing professional capital, and internal, individual, and system-wide capacity building.
Originality/value
Because a developmental perspective has been noticeably missing from the wider feedback literature and leadership preparation curricula, this work extends and enhances tenets from different fields (e.g. business, developmental psychology, educational leadership and educational leadership preparation), while also addressing urgent calls for educational reform; leadership preparation, development, and practice; and professional capital building.

Abstract
Purpose
To review the literature on delinquency and victimization among Caribbean youth, utilizing an ecological perspective.
Design/methodology/approach
The review was initiated by a search of peer-reviewed journal articles published between 1993 and 2013, which investigated any or all aspects of juvenile delinquency and/or youth victimization in the Caribbean. Studies were critically reviewed to determine whether they addressed relationships between victimization and delinquency, and the role of the social environment on youth.
Findings
The search yielded 23 relevant studies: 64 percent of the studies were conducted exclusively in Jamaica, and more than 75 percent were school based. Half of the articles addressed the links between victimization and delinquency among Caribbean youth but the majority was primarily descriptive.
Research limitations/implications
Only peer-reviewed journals were included, so unpublished country and organizational reports were not covered in the review.
Practical implications
More current and longitudinal studies are needed, which examine the connections between delinquency and victimization, and the experiences in the smaller or less developed Caribbean countries.
Social implications
The review provides directions for the enhancement of positive youth development policy and practice.
Originality/value
This paper fills the gap in the understanding of the research on delinquency and victimization among Caribbean youth. The ecological framework also adds value to the understanding of the topic by highlighting the importance of various social contexts, such as the family, school, and neighborhood, on youth development in the Caribbean.

The 40-letter correspondence concerning the French translation of The General Theory, between John Maynard Keynes and his translator, Jean de Largentaye, is a testimony of their close collaboration, which also involved Piero Sraffa in 1938 and 1939. Largentaye’s lexicon appears at the end of the French edition, providing definitions in French of technical terms used by Keynes. After its publication by Payot in 1942, the French edition of The General Theory was well received in France and no doubt contributed to the economic and social successes of the country in the subsequent 25 years.

Abstract
In 2018, Ontario regulations pertaining to principal and vice-principal performance appraisals were amended in order to explicitly require that principles of human rights and equity (1) be upheld in Performance Plan goals regarding student achievement and well-being and (2) be a focus of leadership competency development in their Annual Growth Plan. These changes were instituted to support the stated aim of identifying and addressing systemic barriers and biases. For these measures to lead to systemic change rather than mere “performative” equity exercises, those in supervisory roles require a relevant framework to guide and support this aspect of the professional development and performance of principals and vice-principals. Existing provincial educational leadership frameworks are limited in this respect. This chapter draws on foundations in Adult Development to propose how fostering an expanding capacity to hold complexity is key to socially-just leadership and the sought-after systemic change.
