Abstract

Purpose

This article presents a model based on a review of international and European policy and current European Agency for Special Needs and Inclusive Education work on school leadership for inclusive education. The model aims to support analysis of the policy context and interactions between the structures and processes at different levels to ensure effective support for inclusive school leadership and development of appropriate competences. Key issues addressing competences for inclusive school leadership, support and professional development opportunities for inclusive school leaders and policy frameworks that support inclusive leadership across the whole education system are explored.

Design/methodology/approach

This paper reports on a current Agency project, Supporting Inclusive School Leadership (SISL), a cross-national project that considers how best to ensure that school leaders meet the needs of all learners in their school communities. The SISL project examines current theories of school leadership together with the core functions of school leaders in participating countries in order to develop a model specifically focused on inclusive school leadership.

Findings

Agency projects such as SISL focus on research findings and policy developments that support countries to chart their own course toward a common goal. This process of cross-national working permits member countries with their distinctive national, ethnic, cultural and linguistic diversities to work together on common goals. In this project an ecosystem model of inclusive education was adapted to reflect on the policy context needed to enable school leaders to fulfill the complex responsibilities associated with inclusive school development.

Originality/value

Although the Agency is strongly associated with the education of children with special educational needs and disabilities, all member countries have the shared vision to support inclusive education systems so that all learners of any age are provided with meaningful, high-quality educational opportunities in their local community. While its projects are firmly rooted in the 2006 UN Convention on the Rights of Persons with Disabilities, its work is also influenced by the concept of inclusion as promoted in the UN Sustainable Development Goal (SDG) 4) “to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.”

Abstract

Startup ecosystems and traditional economic development models have historically excluded non-traditional, alternative, and diverse entrepreneurs. These ecosystems often ignore the authentic groups of entrepreneurs and businesses that make a community unique and instead try to encourage only high-impact, high-growth tech startups. By only focusing on this narrower scope of a defined startup ecosystem versus an entrepreneurial ecosystem, smaller cities (and alternative marketplaces) face extreme challenges and miss opportunities for enhanced economic development. This chapter includes a case study of Tucson’s entrepreneurial ecosystem and the evolution of the entrepreneurial support organization Startup Tucson from one focused only on startups to a now industry-agnostic driver of inclusive ecosystem building. An account of this transition is provided for review, including the community-based feedback process used by the organization to redefine its goals. By adopting a broader definition of entrepreneurship and supporting entrepreneurs truly rooted in Tucson’s strengths, Startup Tucson has seen more diverse businesses (and ventures of all types) and founders opting-in to the ecosystem, thereby increasing the Tucson’s economic development. This case study will provide those interested in ecosystem development with ideas on how to implement ecosystems within alternative markets.

Abstract

Purpose

The call for more women to start up and grow businesses as a vehicle for economic vibrancy is a prevailing discourse in the UK. There have been calls for greater co-ordination between research, policy and practice to create collaborative spaces whose focus is to influence and shape structures and processes beyond the individual or community level to a macro level of enterprise policy. However, calls have not specifically focussed on the issues of gender or other categories of social difference. This study aims to understand how such co-ordinations can be established to enable progress within the women’s entrepreneurship space through the development of collaborative spaces fusing research, policy and practice and how they should be structured to ensure inclusion through the process as well as enabling greater inclusion as part of the collaborative space outcome.

Design/methodology/approach

Taking a critical feminist perspective, the study draws from extant literature on women and minority networks research from the women in leadership, diversity and inclusion fields as a lens through which to frame the analysis of women’s enterprise policy in the UK, research and practice.

Findings

The study highlights the importance of collective feminist action drawing upon post-feminist sensibilities and an Engaged–Activist Scholarship approach. Such collective feminist action appreciates the importance of the micro as an enabler to progressive action at the macro level to enact structural and system change within the entrepreneurial ecosystem. A framework for inclusive and collaborative entrepreneuring space development is offered.

Practical implications

This paper offers policymakers, researchers and practitioners a framework as a practical way forward to ensure efforts are progressive and enable structural and systemic change.

Originality/value

The paper offers a framework for developing inclusive and collaborative entrepreneuring spaces to ensure progression by lifting the focus to a macro level of change to enable inclusion as part of the process and outcome of such collaborative spaces.

Abstract

Purpose

To understand how narratives used by entrepreneurial support organizations (ESOs) in Detroit's growing entrepreneurial ecosystem shape transitional entrepreneurs' social reality. We offer theoretical and practical insights to elicit critical support, formulate policies and programs and guide ongoing empirical examination of transitional entrepreneurship.

Design/methodology/approach

We adopt a multi-case study approach, looking at two ESOs in Detroit: one focused on promoting high-growth entrepreneurship and securing financial capital for technology entrepreneurs, the other focused on promoting everyday entrepreneurship (especially among underserved communities) and amassing a more diverse array of resources. We conduct a thematic analysis of organizational texts and interview data with ESO leaders.

Findings

ESO narratives shape Detroit's transitional entrepreneurs by constructing entrepreneurs' social identity, orienting them to the ecosystem and envisioning a collective future in which transitional entrepreneurs are key.

Originality/value

This study offers insight into the definition of transitional entrepreneurs by extending existing conceptions by highlighting the role of institutional actors, like ESOs, and the narratives they adopt in shaping opportunities and challenges for transitional entrepreneurs. Moreover, we push the boundaries of transitional entrepreneurship, including technology start-up entrepreneurs in the definition and call attention to the role of transitional entrepreneurs in post-industrial cities by showcasing their role in community and urban development.

This chapter adopts the midrange theories schema to expand Pels and Sheth (2017) matrix on business models to serve the low-income consumers (LIC): market adaptation, mission focus, radical innovation, and inclusive ecosystems. To this end, it identifies the underlying general business theories (systems theory and neo-classical economics) and ontological theories (positivism and interpretivist) nested in each of the matrix’s four cells.

Understanding the general theories from which concepts and guidelines are drawn allows a two-way contribution. On one hand, it comprehends which other concepts can be integrated into the LIC literature. Alternatively, it highlights what insights generated from the study of the LIC markets bring to these theories.

Abstract

Purpose

The purpose of this paper is to demonstrate how an open innovation strategy of public management in the energy sector enables the creation of innovation ecosystems and how it reduces the cost of wind energy projects in energy-poor countries.

Design/methodology/approach

This research study reflects on seven wind energy startups (WESs) in Pakistan using quantitative and qualitative data following a sequential mixed-methods approach. First, it draws from growing literature on innovation and renewable energy management to conceptualize an open innovation ecosystem model around WESs. It then tests this model using cost analyses of wind projects and identifies possible cost-saving strategies. Finally, follow-up interviews with managers in investigated projects cross check study findings and validate the model.

Findings

Three noteworthy findings can help policymakers in developing countries to effectively meet the future energy challenges and get benefit from international funding opportunities: by protecting lenders on approved terms rather than offering sovereign guarantee to operating firms; by letting the government take control of the initial development phase; and by giving off-take guarantees to the manufacturers.

Practical implications

It offers policy recommendations to energy sector managers about guarantees, financing, regulators, governmental control, tariffs and transfer of technology that can significantly curtail outlays.

Originality/value

Results suggest that adopting an open innovation ecosystem model can potentially save around 6 per cent ($4-$7m) in the overall cost of a 50 MW wind energy project.

Abstract

Purpose

Entrepreneurial ecosystem is a frontier issue in the field of enterprise strategy and entrepreneurship. As suggested by bottom of the pyramid (BOP) theory, entrepreneurs from base of the pyramid can gain the benefits of economic growth by obtaining equal entrepreneurial opportunities with appropriate support and motivation. However, theoretical framework to understand the ecosystem and help the people from the BOP to benefit from ecosystem is under-researched. Based on the investigation of the Taobao ecosystem case study, this paper developed a multi-layer framework to fill in the research gap.

Design/methodology/approach

This research adopts case study methodology for several reasons. First, case study methodology fits the explorative nature of this research to understand “what” and “how” a phenomenon happened (Yin, 2017). Second, case study research design can specify gaps or holes in existing theory with the ultimate goal of advancing theoretical explanations (Ridder, 2016). And third, it can provide researchers with contextual richness (Davison and Martinsons, 2016; Spigel, 2017).

Findings

Based on the literature review of the entrepreneurial ecosystem and the theory of the BOP, the initial framework of the inclusive entrepreneurial ecosystem is proposed. And then, based on the investigation of the Taobao village which is the typical inclusive entrepreneurial ecosystem, this paper explored how the inclusive entrepreneurial ecosystem emerges, develops and realises the co-creation between multiple actors. The emergence of Taobao village entrepreneurial ecosystem is because of the fact that ICT empowers BOP entrepreneurs. The development of entrepreneurial ecosystem presents a point-line-plane diffusion path, and co-creation to enhance inclusive entrepreneurship is realised by interaction and cooperation within social networks and integration of resources. Then, the framework of inclusive entrepreneurial ecosystem is further modified.

Research limitations/implications

The complexity of entrepreneurial ecosystem facing BOP poses a major challenge to its actual operation. Therefore, it is necessary to study the driving factors of inclusive entrepreneurial ecosystems. In particular, ecosystem is a purposeful collaborative network of dynamic interactive systems, which has a set of changing dependencies in a given context. Research is still limited on socioeconomic actors’ interaction with each other in each stage to promote the evolution of entrepreneurial ecosystem. The extent to which they are intentionally designed or organically produced is still unclear, which is recommended for future study in this field.

Practical implications

It provides theoretical understanding on how to successfully form sustainable entrepreneurial ecosystem by integrating BOP entrepreneurs in value chain. The successful experience of Taobao village can provide contributions and implications for the management in practice. On the one hand, this can provide theoretical guidance for other countries and regions to build inclusive entrepreneurship ecosystems and help them to check and fill the gaps and build inclusive entrepreneurship ecosystems based on their local characteristics. On the other hand, this study provides theoretical guidance for solving the problem of poverty at the BOP, transforming the poor from the objects of help to successful entrepreneurs and thus realising regional sustainable development.

Originality/value

The significance of this study is to provide theoretical understanding on how to successfully form entrepreneurial ecosystem by practical investigation of entrepreneurial “habitat” at the BOP.

Abstract

Purpose

Drawing on a constructionist-poststructuralist feminist perspective, this paper aims to extend thinking on the evolution of entrepreneurial ecosystems by exploring how gendered entrepreneurial ecosystems can become more inclusive.

Design/methodology/approach

The paper contends path dependency of entrepreneurial ecosystems, maintains embedded gender bias (and biases against disadvantaged or unconventional entrepreneur groups) and builds an argument for path creation to de-bias entrepreneurial ecosystems. A metaphorical descriptor of entrepreneurial ecosystems is probed as contributing to the gendered entrepreneurial ecosystem discourse. Three propositions, namely on path creation, transformative agency and appropriate metaphors, are derived from the extant literature and an illustrative example employed to interrogate these propositions.

Findings

We advance path creation via transformative agency as a means for moving towards inclusive entrepreneurial ecosystems. We provide an alternative metaphor to springboard change to the gendered scholarly discourse on entrepreneurial ecosystems. Our illustrative example lends support to our propositions.

Originality/value

This paper helps lay a foundation for new thinking on change towards inclusive entrepreneurial ecosystems. It provides a powerful argument for broadening the mainstream path dependence view of entrepreneurial ecosystems. It is unique in suggesting a constructionist-poststructuralist feminist standpoint to challenge the dominant discourse on entrepreneurial ecosystems.

This chapter aims to investigate how a range of emerging trends within the international community can be used to build a connective educational ecosystem based on an inclusive and universal process (Biggeri et al., 2017; Ziegler, 2017). The starting question is: how multidisciplinary teams in Italy could take action toward inclusive education?

Partnering is becoming a central system organization strategy for schools to adopt for successful innovative teams with creative educational ideas (Kelly et al., 2002), and here it is declined in the Italian context in which inclusive education was officially embraced in 1977 as a national policy (D'Alessio, 2011). National legislation (104/92 Law) made explicit the mandate that students with disabilities receive their education (to the maximum extent possible) with nondisabled peers in the general education classroom using appropriate supplemental aids and services in the least-restrictive environment (Anastasiou et al., 2015; Canevaro & de Anna, 2010).

It is crucial to encourage new forms of practice which require collaboration capabilities (Hattie, 2015; Vangrieken et al., 2015) between multidisciplinary teams that comprised general teachers, special education teachers, health professionals, school psychologists, school leaders, and the students' family (Meirink et al., 2010). These resources could be distributed across inclusive ecosystems to support all students by enabling them to prosper in an increasingly diversified and complex environment in which creativity, ability to innovate, entrepreneurship, and a commitment to continuous learning are joint and connective (EU, 2008). This creates a state of positive multiagency collaboration that promotes the well-being of students and the system.
