Abstract

The concept of institution has been used by scholars from across a number of disciplines to explain a wide variety of phenomena. However, the philosophical roots of this concept have not been well examined, nor have implications for contemporary institutional analysis been fully appreciated. Returning to the works of Husserl and Merleau-Ponty reveals a depth of thinking that has otherwise been overlooked by institutional theorists. In particular, the author’s analysis reveals two critical insights. First, whereas organizational scholars have closely linked the concepts of institution and taken-for-grantedness, these two concepts were originally understood to be phenomenologically distinct. Second, a detailed examination of Merleau-Ponty’s later work poses the concept of flesh – the twining of the visible and the invisible – as the basis for the interplay of institutions. In turn, the idea of flesh as the foundation of institution invites a more radical reimagining of the growing bifurcation between microfoundations and macrofoundations.

Abstract

This double volume presents a collection of 23 papers on how institutions matter to socio-economic life. The papers delve deeply into the practical impact an institutional approach enables, as well as how such research has the potential to influence policies relevant to critical institutional changes unfolding in the world today. In Volume 48A, the focus is on the micro foundations of institutional impacts. In Volume 48B, the focus is on the macro consequences of institutional arrangements. Our introduction provides an overview to the two volumes, identifies points of contact between the papers, and briefly summarizes each contribution. We close by noting avenues for future research on how institutions matter. Overall, the volumes provide a cross-section of cutting edge institutional thought and empirical research, highlighting a variety of fruitful directions for knowledge accumulation and development.

Abstract

Talk of “macrofoundations” helps foreground the constitutive and contextualizing powers of institutions – dynamics that are inadvertently obscured by the imagery of microfoundations. Highlighting these aspects of institutions in turn opens intriguing lines of inquiry into institutional reproduction and change, lived experience of institutions, and tectonic shifts in institutional configurations. However, there is a twist: taking these themes seriously ultimately challenges any naïve division of micro and macro, and undermines the claim of either to a genuinely foundational role in social analysis. The authors propose an alternative “optometric” imagery – positioning the micro and the macro as arrays of associated lenses, which bring certain things into focus at the cost of others. The authors argue that this imagery should not only encourage analytic reflexivity (“a more optometric institutionalism”) but also draw attention to the use of such lenses in everyday life, as an underexplored but critical phenomenon for institutional theory and research (“an institutionalist optometry”).

Abstract

This paper presents base‐line data about the incumbency or length of time spent in office by Australian vice‐chancellors who held appointments in the years 1963 to 1983. Principal findings of the analysis are that the average length of incumbency has declined from 13.6 years for 1963 to 8.0 years for 1983 vice‐chancellors, that the period 1983 to 1987 will witness an unprecedentedly high rate of turnover among vice‐chancellors, and that an increasing proportion of vice‐chancellors no longer regard their incumbency as their final full‐time professional appointment. The conclusions are related to apparent stratification and ranking among Australian universities in an emerging system of higher education which is becoming more complex.

Abstract

Purpose

The purpose of this paper is to understand and show how public relations contributed to enhancing the visibility of Croatian non-profit organization Foundation “Croatia for Children” and its activities within its stakeholders, as well as how public relations contributed to the mobilization of target publics in Foundation’s activities.

Design/methodology/approach

Using a single case study approach, data were collected over a 12-month period. Quantitative and qualitative media research was applied in order to compare visibility of Foundation in the period before and after the strategic communication campaign.

Findings

Strategic communication campaign enhanced the visibility of Foundation “Croatia for Children” in national and local Croatian media and positioned it as the primary instance for children without an adequate parental care and children in need. However, local media devoted more attention comparing to the national media. All children wishes (1,000) were fulfilled by mobilizing the target publics.

Research limitations/implications

The results derived from this case study cannot be generalized since they are based on a single case in one country.

Practical implications

This study can serve as a starting point for another research about the role and importance that public relations have in enhancing the visibility of non-profit organizations.

Originality/value

The results of this study point to the role and importance public relations have in the non-profit sector in order to proactively communicate with all stakeholders in society.

Abstract

Purpose

Over the last four decades, Turkey has built an elaborate social assistance regime, which provides extensive coverage of the poor but lacks some of the key characteristics of European minimum income protection systems. The purpose of this paper is to explore what ideational roots underlie the regime and how these ideas and paradigms historically shaped the structure of the regime. The paper focuses on two central social assistance legislations: the social pensions law of 1976 and the Law that established the Fund for the Encouragement of Social Cooperation and Solidarity in 1986.

Design/methodology/approach

Based on a discursive institutionalist approach, the paper combines a qualitative content analysis of parliamentary debates and official reports with a policy analysis of social assistance legislations in Turkey.

Findings

The paper shows that two competing policy paradigms shaped the ambivalent structure and design of Turkey social assistance regime: a welfare state paradigm and a state-organised charity paradigm. The welfare state paradigm, which perceives social assistance as a social right, was dominant in the 1970s and is embodied in the social pension programme. The state-organised charity paradigm, which aims to reinvigorate the Islamic tradition of charitable foundations (waqf), was dominant in the 1980s and is embodied in the Fund for the Encouragement of Social Cooperation and Solidarity. Today’s social assistance regime combines both elements in a curious synthesis.

Originality/value

The paper contributes to comparative social policy research and discursive institutionalism by uncovering the historical and ideational foundations of a largely neglected case, social assistance in Turkey.

Abstract

Higher education institutions around the world compete with one another in the internationalization zone. One of the biggest competitions centers on the mobility of students fighting for the share from the student market pie. The Turkish higher education system, as an emerging competitor, also participates in this competition. While many studies focus on international students in Turkish higher education institutions, the literature lacks information about why Turkish institutions participate in this game, and what tools and strategies they use in this endeavor. This study examined the rationales and strategies of higher education institutions using a semistructured online survey data collected from international offices at participating institutions. Findings revealed that Turkish higher education institutions attract international students to create a multicultural environment by increasing diversity at the campus and to increase the quality of the institution. In contrast to the findings in the literature, seeing international students as institutional revenue source was not among the rationales mentioned by the participant institutions. Besides the rationales, findings also revealed the strategies institutions use for their international student recruitment. Paralleling with the trending mechanisms used worldwide, Turkish institutions use similar strategies such as participating in fairs and events, advertisement through technology, web and social media, and using agents; however, there are also unique mechanisms created by Turkish institutions including visiting parents of current international students, high school visits, and summer camps as effective strategies. Additional research, with broader scope and depth is needed to better understand the internationalization of Turkish higher education.

Abstract

Purpose

This paper develops a new method to study institutions based on institutional work theory. Institutional disruption is intentionally utilized to explore the taken-for-granted foundations of social institutions. The paper outlines the method and considerations.

Design/methodology/approach

Taking inspiration from ethnomethodological breaches, the paper outlines the steps in the new method called researcher initiated institutional disruption (RIID). The four steps are identifying the institution, identifying the institutional actors, selecting the disruption type and disrupting the institution to gather data (action and reaction). RIID utilizes three types of institutional disruption: undermining assumptions and beliefs, resistance and issue raising.

Findings

The new method complements traditional field methods, such as observation, by showing how a researcher can deliberately make taken-for-granted institutional features visible. The paper finds that RIID offers the opportunity to gather different data, but it is not appropriate for every study and carries potential consequences in the field.

Originality/value

This paper contributes to the literature by outlining an innovative use of theory as method. The approach has not previously been detailed and offers the potential to access previously inaccessible research questions, data and theoretical insights.

Abstract

One of the consequences of the democratization of higher education in the United States is the explosion of institutions that have arisen to meet mass demand, and the stratification of those institutions based on the populations they serve. The Ivy League, the “public ivy” flagship state universities, and a cadre of elite small private liberal arts colleges are the basis for the institutionalized myths that inform public perception of what colleges or universities are, even though these schools account for an ever-shrinking fraction of American higher education experiences. The growth in schools serving primarily “nontraditional” students – that is, anything except in-person residential undergraduate liberal arts for at-least-middle-class white eighteen-year-olds with certain test scores coming directly from a college-preparatory high school program – has created a legitimacy paradox within the higher education sector. Democratization has created a need for different types of institutions, but the quest for legitimacy within the higher education sector drives isomorphic change and fuels mission creep, pulling schools away from their original nontraditional constituencies. In order to effectively serve nontraditional students, schools must explore other sectors outside of higher education where there is potential for creating programmatic and/or institutional legitimacy, including the business sector, specific professional sectors, and social/cultural milieu. The intentional development of multiliminality, where institutions draw legitimacy from multiple overlapping environmental sectors simultaneously, offers one response which helps anchor colleges and universities in their missions and helps maintain the access promised by the democratization of higher education.
