Abstract

The aim of this paper is to analyze responses of public universities to the introduction of New Public Management (NPM) as the outcome of balancing between the managerial logics endorsed by NPM and the academic professional logics. Building on the institutional logics approach, we develop a framework concerning how universities will achieve compliance to conflicting claims by strategies like compartmentalization and blending stipulations of both logics. Empirical results based on a large-scale survey of 26 universities in eight European countries display how compatibility is achieved through highly differentiated adoption of logics that depends on the task considered. The results reveal that the strength of NPM pressures strongly affects the adoption of managerial practices within universities yet has no significant effect on the academic characteristics.

Abstract

The study discusses the professionalization of academic leadership in Israel by analyzing and comparing two different training programs: the Hebrew University of Jerusalem’s (HUJI) program and the CHE-Rothschild program. The HUJI program began in 2016 to train the professoriate to take charge of leadership positions alongside a separate program for administrative staff, while the CHE-Rothschild program was launched in 2019 to train academic leaders, both professors and administrators from universities and colleges nationwide. The analysis reveals two “ideal types” of collegiality: While Model A (exemplified by the HUJI program) bifurcates between the professoriate and administrative staff, Model B (exemplified by the CHE-Rothschild program) binds administrative and academic staff members through course composition, pedagogy, and content. The study suggests a pattern of redefinition of collegiality in academia: we find that while academic hierarchies are maintained (between academic faculty and administrative staff and between universities and colleges), collegiality in academia is being redefined as extending beyond the boundaries of the professoriate and emphasizing a partnership approach to collegial ties.

Abstract

The work of academics has intensified, but the focus for most remains on teaching, research and contribution to service. Institutional imperatives and positioning within universities impact significantly on how individual academics fashion themselves to fit with expectations and demands. There is, of course, no simple version of scholarly identity and Barnett (2000) called attention to the ‘super complexity’ of academic work some time ago. ‘Scholarly’ has been deliberately used in the title of this chapter, even though ‘academic’ is also used throughout. The purpose here is to draw attention to – and avoid – the binary that Stuart Hall notes: Academic work is inherently conservative in as much as it seeks, first, to fulfill the relatively narrow and policed goals and interests of a given discipline or profession and, second, to fulfill the increasingly corporatized mission of higher education; intellectual work, in contrast is relentlessly critical, self-critical, and potentially revolutionary for it aims to critique, change, and even destroy institutions, disciplines and professions that rationalize exploitation, inequality and injustice. Abstract

Purpose

The purpose of this paper is to look inside the “black box” in corporate governance (CG) measurement, and shed some light on how to construct a transparent, reliable and valid index, considering equally both the academics and practitioners’ perspectives.

Design/methodology/approach

A synthesized literature review is presented and a CG index is developed combining the strengths of three different methodologies: the Delphi method, the classical test theory (CTT) and the analytic hierarchy process (AHP). This approach helps authors to break the process into separate steps and to select the appropriate techniques to support their decision regarding the norms, the criteria, the variables and the weights that someone should use to construct a CG index.

Findings

The authors’ analysis indicates that a well-designed CG index requires a combination of research methods to identify the best options to solve several methodological issues in index construction. For the application of this multi-methodology in Greece, the authors used two equal and independent samples to explore the different perspectives regarding the importance of the index criteria and sub-criteria. This process provides evidence that the opinion of academics and practitioners in Greece tend to converge. Moreover, it is found that this multi-methodology produces the highest variation in CG scores and ranking orders, as opposed to a traditional approach, in measuring CG disclosure, an important issue with econometric implications.

Research limitations/implications

The limitations of this study are associated with the methods used.

Practical implications

This paper provides practical implications for investors and commercial vendors. For the former, it highlights the need to be more cautious and/or suspicious when they use CG ratings, meaning that they should comprehend the base of the ratings models, and for the latter, it demonstrates the importance of enhancing the transparency in CG indices construction.

Originality/value

The value of the paper lies in improved understanding of the methodological issues in constructing CG indices. This is quite interesting because this approach could serve as a roadmap for other researchers.

Abstract

Purpose

Few research has addressed the factors that undermine people’s subjective perceptions of career success. Hence, the purpose of this paper is to further illuminate the issue of career barriers in perceptions of career success for a specific group of professionals: academics.

Design/methodology/approach

This study adopts an interpretative-social constructionist methodology. Complementarily, it was employed a phenomenological method in data gathering and analysis – with the use of in-depth interviews and a theme analysis. The research was undertaken with a group of 87 Portuguese academics of both sexes and in different stages of their academic careers.

Findings

The findings pinpoint the existence of multi-level barriers encountered by the academics when trying to succeed in their careers. The interviewees mentioned particularly the organizational-professional career barriers pertaining to three general themes: poor collegiality and workplace relationships; the lack of organizational support and employment precariousness; and the career progression standards and expectations. At the individual life cycle level the interviewees referred to the theme of finding balance; at the same time, the gender structure was also a theme mentioned as an important career barrier in career success, particularly by the women interviewed.

Research limitations/implications

One of the limitations of this research is related to the impossibility of generalizability of its findings for the general population. Nevertheless, the researcher provides enough detail that grants the reader with the ability to judge of its similarity to other research contexts.

Practical implications

This research highlights the role played by distinct career barriers for a specific professional group: academics. This has implications for higher education policy-makers and for human resources managers in higher education institutions.

Originality/value

The current study extends the literature on career success by offering detailed anecdotal evidence on how negative work experiences might hinder career success. This research shows that to understand career barriers to success it is useful to consider multi-level factors: organizational-level factors (e.g. poor collegiality and workplace relationships); individual-level factors (e.g. life-cycle factors such as age/career stage); and structural-level factors (e.g. gender).

Abstract

The purpose of this paper is to examine the impediments to quality engendered by the goal conflict between the business college’s institutional interest to offer collaborative teaching delivery for a course and the individual business professor’s motivation to volunteer his or her participation in such an undertaking. First, goal orientation theory, as the theoretical framework for explanation of collaborative teaching/learning outcomes, is presented. Second, typical faculty goals are identified and explained. Finally, development of tension between the individual faculty goals in a business college pursuing collaborative teaching is examined. In conclusion, practical implications of the presented analysis for the advancement of teaching scholarships are outlined.

Abstract

In this chapter, the authors analyze the relationship between academia, organization, and gender in Chile. In particular, the connection between academic practices, management, and hegemonic masculinity throughout the history of Chilean universities. The authors took a critical approach from the field of gender and organizational studies, shedding new light on a longstanding problem: gender-based violence in universities. The authors will discuss how the centrality of management in Chilean universities makes sense in a late and globally connected capitalist scenario, characterized by the introduction of managerialism and business logic in higher education. Consequently, the practice of management acquired a central and hegemonic status that articulates the rest of the academic practices, organizing them not only in terms of the hegemony of management but also in terms of male hegemony.

Abstract

Purpose

The purpose of this inductive, exploratory study is to provide foundational insights into the role of management control in dealing with dysfunctional behaviour within accounting schools in changing environment of Australian universities.

Design/methodology/approach

Evidence is drawn from semi-structured interviews with 28 current or previous heads of school, research deans, deans of teaching and learning, school managers and human resource managers from 16 Australian universities and interpreted from the theoretical perspective of rational choice theory.

Findings

The findings suggest the incidence of a range of dysfunctional behaviours occurring in accounting schools. Even when such behaviours are limited in frequency, their consequences are nevertheless found to have far-ranging and potentially destructive change impacts for both individuals and the university. Formal management control systems designed to address such behaviours are perceived to be largely ineffective in identifying, managing, eliminating or even mitigating the consequences of such dysfunctionality. Instead, it is informal control processes that are preferred in dealing with dysfunctionality.

Originality/value

This study enhances our understanding of the role of management control in dealing with dysfunctional behaviour within university accounting schools, and points not only to the difference between the design and use of management controls but also to the implications of this disconnect between the underlying intent of control design and their actual use in the context of environments that are subject to significant change.

As the chapters in this book have identified, the academy and academics have experienced significant radical transformations across the past three decades. In many ways, academics have been eyewitnesses to these changes, and while there is much to mourn about what has been ‘lost’, this is not the time for academic ambivalence towards the effects of these reforms that have significantly altered the landscape of higher education. In this final chapter, I draw together the constellation of ideas presented across this book to propose five institutional typologies of universities in the 21st century. This chapter and book concludes by calling for a re-emergence of the public university and a reaffirmation of the role of public intellectuals.

Abstract

Purpose

This article aims to review the latest developments of the higher education sector in China since the mid‐1990s by focusing on the expansion of university education.

Design/methodology/approach

It is argued that while massification of higher education is an important indication of the progress in China's higher education system, the quest for world‐class universities indicates China's ambition to earn international reputation in higher education sector compatible with its increasing economic power.

Findings

The driving force of these two developments is from the state, which demonstrates the dominant role of the Chinese government in higher education policy and administration. However, the ambitious state constitutes both a driving force and a constraint for China's higher education. The strengthening administrative control accompanied by the financial benefits from the government has led to bureaucratization of China's universities. China's world‐class pursuit necessitates a fundamental change of the existing pattern of relationship between the state and university and university governance model.

Practical Implications

The strategic plan to build up world‐class universities shows that China is not satisfied with the quantitative growth of its higher education, but is seeking to achieve a breakthrough in quality higher education.

Originality/value

The paper explains how China's desire to achieve world class status within the area of higher education is being achieved.
