Abstract

Purpose

The purpose of this paper is to analyse work‐family reconciliation policy during the Sarkozy presidency in France, assessing the extent to which Sarkozy's injunction on the French to “work more to earn more” has provided a new frame for policy in this area.

Design/methodology/approach

The paper analyses the policy debates and initiatives concerning work‐family reconciliation in France since 2007 and seeks to identify the frames of reference concerning the problems of and solutions to combining paid work and parenthood which have structured this policy process.

Findings

The change in employment policy away from work‐sharing and towards activation of previously economically‐inactive groups has influenced work‐family reconciliation policy in that both incentive measures (creation of more collective and subsidised childcare places) and coercive measures (reduction of the length of parental leave benefits) have been put in place or debated in order to increase the number of mothers of young children in the labour market. Feminist discourse has been used to justify proposals for the reduction in length of paid parental leaves representing an example of “triangulation” in which right‐wing governments invoke left‐wing ideology to defend policy.

Research limitations/implications

The present analysis emphasises the importance of incorporating the influence of the frames of reference which inform employment and poverty‐reduction policy into explaining approaches to work‐family reconciliation policy in France.

Originality/value

This article represents the first examination of work‐family reconciliation policy in France under President Sarkozy and emphasises the importance of incorporating employment‐related frames of reference in explaining work‐family reconciliation policy in the country.

Abstract

Purpose

The purpose of this editorial is to provide an overview of the wider debates concerning the evolution of work‐life balance practice and policy since the onset of the “Great Recession” of 2008 and to draw out some comparisons of the issues raised by the papers in the special issue by focusing particularly on the example of the UK.

Design/methodology/approach

The editorial analyses how the direction and pace of changes in work‐life balance practice and policy varies between different national contexts and welfare regimes and also asks whether, within the same national context, the changes taking place are always consistent.

Findings

The special issue draws together an international overview of work‐life balance measures which focuses particularly on measures for fathers, an EU‐wide analysis of the use of flexible employment and its relationship with work‐family conflict and a number of specific country case studies from Southern Europe where recession has been particularly severe (Spain and Italy) and the Southern hemisphere (Australia) where the recession has been less deep. It finds that economic crisis and austerity have resulted in a variety of labour market changes and policy responses in different national settings, some but not all of which map onto existing welfare regime typologies. The articles raise a wider set of questions about what type of policy best promotes employees' work‐life balance. The editorial argues in favour of legislative support for work‐life balance to help address structural inequalities.

Originality/value

This editorial and special issue is one of the first to review the small but growing literature on the effect of recession on individuals' experience of work‐life balance, organisations' approach to work‐life balance and reconciliation policy since 2008.

Abstract

Purpose

This paper aims to investigate the effect of flexible working conditions on work‐family conflict in European countries. Flexible work has increasingly been used by employers to adapt to the demands of economic competition, often at the expense of employee's demands. Yet, at the same time, flexible work can provide a means to better combine work and family obligations. The paper seeks to explore which of these effects dominates for different types of flexible employment, paying specific attention to gender‐specific effects.

Design/methodology/approach

For the cross‐national analysis of work‐life‐conflict, the authors employ the latest wave of the European Social Survey (ESS) from 2010, featuring a module on “Family, work and well‐being”. Binomial logistic regression is used to identify determinants of work‐life‐conflict both on the micro‐ and the macro‐level. In addition to looking at flexible work forms as a phenomenon per se, specific attention is given to the experience of different types of employment flexibilization throughout the financial crisis.

Findings

For both genders, irregularity and unpredictability of working hours negatively impact on work‐life conflict beyond the mere amount of working hours. Yet, higher autonomy in choosing one's work time is used very differently: While women tend to use their control over working hours to achieve a better work‐life‐balance, men tend to use these arrangements to increase their work commitment, thereby enhancing their perceived work‐family conflict. The authors argue that this gender‐specific use of flexible work arrangements might still reflect the traditional gender roles and gender‐segregated labour market structures. Adding to previous literature, the authors furthermore demonstrate that gender‐specific differences are also apparent in the effects of the most recent economic crisis.

Originality/value

By examining the effects of various types of flexible employment separately for men and women, the paper contributes to a better understanding of the gender‐specific effects of flexible work arrangements on work‐family‐conflict within European countries. The 5th wave of the ESS furthermore for the first time allows an empirical investigation of the effects of the recent financial crisis on work‐family conflict from a cross‐nationally comparative perspective.

Purpose

Public willingness to pay for extra public benefits and services may demonstrate a tension between the common good (more services) and economic motives (higher taxes for all). In this article, the authors present an analysis of this trade-off by drawing upon the Bourdieusian theory of social reproduction and habitus.

Design/methodology/approach

Employing the European Social Survey (2016), the authors first examine the patterns of relationships between the agents' position in the social structure and their attitudes across care regimes in Europe. The authors then analyse whether this link is mediated by agents' individual trajectories and dispositions, such as their beliefs towards equality or tradition, political orientation, or religiosity.

Findings

The findings support the importance of both sociation and individuation in habitus formation, albeit to varying degrees across the regimes. Individual attitudes are therefore shaped not only by interests of reproducing or maximising social positions but also by more reflexive propensities to think about the common good.

Originality/value

In this article, the authors draw upon the theory of social reproduction and habitus by Pierre Bourdieu, who has been thus far rarely employed in the study of welfare attitudes. The article also contributes to the literature that studies the trade-off between the expansion and financing of reconciliation policies.

Abstract

The purpose of this chapter is to analyse the interplay between fathers’ perceptions of the workplace and how they enact fatherhood. Data were derived from qualitative in-depth interviews with seven elite, professional fathers employed at multinational manufacturing corporations in Detroit, Michigan. Fathers are highly educated, have a significant income and all but one have wives in the paid labour market. This study shows how the persistence of the ideal worker norm and penalties for using work-family policies (WFP) perpetuate the gendered division of paid and unpaid work. First, fathers who are ideal workers are rewarded; fathers who do not face criticism and obstacles to promotions. Second, management and supervisor’s discretion results in uneven access to WFP, penalizing fathers for asking and preventing most from using them. Third, fathers express desire to be ‘involved’, but their engagement is largely visible fatherhood.

This study extends our theoretical understandings of work, WFP and fatherhood from a distinct departure point – the elite fathers highlighted here have been parenting for at least three years, and live and work in circumstances that seemingly would allow them to disrupt normative expectations of work and family. The United States provides a unique backdrop to examine the navigation of competing work and family demands because reconciliation is largely left to employees and their families. Public and individual company policies are not enough; there must be a corresponding supportive family-friendly culture – supervisor support and penalty-free WFP – to disrupt gendered work and family.

Abstract

Purpose

The two East Asian developmental states of Japan and South Korea share very similar familialistic male breadwinner welfare regimes. However, in the recent years, both countries have made significant social policy reforms that are gradually modulating their familialistic male breadwinner welfare regimes. Both countries have extended public support for the family and women by provisioning, regulating, and coordinating childcare, elder care, and work‐family reconciliation programs. At the same time, labour market deregulation reforms have also made employment more insecure, and created greater pressures on women to seek and maintain paid work outside the home. The purpose of this paper is to compare recent social policy reforms in Japan and Korea and discuss their implications for welfare state changes and gender equality. More specifically, it asks whether this signals the end of the old developmental state paradigm and a shift to a more gender equal policy regime.

Design/methodology/approach

To answer this question, the paper examines recent social policy reforms in conjunction with economic and labour market policy reforms that have also been introduced since 1990.

Findings

The analysis of social and economic policy reforms in Japan and South Korea shows a combination of both progressive and instrumentalist motivations behind social care expansions in these countries. Social care reforms in both countries were responses to the evident need for more welfare and gender equality determined by the structural and ideational changes that were taking place. But they were also a remodelling of the earlier developmental state policy framework. Indeed, social care expansions were not merely timely family friendly social policies that aimed to address new social risks; they were also important complements to the employment policy reforms that were being introduced at the same time. By investing in the family, the Japanese and Korean governments sought to mobilize women's human capital, encourage higher fertility, and facilitate job creation in social welfare and care services.

Originality/value

This paper shows how Japanese and South Korean developmental states might be changing and remodelling themselves in the recent decades, and how new social policies are evolving in close coordination with economic and labor market policy reforms.

Abstract

Despite the important implications for families, limited research has examined how workplace environments influence parenting behavior. Situated within the Work–Home Resources Model, the purpose of this study was to investigate (a) whether workplace flexibility, a contextual resource, predicts positive parenting behavior, a home outcome, and (b) whether work–family guilt mediates this relationship. A sample of working mothers with children between the ages of 1 and 18 (N = 302) completed an online survey. Linear regression analyses indicated perceived workplace flexibility predicted overall positive parenting, positive reinforcement, and warmth behaviors in working mothers, but not proactive parenting or supportiveness. Ordinary least squares (OLS) path analyses indicated work–family guilt did not mediate these relationships, but was significantly associated with workplace flexibility, indicating workplace flexibility had a significant negative effect on work–family guilt. The results of this study provide preliminary evidence that mothers’ workplace flexibility may influence positive parenting behaviors; thus, policies that promote flexible work arrangements could promote positive family outcomes and reduce feelings of guilt related to work and family life.

Abstract

Purpose

The incompatibility between the sphere of work and the family is a reality that plagues many workers today. The difficult articulation of these two domains leads to the experience of the phenomenon called work–family conflict (WFC). This paper aims to assess the impact that WFC may have on employee engagement and performance, as well as on their turnover intention. It is also intended to test the mediating effect of engagement on the relationship between WFC and performance, and between WFC and the turnover intention.

Design/methodology/approach

One hundred and sixty-seven employees from various Portuguese organizations were surveyed. Respondents reported their perceptions of own WFC, engagement, performance and turnover intention.

Findings

The results revealed that employees who feel a higher WFC have lower levels of engagement and greater intention to leave the organization. The WFC showed no relation to performance. Engagement takes on the mediating role in the relationship between WFC and the turnover intention.

Practical implications

The relevance of this study is related to the implications that it may bring to companies in the context of implementing work–family balance strategies to reduce the referred conflict.

Originality/value

This study contributes to WFC literature by attempting to integrate in the same model four concepts in a single study to provide a model that depicts the chain of effects between WFC, engagement, individual performance and turnover intention, which has never been done in the Portuguese context.

Abstract

What role do people's attitudes toward social policies play for the politics of welfare state reform? This chapter contributes to a growing scholarship on policy responsiveness in welfare state research with a longitudinal comparative case study of the Bismarckian welfare states of France and Germany. Quantitative analyses of changes in mean attitudes as well as polarization and inequalities of attitudes based on the 1996, 2006, and 2016 waves of the International Social Survey Program (ISSP) Role of Government module are triangulated with a thick description of social policy changes. While recommodifying and defamilializing reforms in Germany transformed the welfare state fundamentally, there was more continuity in the French welfare state, in spite of a stronger focus on labor market activation policies. The quantitative results suggest that lower attitudinal stability toward the welfare state in Germany and lower polarization evoked a higher willingness for reform than in France, where more polarized attitudes and overall marginal changes in attitudes gave French governments less maneuverability in adopting reforms. In both countries, I find no evidence for an upper-class bias in policy responsiveness. In sum, my research supports the claim that change in public opinion toward the welfare state and diverging attitudes within societies play a role for the timing and direction of reforms.
