Abstract
Purpose
The purpose of this paper is to analyze and compare the performances of novel roadable personal air vehicle (PAV) concepts that meet established operational requirements with different types of engines.
Design/methodology/approach
The vehicle configuration was devised considering the dimensions and operational restrictions of the roads, runways and parking lots in South Korea. A folding wing design was adopted for road operations and parking. The propulsion designs considered herein use gasoline, diesel and hybrid architectures for longer-range missions. The sizing point of the roadable PAV that minimizes the wing area was selected, and the rate of climb, ground roll distance, cruise speed and service ceiling requirements were met. For various engine types and mission profiles, the performances of differently sized PAVs were compared with respect to the MTOW, wing area, wing span, thrust-to-weight ratio, wing loading, power-to-weight ratio, brake horsepower and fuel efficiency.
Findings
Unlike automobiles, the weight penalty of the hybrid system because of the additional electrical components reduced the fuel efficiency considerably. When the four engine types were compared, matching the total engine system weight, the internal combustion (IC) engine PAVs had better fuel efficiency rates than the hybrid powered PAVs. Finally, a gasoline-powered PAV configuration was selected as the final design because it had the lowest MTOW, despite its slightly worse fuel efficiency compared to that of the diesel-powered engine.
Research limitations/implications
Although an electric aircraft powered only by batteries most capitalizes on the operating cost, noise and emissions benefits of electric propulsion, it also is most hampered by range limitations. Air traffic integration or any safety, and noise issues were not accounted in this study.
Practical implications
Aircraft sizing is a critical aspect of a system-level study because it is a prerequisite for most design and analysis activities, including those related to the internal layout as well as cost and system effectiveness analyses. The results of this study can be implemented to design a PAV.
Social implications
This study can contribute to the establishment of innovative PAV concepts that can alleviate today’s transportation problems.
Originality/value
This study compared the sizing results of PAVs with hybrid engines with those having IC engines.

Abstract
Purpose
This paper examines the political budget cycles in emerging and developing countries using a sample of 91 countries from 1992 to 2019.
Design/methodology/approach
This paper employs a pooled ordinary least squares (OLS) model with clustered standard errors at the country level. To address endogeneity issues, the authors also employ a two-step system generalized methods of moments model.
Findings
The authors find clear evidence of political budget cycles in emerging and developing countries. The authors consistently find that incumbents increase total government spending, particularly in economic affairs, public services and social welfare, in the year before an election and the election year. In contrast, they contract spending in the year after an election.
Research limitations/implications
Policymakers should be aware of the political budget cycles during election years. Promoting control of corruption and democracy helps to alleviate the effects of the political budget cycles in emerging and developing countries.
Originality/value
The authors are among the first to explore the political budget cycles in emerging and developing countries by focusing on the total government spending and its main compositions, including expenditures on economic affairs, public services and social welfare. Besides, the authors also explore the conditioning effects of control of corruption, political ideology and democracy.

Abstract
Purpose
Terrestrial laser scanning (TLS) point clouds have been widely used in deformation measurement for structures. However, reliability and accuracy of resulting deformation estimation strongly depends on quality of each step of a workflow, which are not fully addressed. This study aims to give insight error of these steps, and results of the study would be guidelines for a practical community to either develop a new workflow or refine an existing one of deformation estimation based on TLS point clouds. Thus, the main contributions of the paper are investigating point cloud registration error affecting resulting deformation estimation, identifying an appropriate segmentation method used to extract data points of a deformed surface, investigating a methodology to determine an un-deformed or a reference surface for estimating deformation, and proposing a methodology to minimize the impact of outlier, noisy data and/or mixed pixels on deformation estimation.
Design/methodology/approach
In practice, the quality of data point clouds and of surface extraction strongly impacts on resulting deformation estimation based on laser scanning point clouds, which can cause an incorrect decision on the state of the structure if uncertainty is available. In an effort to have more comprehensive insight into those impacts, this study addresses four issues: data errors due to data registration from multiple scanning stations (Issue 1), methods used to extract point clouds of structure surfaces (Issue 2), selection of the reference surface Sref to measure deformation (Issue 3), and available outlier and/or mixed pixels (Issue 4). This investigation demonstrates through estimating deformation of the bridge abutment, building and an oil storage tank.
Findings
The study shows that both random sample consensus (RANSAC) and region growing–based methods [a cell-based/voxel-based region growing (CRG/VRG)] can be extracted data points of surfaces, but RANSAC is only applicable for a primary primitive surface (e.g. a plane in this study) subjected to a small deformation (case study 2 and 3) and cannot eliminate mixed pixels. On another hand, CRG and VRG impose a suitable method applied for deformed, free-form surfaces. In addition, in practice, a reference surface of a structure is mostly not available. The use of a fitting plane based on a point cloud of a current surface would cause unrealistic and inaccurate deformation because outlier data points and data points of damaged areas affect an accuracy of the fitting plane. This study would recommend the use of a reference surface determined based on a design concept/specification. A smoothing method with a spatial interval can be effectively minimize, negative impact of outlier, noisy data and/or mixed pixels on deformation estimation.
Research limitations/implications
Due to difficulty in logistics, an independent measurement cannot be established to assess the deformation accuracy based on TLS data point cloud in the case studies of this research. However, common laser scanners using the time-of-flight or phase-shift principle provide point clouds with accuracy in the order of 1–6 mm, while the point clouds of triangulation scanners have sub-millimetre accuracy.
Practical implications
This study aims to give insight error of these steps, and the results of the study would be guidelines for a practical community to either develop a new workflow or refine an existing one of deformation estimation based on TLS point clouds.

The results of this study would provide guidelines for a practical community to either develop a new workflow or refine an existing one of deformation estimation based on TLS point clouds. A low-cost method can be applied for deformation analysis of the structure.
Originality/value
Although a large amount of the studies used laser scanning to measure structure deformation in the last two decades, the methods mainly applied were to measure change between two states (or epochs) of the structure surface and focused on quantifying deformation-based TLS point clouds. Those studies proved that a laser scanner could be an alternative unit to acquire spatial information for deformation monitoring. However, there are still challenges in establishing an appropriate procedure to collect a high quality of point clouds and develop methods to interpret the point clouds to obtain reliable and accurate deformation, when uncertainty, including data quality and reference information, is available. Therefore, this study demonstrates the impact of data quality in a term of point cloud registration error, selected methods for extracting point clouds of surfaces, identifying reference information, and available outlier, noisy data and/or mixed pixels on deformation estimation.

Abstract
Purpose
The purpose of this paper is to present the development of an optimal design framework for high altitude long endurance solar unmanned aerial vehicle. The proposed solar aircraft design framework provides a simple method to design solar aircraft for users of all levels of experience.
Design/methodology/approach
This design framework consists of algorithms and user interfaces for the design of experiments, optimization and mission analysis that includes aerodynamics, performance, solar energy, weight and flight distances.
Findings
The proposed sizing method produces the optimal solar aircraft that yields the minimum weight and satisfies the constraints such as the power balance, the night time energy balance and the lift coefficient limit.
Research limitations/implications
The design conditions for the sizing process are given in terms of mission altitudes, flight dates, flight latitudes/longitudes and design factors for the aircraft configuration.
Practical implications
The framework environment is light and easily accessible as it is implemented using open programs without the use of any expensive commercial tools or in-house programs. In addition, this study presents a sizing method for solar aircraft as traditional sizing methods fail to reflect their unique features.
Social implications
Solar aircraft can be used in place of a satellite and introduce many advantages. The solar aircraft is much cheaper than the conventional satellite, which costs approximately $200-300m. It operates at a closer altitude to the ground and allows for a better visual inspection. It also provides greater flexibility of missions and covers a wider range of applications.
Originality/value
This study presents the implementation of a function that yields optimized flight performance under the given mission conditions, such as climb, cruise and descent for a solar aircraft.

Abstract
Purpose
The purpose of this paper is to explore the impact of critical, journalistic documentaries on viewers. More precisely, it investigates the effects of responsibility attribution and surprise on stakeholder attitude, trust and identification.
Design/methodology/approach
In a quasi-experimental pre-post setting, 127 participants viewed a documentary about Austrian beverage and marketing company Red Bull. The film inquired into the deaths of six extreme athletes sponsored by the company. As a critical, investigative piece, the documentary was designed to give viewers the impression that Red Bull was, at least partially, responsible for the athletes’ deaths.
Findings
Results show that responsibility attribution, the feeling of being surprised and being in a state of negative affect, had a significant impact on viewers’ attitude and trust toward, and identification with Red Bull.
Originality/value
The study adds insights on surprise as a factor in viewers’ assessment of responsibility. The study is original in terms of methodology by using real-time rating to ascertain which sequences trigger changes in responsibility attribution among viewers. Furthermore, implications of the study’s findings with regard to inoculation theory are discussed.

Abstract
Purpose
Unconventional machining processes, particularly ultrasonic vibration cutting (UVC), can overcome such technical bottlenecks. However, the precise mechanism through which UVC affects the in-service functional performance of advanced aerospace materials remains obscure. This limits their industrial application and requires a deeper understanding.
Design/methodology/approach
The surface integrity and in-service functional performance of advanced aerospace materials are important guarantees for safety and stability in the aerospace industry. For advanced aerospace materials, which are difficult-to-machine, conventional machining processes cannot meet the requirements of high in-service functional performance owing to rapid tool wear, low processing efficiency and high cutting forces and temperatures in the cutting area during machining.
Findings
To address this literature gap, this study is focused on the quantitative evaluation of the in-service functional performance (fatigue performance, wear resistance and corrosion resistance) of advanced aerospace materials. First, the characteristics and usage background of advanced aerospace materials are elaborated in detail. Second, the improved effect of UVC on in-service functional performance is summarized. We have also explored the unique advantages of UVC during the processing of advanced aerospace materials. Finally, in response to some of the limitations of UVC, future development directions are proposed, including improvements in ultrasound systems, upgrades in ultrasound processing objects and theoretical breakthroughs in in-service functional performance.
Originality/value
This study provides insights into the optimization of machining processes to improve the in-service functional performance of advanced aviation materials, particularly the use of UVC and its unique process advantages.

Abstract
Purpose
In this study the authors aim to comprehensively investigate the determinants of voting behavior in Turkey, with a specific focus on the dynamics of the center-periphery debate. Mainly, the authors focus on regional voting patterns during the period that is dominated by the Justice and Development Party (JDP/AKP) in the elections. The authors apply the random effects generalized least squares (GLS) methodology, and analyze electoral data covering four pivotal parliamentary elections (2007, 2011, 2015 and 2018) across all 81 provinces (NUTS III regions). The authors individually examine voting dynamics of the four major parties in parliament: the JDP/AKP, the Republican People's Party (RPP/CHP), the Nationalist Movement Party (NMP/MHP) and the Peoples' Democratic Party (PDP/HDP). The authors contribute to a comprehensive understanding of how socioeconomic cleavages, economic performance, party alignment and social dynamics shape voter preferences in the Turkish context, thereby addressing gaps in the existing literature.
Design/methodology/approach
This research employs an ecological study of Turkish NUTS III sub-regions, covering national elections from 2007 to 2018. The authors utilize the random effects GLS method to account for heteroscedasticity and time effects. The inclusion of the June and November 2015 elections enables a comprehensive analysis of the evolving dynamics in Turkish voting behavior. The results remain robust when applying pooled OLS and fixed effect OLS techniques for control.
Findings
The study's findings reveal that economic performance, specifically economic growth, plays a pivotal role in the sustained dominance of the JDP/AKP party. Voters closely associate JDP preference with economic growth, resulting in higher voting shares during periods of economic prosperity. Along with economic growth; share of agriculture in regions' GDP, female illiteracy rate, old population rate, net domestic migration, terrorism and party alignment are also influential factors in the Turkish case. Furthermore, differences among sociocultural groups, and East–West dichotomy seem to be important factors that reveal the impact of social cleavages to understand electoral choice in Turkey.
Originality/value
This study contributes to the existing literature by offering a comprehensive multidimensional analysis of electoral behavior in Turkey, focusing on the JDP/AKP dominance period. The main contribution of this study is its multidimensional perspective on the power bases of all main parties, considering key voter choice theories (cleavages, party alignment and retrospective economic performance voting) that have not been systematically analyzed in prior research. The main research question of this study is to examine which factors affect voting behavior in Turkey and how the dynamics of center-periphery or eastern-western region voting behavior under the JDP hegemony can be explained. The contribution of this study consists not only in its empirical testing of panel data approaches but also in its comprehensive analysis of four major political parties. Building upon existing studies in the literature, this research seeks to extend the understanding of voting dynamics for the four main parties in the parliament — JDP/AKP, RPP/CHP, NMP/MHP and PPDP/HDP — by delving into their dynamics individually, thereby expanding the scope of previous studies. This study aims to make a contribution by not only empirically testing panel data approaches but also conducting a comprehensive analysis of four major political parties. Furthermore, the separate inclusion of the 2015 elections and utilization of a panel data approach enrich the analysis by capturing the evolving dynamics of Turkish voting behavior. The study underscores the significance of socioeconomic factors, economic performance and social cleavages for voters' choices within the context of a dominant party rule.

Abstract
Purpose
The study aims at examining the level of financial transparency of local governments in a sub-Saharan African country and how financial transparency is affected by democracy in the sub-region.
Design/methodology/approach
The study applied a panel regression model to data collected from public accounts of 43 local authorities in Ghana from 1995 to 2014. Financial transparency was measured using a transparency index developed based on the Transparency Index of Transparency International and the information disclosure requirements of public sector entities under the International Public Sector Accounting Standards.
Findings
The study finds the low level of financial transparency among the local governments in Ghana, creating information asymmetry within the agency framework of governance. Further, evidence from the study suggests a strong positive relationship between democracy and financial transparency in the local government.
Research limitations/implications
Deepening democracy is necessary for promoting the culture of financial transparency in local governance in sub-Saharan Africa, perhaps in entire Africa.
Practical implications
There is a need for the local governments and governments, in general, to deepen democracy to ensure proactive disclosure of the financial information to the citizens to improve participation trust and eventual reduction in corruption. Effective implementation of the Right to Information Act would also help promote financial and other forms of transparency in the sub-region.
Originality/value
The study contributes to the public sector accounting literature by linking democracy to financial transparency in the local government. Hitherto, studies concentrate on how entity level variables impact on the level of financial information flow in the local government without considering the broader governance infrastructure within which local governments operate.

Abstract
Purpose
The purpose of this paper is to explore the effective taxonomies of airline green operations strategy.
Design/methodology/approach
To this end, a sample of 23 airlines from five regions (North America, South America, Europe, Asia and the Middle East) was surveyed. The annual sustainability reports of the surveyed airlines for the period 2013‒2016 were retrieved from the Global Reporting Initiatives website. K-means clustering analysis was used to generate taxonomic clusters of airline green operations strategy. A special data analysis technique, called rank analysis, was also adopted to identify the significant green actions and develop indicative models.
Findings
This study revealed that three effective taxonomies were adopted by airlines: a low-effect strategic pattern, a low-to-moderate effect strategic pattern and a high-effect strategic pattern. A different combination of green operation actions characterized each strategic pattern.
Originality/value
The research contribution of taxonomies of green operations strategy has so far been limited, country focused and concentrated on the manufacturing sector. This study reported the taxonomies and performed an in-depth analysis of the categories of effective actions taken to promote green performance. Moreover, this study developed indicative models for the relationship between categories of action and green performance for each strategic pattern, an action that has seldom been reported by previous studies of green operations strategies for airlines.

Abstract
Purpose
The purpose of this paper is to describe and theorize the type of hate-love relationship to performance measurement systems (PMSs) that individual researchers tend to develop in academia. To this end, the paper draws upon Foucault’s writings on neoliberalism to analyse PMSs as neoliberal technologies holding certain qualities that can be expected to elicit such ambivalent views.
Design/methodology/approach
The paper is based on a qualitative interview study of researchers from three Swedish universities, who were asked to reflect upon questions related to three overall themes, namely, what it means to be a researcher in contemporary academia, the existence and use of PMSs at their universities and if/how such PMSs affected them and their work as researchers.
Findings
The empirical findings show that the hate-love relationship can be understood in terms of how PMSs are involved in three central moments of governmentality, where each such moment of governmentality tends to elicit feelings of ambivalence among researchers due to how PMSs rely on: a restricted centrifugal mechanism, normalization rather than normation and a view of individual academics as entrepreneurs of themselves.
Originality/value
Existing literature has provided several important insights into how the introduction and use of PMSs in academia tend to result in both negative and positive experiences and reactions. The current paper adds to this literature through theorizing how and why PMSs may be expected to elicit such ambivalent experiences and reactions among individual researchers.
