Abstract

Purpose

The social acceptance of wind energy is increasingly conditioning the Italian Government and regions to authorize the construction of these plants. The proposal of offshore wind farm in the south-west of Sardinia has raised many perplexities both from the marine environmental point of view and from concern about increasing the electricity production in a region that already exports electricity to the peninsula. The purpose of this study is to evaluate what are the factors that most affect the coastal residents’ acceptability of an offshore wind farm.

Design/methodology/approach

The data is based on a Sardinia-wide in-person survey with about 512 participants in the period between May and June 2023. Respondents were selected randomly from five different locations in Carloforte region. Multiple regression analysis investigates the factors that influenced acceptability to construction and development of offshore wind power plant. Four independent variables were selected in the regression models such as (i) interest towards wind energy, (ii) attitude towards renewable energy production, (iii) perceived regional energy policy and (iv) attitude towards offshore wind farm. The dependent variables are the rates of coastal local residents’ acceptance of offshore wind farm for respondents in five coastal towns.

Findings

Fishermen and summer tourism operators’ respondents expressed significant reluctance to accept the new project because they perceive a strong risk of environmental impact on both tuna fishing and marine recreational activities in the vicinity. The distance between the turbines at sea and local residents along the coast and surrounding small islands does not have an influence to accept wind energy. The energy policy of the Region of Sardinia, which is perceived by respondents as an expansive energy policy in the production of electricity that exceeds their needs, not being accompanied by a scenario of reducing that from fossil fuels, is the variable that led about 70% of respondents to express a negative opinion towards this project.

Research limitations/implications

A potential problem associated with the survey is that local response produced sample selection bias. The proportion of respondents with secondary education and no school certificate is quite high. It is possible that respondents who provided valid questionnaires were more low-educated and therefore, the sample may be biased towards lower-educated people. While this does not invalidate the results of this study, it is important to note that the sample was on average less educated than the overall population in Italy. In addition, people with lower incomes were more likely to complete the questionnaires; the results are more representative of a portion of the population with incomes below the national average.

Practical implications

Results showed how coastal communities are in favour of wind energy within their island, but not within a marine protected area that is considered unique for its beauty and marine ecosystem. Wind energy developers should, before submitting a proposal for an offshore wind farm project, consider among other things the long approval time and understand the activities carried out by local communities and their attachment to those places. Politicians and developers should develop a coherent energy transition policy based on a long-term vision of zero emissions, because according to the findings of this study, it was the regional energy policy that is the most controversial reason for residents to reject the project.

Originality/value

The contribution of this study is to fill a part of the research gap linking to ongoing energy transitions. In particular, this study analysed for the first time in Italy the acceptability level of an offshore renewable energy project considering the environmental implications and risks in the fragile marine ecosystem of Carloforte waters. This study also made it possible to analyse the impact of the regional energy policy on the acceptability of residents towards the development of offshore wind farms, which is scarcely discussed in the literature.

Abstract

Purpose

The purpose of this paper is to develop a combined social constructivist, internal and external conceptualisation of the process of realising offshore wind farms, and to investigate costs, time, delays and operational performance results of offshore wind farm power plant projects in Denmark and Sweden with a view to possible strategic misrepresentation.

Design/methodology/approach

Desk study of a sample of seven Danish and Swedish offshore wind farms using triangulation of publicly available material.

Findings

Some of the wind farm projects are successful and some less successful. In the latter group, budget and time overruns and under-performance are found. The paper discusses specific elements of possible strategic misrepresentation but finds a contradictory pattern. Also competences developed on the basis of experience do not produce clear results, since more recent wind farm performance is poorer than earlier.

Research limitations/implications

If desk research were combined with other methods, it would be possible to detect projects ' internal phenomena better.

Practical implications

There is a need to improve the efficiency of the wind farm building process and to improve the quality of offshore wind turbines, their foundations and cabling.

Originality/value

Renewable energy power plants comprise an important societal investment, yet their costs and possible cost reductions are poorly understood.

Case description

This case features a county planning director as he approves or turns down a permit application for the Harvest Wind Farm Project, located in Klickitat County on the Columbia Plateau in Washington State. The utilities involved and Klickitat County stood to benefit through new revenue generation and a favorable federal construction grant associated with the American Recovery and Reinvestment Act of 2009, and certain landowners stood to make substantial royalties. However, other landowners were also worried about declining property values, environmental groups had raised objections to the effect of turbines on the pristine Columbia River view, and uncertainty about health effects had recently become more of an issue. Nationally, “wind turbine syndrome” and “shadow-flicker” effects had been linked to wind farm operations. Given these concerns and the uncertainty, would the gains to stakeholders justify signing off on the project?

Abstract

This chapter examines why U.S. offshore wind farms do not exist and identifies sites most suitable for development based on European offshore wind farms. A survey of current literature indicates that U.S. development is stalled due to a lack of government and financial support. The literature identifies common attributes associated with the successful deployment of European offshore farms and provides a basis for a multi-criteria decision analysis of potential U.S offshore wind farm sites. A review of European wind farms indicates that a small, 10–50 MW farm located in shallow waters of less than 20 m might be more successful than previous U.S. development efforts. The review also identifies common European attributes deemed critical for success. These attributes are modified, taking into account unique U.S. factors, and a set of nine critical attributes are derived for use in a multi-criteria decision analysis model of suitable U.S. locations. The nine critical attributes (wind quality, water depth, shore distance, state support, public support, industrial support, population density, weather, and energy costs), along with associated utility function values, are applied to 23 past and current proposed U.S. sites. The model identified three sites, in Galveston Island, TX, Port Isabel, TX, and Block Island, RI, as being most favorable for a small wind farm.

Abstract

In recent years, Portugal has witnessed the siting of 250 wind farms, particularly in mountainous and rural areas. Even though, unlike other European countries, general public consensus seemed at first to prevail, protests by local population and ENGOs have been increasing of late (many broadcast by the media) – the outcomes of Environmental Impact Assessments (EIAs) provide a good example. This chapter has two main objectives. On one hand, it examines how rural landscapes are discursively framed in the press when the Portuguese media picks up wind energy issues. On the other hand, by analysing EIA reports, it aims at identifying the social actors involved in the decision process of the siting of wind farms in rural or peri-urban areas, the arguments for and against the location of these facilities and how the (rural) landscape is framed and represented. The empirical material is drawn on three different sources: media analysis of the public discourse on landscape issues related to wind farms; an analysis of EIA reports regarding wind farms in Portugal and an analysis of official positions on this issue assessed through the Environmental Impact Declarations (EID) of EIA processes. It is concluded that despite the lack of media attention to landscape impacts’ of wind farms, the existing discursive frames are often attached to dichotomized cultural meanings: it either deems wind farms as technological tools for landscape progressive transformation or as a risk to its pristine image. As to the EIA reports, landscape matters are more visible and important and at times sufficient to reject approval or change of the siting of a wind farm.

Abstract

Purpose

This paper aims to reveal how larger enterprises and small and medium-sized enterprises (SMEs) can enable innovation collaboration for enhanced competitiveness of the offshore wind energy sector.

Design/methodology/approach

The research is based on a longitudinal qualitative study starting in 2011 with a project-based network learning course with 15 SME wind farm suppliers and follow-up interviews with 10 SMEs and continued with interviews conducted with 20 individual enterprises within operation and maintenance conducted in 2014-2015.

Findings

The findings reveal challenges as well as opportunities for innovation collaboration between larger enterprises and SMEs to contribute to the innovation and competitiveness of the offshore wind farm sector. A glass ceiling is revealed for demand-driven positions if the SME does not possess rare and specific valuable knowledge. There are opportunities revealed in general for supplier-driven positions if SME suppliers can collaborate and develop interesting solutions for larger enterprises. If SMEs succeed in either of these aims, the SMEs have an opportunity to attain partner-driven collaboration. However, challenges are present according to the understanding of the different organisational approaches in SMEs and larger enterprises and in the different business approaches.

Research limitations/implications

The research is limited to the offshore wind energy sector. Further research is needed for verification of the findings in other energy sectors.

Originality/value

A fourfold contribution is made to enhance the understanding of innovation collaboration and to enable competitiveness for the offshore wind energy sector. SMEs, larger enterprises, academic researchers and policy bodies are provided with a model for action within the four positions for innovation collaboration.

Abstract

Purpose

In reference to the offshore-wind industry, this study aims to show that innovative purchasing and supply management practices can increase both firm- and industry-level performance. This paper also includes a description of the offshore-wind supply chain, which remains understudied in academic literature, despite increasing global development of offshore-wind farms.

Design/methodology/approach

Offshore-wind farm projects use more and larger turbines, which greatly increase the complexity of the supply chain. Innovative purchasing and supply management practices, designed to tackle this growing complexity, could help companies achieve the key success factors that define this industry. The evidence comes from real-world, offshore-wind farm projects, with the London Array farm as a principal example.

Findings

Innovative purchasing and supply management practices include decisions to make or buy, contract forms and local-to-global sourcing. These practices affect the key success factors of the industry by increasing competition, capabilities and control.

Originality/value

Purchasing and supply management practices could affect industry-level performance. This paper is among the first ones to provide an analysis of the offshore-wind supply chain and its evolution.

Abstract

Purpose

The purpose of this paper is to present an efficient model for project buffer sizing by taking failure mode and effects analysis (FMEA) into account to reach a more realistic schedule.

Design/methodology/approach

In the first phase of the project, several turbines were installed according to the primary schedule with an average duration of 142 days. Then, some of critical chain project management algorithms were separately applied in the implementation and installation of the other wind turbines. The adaptive procedure with resource tightness (APRT) method turned out to be the best method in terms of obtaining a more realistic schedule in this case study. Finally, FMEA was simultaneously applied with APRT.

Findings

Applying the hybrid method to the scheduling of the wind turbines, yielded the more realistic schedule than traditional.

Research limitations/implications

The proposed hybrid APRT-FMEA algorithm was implemented on a real wind farm construction project which was completed with 37 percent shorter duration than the initial estimation; in spite of the initial estimation of 142 days, the project completed in 103 days.

Practical implications

Introducing and implementing a new algorithm which is a combination of buffer sizing algorithms and one of the well-known and mostly used risk assessment methods in order to provide the more realistic project schedule in the construction of wind turbines.

Originality/value

Introducing and implementing a novel algorithm which is a combination of conventional buffer sizing method and one of the efficient risk assessment methods in order to make the schedule more realistic.

Abstract

Purpose

The purpose of this paper is to evaluate the essential barrier and reveal the priority among common barriers to offshore wind energy in an Indian context with the assistance of the proposed framework.

Design/methodology/approach

Based on the proposed framework, a five-phase methodology was adapted to explore the essential barrier step by step. The common barriers, which were collected from the existing literatures through a systematic review, were further validated by field experts. The collected common barriers were evaluated with the assistance of the case industry’s field professionals through an analytical hierarchy process, a multi-criteria decision-making tool, to evaluate the barriers to Indian offshore wind energy.

Findings

Among the 12 common barriers to offshore wind energy, it is clear that “high capital cost” is the most essential barrier involved in the implementation of offshore wind energy farms in the Indian context.

Practical implications

This study reveals the importance of offshore wind power as a long-term profitable strategy to the case company within the Indian context. By addressing the essential barriers to the implementation of offshore wind farms, the Indian offshore wind system managers can train their employees to counteract the hindrances through the benchmarking of pioneering global offshore wind power developers such as Denmark and the UK. Further, this study provides useful suggestions to the Indian Government regarding policies for offshore wind energy; it also clearly projects the current status of the Indian offshore wind farm implementation.

Originality/value

This study assists Indian key stakeholders of offshore wind energy by indicating the essential barrier in an Indian context; they can remove the particular barrier instead of focusing on others that previous studies have identified. Further, this study brings out the importance of offshore wind power in an Indian context, which can urge stakeholders to invest more in offshore wind farms.

Abstract

Purpose

The purpose of this paper is to introduce a reconfigurable model that is a combination of a schedule model and a queuing system M/M/m/K to reduce the duration of the wind turbine construction project closure phase and reduce the project documentation waiting time in the queue.

Design/methodology/approach

This research was implemented in a wind farm project. The schedule model deals with reducing the duration of the turbines closure phase by an activity overlapping technique, and the queuing system deals with reducing the turbine documentation waiting time in the queue, as well as reducing the probability of server idleness during the closure phase.

Findings

After the implementation of the model, the obtained results were compared to those of similar previously conducted projects in terms of duration, and the model was found effective.

Research limitations/implications

Project closure is an important and mandatory process in all projects. More often than not, this process is faced with problems including prolonged project duration, disputes, lawsuits, and also in projects like the implementation of wind farms, a queue of documents at closing stage may also cause difficulties in project closure phase.

Originality/value

The contributions of this research are twofold: first, a combination of project management and queuing system is presented, and second, a reconfigurable model is introduced to enhance the performance and productivity of the closure phase of the project through reducing the implementation time and reducing the turbine documentation waiting time in the queue, as well as reducing the probability of server idleness during the closure phase of the wind farm project.
