Abstract

In recent years, access to schooling for children orphaned and made vulnerable by AIDS has emerged as a major humanitarian concern, particularly in sub-Saharan Africa. International discourse largely fails to define what “vulnerability” means, while also depicting “orphans and vulnerable children” as passive victims of complex social processes. This ethnographic study of a “typical” secondary school in semirural Lesotho investigates the research question: At the secondary level, how does “vulnerability” shape the educational participation and home life of young Basotho? Through extended observation, in-depth interviews, and student diaries, the study reveals that “vulnerable” children in Lesotho, who are locally defined as those without strong adult caregivers, actually exercise a high degree of autonomy that is often manifested through “stubbornness.” “Stubborn” students resist adult control and are closely associated with early sexual debut and high-risk behaviors. As a result of their resistance, they are often singled out by teachers for corporal punishment, increasing the likelihood that they will drop out of school. This chapter adds to the literature on youth agency by demonstrating that “acting stubborn” is one way in which “vulnerable” children can exercise control over their own lives and resist the status quo. In addition, the findings point to the failure of the school model, which is highly authoritarian, to retain “vulnerable” students and teach them valuable life skills, including HIV/AIDS prevention. Finally, this study demonstrates that local and culturally inflected definitions of “vulnerability” may not always align with international definitions and policy prescriptions.

Abstract

What makes a child vulnerable to harm? What is it about how we conceptualise vulnerability that draws us to thinking about individual traits and characteristics rather than broader systems and structures of power? In this chapter, we consider these questions by exploring student experiences of vulnerability in schools. Drawing on a case study of two student experiences of harmful sexual behaviour, we explore harm, abuse and vulnerability as spatial. In doing so, we present school responses to forms of harm, drawing a division between responses which focus on vulnerable individuals and the potential of responses which target the systemic, spatial and contextual causes of harm. We conclude by offering Contextual Safeguarding as an approach for addressing the social conditions of harm.

Abstract

This chapter highlights the importance of providing all children, and particularly those at risk, vulnerable children and children with disabilities, with opportunities for a quality inclusive Early Childhood Education and Care (ECEC). It first sets out the evidence that quality inclusive ECEC provision is essential for all children to develop their potential and lifelong learning competencies that will ensure their successful participation in school and adult life. It then describes the main international and European policies for inclusive ECEC. A more detailed account is given of the five key principles for action towards improving the quality of ECEC provision developed by the thematic working group of the European Commission (2014) ‘Quality Framework for Early Education and Care’ that are also very similar to those proposed by the OECD (2015) ‘Starting Strong IV’. The concluding section underlines the need to address more strongly the provision of enabling opportunities for accessibility to ECEC of children at risk of exclusion. More importantly, it highlights the need to research and improve not only these children’s presence in ECEC but also their level and quality of active participation and engagement in the social and learning activities of early childhood inclusive provision. The chapter reflects the research and policy development work being undertaken by the European Agency for Special Needs and Inclusive Education in its (2015–2017) project on Inclusive Early Childhood Education (IECE) led by the present authors.

This chapter draws on data from young men1 interviewed on two occasions; first as ‘children’ aged 17 years within juvenile Young Offenders’ Institutions (YOIs); and then again as ‘adults’ aged 18 years within young adult/adult prisons about their experiences of transitions. Ethical reviews typically reflect age-determined constructions of child/adult status and those aged under 18 years are deemed to be more ‘vulnerable’, thus attracting more scrutiny from research ethics committees (Economic and Social Research Council [ESRC], 2020). This concern heightens the methodological difficulties of prison research, as incarceration renders children ‘doubly vulnerable’ (Jacobson & Talbot, 2017). Such institutions may be obstructive and access must be obtained from a series of gatekeepers. Negotiating the balance between participants’ rights and their best interests (Heptinstall, 2000; Thomas & O’Kane, 1998), along with gatekeepers’ priorities can be challenging. This chapter outlines how tricky ethical tensions were balanced with participants’ best interests in line with the United Nations Convention on the Rights of the Child (CRC) (United Nations, 1989). Despite the difficulties encountered, the researcher (J.P.) took the view that there would be ‘ethical implication[s] of NOT conducting the research’ (Girling, 2017, p. 38). The chapter offers recommendations for how researchers might conduct ethically sensitive research with similar cohorts of young people.

Abstract

Given that the workforce constitutes a principal resource of primary care, appraisal of models of care requires thorough investigation of the health workforce in all Models of Child Health Appraised (MOCHA) countries. This chapter explores this in terms of workforce composition, remuneration, qualifications and training in relation to the needs of children and young people. We have focused on two principal disciplines of primary care; medicine and nursing, with a specific focus on training and skills to care for children in primary care, particularly those with complex care needs, adolescents and vulnerable groups. We found significant disparities in workforce provision and remuneration, in training curricula and in resultant skills of physicians and nurses in European Union and European Economic Area Countries. A lack of overarching standards and recognition of some of the specific needs of children reflected in training of physicians and nurses may lead to suboptimal care for children. There are, of course, many other professions that also contribute to primary care services for children, some of which are discussed in Chapter 15, but we have not had resources to study these to the same detail.

Abstract

The rapid growth of mass incarceration in the United States means that a historically unprecedented number of children are exposed to paternal incarceration. Despite a growing literature investigating the intergenerational consequences of incarceration, little research collects information from the children who experience paternal incarceration. In this chapter, we describe an ongoing data collection effort, the Jail & Family Life Study, a longitudinal in-depth interview study designed to understand the consequences of paternal incarceration for families and children. Part of this study involves conducting in-depth interviews with 8- to 17-year-old children of incarcerated fathers during and after the father’s incarceration. First, we document the challenges and strategies to gaining access to children of incarcerated fathers, paying particular attention to the role of children’s mothers and caregivers in facilitating this access. Second, we document the challenges and strategies to developing rapport with this group of vulnerable children. Third, we describe the opportunities that children can provide for researchers. Taken together, these findings suggest that it is both challenging and imperative to incorporate children into research on the collateral consequences of incarceration.

Abstract

Although ethnographic research requires researchers to become highly involved in the lives of their respondents, in research reports or articles one rarely finds how the researcher dealt with his or her involvement, how this influenced the execution of the research, the interpretations and the outcome. In this chapter, I would like to discuss the issues that I faced during my research among children and young people living in so-called child-headed households in a disadvantaged community in South Africa.

Although children are recognized as social actors in the social sciences, ethical issues in research following from this new view have received less attention. Ethical considerations are part of any research project, but it is often argued that research among children raises some particular issues. I shall reflect on my emotional involvement and ethical issues on the basis of the principles of informed consent, maximum benefit and protection from harm and the influence of my interpreters on these issues. Doing research to children and young people in such difficult situations requires emotion work. In the conclusions I will make some suggestions for dealing with the emotions of respondents and one own emotional involvement.

Abstract

Purpose

This chapter is set within global public sector reform processes, as policing is part of public service delivery. It explores the question of who is “vulnerable”, how vulnerability is assessed, and why? It considers the measurement of vulnerability, and how this influences policing practice and the role of the Police in contemporary policing.

Design/Method

The research is qualitative in nature and reliant on interview and documentary source data. It draws on concepts such as resilience, co-production, professionalisation and training as organising themes in which to make sense of how we reimagine the management of Vulnerability and the demands they place at the “core, the heart and the centre” of policing today.

Findings

Police management in the UK are attempting to stay true to the Peelian Principle of police efficiency alongside balancing the changing remit of what they have to contend with on a day-to-day basis – this is the paradox. Both Vulnerability and Risk are demonstrated to be increasingly interconnected alongside the developments of public health policing in the UK and elsewhere. Collectively, these concepts help to examine an increasingly complex landscape for the police to manoeuvre within, as they respond to a myriad of competing demands on services.

Originality

Vulnerability is the core, the heart and the centre of meaningful human experiences. With increasing pressures on resources, political scrutiny and changing roles and responsibilities, the police as an organisation (both in the UK and internationally) are increasingly responding to competing demands for their service. These demands are represented in this chapter as a paradox of change.

Abstract

Drawing on key concepts from childhood studies, this chapter provides a theoretical grounding for children's participation rights in research on maltreatment. The chapter discusses the sociology of childhood, tracing how it brought a focus to children's participation in research, and introduces the concepts of adultism and childism to help critique children's participation in research on maltreatment. The chapter is framed by a familiar debate on tensions between children's right to participate and their right to protection. It explores the relevance of these debates for research on child maltreatment. Through its discussion, the chapter explores key issues that have traditionally led to children being kept out of research on child maltreatment. It argues that children's participation is key to advancing knowledge on child maltreatment and fundamentally a way to uphold children's human rights. The concepts introduced in this chapter are threaded and explored throughout the subsequent chapters of the book, in their examination and reflections on children's participation in research on maltreatment.
