Abstract

Purpose

The purpose of the paper is two-fold. The first is to inform the readers of the racist origins of libraries in America. Readers will learn about historic instances of systemic racism in libraries and those that persist today. The second purpose is to give readers examples of antiracist actions they can take on an individual level, in concert with library administration, and on the institutional level.

Design/methodology/approach

This paper gives an overview of systemic racism in librarianship. Part I outlines the history of libraries and their institutional oppression origins in America. Part II reviews some of the current racial issues in Libraries and Information Science (LIS). Part III gives the author's viewpoint on how to incorporate antiracist action within libraries and how to decenter whiteness at the national level.

Findings

The authors found that libraries were established on institutional oppression and systemic racism, which continue to this day to center whiteness and disadvantage BIPOC. Having said that, now is the time to make changes, decenter whiteness and remove systemic barriers through antiracist actions. These actions will help increase the number of BIPOC working in libraries and improve the retention and promotion of those BIPOC too. If the American Library Association (ALA) heeds this call to action, Critical Race Theory (CRT) will become part of the Master's of Library and Information Science (MLIS), BIPOC will be better funded and supported, and the credentialing stigma will be removed.

Originality/value

This article highlights concrete action that should be taken beyond individual bias awareness and into systemic changes. It advocates for more critical awareness and daily antiracist action within the LIS field.

Abstract

Purpose

This study aims to explore the question of whether or not librarians can ethically remain politically neutral in the wake of the 45th administration. The authors take a critical look at the American Library Association’s Code of Ethics, as well as the concept of vocational awe, and recommend challenging the “sacredness” of neutrality as a core tenet of the profession. Additionally, the authors describe the history of white privilege within libraries and argue that it is time to actively fight white supremacy and disavow the profession’s history of replicating racist social structures.

Design/methodology/approach

This study is a researched think piece designed to encourage critical thought about long-held idealistic beliefs in the profession.

Findings

This study suggests that despite the profession’s history of outwardly valuing “neutrality,” libraries are not and have never been neutral. Libraries have chosen, time and again, to value white privilege and a white frame of reference to the detriment of librarians and patrons of color. Because many librarians also see the profession as upholding “sacred” ideals like neutrality, we fall into the trap of being unable to criticize our own profession and practices and, therefore, are unable to make much needed changes.

Research limitations/implications

This study is based on the opinions of the authors and on the opinions of authors they have cited. It contains no original quantitative or qualitative research.

Originality/value

This study challenges the long-held assumptions that the profession has taken for granted over the past century. The authors argue that it is good and necessary to question the Code of Ethics, vocational awe and neutrality with the goal of improving the profession in light of the current cultural and political climate.

Abstract

Public library workers (PLW) in the United States can use critical information literacy pedagogy (CILP) as a framework for working with people who are incarcerated to combat oppression. PLW who teach information literacy in any capacity in carceral settings should honor their involvement in pedagogy and follow Paulo Freire’s pedagogical philosophy by rejecting humanitarian postures in favor of humanistic approaches. This can be accomplished by aiming to have both PLW and people who are incarcerated reach an awareness of and critique multiple information literacies, and for PLW to situate themselves alongside, not above, people in jails and prisons in an effort to authentically empower the incarcerated to re-enter society. This practice promotes social justice because it challenges the idea that information literacies associated with dominant groups – and thus, groups who are in power themselves – are intrinsically more valuable than information literacies engaged in by groups that are systematically disempowered. The chapter will end with prospective examples of PLW who participate in CILP in carceral settings.

Abstract

Purpose

To be actively antiracist requires an internal reckoning, what Chicana activist and scholar Gloria E. Anzaldúa referred to as “el arrebato.” Used to describe the first of seven cycles through which conocimiento, or knowledge, is formed, el arrebato presents a shift in the understanding of the world as it has been prescribed by both patriarchy and white supremacy. This paper will use Anzaldúa's Seven Stages of Conocimiento to trace a Latinx librarian's journey in unlearning white supremacy toward a shift to antiracist practices.

Design/methodology/approach

This ethnography follows the author from her time as a Diversity Alliance resident librarian in an R1 library to her current position as a tenure-track librarian in a primarily white institution, outlining how the seven stages have led toward active interrogation of not only library structures but with the legacy of anti-Black and anti-Indigenous discourse within her own Latinx identity.

Findings

As an ongoing reflective practice, this paper presents a journey of learning and unlearning toward critically deconstructing the culture of “niceness” within librarianship, where the principles of neutrality and vocational awe lend to library structures that place responsibility on the individual for institutional trauma rather than rightly examining and reconstructing the environments and structures themselves.

Originality/value

This autoethnography presents the viewpoint of a first-generation Latinx librarian growing up in a tricultural context in the Midwest.

Abstract

Correctional library staff are essential to fulfilling the rehabilitative mission of prisons, but their work is too often misunderstood and neglected. The Colorado Department of Corrections (CDOC) Libraries have a 272% turnover rate and struggle with many long-term vacancies. Despite being the lowest-paid staff in CDOC, library staff are asked to fulfill two distinct sets of responsibilities: that of running a library, and facility safety and security tasks.

Based upon original research, the Colorado State Library (CSL) has created a standard for minimum staffing levels for CDOC Libraries and a formula that can be applied no matter what service model a correctional library uses. CSL has found that to improve recruitment and retention of its library staff, CDOC needs to (1) improve pay and the librarian promotional path by changing staff to a class series which more appropriately reflects the job duties and level of decision-making and (2) create more library staff positions statewide in order to meet the minimum staffing levels.

Abstract

Purpose

The purpose of this paper is to make visible the connections libraries have to carceral systems and how library workers replicate carceral behavior through care.

Design/methodology/approach

This paper uses interdisciplinary research methods in the fields of library science, criminology, feminist studies, Black studies and abolition to examine the role of libraries as locations of carceral care.

Findings

Libraries, through their history and funding as well as their roles within society as educators and social service providers, have the components necessary to act out carceral care; libraries by extension can and do participate in forms of carceral care.

Originality/value

There has been much work on carceral care in the fields of social work and education, but to date, there has been little to no scholarship on how libraries work within the landscape of carceral care. This article builds upon the work of others to help understand how it applies to libraries.

Abstract

Purpose

This article explores the affective dimensions of academic librarians’ experiences during the forced pivot to emergency remote teaching because of the Covid-19 pandemic.

Design/methodology/approach

Through semi-structured interviews with librarians at 18 university libraries in Ontario, Canada, the researcher prompted study participants to reflect on how their work and that of other librarians in their organization changed during the period of focus, including the main challenges and opportunities experienced for information literacy instruction.

Findings

This study finds evidence of stress and anxiety among academic librarians teaching during the Covid-19 pandemic, including lack of confidence and skills with eLearning and work-life balance challenges. At the same time, the data show strengths and successes fueled by resilience, collaboration and a growing culture of care, which in many cases, resulted in strong expressions of pride by interviewees on what was achieved during this global health crisis.

Originality/value

This study is one of few adopting a qualitative research methodology to explore the affective dimensions of academic librarians’ experience of information literacy instruction during the Covid-19 pandemic. Its implications are instructive for future pedagogical approaches and workplace culture among information literacy teams, including communication, collaboration, flexibility and leadership support.

Abstract

This chapter presents the final results of a three-phase research project conducted between January and November 2022, consisting of a survey, interviews, and an environmental scan. During Phase 1, a survey was distributed to library managers and directors representing a variety of socioeconomic settings across the United States. It focused on population density and the urban/rural divide. Results from that survey revealed public librarians’ concerns about their local government’s response, patrons’ refusal to receive accurate information, and the propagation of misinformation on social media. Phase 2 involved interviewing 29 library managers and directors, focusing on their pandemic response stories. The interviews found that library leaders were frustrated by uncertainty, a lack of authoritative, trusted local information to guide their decision-making, which they could provide to the public, and the politicization of data and information. Phase 3 consisted of an environmental scan of 13 communities, from small towns to urban hubs, examining how external community factors influenced libraries’ community engagement and staff support. Across each phase of the study, the authors found examples of libraries and management committed to their communities despite uncertainties and political differences.

Abstract

Purpose

In describing these projects, the authors hope to encourage academic librarians and archivists to participate in, and even facilitate, similar work at their own institutions. Although both of these projects began in the library and included readings and discussions related to library and archival practices, the most generative conversations rapidly shifted from “how should the library handle these materials?” to “what might this institution do to reckon with its history?” When traditional library practices were de-centered and community perspectives were sought on the college archive, the authors were able to have more inclusive, authentic conversations about the college's history and future.

Design/methodology/approach

This case study explores two projects undertaken at a liberal arts college: a working group and a credit-bearing course intended to reckon with racist, xenophobic or otherwise harmful materials in the college archive. Both projects were informed by the authors' engagement with Tema Okun's White Supremacy Culture and guided by inclusive pedagogies and practices that participants had explored in workshops and within the context of the college's Engaged Pluralism Initiative.

Findings

The working group and the course underscore the centrality of relationships, trust-building and time to the work of addressing difficult histories. The “campus-wide conversations” the authors had hoped to have about the college archive evolved into smaller spaces developed with intention and care. The diverse perspectives of working group members and students in the course demonstrate the value of bringing together viewpoints from outside the library and beyond institutional or disciplinary silos, to consider far-reaching systemic issues.

Practical implications

Many US colleges and universities have begun, or will begin, to investigate the myriad ways in which racism, racial exclusion, or racial violence have marked their institutions and how these troubled legacies persist in the present day. This case study proposes possible approaches that academic libraries and librarians may take to contribute to this essential work.

Originality/value

These two projects propose that work that typically happens solely within libraries and archives (cataloging and description of potentially harmful materials) or within institutional or disciplinary silos (reckoning with legacies of racism and bias) can be discussed, debated, and shared among the campus community. All of the participants in the working group and the course, regardless of their title, role, or academic credentials, bring necessary expertise and experience to these projects. Inclusive practices, when paired with grassroots energy, suggest ways in which a college archive can be used as a site of evidence, reflection, interrogation, and repair.
