Abstract

In the context of tourism and hospitality studies, the potential of action research for generating robust actionable knowledge has not been yet realized. This chapter provides an account of the theory and practice of action research, demonstrates how it may be designed and implemented, and how it may generate actionable knowledge. It provides illustrative examples and shows how this research approach aligns effectively with some of the themes that currently engage the attention of researchers in the fields of tourism and hospitality such as process improvement, sustainability, and community-based tourism development. Thus, it makes a case for more widespread use of action research in the field.

Abstract

In this chapter, the analysis-action nexus will be addressed by reviewing studies from across the chapters. The broad themes covered have included governance and sustainability, consumer benefits and experiences, and networking among entrepreneurs and associated opportunities. It is argued that addition to tourism intelligence often lies in improving communication, building trusted connections, and affirming local networks. A focus on the need for trust, the use of tools for insights, the value of identifying new trends, and understanding target markets, together with the usefulness of training and an appreciation of time, help smooth the journey along the long and winding road from analysis to action.

Abstract

This chapter proposes a methodology to determine tourism policies that are effective in addressing the challenges of tourism as an instrument for development. A three-step process is proposed, including the preparation of a Green Paper that defines the different actors in the tourism system, as well as their functions vis-à-vis policy options; a White Paper that determines strategic positioning and a roadmap for action based on the diagnosis and analysis of the destination; and a Tourism Policy Plan that delineates the different governance actions. The model is examined from the perspective of the use of tourism as an instrument for development, with a consideration of the destination’s human, social capital, and participative governance systems.

Abstract

This chapter outlines the major findings of a survey on the rationale of the European Union actions for supporting tourism development and whether these undertakings can lead to a distinctive tourism policymaking. According to Organization of Economic Cooperation and Development (OECD) and European Union documentation, the most important instrument for the implementation of policy is based on tourism-related separate actions analysis, in a way that would enable one to compare the policies at the national and international level. This study suggests that tourism becomes a field whose issues and actions are taken at the regional level. This calls for creating the necessary conditions for the development of the tourism product at the European Union level. Until now, European Union practices do not portend the formation of a distinctive policy in the tourism industry.

Abstract

Purpose

Focusing on critical discourse analysis, this paper aims to propose a framework for analysing the way activist anti-tourism groups construct their social action of protest. The authors argue that activist groups use different narrative strategies to construct and legitimise their discourse of protest to convey social meanings for social action practices. This study represents an attempt to explain how anti-tourism activist groups have the agency to build different paradigms of protest rooted in particular views of tourism.

Design/methodology/approach

As a result of the lack of research in this area, this study used a comparative case study methodology drawn on four case studies in the field of anti-tourism protest. Case study is deemed adequate to explore a complex social phenomenon, how activist groups differ from each other, in a specific socio-economic context. A critical discourse analysis method is used to study primary (interviews) and secondary sources (reports, websites and online campaigns documents) of information, which express the activist group motivations and objectives to protest against tourism.

Findings

This study’s findings provide evidence in how discourse differs among the protest groups. Three narrative paradigms of protest are identified, which guide their agency: scepticism, based on a global and ecological approach; non-interventionist transformation, rooted in local community issues; and direct transformation, based on a sectoral problem-solving approach. These differences are interpreted as the consequences of the emergence and the development of different paths of protest according to specific social contexts and power relations in which anti-tourism groups are embedded.

Originality/value

This paper provides a contemporary approach to anti-tourism activism within the context of social movements. This case study may be of interest to practitioners and international destination managers interested in gaining a better understanding of anti-tourism protest strategies, new anti-tourism narratives following COVID-19 and the opportunities and challenges for opening a dialogue with those involved in activism and social urban movements as part of sustainable tourism governance. Our results can also help activists to rethink how they integrate differences and particular strategic positions to avoid hindering collective action. This knowledge is especially useful for managers and authorities seeking to develop more accurate collaborative governance practices with local activists, and especially those interested in fostering participative action without marginalising the diverse range of local community perspectives.

Abstract

Purpose

The public health emergency of COVID-19 (Corona-virus disease) pandemic has greatly impacted tourism industry, especially in the rural tourism. This paper aims to study how rural tourism practitioners can get out of the mire of the pandemic. By analyzing the behaviors of various stakeholders and the logic of the impact of the pandemic, the behaviors of participants and future development were sorted out. The key elements that promote the recovery of rural tourism were discovered.

Design/methodology/approach

Based on the framework of institute analysis and development (IAD), this research selected six rural tourist communities in China as subjects for the studies. Based on the seven basic principles of hermeneutics and the inductive research method, following the analysis method of “first-order coding, second-order coding, aggregated dimensions,” the texts obtained through in-depth interview and work reports were analyzed and concepts were extracted.

Findings

The paper extracted 44 first-order concepts and 14 second-order concepts, and obtained 7 aggregation dimensions, including policy formulation and implementation, improvement of integrated marketing capabilities, improvement of tourism product quality, restrictions on rural tourism development, protection and optimization of environmental resources, industrial integration strategies and improvement of managerial and coordinating capabilities. During the pandemic, the government, enterprises and associations, as the service providers of rural tourism, can optimize the environmental resources and industrial resources of rural tourism by formulating policies, refining products and strengthening marketing in the action arena, to promote the industrial integration of rural tourism and provide better products and services for tourists.

Originality/value

This paper uses the IAD framework to study how rural tourism communities can successfully recover from the impact of the pandemic. It is found that the rapid recovery of rural tourism is the result of collective action. The core of establishing the collective action mechanism of rural tourism is consensus mechanism, co-construction mechanism and sharing mechanism. By studying the path and possibility of collective action of rural tourism communities, this paper explores the approach of multi-center governance of rural tourism communities to promote the imminent recovery of rural tourism.

新冠疫情(COVID-19)对旅游业,尤其是乡村旅游产生了极大影响。本文旨在探究乡村旅游从业者如何摆脱疫情危机。研究通过分析疫情带来的影响及各利益相关者的反应,梳理旅游从业者的行为,探究乡村旅游未来的发展。研究指出了促进乡村旅游复苏的关键因素。

研究设计/方法/途径

基于制度分析与发展(IAD)理论框架,本文选取中国境内6个乡村旅游目的地作为研究对象。采用解释学七大基本原则和归纳式研究方法,通过对深度访谈和政府工作报告获得的文本进行分析,提取出“一阶编码、二阶编码、聚合维度”。

研究结果

研究提取44个一阶编码和14个二阶编码,最终得到7个聚合维度,包括政策制定与实施、整合营销能力提升、旅游产品质量提升、乡村旅游发展制约因素、保护和优化环境资源、实施产业整合战略和提高管理协调能力。疫情期间,政府、企业和协会作为乡村旅游的服务提供者,可以通过制定政策、改善产品、加强营销,优化乡村旅游的环境资源和产业资源,推动乡村旅游产业融合,为游客提供更好的产品和服务。

研究原创性/价值

本文利用IAD框架研究乡村旅游在疫情中的复苏。研究发现,乡村旅游的快速复苏是集体行动的结果。建立乡村旅游集体行动机制的核心是共识机制、共建机制和共享机制。本文通过研究乡村旅游社区集体行动的路径和可能性,探索乡村旅游多中心治理的途径,促进乡村旅游复苏。

Abstract

Purpose

This paper aims to exploit existing tourism knowledge to frame the unprecedented pandemic tourism crisis, its key aspects and impacts on the tourism industry. It builds a conceptual bridge and discusses the opportunity to capitalise on the missing link between the pre-COVID overtourism and the post-COVID “undertourism” debates.

Design/methodology/approach

A cross-fertilisation between the overtourism knowledge and the emerging COVID-19 literature stream is proposed and supported by an online media analysis focussing on the Italian tourism debate on Twitter. A text analysis of 2,500 posts helps discuss the conceptual framework.

Findings

The analysed Twitter debate prioritised socio-economic impacts, regulative actions and the recovery approach, representing government as the pivotal actor to overcome the pandemic crisis. An integrative interpretative framework results from this research, opening three areas of inquiry, such as the recovery–reform continuum, managerial approaches beyond regulative frames of action and a critical sizing of digital technologies deployment.

Research limitations/implications

Samples with different geographical and temporal coverage may provide further and multifaceted insights into the emerging tourism online media debate.

Originality/value

An original conceptualisation counter-intuitively frames post-pandemic tourism scenarios. Additional elements of originality are the online media analysis contributing to the emerging COVID-19 agenda and the use of Twitter social platform to investigate the tourism debate.

Abstract

Purpose: The COVID-19 global outbreak has delineated a scenario characterized by lockdown measures, travel bans, unemployment, cancelled bookings and limited travel confidence and logistics, thus forcing many tourism destinations and related tourism businesses to cease operations either partially or totally. Empirical studies aiming to assess the impacts of COVID-19 on the tourism and hospitality industry, as well as deepen our understanding about the main response actions that tourism stakeholders consider to be relevant to cope with the crisis, are extremely relevant. This is even more true in the context of island tourism destinations, where little research has addressed these issues so far. This study was therefore carried out to contribute to filling this research gap by presenting and discussing findings of an empirical research conducted on the accommodation sector in the Island of Sardinia (Italy) with the aim to investigate the impacts that the COVID-19 outbreak has generated on their booking and employment recruitment. Further, it also aims to identify and examine the most important response actions accommodation providers are implementing to cope with the situation, and what type of interventions they think regional/national institutions should adopt to sustain them.

Design/Methodology/Approach: A convergent mixed-method approach (data validation variant) was applied on a sample of 300 complete questionnaires collected in the period 15-30 March 2020, which included 140 narratives to be used for content analysis.

Findings: Quantitative findings report high cancellation rates, a severe decline in reservations and a relevant downsizing in staff recruitment. Qualitative findings identify several macro-based (i.e., institutional) and micro-based (i.e., business) interventions. Macro-based interventions are related to financial, fiscal, health, welfare, transport, destination management and destination marketing aspects. Micro-based interventions are mostly related to innovation, sanitation and cleanliness and pricing/cancellation policies.

Originality/Value: The chapter adds to the still limited island-related research aiming to assess the impacts of COVID-19 on the tourism and hospitality industry and to deepen the scientific debate about the main response actions that accommodation providers consider to be relevant to cope with the crisis.

Abstract

Purpose

Tourism impact on the economy is a reality that is going to be around for years to come. However, recognition of the “less positive” effects of tourism means that both private and public sectors need to reach a consensus in trying to mitigate and correct (or avoid) present and potential impacts. The purpose of this paper is to consider the positive aspects of tourism development and the use of technology to help anticipate and correctly manage the added value of tourism impacts.

Design/methodology/approach

Presents the viewpoint of the author, based on her significant experience as a public and private sectors’ manager, thus describing some of the challenges posed by tourism development and suggestions for action.

Findings

Tourism-related impacts do not “just happen”, they are the result of tourism growth and both public and private sectors need to use new solutions, based on tourism intelligence to anticipate threats and explore opportunities.

Practical implications

Tourism intelligence offers a route to defining strategies to better balance and manage tourism flows and, where necessary, to compensate residents, to reduce the pressures of tourism on popular areas and to mitigate potential tourism damage.

Originality/value

It is often the case that those who claim that tourism promotes over-use or over-exploitation of natural resources think that reducing tourism is the only possible solution. This paper suggests that tourists can live together with locals without damaging their quality of life.

Purpose

The purpose of this paper is twofold: to suggest a conceptual framework for linking intangible cultural heritage (ICH) to tourism for managerial actions at destination level; and to empirically investigate and validate the value of this framework.

Design/methodology/approach

The paper proposes a conceptual framework for pairing ICH with tourism. The utility of this framework was empirically investigated by means of case study (Cretan Diet Festival, Greece) using the technique of interview.

Findings

Findings suggest that: the proposed framework constitutes a good as a planning tool useful in achieving an integrated approach and as a management tool in assessing the effectiveness of ICH projects; the crucial success factors in this area; and culinary-based festival could be a constructive platform on certain conditions.

Research limitations/implications

Because of its exploratory nature, the study has inherent drawbacks. The suggested framework should be finalised. Future studies could explore the perspective of visitors. More empirical studies are needed to provide further corroboration of the findings.

Practical implications

Practical implications of this is in the field of strategic management. It contributes to consider approach and adopt managerial action plans in the field of developing and implementing a mutually beneficial partnership between ICH and tourism.

Originality/value

It is the first study that suggests and empirically investigates a framework for linking ICH to tourism at destination level, taking a strategic management perspective. It provides an integrated approach incorporating the main issues.
