Abstract

Purpose

The purpose of this paper is to explore the value that UK trade unions now place on the living wage.

Design/methodology/approach

The author is the TUC’s Pay Policy Officer and examines the issue from a practitioner’s perspective.

Findings

The living wage now has a well-established place within the hierarchy of pay demands adopted by UK trade unions. This continues a tradition of unions supporting norms and regulations as an adjunct to collective bargaining. However, support had to be achieved through a process of negotiation with the broader UK living wage campaign.

Practical implications

The paper concludes that there are good prospects for the living wage, and thus for the continued trade union support.

Social implications

The living wage standard is seen as having a strong moral basis, which often helps to win agreement with good employers. This results in a steady stream of workers out of in-work poverty. The credit for such pay increases is often shared between employers and trade unions.

Originality/value

The paper is written by a practitioner with inside knowledge and experience of the entire course of the living wage campaign in the UK and how it has been adopted and integrated by trade unions.

Abstract

Purpose

This paper presents an account of the UK campaign for the voluntary Living Wage, an example of civil regulation. The purpose of this paper is to identify and characterize the actors involved in the campaign, describe methods used and examine direct and indirect consequences of the campaign.

Design/methodology/approach

A mixed-method design is employed, reflecting the broadly framed purpose of the research. The research used semi-structured interviews with campaigners, union representatives and employers, observation of campaign activities and the creation of a database of Living Wage employers.

Findings

The campaign originated in the community organizing movement, but has involved a broad range of labor market actors, both “new” and “old.” A continuum of campaigning methods has been used, stretching from community mobilization to appeals to employer self-interest and corporate social responsibility. The campaign has recruited 3,000 employers, led to wage increases for thousands of workers and registered indirect effects by shaping the policies of governments, employers and unions.

Originality/value

The research presents a novel account of the UK’s distinctive Living Wage campaign, a notable example of the civil regulation of the labor market.

Abstract

Purpose

Although the coronavirus (COVID-19) pandemic appears to disproportionately affect those in informal employment, they often receive less government support than the formally employed. This paper considers definitions of the informal economy and informal employment, explores the rationale for participating in the informal economy and reflects on some effects of the pandemic on these workers.

Design/methodology/approach

The paper presents a narrative literature review with analysis of the selected academic and policy literature.

Findings

There are considerable short- and long-term implications of the pandemic for informal employment and the informal economy. This occurs against the background of unresolved tensions arising from informal workers' desire for more employment security and employers' striving for continued labour flexibility while transferring costs to government and workers. The COVID-19 pandemic might accelerate current trends and force new solutions to better protect basic work security while helping organisations to remain competitive. Government policies supporting work safety, income security, moves to formalisation of employment and fairness for informal employees are particularly important.

Research limitations/implications

As statistical and qualitative evidence is currently limited, it is too early to identify the full effects of COVID-19 on employment in the informal economy.

Practical implications

The results suggest that governments need to carefully consider explicit support for those in informal employment to create fair, resilient and ethical structures for workers, businesses, economies and wider societies.

Social implications

The paper identifies some of the social implications of COVID-19 for the informal sector.

Originality/value

The analysis offers initial insights into the impacts of a major health, economic and social shock on informal working.

Abstract

Purpose

The authors will give an overview of the railway market, with a focus on Morocco, before seeing the challenges to face, before listing some benefits of rail links in terms of development, ecology, security, space management, etc. The authors will then give an overview of the development of BIM, its benefits, risks and issues. The purpose of this paper is to verify that the BIM can provide the railway with the tools to face some of its challenges and improve its productivity.

Design/methodology/approach

This paper is part of our research project on the integration of BIM in railway, which is the result of a partnership between Colas Rail Maroc and the ENSAK of the Ibn Tofail University of Kenitra. The objective of this paper is mainly to confirm that the integration of BIM with the railway, through a theoretical and practical study, can have positive impacts. To do this, our methodology consists in studying briefly the development of the railway, the need to improve the budgets and schedules of the projects, to increase the productivity, before showing the advantages of the BIM in the sector of the Architecture, Engineering and Construction (AEC). The study of feedback from railway projects (chosen for their date of completion – beyond 2014, their size, their geographical situation in several countries and for the availability of literature in a new field) will confirm the initial hypotheses. Among the projects studied will be a project that has been the subject of an article written by the authors of this paper. In the discussion of the results, the authors will focus on the benefits, risks and limitations of integrating BIM into the railway. In conclusion, the authors are laying the groundwork for future research in the field.

Findings

The cases study discussed in this paper and previous research confirms the hypotheses of the literature. The integration of BIM into railway projects can have several advantages: collaboration, time saving, cost optimization, prevention of conflicts between networks, construction before construction, optimization of facility management, improvement of the quality of works, prefabrication. They also allowed us to illustrate the risks (status and appropriation of the BIM model, lack of standardization of versions or software and lack of understanding of the basics of schedules and specifications) and limitations (lack of feedback, lack of adaptability and convergence of tools). These experiences have also shown that the use of BIM is not just a technological transition, but a revolution in the project management process, which requires several key success factors (participation of all, commitment, change management and adoption of the collaborative approach). Visualization, collaboration and conflict elimination are the three main chapters where the benefits of BIM can be organized. In fact, there is a lot of intersection between these chapters, but they have been chosen as the main ideas around which all the benefits can be better understood. Visualization primarily addresses the benefits to an individual and improving one’s personal understanding as a result of using BIM. The collaboration refers to the cooperative action of several team members, which is encouraged and facilitated by BIM. Conflict elimination mainly concerns project-related benefits, such as conflict reduction, waste, risks, costs and time. For railway infrastructure projects, the main purpose of using BIM is to improve the design integration process, internal project team communication and collision detection to eliminate risk of rehabilitation.

Research limitations/implications

The application of the BIM process in railway infrastructure requires constant improvement. This concerns the development of libraries and the models available to all users in order to encourage the development of this methodology and, consequently, its use of information throughout the life cycle of an infrastructure work.

Practical implications

The case study of real projects incorporating BIM confirms the results of the literature review. The benefits of integrating BIM into rail projects are multiple and proven: cost control, decision support, avoids extra work due to design errors, improves detection of interface problems, improves planning of vision, help with prefabrication and facility management, etc. Finally, the BIM process is able to overcome delays in procedures slowing the development of the construction industry in many countries, especially in Morocco, because of the slowness of design (or downright bad design).

Social implications

The integration of BIM into rail is becoming a global trend. This integration requires government decisions and a maturation of technology and tools. The authorities of some developed countries studied (Sweden, UK, France, Germany) in the railways, at different stages of implementation, are adopting BIM in the process of setting up new railway projects. This political impulse is still behind in southern countries, such as Morocco. The trend and the data collected indicate an adoption between 2020 and 2030 of BIM in all/some AEC projects in developed countries. This will have an impact on other countries that will soon be doing the same, especially in the railway sector to adopt the BIM.

Originality/value

As part of the realization of this paper, we proceeded to the implementation of an electrical substation as part of the project to build 40 electric traction substations built by Colas Rail on behalf of ONCF.

Abstract

This paper draws on the results of telephone surveys conducted to assess the impact of the coronavirus disease 2019 (COVID-19) pandemic on the young people of two longitudinal cohorts (aged 19 and 26 years old at the time) of the four countries that participate in the Young Lives research programme: Ethiopia, India, Peru and Vietnam. We first review the pandemic experiences of these four countries, which differed significantly, and report on the responses of the individual young people to the pandemic and the measures taken by governments. Our main focus is on how the pandemic and policy responses impacted on the education, work and food security experiences of the young people. Unsurprisingly the results show significant adverse effects in each of these areas, though again with differences by country. The effects are mostly more severe for poorer individuals. We stress the challenges that COVID-19 is creating for meeting the United Nations’ Sustainable Development Goals, in particular in making it more difficult to ensure that no one is left behind.

Abstract

Purpose

The aims of the paper were to highlight the dearth of applied practitioner research concerning the expression of neurodiversity at work and develop an epistemological framework for a future research agenda.

Design/methodology/approach

A systematic empty review protocol was employed, with three a priori research questions, inquiring as to the extent of neurodiversity research within mainstream work psychology, psychology in general and lastly within cross-disciplinary academic research. The results of the final search were quality checked and categorized to illustrate where studies relevant to practice are currently located.

Findings

The academic literature was found to be lacking in contextualized, practical advice for employers or employees. The location and foci of extracted studies highlighted a growing science-practitioner gap.

Research limitations/implications

The research focused on common neurominority conditions such as autism and dyslexia; it is acknowledged that the neurodiversity definition itself is broader and more anthropological in nature. A need for a comprehensive research agenda is articulated, and research questions and frameworks are proposed.

Practical implications

Guidance is given on applying disability accommodation to both individual and organizational targets.

Social implications

The disability employment gap is unchanged since legislation was introduced. The neurodiversity concept is no longer new, and it is time for multi-disciplinary collaborations across science and practice to address the questions raised in this paper.

Originality/value

This paper offers an original analysis of the neurodiversity paradox, combining systematic inquiry with a narrative synthesis of the extant literature. The conceptual clarification offers clear directions for researchers and practitioners.

Abstract

Purpose

Single-party regimes increasingly use Subnational Performance Assessments (SPAs) – rankings of provinces and districts – to improve governance outcomes. SPAs assemble and publicize information on local government performance to facilitate monitoring and generate competition among officials. However, the evidence are sparse on their effects in this context. The authors argue that built-in incentive structures in centralized single-party regimes distort the positive impact of SPAs.

Design/methodology/approach

The staggered rollout of the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) created a natural experiment. Due to 2010 budget constraints, the first iteration of the PAPI survey covered only 30 of Vietnam’s 63 provinces before covering all in 2011. The PAPI team used matching procedures to identify a statistical twin for each province before randomly selecting one from each pair. The authors use randomization inference to compare the outcomes of these control and treatment groups in 2011.

Findings

Exposure to PAPI helped improve almost all aspects of governance; however, significant evidence of prioritization bias exist. The positive effects only persisted for the dimension of administrative procedures, which was the one area of governance that was prioritized by the central government at the time. Other dimensions only registered short-term effects.

Originality/value

Our study provides an examination of the impact of SPAs in a single-party regime context. In addition, the authors leverage the natural experiment to identify information effects causally. The authors also look past short-term effects to compare outcomes for five years after the treatment occurred.

Abstract

Purpose

Recent changes in the UK to the regulation and modes of work in the formal and informal economies are considered. Research in this field has tended to remain in silos (treating formal economy working conditions separately from research on the informal economy). The question is whether the means of work and benefits to the worker for formal and informal work are now as different as the former images of formal and informal economy work imply under a “jobs-for-life” economy. The purpose of this paper is to consider whether the current aim of government regulation of the informal economy – to formalise it – is actually of benefit to workers, as might be supposed.

Design/methodology/approach

This paper considers recent research findings on the formal and informal economy, using official government statistics for the UK and more detailed European studies on the informal economy.

Findings

This paper argues that formal employment in the UK is becoming more casualised, with less associated benefits to employees. Though it is still of benefit to the state to formalise informal work (to increase tax take), some of the links between formalisation and a good working environment for workers are being broken, which may lead to the informal economy becoming more popular and requiring different priorities in its regulation.

Originality/value

This paper argues that we need to change our assumptions and image of work in the formal economy, compared to that in the informal economy.

Abstract

Purpose

This study offers an empirical framework for how hotel employees CSR perceptions affect their job satisfaction by incorporating the parallel mediating roles of organizational identification and psychological contract fulfillment. In addition, it examines the moderator effects of employees' CSR-induced attributions on the constructed mediated model, providing a powerful lens through which to evaluate when and how employees' CSR perceptions influence organizational identification and psychological contract fulfillment.

Design/methodology/approach

The study use PLS-SEM techniques to analyze a sample of 520 employees from 49 luxury hotels with 4–5 stars in Khanh Hoa province, Vietnam.

Findings

The results show that CSR positively influences job satisfaction through the mediating role of psychological contract fulfillment and organizational identification. Besides, attachment styles also play moderator role in the relationship between CSR and psychological contract fulfillment/organizational identification.

Practical implications

The discoveries elucidated within this research endeavor proffer actionable discernments to be earnestly contemplated by professionals entrenched in the hotel industry, earnestly aspiring to ameliorate the contentment of their workforce and, concomitantly, augment the overarching efficacy of their organizational operations.

Originality/value

This study provides human resource departments with insights and suggestions for maximizing the efficacy of CSR implementation in the hotel industry.
