Abstract
Purpose
With focus on Uganda, this study assessed the factors influencing agro-food micro, small and medium enterprises (MSME) innovations. Kampala, Wakiso, Mukono and Jinja districts were the locations of the research.
Design/methodology/approach
Primary cross-sectional data was collected using structured questionnaire for a sample of 521 agro-food MSMEs in Uganda. Descriptive statistics, exploratory factor analysis and hierarchical regression analysis were used to examine the data in SPSS.
Findings
The findings indicate that MSME innovation levels were usually high, at roughly 80%. The presence of rules that encourage innovation and reward creative people would enhance innovation that is customer-focused. On the other hand, policies and principles that encourage innovation and the conduct of internal product and process improvement research would promote system-focused innovation.
Research limitations/implications
Encouraging agro-food MSMEs to develop policies that support innovation would improve the overall level of innovation, while building the capacity of agro-food MSMEs to conduct product and process improvement research would increase the level of systems-focused research.
Originality/value
This study assessed the drivers of innovation in agri-food MSMEs in a developing country. The uniqueness of this study is in assessing the effects of innovation support services on customer-focused and systems-focused innovations.

Abstract
Purpose
The purpose of this paper is to provide an empirical analysis of whether differing forms of innovation act as complements or substitutes in Irish firms’ production functions.
Design/methodology/approach
The approach adopted by this paper is empirical in nature. Data are obtained for approximately 582 firms from the Irish Community Innovation Survey 2004‐2006. In total, four forms of innovation activity are identified: new to firm product, new to market product, process and organisational innovation. Formal tests for complementarity and substitutability are applied to these types of innovation to assess whether they have a complementary effect on firms’ turnover.
Findings
The results suggest that there is a substantial degree of complementarity among different forms of innovation. Out of six possible innovation combinations, three are complementary while none exhibits signs of substitutability.
Social implications
From a business perspective, the importance of organisational change to facilitate technological innovation is highlighted, while from a policy perspective the importance of the incentivisation of organisation and process innovation is also highlighted.
Originality/value
To date, most research has focused on the impact of various forms of innovation, in isolation, on firms’ productivity. They do not consider whether these forms of innovation may in fact be linked, and that by implementing two or more innovations simultaneously, the combined benefits may be greater than the sum of the parts.

Purpose
The aim of this paper is to outline what the intended benefits the smart specialization strategy (S3) is meant to create, and through what policy measures; that is, to shed light over what underpinnings S3 is based on, and if the measures based on these can affect the relations between “academia, businesses, and local authorities” – where the public and the private actors might have partly overlapping interests, but with different needs and rationales.
Design/methodology/approach
The research design of this paper is based on the industrial marketing and purchasing network approach, that is, the empirical observation that business exchange has a content, which affects and gives imprints on the actors engaged in the exchange. To determine whether the S3 strategy in general, and in the two investigated regions in particular, can affect the embedding of innovations in using, producing and developing settings, and if so how, this study applied the actors–resources–activities model. In addition to investigation of the S3 strategy in general, two case studies were conducted, one each in two European Union regions with rather different business and academic research characteristics: the Marche region in Italy and the Uppsala region in Sweden.
Findings
The S3 measures rest on the judgement of which “domains” to support can be made by policy actors without deeper analysis of how the assumed firms representing these domains are related in terms of how resources are combined and activated. Instead, the S3 policy analysis is based on local policy organizations desk table investigations of what appears as innovative. Hence, in practice, the key S3 measure is still to transfer knowledge from the public to the private sector. This entails that support in terms of how to create change in established resources interfaces, which is a main source of innovation to which both established and emerging localized firms are related, remains out of policy sight.
Originality/value
The ambition with this paper is to discuss what changes S3 – with the ambition to develop and match academic research to business needs – implies and what underpinnings it is resting on. Hence, the focus is directed to what new types of policy arrangements are supposed to result in what types of benefits – and last but not least, the ability for these to interfere with businesses which are interconnected across spatial borders.

Abstract
Purpose
This article presents a comprehensive analysis of innovation in micro, small and medium enterprises (MSMEs) in India, focusing on the barriers and facilitators within their internal and external ecosystems.
Design/methodology/approach
A self-administered questionnaire was used to collect data from 1430 MSMEs across India, employing Structural Equation Modeling (SEM) to analyze the relationships between internal and external factors and innovation adaptation.
Findings
The findings indicate that factors such as top management and organization structure, communication, technological capability and adaptation and organizational culture have a positive impact on innovation adaptation within the internal environment. Conversely, employee and market orientation, as well as financial factors, have a negative influence. Regarding the external environment, industry and competitive analysis, internationalization and partner alliances were found to positively affect innovation adaptation, whereas the country's infrastructure and policies had a negative impact.
Originality/value
The study emphasizes that MSMEs have the potential to leverage their internal and external environments to foster innovation within their organizations.

Abstract
Purpose
Innovation ecosystems face many environmental challenges. The literature review shows that innovation ecosystems accelerate innovation activity, but empirical studies have not provided enough case studies focusing on the minimum-waste business strategy as one aspect of the circular economy. Various forms of interaction between members occur in the innovation ecosystems, which determines the level of cooperation. This paper aims to show the structure and forms of cooperation in an innovation ecosystem using the Czech Hemp Cluster (CHC) and its surroundings and suggest research directions in the field of interaction between members in an innovation ecosystem. Although hemp is associated with the production and distribution of narcotics, it is a versatile plant supporting the minimum-waste business strategy.
Design/methodology/approach
The research is based on a theoretical part of a literature review of major scientific articles on innovation ecosystems from 2016 to 2021. The case study of the CHC and the hemp ecosystem is based on qualitative research in the form of a content analysis of the mission of the cluster members. In addition to content analysis, the classic multidimensional scaling method and hierarchical cluster analysis were used to reveal ecological guilds.
Findings
The case study highlighted the specific relationship between the cluster and the ecosystem. The cluster does not determine the ecosystem boundaries, but the ecosystem is a much broader system of cooperation and interaction between organisations. Clusters emerge after an ecosystem has existed for a particular time to coordinate collaboration and information between organisations and stakeholders. The analysis of the CHC revealed the specific role of non-profit organisations (NPOs) in the innovation ecosystem. NPOs are not engaged in primary functions in the value chain, but they provide supporting activities through coordinated networking, disseminating information on innovation, awareness-raising and stakeholder education. Compared to natural ecosystems, innovation ecosystems are typically characterised by higher forms of collaboration between members.
Research limitations/implications
An exciting opportunity for research on innovation ecosystems is the ecological guilds taken from natural ecosystems and whose identification can help define the boundaries of innovation ecosystems. An opportunity for further research is the comparison of NPO-based and government-based clusters playing a central role in developing innovation ecosystems. Regarding the problematic generalisability of the case study to the entire agricultural production, a challenge is a search for minimum-waste business models in agriculture characterised by the biological nature of production.
Originality/value
Theoretical and empirical studies have not yet considered innovation ecosystems in the minimum-waste context to a sufficient extent. The paper builds on previous scholarly studies focusing on innovation ecosystems and, for the first time, discusses the role of NPOs in the innovation ecosystem. The CHC case study adds a suitable minimum-waste business model to the still very scarce literature on sustainable innovation ecosystems. The article discusses the purpose and forms of cooperation in an innovation ecosystem, identifies a complementarity of roles in the innovation cluster and describes the interrelationship between the cluster and the ecosystem. Discussion of the ecosystem leader in the cluster-based innovation ecosystem shows the differences between Czech, Polish and German life science ecosystems.

Abstract
Purpose
Performed over a five-year time horizon, this paper aims to analyze the progression rates of technological innovation across 15 sub-provincial Chinese cities. The authors quantify and rate innovation performance, then rank the cities based on a purpose-built index designed to gauge the rate of technological progress.
Design/methodology/approach
Using the inferior constraint method, and a variety of national sources of data, the authors construct an innovation index based in part on new product sales revenue, proportion of college students, research and development expenditure of industrial enterprises in relation to gross industrial output value, contract deals in technical markets per capita, hazard-free treatment rate of waste, enterprises with technical development agencies accounts for industrial enterprises, number of high-tech enterprises and invention patent ownership per million population.
Findings
The findings provide a methodology for indexing cities, with 15 Chinese provincial cities as examples. Among the top five cities with the highest technological innovation index were Shenzhen, Nanjing, Guangzhou, Hangzhou and Wuhan. In the bottom were Shenyang, Changchun, Dalian, Xi’an and Harbin.
Research limitations/implications
This study applied a new model of innovation at the city level for China. Application to other industries (real estate, manufacturing, etc.) and countries will extend boundaries of this model and show its wider applicability.
Practical implications
Companies can use this research and methodology when seeking new investments in high tech and innovative products. Locations offering more hospitable environments should be prioritized ceteris paribus.
Originality/value
One weakness of much of the international business and competitiveness literature is that it often views the country as the primary unit of analysis. In this way, nuanced views of the institutional environments within countries are often overlooked. This paper proposes a measure of regional rates of innovativeness across China.

Abstract
Purpose
This paper aims to explore Living Labs (LL) as knowledge systems for urban service projects. This empirical study aims to identify and characterize knowledge in LL dedicated to urban service projects. It also aims to understand how through knowledge path, LL redefine the management of projects. First, the praxeologic and academic context underlining the main challenges associated to urban service projects is presented. It mainly concerns the growth of the cities (Haouès-Jouve, 2013), the problematic of social acceptability (Savard, 2013) as well as the normative approaches to manage projects (Kerzner, 2010). Second, a literature review on co-innovation and Livings Labs is presented. (Chesbrough, 2004; Gaglio, 2011). This paper also presents the concept of knowledge applied in an LL system (Sanders and Stappers, 2008). Here, knowledge refers to dynamic knowledge, as suggested by Argyris (1995).
Design/methodology/approach
In the third part, the goals of this study as well as the abductive and “partnership” qualitative methodology that was used are explained (Fontan and René, 2014). The constitutive and the operational definitions on knowledge that have been mobilized are detailed (Piaget, 1974; Gadille, 2012). A special focus is made, here, on distributed knowledge (Nowotny et al., 2002; Trepos, 1996), on “users” as “experts of uses” (Chen et al., 2010). Then, the sample and the four cases of LL that were explored are described.
Findings
Finally, the findings are presented. This paper exposed how knowledge lying in the loops of the LL system was characterized and how knowledge is mobilized in an LL. This paper also draws a theoretical model of project management referring to knowledge, LL and co-innovation approach.
Research limitations/implications
To conclude, several implications in project management research and urban studies are presented.
Practical implications
Several implications concern the current practices of project management. Due to some new societal challenges, it is considered that a new professional posture is required.
Social implications
Several implications concern citizens as users and stakeholders of urban projects.
Originality/value
The originality of the study lies in its content and its format. A specific participative approach was used to explore LL. This paper investigated knowledge in LL, which are new entities dedicated to very actual projects, where users are co-managers.

Abstract
Purpose
The purpose of this paper is to investigate the practices that start-ups in emerging economies can implement to design circular economy business models and how they can create and capture value from a circular economy business model.
Design/methodology/approach
The paper adopts a qualitative case method approach with semi-structured interviews with start-up founder promoters, its employees, its beneficiaries and its customers, conducted in two local Indian start-ups engaged in the manufacture of products and providing services that promote adoption of circular economy principles.
Findings
Analysis of the two business models reveals common patterns in building value proposition. The findings suggest that start-up ventures adopt an iterative approach to produce reusable and interlinked products and co-create with customers, vendors and local communities. They adopt mechanisms that can create, deliver and capture value while maintaining economic viability, and thus contribute towards micro- and macro-level benefits.
Research limitations/implications
This study maximizes the depth of the phenomenon under investigation by leveraging case study methodology. Future research opportunities could be found in quantitative studies to increase the generalizability of the findings of this paper.
Practical implications
The paper presents a theoretical model linking the circular business model design and deployment mechanisms that can be used by start-up entrepreneurs desirous of embracing circular economy principles and thus contribute towards environmental, economic and developmental goals in emerging economies.
Social implications
To accelerate the transition of adoption of circularity principles in emerging markets, start-up ventures could adopt circular business models that contribute towards achieving positive behavioural change. This can be achieved by integrating with different stakeholders in the value network such that they play a vital role in the process of value creation and delivery and benefit from the value captured.
Originality/value
An interdisciplinary approach that integrates the research streams of circular economy, and business model design has been pursued to identify the design and deployment mechanisms adopted in the circular business models of start-ups in real-world emerging economies’ context.

This chapter focuses on clarifying the cooperation and convergence between tourism and audiovisual (AV) sectors in Hamburg and Riga. In light of increasingly easier and more accessible travel, the tourism sector is a growing trend in most countries and regions. To what extent does this affect cooperation with the AV sector? The chapter gives an overview of different types of cooperation in these regions and brings out the main obstacles for innovation. When describing the innovation systems, focus is put on institutional frameworks in these two regions. We end by arguing that raising the demand for innovation in the tourism sector is a real challenge and demonstrating that the public sector plays an important role in driving the cross-innovation processes between the observed sectors.

Knowledge management (KM) is the subject of much literature, discussion, planning and some action. Effectively implementing a sound KM strategy and becoming a knowledge–based company is seen as a mandatory condition of success for organizations as they enter the era of the knowledge economy. Yet KM remains a broadly ill–defined term, with many, often disparate management theories, applications and technologies claiming a place under the KM banner. Read individually, the literature often presents a single view of what is a multifaceted topic. The KM spectrum has been developed to assist organizations in understanding the range of KM options, applications and technologies available to them. It provides a view of the totality and complexity of the various KM theories, tools and techniques presented in the literature. It provides a framework within which management can balance its KM focus and establish and communicate its strategic KM direction. This article introduces the KM spectrum as a synthesis of current KM theories, applications, tools and technologies described in the literature.
