Abstract

Purpose

This paper investigates the factors responsible for the emergence of different arrangements of state–society relations. Being concerned with the relations related to the industrial sector, this study focuses more on state–business–labor relations (SBLRs), especially on power dynamics between the main actors in these relations, namely, the state, tycoons, entrepreneurs and labor.

Design/methodology/approach

Based on power dynamics, four SBLR modes are identified and differentiated according to state power vis-à-vis non-state actors and tycoon power vis-à-vis the other non-state actors. The balanced mode is characterized by balanced power relations among the four considered actors. In the capture mode, tycoons are more powerful than other actors, including the state, although other nonsocial actors have organizational rights. The crony mode has powerful state, subservient tycoons who enjoy high levels of favoritism and low organizational power for the other social actors. Finally, the state-dominance mode has powerful state, low levels of favoritism to tycoons and low organizational power for all social actors. The paper then explores the factors responsible for the emergence of each of these modes by investigating the factors’ effects on state power and favoritism to tycoons. The investigated factors include historical political–economic, geographical, legal and cultural factors. The hypothesized effects of these factors are then tested using a random-effects probit regression model, investigating how the different factors affect the probability of the existence of the studied SBLR modes.

Findings

The results support much of the hypothesized relations and place more emphasis on some of the investigated factors. Earlier development is clearly responsible for the emergence of either the balanced or the state-capture SBLR mode. Geographical conditions favorable for development, such as latitude and metal richness, also lead to the emergence of either mode. The communist heritage, and more accurately the post-communist economic and incomplete political liberalism of the transition stage, contributed to the emergence of the state-capture SBLR mode. The British legal system, with the power it provides to non-state actors through the independence of judges and other measures, contributes to the emergence of the balanced SBLR mode. Cultural factors are largely responsible for the emergence of the crony SBLR mode, especially hierarchical and collectivist cultures, as well as ethnic fractionalization. On the other hand, the culture of Confucians has the strongest influence on the emergence of state dominance, while other cultures play a marginal role in its rise, and ethnic fractionalization marginally defuses the ability of the state to dominate without resorting to favoritism. Finally, access to rich natural resources, by enriching the state independently from social actors’ financial resources (e.g. taxation), marginally increases the probability of the emergence of the state-dominance mode.

Research limitations/implications

There is room for path dependency to explain the emergence of different SBLR modes in many countries. Unfortunately, the introduced regression model and any quantitative empirical work would not be able to effectively investigate such a process. Instead, an approach depending on case studies and a deeper investigation of country-specific historical political development is needed to complement the research done here. Conducting such an additional quest would help in reaching a more comprehensive understanding of why different countries have different SBLR modes. This should ultimately help in answering an equally important question: How to reverse engineer the emergence of favorable SBLR modes?

Practical implications

Although this paper did not investigate the economic merits or mischiefs of each of the studied modes, it is plausible to think of the balanced SBLR as the best mode. This is supported not only by the fact that most of the countries of this mode are developed countries but also by the attractiveness of the power dynamics governing this mode—a more balanced power among different SBLR actors. While some factors are almost impossible to replicate, for example, geographical factors, reform could target the factors that could be changed or mitigated. This is true for legal reform, especially for fostering the independence of judges. Culture is often regarded as a sticky institution. However, this is not always true, even though the change happens in the long run. A sort of dynamism should always be considered when referring to culture through time and space. Institutional reform could be instrumental in the long run in this regard. Conducting such reform with the help of such “exogenous” institutions should always consider the match between these institutions and “endogenous” institutions, such as culture. That is to say, the connection between democratization, fostering accountability and curbing favoritism and cultural values leaning toward these principles should be firmly established. Finally, a point of optimism is that—based on the results of this paper—reaching a high state of development could increase the chances of realizing a more balanced SBLR mode in the long run.

Originality/value

This paper represents a novel contribution to a topic that has hardly been addressed in the literature. The methodology that is used identifies different state–society relation modes and focuses on power relations in SBLRs is another important contribution to the present literature in many fields, such as institutional economics, socioeconomics and political economy.

Abstract

Purpose

When a major landslide and floods devastated Freetown, Sierra Leone had just overcome the Ebola crisis, which had left its mark on socio-political relations between different disaster response actors. With international disaster response frameworks increasingly shifting to local ownership, the national government was expected to assume a coordinating role. However, in “post-conflict” settings such as Sierra Leone, intra-state and state–society relations are continuously being renegotiated. This study aimed to uncover the complexities of state-led disaster response in hybrid governance setting at national and community levels in the response to the 2017 landslide and floods.

Design/methodology/approach

During the four months of fieldwork in Freetown in 2017, semi-structured interviews and focus group discussions with various state, aid and societal actors were conducted.

Findings

The findings show that a response to policy building on the idea of a uniform state response did not take into account intra-state power politics or the complexity of Sierra Leone's hybrid governance.

Practical implications

This paper argues for a more nuanced debate in humanitarian governance and practice on the localisation of aid in post-conflict and fragile settings.

Originality/value

The study's findings contribute to the literature on the disaster–conflict nexus, identifying paradoxes of localised disaster response in an environment with strong national–local tensions. The study highlights intra-local state dynamics that are usually overlooked but have a great impact on the legitimacy of different state authorities in disaster response.

Abstract

Purpose

This paper aims to examine the origins and trajectory of the Brazilian corporate social responsibility (CSR) movement in relation to political economic developments in Brazil during and prior to the 2000s.

Design/methodology/approach

This paper relies on a historical political account that traces the evolution of the main actors in the CSR movement since the democratization period, details the contacts established with relevant political and civil society groups and outlines the adaptation of their agenda to the changing context.

Findings

The long association between a faction of Brazilian business and the Workers’ Party (PT) and the overlapping state – society relations characteristic of the Brazilian political economy explain the domestic and international standing of the Brazilian CSR movement, in particular since 2003 when Lula da Silva came to power.

Originality/value

The trajectory of Brazilian CSR and participation in related global initiatives cannot be explained through market-based or isomorphic approaches traditionally used to analyze the diffusion of governance mechanisms in the Global South. Rather, it highlights the relevance of local political structures in shaping involvement in global governance initiatives.

Abstract

Purpose

The purpose of this paper is to discuss the reasons behind the difficulties in implementing proper participatory environmental and water governance systems in the metropolitan region of Brasilia, Brazil.

Design/methodology/approach

This work is a result of a the qualitative analysis of documents and reports of local participatory arenas in Brasilia, and is complemented by a set of 13 interviews held between November 2009 and March 2010 with a variety of actors involved in the promotion of sustainability in the region.

Findings

The findings reveal that impediments to the good performance of environmental governance in the Federal District are a consequence to two main factors: institutional framework poorly transferred from the national level and incompatibility between the set of regulations and local electoral power dynamics.

Research limitations/implications

As a consequence of the deliberate choice of one specific case, the conclusions of this paper may erroneously overemphasize the perils of participatory local governance rather than its potentials.

Practical implications

By identifying a series of mechanisms that threaten positive partnerships between governments and civil society at the local level, this work serves as an important tool for public managers and civil society to engage in more fruitful partnerships.

Originality/value

The paper provides a power-based analysis of a case of ineffectiveness of participatory mechanisms. In doing so, it also demonstrates that policy planning must be analysed from a variety of perspectives, and often involve coalitions that cut across the traditional state-society divide. The identification of the mechanisms behind the creation of these obstacles constitutes the originality and value of this paper.

Abstract

This paper examines the development of government-business relations in China’s recent economic reform and development. The paper first provides a review of theoretical issues about the role of government in economic development and the concepts of business promotion and government regulation. Next, the paper introduces major policies and changes that have been developed by the Chinese government. On the business promotion side, it includes major changes in incentive policy, government structure, and management operation that have been implemented during the reform years. On the government regulation side, the paper identifies new challenging issues in consumer, environment, and labor protection that may affect China’s future development. Finally, lessons and implications about the development of Chinese government-business relations are emphasized in the conclusion section.

The purpose of this paper is to explore the emergence of civil disobedience (CD) movements in Hong Kong in the context of the notion of civil society (CS).

Abstract

Purpose

The purpose of this paper is to explore the emergence of civil disobedience (CD) movements in Hong Kong in the context of the notion of civil society (CS).

Design/methodology/approach

The paper begins by rigorously defining the notion of CD, as well as the concept of CS and tracing its development in Hong Kong over the past several decades. By using a model of CS typology, which combines the variables of state control and a society’s quest for autonomy (SQA), the paper aims to outline the historical development of CD movements in Hong Kong. It also discusses the recent evolution of CS and its relationship with CD movements, particularly focusing on their development since Leung Chun-ying became the Chief Executive in 2012. Finally, by using five cases of CD witnessed in the past several decades, the relationship between the development of CS and the emergence of CD in Hong Kong has been outlined.

Findings

Four implications can be concluded: first, CD cannot emerge when the state and society are isolated. Second, the level of SC and the scale of CD are positively related. Third, as an historical trend, the development of SQA is generally in linear progress; SQA starts from a low level (e.g. interest-based and welfare-based aims) and moves upwards to campaign for higher goals of civil and political autonomy. If the lower level of SQA is not satisfied, it can lead to larger scale CD in future. Fourth, the CD movement would be largest in scale when the state-society relationship confrontational and when major cleavages can be found within CS itself.

Originality/value

This paper serves to enrich knowledge in the fields of politics and sociology.

State‐owned enterprises (SOEs), in general, have not been successful. Their indifferent performance has been at the center of the debate about the role of the state in the economy. To economists, the performance of SOEs is evidence of what is wrong with state intervention. And in recent years privatization has increasingly been regarded as the only way of improving the performance of SOEs. Yet, while unsuccessful SOEs abound, a few high‐performing SOEs such as POSCO (South Korea), Airbus Industrie (France), EMBRAER (Brazil), and MUL (India) can also be found.

Abstract

Purpose

The purpose of this paper is to examine the effect of state fragility on select indicators of human development and identify aspects of state fragility that have the greatest impact on poverty reduction and sustainable development. The paper also explores the impact of social cohesion on human development as well as the mediating role of state legitimacy in mediating the relationship between social cohesion and human development.

Design/methodology/approach

The study is based on data from 180 countries and uses ordinary least squares regression and mediation analysis to explore the effects of social cohesion on human development.

Findings

The findings show a significant relationship between state fragility and human development. It suggests that policies and efforts aimed at enhancing social cohesion would have the most significant impact on human development. The findings also show that social cohesion not only has a direct effect on human development but it also has an indirect effect on human development through state legitimacy (mediator).

Practical implications

Even though state fragility has been largely associated with low income countries, different facets of fragility are manifested in various countries regardless of levels of economic development.

Originality/value

The study is timely in view of the evidence of increasing state fragility in many countries. Furthermore, this is the first scholarly work linking lack of social cohesion, state fragility and human development.

Abstract

Purpose

The paper examines the key driving factors behind the rapid and uneven growth of social enterprises in China based on Kerlin’s Macro-Institutional Social Enterprise (MISE) model of social enterprise development, with an emphasis on testing key local institutional factors.

Design/methodology/approach

The study adopts the quantitative method approach. The hypotheses have been tested based on a cross-regional empirical analysis with two national datasets on China.

Findings

This study shows that among the state, market and civil society, local government support in terms of favorable policies is the sole determinant factor driving China’s social enterprise growth. On the other hand, the market is irrelevant and local civil society impedes social enterprise growth. This demonstrates that the current growth model is the result of government intervention.

Research limitations/implications

The datasets have a limited sample size. We suggest that future studies may collect a larger sample size with more comprehensive information. We think this study will encourage more comparative qualitative studies at the local level to reveal the underlying mechanisms of growth.

Practical implications

Since government policy is the determinant factor, the quality and quantity of government-backed incubation programs and platforms would matter the most for social enterprise growth. Our study also helps social entrepreneurs understand what factors matter when they try to develop social enterprises in China. They are advised to work on aspects of gaining legal legitimacy and political support in order to grow the sector.

Social implications

This conclusion suggests that professionals and practitioners should review the implications of the current growth of social enterprises in China, in terms of their sustainability, given their institutional isolation from other sectors.

Originality/value

Current studies have yet to thoroughly explore the role of meso- and micro-institutional factors in social enterprise development, especially in different contexts. With reference to Kerlin’s framework and the tri-sector model, this paper advances the understanding of social enterprise growth in China.

Abstract

Purpose

The purpose of this paper is to contribute to debates on the value of indigenous knowledge for disaster risk reduction. Recent international policy papers advocate the importance of indigenous knowledge and calls for its recognition. The paper aims to explore these issues in the everyday practices of disaster response by indigenous peoples and surrounding actors.

Design/methodology/approach

The paper is based on a total of seven months ethnographic research in indigenous communities in Thailand and the Philippines. The Thai communities had experienced minor disasters, whereas the Philippine communities were recently hit by a major killer typhoon.

Findings

In both countries the authors found that indigenous knowledge is neither completely local, nor homogenous, nor shared. The findings caution against a view that indigenous knowledge is grounded in a long tradition of coping with disasters. Coping is embedded in social practice and responsive to change. Positive labelling of indigenous practices can help to render communities more resilient.

Research limitations/implications

The research was exploratory in nature and could be replicated and expanded in other indigenous peoples’ communities.

Practical implications

Rather than understanding indigenous peoples as simultaneously vulnerable and resilient, it calls for a more comprehensive approach to indigenous knowledge and practices around disaster.

Social implications

The limitations are shown of uncritically ascribing indigenous communities a close relation to nature. It may be unfounded and de-politicises indigenous struggles.

Originality/value

This paper approaches indigenous knowledge issues from the point of view of indigenous communities themselves.
