Abstract

Purpose

This paper aims to examine the distinctiveness of South Korean social enterprises from a historical institutionalism perspective. From this perspective, the author focuses on the proactive roles played by the government in the process of emergence and formulation of social enterprises in South Korea. The author roots this paper in the concept of the developmental state and examines how this concept applies to newly emerging social enterprises in South Korea.

Design/methodology/approach

This paper first introduces the process of South Korean social enterprises’ emergence as an independent phenomenon. The author explains the process with a link to governmental actions, such as the introduction of public programs and government acts. Second, this paper introduces the concept of developmental state which captures the proactive role of the state in social, economic and political development in South Korea. Third, this paper applies the institutional framework proposed by Kerlin (2013) to see how the South Korean social enterprise model can be located from a comparative perspective and how the South Korean model can contribute to the expansion of the existing framework.

Findings

This paper finds that the state involvement in South Korea is a reflection of the historical path of the developmental state. The cross-comparison of South Korean social enterprises from a historical institutionalist approach finds that the South Korean case may contribute to the ongoing scholarly debate by suggesting taking a Weberian ideal type of an interventionist state into account for an extension of the proposed framework. This paper also uncovered the strategic approach of the South Korean Government in utilizing this public policy tool by adopting and combining existing social enterprise models.

Research limitations/implications

This paper demonstrates the state’s intents to mobilize economic and societal resources as public policy intervention tools, which can be understood from a developmental state context. This role would be distinct when compared to those in Europe and the USA. This paper has a limitation to restrict its analytical scope to formally recognized social enterprises because it focuses on the role of the state in utilizing social enterprises for public policy agenda: social development and social welfare provision.

Practical implications

As a practical implication, this study might provide an insightful framework for South Korean public policy makers, outlining the contributions and limitations of state-led public policies associated with social enterprises. As seen in the historical path of governmental interventions, governmental public policies do not necessarily guarantee their sustainable community impacts without the consideration of private or nonprofit actors’ spontaneous involvements. The flip side of state-led interventions requires policy makers to become more cautious, as they address social problems with public policy intents.

Originality/value

The majority of current studies on social enterprises in South Korea mainly focus on reporting the quantitative increase in the number of registered social enterprises. Beyond this quantitative description of its achievement, this paper also provides a historical narration and philosophical background of this phenomenon. Additionally, it shows how this artificial government intervention in social enterprises could be accepted from a historical perspective and brought remarkable responses from the private and civil society sectors in South Korea.

Abstract

With their national economy rapidly and structurally turning away from the long-cherished stable employment regime since the national financial crisis, South Koreans’ poverty is increasingly manifested through financial entrapment ensuing from heavy personal indebtedness to banks, kin members and friends, and, the worst of all, private usurers. The world’s once most aggressively saving population turned into one of the world’s most indebted populations merely in a decade. Having lost its once-proud capacity of a developmental state, the South Korean government has instead been busy devising various public schemes for offering grassroots consumer loans in supposedly preferential terms. Consumer credit, instead of social wage, has been offered rather generously by this increasingly neoliberalized state. This is another crucial component of financialization in the contemporary world political economy. South Korea’s emergency measures for escaping the national financial crisis have paradoxically ended up transplanting the financial trouble from banks and industrial enterprises to grassroots households.

Abstract

This study attempts to introduce South Korea's unique experiences of civic operations made in Iraq and Lebanon. Koreans approached it with extreme caution since they are seeing through two different lenses: “paying back syndrome” from the Korean War experiences is colliding with the “Vietnam syndrome” from the experiences of Vietnam War. Expanding its regional role through revitalizing PKOs is not an easy job for the ROK government despite the fact that President Lee has committed himself to increase its efforts since his campaign days. South Korea recently decided to send its KDX-II type destroyer to Somalia for joining the maritime peacekeeping while people in Korea strongly suspect that the Obama administration would soon request to send its troops to Afghanistan as a part of International Security Assistance Force (ISAF). As the Korean society is getting democratized, progressive NGOs have been opposing the government decision to send forces to assist the U.S. war efforts in Iraq and Afghanistan. It remains to be seen how President Lee persuades people to bear the burden and endure sacrifices. At least, four problems need to be addressed for Korea to become a major troop-contributing country (TCC): first, Korea needs to enact laws to deal with South Korea's participation in the UN PKOs. Second, Korea needs to find a way to include civilian experts in future activities of UN PKOs. Third, it needs to increase the budget and size of standby forces. Lastly, it needs to educate people to understand why Korea has to contribute further to make a safer world. It remains to be seen whether South Korea will continue to focus on its stabilization and reconstruction efforts without sending its combat troops.

Abstract

Purpose

This paper aims to measure and rigorously compare the perceptions of South Korean university social engagement between faculty and students, two definitive stakeholders identified by stakeholder theory – but considerably heterogeneous, to understand how South Korean campus embraces social engagement in practice. To that end, this study delves into the conceptual framework of university social engagement and selects a highly internationalized, research-oriented, four-year comprehensive South Korean university campus that has long sought to become engaged in communities as the research site.

Design/methodology/approach

Methodologically, exploratory and confirmatory factor analyses were used to identify the factor model that successfully fit the data of the study. Factorial invariance tests and latent mean analysis were then conducted to measure and strictly compare the between-group mean differences.

Findings

According to the findings, neither faculty nor students had positive perceptions of their institution’s social engagement in terms of leadership, participatory decision-making, curriculum and instruction, institutional supports and systemic mechanism. That is, two definitive stakeholders on campus similarly perceived that social engagement has not yet been institutionalized as a core value and therefore embraced in practice. Based on these findings, this study discussed several implications for university decision makers. Specifically, the institutionalization of and the need for authentic leadership in university social engagement were emphasized as a means to encourage and facilitate the delivery of practical, beneficial services to the public.

Research limitations/implications

As with all studies, there are certain limitations that must be noted. The sample for this study represents the experiences and expectations of faculty and students at only one institution. Therefore, the experiences of individuals at this single university are not necessarily representative of all South Korean universities. In addition, given that the public service missions of South Korean universities emanated from Western thoughts (Duke, 2008; Ward, 2003), social engagement in the present study has been discussed and conceptualized according to the dominant Western scholarship.

Practical implications

As both faculty and students similarly perceived, participatory decision-making and systemic mechanism do not work properly, and therefore, social engagement as an institutional value cannot strongly take root on campus. Based on the scale used, this study identified communication and organizational supports as the likely issues that obstruct the institutionalization of social engagement. In relation to communication, Boyte and Hollander (1999) emphasize that it is important that stakeholders are well aware of the engaged effort of the institution. Then, the voices of stakeholders need to be acknowledged as valuable feedback so that university decision makers and stakeholders can discuss mutually important issues and concerns (Minnesota Higher Education Services Office, 2003). Furthermore, the relevant literature consistently contends that engaged effort can only be productive with continuous and systemic organizational supports (Boyte and Hollander, 1999; Holland, 1997; Minnesota Higher Education Services Office, 2003; Weerts and Sandmann, 2008). That is, the engaged work of teaching, research and service should be thoroughly assessed and reported to stakeholders on a regular basis. The implication in this study is that university decision makers should make greater effort to design and implement policies and regulations that enable organizational supports to continue.

Social implications

For social engagement to be valued in practice, the relevant literature (Kellogg Commission, 1999; Garlick and Langworthy, 2008; Minnesota Higher Education Services Office, 2003; Peterson, 2009) advises that top institutional leaders need to encourage interdisciplinary scholarship that includes research, teaching and learning; develop incentives to encourage faculty involvement in engaged work; support engagement so that it is incorporated into the curriculum and instruction; and secure funding for engagement. The fundamental insight that these suggestions provide to university decision makers is crystal-clear: social engagement must be authentically prioritized in the decision-making process.

Originality/value

The quantitative and descriptive findings of the study seek to provide one further step toward the objective of establishing the groundwork for future research on university social engagement in Asian context. Further, replication studies with various Asian cases and research designs may results in tangible improvements to the theorization of Asian university social engagement.

Abstract

This chapter highlights the characteristics of Asia through the analysis of policy-related documents by five donor countries, namely Japan, South Korea, China, India and Thailand. It will also examine the roles played by regional bodies such as the Southeast Asian Ministers of Education Organization (SEAMEO) and ASPBAE (the Asia South Pacific Association for Basic and Adult Education) as the horizontal channels influencing aid policies in respective countries. Together with the analysis of the national and organizational policies, the regional process of building consensus on the post-2015 agenda is examined, with a particular focus on the Asia-Pacific Regional Education Conference (APREC) held in August 2014.

The analysis reveals that the region has two faces: one is imaginary and the other is functional. There is a common trend across Asian donors to refer to their historical ties with regions and countries to which they provide assistance and their traditional notions of education and development. They highlight Asian features in contrast to conventional aid principles and approaches based on the Western value system, either apparently or in a muted manner. In this sense, the imagined community of Asia with common cultural roots is perceived by the policymakers across the board.

At the same time, administratively, the importance of the region as a stage between the national and global levels is recognized increasingly in the multilateral global governance structure. With this broadened participatory structure, as discussed in the chapter ‘Post-EFA Global Discourse: The Process of Shaping the Shared View of the ‘Education Community’’, the expected function of the region to transmit the norms and requests from the global level and to collect and summarize national voices has increased.

Abstract

With growing emphasis being placed on the selection of highly qualified teachers, it is inevitable that policies and practices of teacher selection will become more methodical. This chapter explores systematic practices of selecting preservice teachers by examining local/national policies related to teacher selection in South Korea. The first part of this chapter explains why a conceptual understanding is essential to understanding the Korean educational context. Included is a short explanation of various approaches to improve teacher selection processes and procedures. The work is based on the assumption that effective teachers can be chosen by implementing an effective teacher selection system. The second part outlines the current process of teacher selection in South Korea, along with the issues and challenges surrounding practices related to teacher selection. In South Korea, teaching is still considered a highly desirable profession compared to other countries, as well as to other occupations in South Korea. Hence, a huge number of teacher candidates and preservice teachers must pass through many steps before becoming certified as teachers. They also must take national and district tests. The teacher selection system in South Korea is highly centralized and more complicated than most other countries. In this chapter, the teacher selection system in South Korea is critically analyzed in an effort to identify strengths and weaknesses in national policy and practices related to teacher selection. The final part of the chapter discusses implications based on the analysis of the teacher selection system in South Korea.

Abstract

Purpose

Drawing on the theory of planned behavior, this study aims to conduct an empirical investigation on whether and how psychological and motivational factors (i.e. attitudes, subjective norms and perceived behavioral control) affect actual purchase behavior. It does so through the lens of boycott intention and gender differences in the context of boycott campaigns.

Design/methodology/approach

Focusing on the South Korean boycott campaign against Japanese companies, this study employs a structural equation model using survey data from 571 South Korean consumers to test the hypotheses.

Findings

While the three psychological and motivational factors inhibit all three dimensions of actual purchase behavior (i.e. purchase frequency, number of items purchased and purchase amount) through increased boycott intention, perceived behavioral control of boycotts directly curb South Korean consumers from purchasing Japanese products. Additionally, the effect of boycott intention on overall actual purchase behavior is stronger for men than for women, suggesting a moderating role of gender.

Practical implications

To mitigate the devastating impact of unexpected consumers' boycott campaigns, this study advises that global brand management and attractive online channels are essential while considering the differential impact of gender.

Originality/value

By conceptualizing three dimensions of actual purchase behavior capturing behavioral changes before and after a boycott, this study highlights the linkages between psychological and motivational factors, intentions and behaviors. Additionally, this study attempts to clarify the previously conflicting evidence on gender's role in boycott campaigns while taking a culture-inclusive psychologies approach to gender.

Abstract

Purpose

The paper aims to explore the roles and impact of design in incubating and accelerating social enterprises. It aims to understand design’s influence on social enterprise ecosystems and in improving outcomes for social enterprises.

Design/methodology/approach

The study used an exploratory, qualitative approach, using case studies and interviews. The comparative case-study methodology was applied to evaluate the influence of design on the development of social enterprises in the UK and South Korea and identify critical issues in their utilisation of design. Empirical data included: in-depth case studies of design utilisation practices (UK = 6; South Korea = 15) and design applications (UK = 2; South Korea = 2) for the growth of social enterprise and its ecosystem; 27 social enterprise/design experts (UK = 17; South Korea = 10); and 22 social enterprises (UK = 12; South Korea = 10). Content and thematic analysis were used to synthesise the findings.

Findings

Findings demonstrate the differing influences of design on social enterprise, from improving products/services and business models to enhancing social enterprise ecosystem support and networks. Future directions are suggested for applying design for social enterprise growth, business stage development and systematising interactions between the social enterprise and design sectors.

Research limitations/implications

The research is based on case studies from only two countries. Further, the adoption of working definitions of social enterprise in the countries may result in the research underestimating the heterogeneity of social enterprise.

Practical implications

The findings contribute to optimising efficient ecosystem development to improve social enterprise competitiveness and innovation.

Originality/value

This paper establishes a research foundation on design for social enterprise, offering theoretical and practical insights into its impact on growth.

Abstract

Purpose

As Japan has been slowly opening up to foreign workers to supplement its shrinking workforce, local employees have had to deal with increased diversity at work, owing to the presence of foreign coworkers. This paper aims to investigate the relationship between foreign coworkers’ nationality (specifically Chinese, Korean and those from Western countries) and the perception of the benefits and threats of cultural diversity in the workplace by Japanese employees.

Design/methodology/approach

A sample of Japanese employees working in Japan, half of which working with foreigners, was used, focusing on those Japanese employees who reported working with foreign coworkers of a single nationality.

Findings

The authors found that Japanese workers’ perceived benefits of cultural diversity at work, but not perceived threats, are significantly impacted by the unique nationality of their foreign coworkers. Specifically, the effect of coworker nationality is most apparent for the two benefits of “understanding of diverse groups in society” and “social environment,” whereby cultural distance is significantly and positively related to these perceived benefits. And more benefits from cultural diversity at work are perceived by Japanese employees in the presence of Western or Chinese, rather than South Korean coworkers.

Practical implications

In the Japanese context, hiring employees from certain distant and heterogeneous cultures and nationalities could increase the positive perception of multiculturalism at work, therefore facilitating diversity management and fostering inclusion in the culture of the firm.

Originality/value

Very little research in Japan has examined perception biases among native employees based on the nationality of their foreign coworkers, which is critical as globally minded Japanese firms are trying to increase their level of internal internationalization.
