Abstract

This study analyzes the relationship between the development of tourism policy of Spain and Portugal and their effects on regional imbalances. Despite the proximity of the two countries and their specialization in tourism, there are few comparative studies on tourism of the two Iberian countries. The study focuses on the two major phases of tourism policy: the period of mass tourism and post-Fordist stage. In the conclusions we refer the debate on the existence of a model of development based on tourism to the Latin countries of Southern Europe and we note the export process of Spanish low cost tourism model to other countries.

Abstract

This chapter examines tourism policy processes in Chile in reference to sustainability, and the role of the government and governance in the delivery of sustainable practices in this country. There is a gap in the research examining national governance structures in the development and implementation of sustainable tourism policies, despite the importance and the high policy priority given to this task by the United Nations Environment Program and United Nations World Tourism Organization. Study data was collected in three stages: document and website analysis, interviews, and a semi-structured online questionnaire with key industry stakeholders. The findings indicate that the concept of sustainability appears to be at an embryonic stage in Chile, and that emerging policies seem to be leading the way in terms of sustainable development. Government policy and governance structures are still at the formulation stage and threats to this process are also highlighted.

From the perspective of business history, this chapter presents an overview of the development of the tourism sector in South America, placing special emphasis on the Peruvian case. The chapter explores various topics related to the tourism chain, such as hotel networks, the role of the state, tour operators, micro- and small enterprises, linkages between tourism and sustainability, the formation of clusters in the sector, and interactions between different entrepreneurs in the chain. Special emphasis is placed on the Peruvian case, especially when it comes to discussing the role of micro- and small enterprises in the sector.

Abstract

This chapter aims to develop a broad understanding of the relationship between tourism and development in Colombia for the period 1996–2012 through two complementary analyses. After a review of secondary sources, high-impact public policies related to tourism are analyzed, as well as the gains and gaps to be overcome. The main findings points out that Colombia is at a juncture where tourism is starting to bloom. Whatever is planned and how it is done in terms of public policy will determine the future model for its development. As such, tourism can become a strategic instrument for decentralization processes, regional and local dynamics, and strengthening the rule of law.

Abstract

We present a critical literature review debating Brazilian research on social and environmental accounting (SEA). The aim of this study is to understand the role of politics in the construction of hegemonies in SEA research in Brazil. In particular, we examine the role of hegemony in relation to the co-option of SEA literature and sustainability in the Brazilian context by the logic of development for economic growth in emerging economies. The methodological approach adopts a post-structural perspective that reflects Laclau and Mouffe’s discourse theory. The study employs a hermeneutical, rhetorical approach to understand and classify 352 Brazilian research articles on SEA. We employ Brown and Fraser’s (2006) categorizations of SEA literature to help in our analysis: the business case, the stakeholder–accountability approach, and the critical case. We argue that the business case is prominent in Brazilian studies. Second-stage analysis suggests that the major themes under discussion include measurement, consulting, and descriptive approach. We argue that these themes illustrate the degree of influence of the hegemonic politics relevant to emerging economics, as these themes predominantly concern economic growth and a capitalist context. This paper discusses trends and practices in the Brazilian literature on SEA and argues that the focus means that SEA avoids critical debates of the role of capitalist logics in an emerging economy concerning sustainability. We urge the Brazilian academy to understand the implications of its reifying agenda and engage, counter-hegemonically, in a social and political agenda beyond the hegemonic support of a particular set of capitalist interests.

Abstract

Destination management is in urgent need of analytical and policy tools, and even more so in the context of tourism for development programs. Understanding both structural elements and dynamic processes are essential. This chapter describes a model of destinations which considers three types of structural components: factors/resources, attractors (of tourism demand), and support systems. It analyzes as well the optimizing behavior of destination stakeholders, both endogenous and exogenous, as a way to understand destination dynamics. The model can be applied in the strategic positioning of destinations as well as in achieving competitiveness and sustainability—ultimately contributing to development—through tourism policy plans and governance processes. The model was born in the context of a European Eureka–ComTur research project, and has been tested in a variety of destinations.
