Abstract

Purpose

This paper aims to help understand how community-based social entrepreneurs experience world-class “performance excellence” models and to explore the core values that enable social enterprises to become high-performance organizations.

Design/methodology/approach

Underpinned by Mindsponge processes, the proposed conceptual framework critiques the Baldrige criteria for performance excellence (BCPE) model in a global south context. The mixed-methods study fosters an in-depth analysis. First, it validates the BCPE mechanism in community-based social enterprises (CBSEs) before identifying the significant core values and concepts of BCPE that influence CBSEs to achieve high performance.

Findings

The BCPE, adapted from global north corporate principles and applied at a community level, can significantly develop global south organization performance excellence. Five core values and concepts from the 11 fundamental beliefs in driving performance excellence were found to support performance excellence in CBSE management. These values and concepts are “customer-focused excellence,” “social responsibility,” “systems perspective,” “visionary leadership” and “focus on success.”

Research limitations/implications

First, factors influencing performance excellence are not limited to the core values elements discussed. Future research may clarify factors extracted from the “Process” category of BCPE to explore further how CBSEs can enhance their performance in a different formation path. Second, this study only considered the Thai-Phuan community in Pho Tak village, Nong Khai, Thailand, to represent as a single case study. However, different, clustered or contrasting CBSEs in other regions remain open for further exploration to enrich the knowledge of “performance excellence” in a community organization. Finally, a longitudinal study would be a welcome addition.

Practical implications

The following must be considered. First is setting a clear direction: the organization’s vision and mission, by purposeful design, should ensure that CBSE managers are leading by example and demonstrating the importance of social and environmental value creation. Second is developing institutional culture: fundamental core values focused predominantly on “customer-focused excellence” and “social responsibility” encourage collaboration by “working together to drive success”. Third is developing integrated management system: CBSEs need to ensure that the management systems can collaborate and complement each component to create performance excellence. Fourth is creating a learning organization: CBSEs need to create a culture of continuous learning through data collection, measurement, analysis and modification.

Social implications

This study clarifies that the implementation of BCPE is crucial to the establishment of performance excellence at both macro- and micro-level organizations. According to the Malcolm Baldrige National Quality Award, the fundamental drivers of BCPE are the same for all types of organizations and in all sectors, whether in the private sector, education, health care or government (Blazey and Grizzell, 2021). By applying the Baldrige excellence model at the community level, this study found that CBSE can similarly strive for excellence and improved performance. This can lead to strengthened services, increased productivity and enhanced quality of life for the community.

Originality/value

This study provides a novel viewpoint on the Baldrige paradigm. Expressly, BCPE is compatible with global south community-based organizations to enhance performance excellence. Its essential contribution demonstrates that Baldrige model concepts are more widespread within smaller and underdeveloped territories than imagined. The recent (post-study) inclusion of “Community” as an independent sector in the Malcolm Baldrige National Quality Awards validates the research findings and recommendations proposed by this study.

Abstract

Purpose

This study aims to explore corporate social responsibility (CSR) implementation in small and medium-sized enterprises (SMEs) and examines the role of management accounting practices (MAPs) in the relationship between CSR and performance in SMEs.

Design/methodology/approach

A questionnaire survey was conducted among 1,000 SMEs in the southern region of Malaysia, and 203 valid replies were received.

Findings

The results indicate that most SMEs are informed about their social responsibilities across several CSR dimensions. There is evidence that supports the significant direct relationship between CSR and firm performance, and MAPs significantly and indirectly contribute to the effect of CSR on firm performance.

Originality/value

The findings contribute to an understanding of how the integration of CSR and MAPs can amplify the effect of CSR implementation on performance in SMEs. The finding may be useful for the relevant policymakers to increase socially responsible activities among SMEs to spur further growth for SMEs and society. SMEs may acknowledge MAPs as a significant intermediary in making CSR activities financially and operationally feasible.

Abstract

Purpose

This paper aims to develop a framework for critical information infrastructure (CII) protection in smart government, an alternative measure for common cybersecurity frameworks such as NIST Cybersecurity Framework and ISO 27001. Smart government is defined as the government administration sector of CII due to its similarity as a core of smart technology.

Design/methodology/approach

To ensure the validity of the data, the research methodology used in this paper follows the predicting malfunctions in socio-technical systems (PreMiSTS) approach, a variation of the socio-technical system (STS) approach specifically designed to predict potential issues in the STS. In this study, PreMiSTS was enriched with observation and systematic literature review as its main data collection method, thematic analysis and validation by experts using fuzzy Delphi method (FDM).

Findings

The proposed CII protection framework comprises several dimensions: objectives, interdependency, functions, risk management, resources and governance. For all those dimensions, there are 20 elements and 41 variables.

Practical implications

This framework can be an alternative guideline for CII protection in smart government, particularly in government administration services.

Originality/value

The author uses PreMiSTS, a socio-technical approach combined with thematic analysis and FDM, to design a security framework for CII protection. This combination was designed as a mixed-method approach to improve the likelihood of success in an IT project.

Abstract

Purpose

The aim of this paper is to provide insights and knowledge about the motivations and implications for social enterprises' participation in SIBs, particularly in terms of collaboration and partnership with the public sector, as well as the different positions on this issue. The overall aim, therefore, is to show how social enterprises and public organisations have interacted in the context of SIBs and what has been achieved by participating.

Design/methodology/approach

This multiple case study approach applies qualitative methods like observations and semi-structured and unstructured interviews.

Findings

The study shows that SIBs can be an option for financing social enterprises within a strategy of income diversification and resource dependency. Despite tensions and complexities, SIBs can renew the traditional funding relationship by adding innovation, strengthening the co-creation process and creating a stable relationship.

Research limitations/implications

Research findings may lack generalisability due to the specific context in which the case study is rooted.

Practical implications

The paper offers practical implications in terms of insights and suggestions for social enterprises and the public sector interested in developing the scheme.

Originality/value

This paper adds the voice and perspective of social enterprises on the relationship with the public sector within the framework of SIBs initiatives.

Abstract

Purpose

This research was conducted to understand how vulnerable communities used social media (SM) tools to face the impacts of the COVID-19 pandemic. Affected by the lack of information and the absence of effective public policies, residents from slums in the city of Rio de Janeiro displayed new and unexpected uses to SM tools to tackle the health and socio-economic impacts of the pandemic.

Design/methodology/approach

The research methodology consisted of a qualitative, exploratory study, combining a series of in-depth interviews with the analysis of various posts, containing videos and texts, extracted from SM during the first six months of the pandemic. The data were collected in the context of 10 different communities in Rio de Janeiro city.

Findings

In the context of the pandemic, people combined different uses of SM not only to inform themselves and communicate with others but also to articulate and execute fundraising and food donation strategies within vulnerable communities. Accordingly, this SM use is characterized by improvisation, learning by doing and building resilience, which are all constructs related to the concept of bricolage. Users had no specific SM knowledge, and adjusted these technological tools to emergent new activities in practice, which is characteristic of sociomaterial process. In addition to emphasizing the importance of context for the emergence of the phenomenon, this work also highlights reliability, validity and authority as characteristics related to the citizen-led participation approach that was observed.

Research limitations/implications

Future research can develop approaches based on pandemic sociomaterial bricolage (PSB) aspects, which could guide governments and practitioners on building innovative solutions for the use of SM by the population, especially in emergency situations.

Originality/value

This study proposes a framework, termed PSB, to represent SM usage promoted by the pandemic context, which emerged from the triangulation of empirical data and an analysis based on the concepts of bricolage and sociomateriality.

Abstract

The “unplannable” is a welcomed exception to the formal order of urban planning. This opinion article explores some examples of informal urbanism and discusses its ambiguous relationship to public space and unplanned activities in the city. The informal sector offers important lessons about the adaptive use of space and its social role. The article examines the ways specific groups appropriate informal spaces and how this can add to a city’s entrepreneurship and success. The characteristics of informal, interstitial spaces within the contemporary city, and the numerous creative ways in which these temporarily used spaces are appropriated, challenge the prevalent critical discourse about our understanding of authorised public space, formal place-making and social order within the city in relation to these informal spaces.

The text discusses various cases from Chile, the US and China that illustrate the dilemma of the relationship between informality and public/private space today. One could say that informality is a deregulated self-help system that redefines relationships with the formal. Temporary or permanent spatial appropriation has behavioural, economic and cultural dimensions, and forms of the informalare not always immediately obvious: they are not mentioned in building codes and can often be subversive or unexpected, emerging in the grey area between legal and illegal activities.

Abstract

Purpose

This paper aims to explore synergies between feminist, first nations and queer theories and social, circular and climate entrepreneurship, to build a framework for supporting climate just entrepreneurship.

Design/methodology/approach

This paper draws on an extensive qualitative review of the literature on gender justice, equality, social entrepreneurship, the circular economy, climate entrepreneurship and climate action, as well as theorising feminist, first nations and queer approaches to climate action through entrepreneurship.

Findings

Whilst climate change is a “threat multiplier” for existing gender (and other) inequalities, gaps remain in engraining gender equality and gender justice principles in social, circular and climate entrepreneurship. Through analysing the literature for critical gaps and theorising at the intersection of climate entrepreneurship and feminist, first nations and queer theories, the authors advocate that a framework for climate just entrepreneurship could play a pivotal role in combining proactive climate action and gender equality measures through entrepreneurship. It could also be a significant step towards ensuring entrenched, systemic inequalities are not perpetuated in nascent and rapidly evolving fields such as the circular economy, social enterprise and climate entrepreneurship.

Originality/value

The literature on climate entrepreneurship is burgeoning, yet key entrepreneurial concepts lack an explicitly feminist or gender lens approach, even whilst being inextricably linked to effective climate action. This paper seeks to rectify this gap by promoting climate just entrepreneurship as a model for effective climate action.

Abstract

Purpose

This research investigates the multifaceted effects of Covid-19, Brexit and climate change on Small and Medium-sized Enterprises (SMEs) in the hospitality sector. Specifically, the authors evaluate the main opportunities, challenges and implications that hospitality businesses face in times of crises, and innovate as a response.

Design/methodology/approach

The research adopts a mixed methods approach firstly analysing quantitative data from the Business Insights and Conditions Survey (BICS). Second, qualitative where data are gathered from interviews with a range of hospitality SMEs. The data are analysed independently and then triangulated to gain a deep understanding of the issues faced by hospitality SMEs and their responses.

Findings

This research contributes to knowledge on the impact of economic challenges on the hospitality sector. This research underlines that hospitality businesses face multiple challenges. The findings show that sector has responded with innovations to meet requirements and regulations, some which were forced upon the industry due to changing regulations and some unforced innovations based on the strategic intentions and entrepreneurialism of the business owners.

Originality/value

The paper embeds the pandemic with Brexit and climate change challenges, identifying two distinct types of innovation as SME responses in the hospitality sector. Survival in the hospitality industry is reliant upon adaptations, some brought about by the pandemic and others by Brexit and climate change.

Abstract

Purpose

As good as existing measurements of entrepreneurial potential (EP) may appear in the literature, they are fragmented, suffer from the lack of theory integration and clarity, are inadequately specified and assessed and the dimensions are unordered by importance. These limitations of EP metrics have hindered entrepreneurial practice and theory advancement. There is a risk of atomistic evolution of the topic among “siloed” scholars and room for repetitions without real progress. The purpose of this paper was to take stock of existing measurements from which the authors developed a new instrument that is brief and inclusive.

Design/methodology/approach

The authors followed several steps to develop and validate the new instrument, including construct domain name specification, literature review, structured interviews with entrepreneurs, face validation by experts, semantic validation and statistical validation after two waves of data collected on employee and entrepreneur samples.

Findings

A clear operational definition of EP is proposed and serves as a starting point towards a unified EP theory. The new EP instrument is made up of 34 items classified into seven dimensions, which in order of importance are proactive innovativeness, management skill, calculated risk-taking, social skill, financial literacy, entrepreneurial competencies prone to cognitive and heuristic biases and bricolage. The authors provide evidence for reliability and validity of the new instrument.

Research limitations/implications

Although a model is not the model, the authors discuss several ways in which the new measurement model can be used by different stakeholders to promote entrepreneurship.

Originality/value

The authors discuss the domain representativeness of the new scale and argue that the literature can meaningfully benefit from a non-fuzzy approach to what makes the EP of an individual. By developing a new EP instrument, the authors set an important pre-condition for advancing entrepreneurial theory and practice.
