Abstract

Purpose

This paper aims to highlight recent resources on information literacy (IL) and library instruction, providing an introductory overview and a selected annotated bibliography of publications covering all library types.

Design/methodology/approach

This paper introduces and annotates English-language periodical articles, monographs, dissertations and other materials on library instruction and IL published in 2015.

Findings

This paper provides information about each source, describes the characteristics of current scholarship and highlights sources that contain either unique or significant scholarly contributions.

Originality/value

The information may be used by librarians and interested parties as a quick reference to literature on library instruction and IL.

Abstract

Purpose

This paper presents recently published resources on library instruction and information literacy, providing an introductory overview and a selected annotated bibliography of publications covering various library types, study populations and research contexts.

Design/methodology/approach

This paper introduces and annotates English-language periodical articles, monographs, dissertations, reports and other materials on library instruction and information literacy published in 2020.

Findings

The paper provides a brief description of all 440 sources and highlights sources that contain unique or significant scholarly contributions.

Originality/value

The information may be used by librarians, researchers and anyone interested in a quick and comprehensive reference to literature on library instruction and information literacy.

Abstract

Skill shortages have been a recurring problem and are likely to re‐emerge as the UK economy recovers from recession. Presents evidence from the Skill Needs survey 1990, close to the peak of the last cycle. It shows that different measures of shortage can give different results with quite different policy implications. In particular, it demonstrates that occupations associated with the most intensive skill shortages within establishments are generally quite different from occupations where the shortages are the most widespread across industry.

Abstract

Purpose

The purpose of this paper is to show how internal and external labour markets operate in the construction sector, associated with different strategies taken by firms in recruiting and retaining particular groups of employees. It draws on research of the house building sector which aims to discover how far firms develop human resource policies, recruitment and retention strategies, and training and development activities in response to skill shortages.

Design/methodology/approach

The paper is based on a questionnaire survey of skills shortages, recruitment and retention in house building firms, drawn from databases of social and private housebuilders and a detailed investigation of firms.

Findings

The results show worsening skill shortages and hard‐to‐fill vacancies, particularly for site managers and tradespersons. These shortages are especially bad for house building firms, above all those with higher levels of direct employment in the social housing sector. Despite this, firms rely for operative recruitment on traditional and informal methods and procedures, on experience – not qualifications – as the main criterion, and on “poaching” – all symptomatic of a craft labour market. For managers, there is some evidence of retention measures, in particular through training and promotion, implying the development of internal labour markets. And for professionals there are indications of occupational labour markets with their dependence on institutionalised systems of training and qualifications.

Originality/value

The paper shows that firms take little responsibility themselves for resolving skill shortages and establishing training needs, though national training policy is reactive and driven by employer demand. Obligatory skills certification and an institutionalised industrial training system would facilitate a move from this deadlocked situation, from craft to occupational labour markets.

Abstract

Purpose

The purpose of this article is to evaluate a method for measuring work activities and skill requirements of 160 occupations in eight countries, used in EurOccupations, an EU‐FP6 project. Additionally, it aims to explore how the internet can be used for measuring work activities and skill requirements.

Design/methodology/approach

For the 160 occupations, work activities were described in approximately ten tasks. Occupational experts and jobholders were invited to rate these tasks and to indicate the skill requirements, using a multilingual web‐survey. Experts were recruited through the networks of the project partners and jobholders through frequently visited websites in the eight countries. The effectiveness of the drafting of tasks descriptions, the recruitment of raters, and the measurement of skill requirements is evaluated.

Findings

The project showed that tasks descriptions for a wide range of occupations and countries can be drafted relatively easy, using desk research. Conducting a web‐survey with a routing for 160 occupations and eight countries is viable. Recruiting experts used more resources than recruiting jobholders using the internet. Measuring skill requirements would need much more resources due to major variations within and across countries.

Research limitations/implications

The article addresses a number of areas that are potentially worthy of further empirical investigations for a Europe‐wide library of occupational titles, work activities and skill requirements.

Practical implications

The paper outlines the potential of a future method for a European library of work activities and skill requirements for occupational titles, thereby facilitating European industrial training efforts.

Social implications

Insight in the work activities and skill requirements of occupations will facilitate labour mobility and related training across EU member states.

Originality/value

This paper explores the potential for a Europe‐wide empirical underpinning of work activities and skill requirements, using a web‐survey and the internet.

Abstract

Purpose

The purpose of this study is to analyse the survival of the quantity surveying profession using a strengths, weaknesses, opportunities and threats (SWOT) analysis in an attempt to define the key strengths and weaknesses of the quantity surveying profession based on professional consultants’ experience and to determine the key opportunities and threats which are perceived to impact the quantity surveying profession significantly.

Design/methodology/approach

The positivist paradigm was used for this study. The researchers chose quantitative research in the form of questionnaires. A probability sampling method was used. The desired method that was used was the random sampling method. The data were analysed with SPSS using factor analysis and descriptive analysis. A sample of 58 quantity surveyors was randomly selected from the Association of South African Quantity Surveyors (ASAQS) for this study.

Findings

Four categories of strengths exist, namely, the ability to plan and solve problems, core quantity surveying measuring skills, project viability and interpersonal skills. Three categories of weaknesses exist, namely, technical inadequacies of quantity surveyors, resistance to change and lack of knowledge of and about the profession. Three categories of opportunities exist, namely, greater demand for quantity surveyors, the need for quantity surveyors and new and existing roles in and out of the profession. Three categories of threats exist, namely, lack of the quantity surveying profession to market itself where new roles require an advancement of core quantity surveying services, external factors that hinder the performance of the profession and the lack of quantity surveying skills in the new generation.

Research limitations/implications

Only members of the ASAQS were included in this research.

Originality/value

The quantity surveying profession requires a strategic framework that will overcome their threats and weaknesses and embrace the strengths and opportunities of the profession to ensure they survive and remain relevant in the ever-changing construction industry. This study aided the quantity surveying profession by identifying the strengths and opportunities and determining the weaknesses and threats faced by the profession.

Abstract

Purpose

The purpose of this paper is to identify relevant financial concepts and skills that are being taught and/or should be taught, as part of the financial management curriculum in undergraduate agricultural economics and agribusiness programs.

Design/methodology/approach

The skill gap analysis uses survey respondents' rankings of the importance and competence scores of recent graduates' skills. The scores help to identify opportunities for improvement in the most critical areas of importance. The skill gap is calculated as (Average importance–Average competence)*Average importance.

Findings

Generally, employers in the agricultural financial services sector saw greater opportunities for improvement in finance skills relative to non‐finance skills. The results also indicated a greater focus on business and financial risk might be helpful in increasing the competence of new hires. Finally, respondents strongly endorsed maintaining a focus on the problem‐solving skills in undergraduate agribusiness programs.

Originality/value

The value of the study would be that departments of agricultural and applied economics would use the results of this survey to enhance their financial management curriculum and their undergraduate program. By responding to the desires of employers, agricultural economics and agribusiness programs cannot only remain relevant as a source of employees for the industry but the first choice of agricultural financial services sector when they are searching for new hires. This should also help inform students of the desirability of the skills they acquire in their degree programs. This information will also benefit the agricultural finance services sector by assisting college and university instructors in developing and/or enhancing their agricultural finance course(s) so that the may provide their students with the requisite financial and non‐financial skills that they require.

Abstract

Purpose

Surveys that include skill measures may suffer from additional sources of error compared to those containing questionnaires alone. Examples are distractions such as noise or interruptions of testing sessions, as well as fatigue or lack of motivation to succeed. This paper aims to provide a review of statistical tools based on latent variable modeling approaches extended by explanatory variables that allow detection of survey errors in skill surveys.

Design/methodology/approach

This paper reviews psychometric methods for detecting sources of error in cognitive assessments and questionnaires. Aside from traditional item responses, new sources of data in computer-based assessment are available – timing data from the Programme for the International Assessment of Adult Competencies (PIAAC) and data from questionnaires – to help detect survey errors.

Findings

Some unexpected results are reported. Respondents who tend to use response sets have lower expected values on PIAAC literacy scales, even after controlling for scores on the skill-use scale that was used to derive the response tendency.

Originality/value

The use of new sources of data, such as timing and log-file or process data information, provides new avenues to detect response errors. It demonstrates that large data collections need to better utilize available information and that integration of assessment, modeling and substantive theory needs to be taken more seriously.

Abstract

Purpose

The purpose of this paper is to investigate the current skills gap in both generic and skill areas within the construction industry in Queensland, Australia.

Design/methodology/approach

An internet-based survey was administered to collect the opinions of construction employees about the workplace-training environment and their perceptions towards training. The survey intended to address the following research questions, specifically in relation to the construction industry.

Findings

The survey results reveal that whilst overall participation in workplace training is high, the current workplace training environments do not foster balanced skill development. The study reveals that in the current absence of a formal and well-balanced training mechanism, construction workers generally resort to their own informal self-development initiatives to develop the needed role-specific theoretical knowledge.

Research limitations/implications

The findings of the research are based on the data primarily collected in the construction industry in Queensland, Australia. The data are limited to a single Tier 2 construction company.

Practical implications

The findings of this study can be utilised to suggest improvements in the current (or develop new) workplace training initiatives.

Social implications

The research suggests that workplace training has positive relationship with career growth. The results suggest that in the construction industry, employees are generally well aware of the importance of workplace training in their career development and they largely appreciate training as being a critical factor for developing their capacity to perform their roles successfully, and to maintain their employability.

Originality/value

This paper is unique as it investigates the current skills gap in both generic and skill areas within the construction industry in Queensland, Australia. So far no work has been undertaken to identify and discusses the main method of workplace learning within the Tier 2 industry in the context of Queensland Australia.

Abstract

Purpose

Despite the economic downturn, the Northern Ireland agri-food sector has remained resilient experiencing export growth, particularly in emerging economies. The sector recognises that to maintain its competitive advantage in both existing and new markets it will require a business strategy focused on product, service and process innovation. The purpose of this paper is to explore how firms within the sector consider how this will impact upon future skills and training needs and identifies where the industry considers the appropriate policy interventions are required.

Design/methodology/approach

A survey was undertaken to explore how innovation and technology adoption within the agri-food and drinks sector is impacting on educational and skills requirements. In total, 30 companies were interviewed, providing representation from all the food and drinks sub-sectors and covering at least 50 per cent of employee numbers in each sub-sector. The survey focuses on current and future skills requirements for specific cohorts of employees in the sector; specifically those who have undertaken further full-time training beyond minimum school leaving age. In addition, it aimed to seek employer feedback on those entering the labour market for the first time.

Findings

The results support the need for strong intermediate levels of educational attainment. In addition, the acquisition of work-related generic skills is essential for creating a more “flexible” and multi-skilled workforce. Up-skilling programmes, particularly for lower to mid-level management roles, will become increasingly important in the future. Experience gained through work placement and vacation and weekend work is viewed very positively. Companies expressed a greater need for engagement between the further and higher education sectors and industry in relation to the content, design and delivery of educational programmes to adequately meet the needs of the sector.

Originality/value

At a time when government is looking to growth in the private sector to stimulate economic growth in the wider economy, this paper highlights the skills and training challenges which have emerged within the Northern Ireland agri-food sector, in response to business strategies which are more focused on product, service and process innovation.
