Abstract

Purpose

This paper aims to investigate the service demand of existing users and potential users for mobile information services provided by university libraries in China. The primary objective is to explore the impact of user experience on user needs, which is conducted by a comparison between two user groups over their needs from three aspects – service function, service mode and information content.

Design/methodology/approach

Data were collected from 353 library users from ten Chinese universities via questionnaires. Based on the user needs model, three dimensions of user needs were established for mobile information services and 26 measurement items were generated through a review of the literature. Furthermore, based on frequency analysis, independent samples t-test and the calculation of need rate, the demand differences in mobile information services between existing and potential users were explored.

Findings

Significant differences existed in the needs for service functions and service modes of mobile information services between existing users and potential users. Existing users cared more about such characteristics as intelligence, personalization and the variety of mobile services. Potential users, in contrast, concerned themselves more with the usability of mobile services and similarity to traditional information services. These two user groups showed little difference in the needs for information content, as they both have strict requirements for specialty, richness in and quality of information resources in mobile network environments.

Originality/value

Previous research on user needs for mobile libraries services has been primarily conducted from the perspectives of existing users. This study, however, compared the needs of existing and potential users based on their previous experiences, which can help libraries to know better what their users need and improve the quality of mobile information services to meet those needs. This can also make existing users more willing to use the services and cultivate the usage habits of potential users at the same time.

Abstract

Purpose

Relief item distribution to victims is a key activity during disaster response. Currently many humanitarian organizations follow simple guidelines based on experience to assess need and distribute relief supplies. However, the interviews with practitioners suggest a problem in efficiency in relief distribution efforts. The purpose of this paper is to develop a model and solution methodology that can estimate relief center (RC) performance, measured by waiting time for victims and throughput, for any RC design and analyze the impact of key design decisions on these performance measures.

Design/methodology/approach

Interviews with practitioners and current practice guidelines are used to understand relief distribution and a queuing network model is used to represent the relief distribution. Finally, the model is applied to data from the 2015 Nepal earthquake.

Findings

The findings identify that dissipating congestion created by crowds, varying item assignment decisions to points of distribution, limiting the physical RC capacity to control congestion and using triage queue to balance distribution times, are effective strategies that can improve RC performance.

Research limitations/implications

This research bases the RC designs on Federal Emergency Management Agency guidelines and assumes a certain area and volunteer availability.

Originality/value

This paper contributes to humanitarian logistics by discussing useful insights that can impact how relief agencies set up and operate RCs. It also contributes to the queuing literature by deriving analytic solutions for the steady state probabilities of finite capacity, state dependent queues with blocking.

Abstract

Purpose

Customer-intensive services refer to the service that a provider needs to invest in customers with high patience and experience. Within a certain rate range, the slower service rate and the longer service time, the higher customer’s utility; however, this may cause queue congestion. And the advertising of service provider will affect the revenue. The purpose of this paper is to investigate the effects of advertising on the optimal price, service rate and the optimal revenue of such service provider at different development stages.

Design/methodology/approach

This paper investigates the service strategies of service provider based on advertising effects. The authors first divide service provider into insufficient customers or sufficient customers according to the development stage, then analyze the impact of advertising at different stages. The authors focus on the formulation of the optimal price, service rate and the optimal revenue of service provider at different stages.

Findings

This paper finds that in the insufficient customers stage, the service provider’s strategy of “small profits but quick turnover” is conducive to quickly accumulating customers. With the development of service provider, the advertising indirectly increases the revenue of service provider by maintaining popularity. The result also shows that with the development of service provider, the initiative of such service market has gradually been mastered by service provider, from “buyer market” to “seller market.”

Originality/value

The finding provides an alternative explanation for the impact of advertising on service provider’s optimal strategies; it also solves the settings of service price and rate of customer-intensive service provider at different development stages. This study is essential to create the optimal revenue and solve supply–demand conflicts (such as doctor–patient conflict) between service provider and customers.

Abstract

This article focuses on the design and application of an instrument, the Programme Variability Rating Scale (PVRS), to measure the effectiveness of a complex social intervention in the UK. Sure Start aimed to improve outcomes for children aged under four years living in disadvantaged areas on a wide range of health, educational and social indicators. The PVRS was devised for use in the National Evaluation of Sure Start (NESS) to measure programme proficiency. It consisted of 18 dimensions (eg. parental empowerment, user identification, flexibility of service delivery), each with seven levels of proficiency. It was applied to 150 Sure Start local programmes involved in a longitudinal study of the impact of the intervention on a range of child and parental outcomes. Ratings of more or less proficient processes were related, using discriminant‐function analysis, with the impact outcomes from the cross‐sectional study of almost 20,000 children. The 18 dimensions of proficiency of the PVRS made a significant differentiation between the most and least effective programmes.

Effective participation in the competitive bidding arena is one of the main vehicles for securing the necessary additional funds to maintain and develop UK public library services. This paper documents the extent and scale of bidding by public libraries and presents areas of good practice emerging from research into the effects that the bidding culture has had on the development of English local government archive, library and museum services. Key findings suggest that approaches to external funding should be strategy‐driven taking place within a framework of purpose and rationale; that success is often highly dependent on the leadership and networking skills of library managers; and that partnership working should be encouraged and adopted. Successful proposals should demonstrate the benefits and credibility of proposers to deliver; provide evidence of properly resourced project management including methods of monitoring and evaluation; explicitly address the relevant funding criteria and be well‐researched and carefully planned.

Abstract

Purpose

Spare parts needs are dependent on the characteristics of the product in question, e.g. its reliability and maintainability, and the characteristics of the environment in which the product is going to be used (e.g. the temperature, humidity, and the user/operator's skills and capabilities), which constitute covariates. The covariates have a significant influence on the system reliability characteristics and consequently on the number of required spare parts. The main objective of this research study is to evaluate the associated risks (i.e. risk of shortage of spare parts) in estimation of the required number of spare parts due to not considering the characteristics of system operating environment.

Design/methodology/approach

An event tree is a graphical logic model that identifies and quantifies possible outcomes following an initiating event (non‐considering system operating environment in this case) in spare parts planning. In the present research a risk analysis is performed through a new and non‐standard event tree analysis. It used an event tree analysis in which the states of organization and managerial decisions took place in risk analysis.

Findings

In the present study a modified form of event tree analysis was introduced and implemented. In the new version the undesired states were used instead of barriers in combination with events and consequents changes as a safety function in event tree analysis. The output of the event tree analysis shows that there is a considerable operational risk due to losses (production and economical) associated with the non‐consideration of the machine working environment.

Practical implications

In the estimation of the accurate amount of support and spare parts needed for any industrial system/machine, it is strongly recommended to take the product operating environment into account. This can be proved by the event tree risk analysis method used in a modified and non‐standard form in the present research. The results of risk analysis can help managers in making accurate decisions for product support and spare part needs in the future.

Originality/value

Modified event tree analysis is a new approach suggested for visualizing the risk associated with non‐considering of system operating environment in required support/spare parts estimation. Visualization of risk in graphics can facilitate correct decision making in spare parts planning.
