Abstract

Purpose

This paper aims to discuss and present the regional-innovation cluster policy for R&D efficiency and the creative economy. In particular, the R&D efficiency and creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. In this research, the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization are presented as policy proposals for R&D efficiency and the creative economy.

Design/methodology/approach

In this research, the universities, research institutes and enterprises of Daedeok Innopolis were studied. Thirty people from the universities in the area, 30 from the research institutes and 30 from the enterprises were surveyed through the quota sampling of the non-probability sampling method for this research. These survey respondents were science and technology policy specialists for the R&D, industrialization and entrepreneurial activities of Daedeok Innopolis. The methodological material is a questionnaire. The study’s investigation factors were the government’s role, knowledge creation and the network. Also, F-test, ANOVA and chi-square independence test were utilized for the survey data analysis.

Findings

Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. This research was found through the analysis that the government policy is very useful for innovation ecosystem development. The knowledge capability has been enhanced in connection with knowledge creation. Also, the network has been vitalized. New-dimension industry–university–institute collaboration and a human resource management system are needed for R&D efficiency and the creative economy. Daedeok Innopolis needs consistent support for industrialization and foundation.

Social implications

Movement of and cooperation among humans, goods, knowledge, technologies, etc., occur in many areas (science, the economy, culture, arts, etc.) because of the compression of time and space through informatization and globalization. This has brought about changes in cross-border, regional and national relations and has stimulated competition in the aforementioned areas. To date, a state-dominated system has been operated to deal with these changes, but it has been shown to be inefficient because it cannot reflect the conditions in the region and does not allow quick reaction. The advantages of the region must be identified and utilized to boost the survival and development of the region. Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement.

Originality/value

The innovative feature of the study is proposed the science and technology policy (the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization) for the R&D regional-innovation cluster through the survey data analysis. In this paper, the R&D efficiency and the creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. The science and technology policy for the R&D regional-innovation cluster development is examined for the first time in this paper. This research is expected to make a significant contribution to the establishment of a development strategy for the regional-innovation cluster, and to the decision-making regarding the science and technology policy.

Abstract

Purpose

The purpose of this paper is to investigate the socio-economic background and development of social enterprises in Korea and identify representative social enterprise models.

Design/methodology/approach

The typology used in this study focuses on the interaction between civil society, the state and the market in their efforts to solve social problems. As a result, the typology is mainly related with social goals, although the organizational form is also taken into consideration when selecting representative social enterprises in each type so as to present a broad array of developmental histories.

Findings

This paper identified four types of social enterprises: work integration social enterprises; social service provision social enterprises; regional regeneration social enterprises; and alter-economy social enterprises. These types are not immutable; another form of social enterprise might emerge to address a new social issue and lead to a new strand of similar social enterprises.

Originality/value

This study found that the goals of social enterprises in Korea share common characteristics with those of social enterprises in European countries. Another outstanding feature of Korean social enterprises is that most social enterprises other than work integration social enterprises also regard work integration or job creation for the disadvantaged people as one of their important social missions.

Against the backdrop of recent developments in multimedia and information technology (IT), video‐based information networks being constructed on a platform chiefly composed of the two core technologies of video terminals and ISDN are gaining worldwide recognition through the deployment of videophones, videoconferencing systems, and digital network ISDN technology. New forms of virtual community based on interactive, virtual communication continue to be fashioned, particularly in relation to the promotion of IT in regions of Japan. This paper points out that in the future, video‐based information networks will be an important platform for creating new regional‐level virtual communities to further regional invigoration.

Abstract

Purpose – The main purpose of this chapter is to discuss cultural norms in the process of handing down traditional folk music. In doing so, I focus on learning what successors of the tradition think about the orthodoxy of their music and what they think is the ideal way to pass down cultural heritage. In addition, considering that cultural norms are socially constructed in the moment, it should be also examined what leads people to have such notions.

Design/methodology/approach – To achieve these purposes, I look at practices of handing down traditional folk music in Japan, developing five case studies of various ohayashi. I also analyze yosakoi, which is modernly arranged local folk music that is widely spread across the country in the form of community festivals.

Findings – The successors of traditions tend to consider tracing the roots of their music as an obligation. On the other hand, in the case of music with no exact origin, its successors seek to find their identities by learning lessons from local anonymous ancestors. Meanwhile, there are people who consider its economic value as a raison d’être for traditional music.

Originality/value – What gives originality to this chapter is that I adopt an approach, employing regional and urban sociology methods, of comparing the characteristics of the regions in which local folk music is based. Along with perspectives on macro social changes and the principle of music group formation, I also discuss the transformation of expertise in folk culture associated with the rise of institutional reflexivity.

Abstract

Purpose

The purpose of this paper is to put modern history of theme park developments in Japan in perspective and identify the challenges associated with theme parks in Japan.

Design/methodology/approach

Amid the structural lack of theme‐park related operational and financial data, the authors approached the issue from the analyses of limited information on theme parks in Japan, where most, if any, of the available data are in Japanese only. This precluded the authors to conduct quantitative analyses of the parks in Japan.

Findings

The authors found that two of the comparable large‐scale theme park developments in Japan led to dramatically different operating results and that continued innovation of the contents of the park is one of the notable differences when the two parks are compared.

Practical implications

The paper highlights the dramatic failure of one park, while in contrast the other thrives; underscoring that theme park investment is subject to embracing high‐risk, high‐maintenance and constant innovation efforts by the operator.

Originality/value

The paper may be valuable to readers in the East Asian region and other nations which have plans to host large‐scale theme park development in the near future, as this presents the rare cases of success and failure in theme park operations in Japan.

Abstract

Purpose

This research explores the intricate dynamics of national interests realised through Japan's official development assistance (ODA) to China. It aims to deepen the understanding of these mechanisms, detailing the extent to which Japan has accomplished its national interests.

Design/methodology/approach

The paper applies the role theory and narrative analysis to elucidate Japan's national role conception and its categories of national interests with regards to its ODA policy. It utilises both qualitative and quantitative methods to examine the success rate in achieving Japan's diplomatic objectives and how those interests have manifested over time.

Findings

The findings suggest a mixed outcome. Whilst Japan's ODA to China has helped in expanding trade and fostering mutual understanding and cooperation, it has been less successful in promoting democratic governance in China or effectively counterbalancing China's regional power. Hence, the realisation of national interests through ODA is a complex process contingent upon numerous factors.

Originality/value

This study stands out for its multifaceted approach in examining Japan's ODA policy towards China, integrating both quantitative and qualitative methodologies and applying the role theory in the context of international development aid. It fills a significant gap in the literature by analysing the interplay between national interests and foreign aid, providing nuanced insights into the successes and challenges of Japan's pursuit of its diplomatic objectives. The study's findings have important implications for understanding the complexity of international aid dynamics and can inform future policy decisions in the realm of international relations and foreign aid.

Abstract

Purpose

This study aims to investigate what the crucial elements are when it comes to using a mascot to brand a destination. This study applies the proposed framework of “mascot usage for destination branding” to two mascot cases, namely, Kumamon and Sukjai. In particular, the Kumamon mascot is first investigated, looking at how it is used to promote Kumamoto, one of the key cities in Kyushu, Japan. Sukjai, another mascot, is then analysed in a similar light. The dominant factors that lead to the success of Kumamon mascot are analysed on the case of Sukjai mascot. The disparity between the two mascot cases allows for a better understanding of the dimensions and practices or lack thereof, that can occur in mascot creation and implementation.

Design/methodology/approach

A qualitative methodology is applied, and thematic and content analyses are applied to the three data sources, namely, secondary data collection from different data sources in the English and Japanese languages; researcher onsite observation in Kumamoto; and an in-depth interview with purposive sampling experts.

Findings

The findings indicate that according to the proposed framework, Kumamon has shown all three elements of the framework, namely, promoting destination identity and personality, creating differentiation for the location and having strong stakeholder involvement. On the other hand, these elements were found not to be as strong in the Sukjai case. The findings from the case comparison determine several underlining factors, including the national culture, which can help or hinder in laying the groundwork for the successful application of a mascot in destination branding.

Originality/value

This study complements the previous literature on mascot branding and elaborates on the framework of mascot usage for destination branding based on a combination of the three proposed elements.

Abstract

Purpose

Satisfying the gastronomy experience of tourists becomes the most important strategic aim in the hospitality and tourism industries. This study attempts to prove that there is a distinct and specific market segment related to gastronomy from the overall number of tourist arrival of Jeonju City. Furthermore, this study investigates the different factors that affect the overall experience of tourists. The focus of the study is Jeonju City, a popular gastronomy destination in South Korea.

Design/methodology/approach

Survey questionnaires were distributed to 680 tourists in Jeonju City during two survey periods. Descriptive statistics and regressions were utilized to treat the data. The predictors that affect the overall experience of tourists were identified through the different literature. The hypotheses were formulated and tested to examine the relationship between the assessments of the distinct gastronomy-tourist market and tourists' overall experience.

Findings

The results indicate that there are 17.20% of the respondents indicated that their main reason for traveling was for the food. Descriptive statistics revealed that local food satisfaction, destination image perceived quality, perceived value, tourist expectations, and costs and risks have a positive and significant influence on tourist overall experience.

Originality/value

The findings of this study could provide guidelines for both the hospitality and tourism industries of the country, and tourist destination operators to further positioned approaches to satisfy gastronomy tourists in the “new normal”.

Abstract

Purpose

Although previous research has highlighted the importance of innovative intermediary services that are delivered through cluster initiatives to foster own attractiveness and the development of business, little emphasis has been placed on examining the patterns and influencers of such a change in new organisational forms from a management perspective. The present study investigates the change patterns of core intermediary activities in cluster initiatives as well as the influence of various stakeholders on change in those core activities.

Design/methodology/approach

The empirical data of this work illustrates the general picture of change within new organisational forms and therefore emerges from a survey study carried out among numerous European cluster initiatives originating from different industries. The main propositions for testing have roots in and are discussed through the prism of Stakeholder Theory as well as entrepreneurship, change and intermediary (middle-hands, brokerage) literature.

Findings

The findings reveal that intermediary activities are under continuous change, and the changes appreciated by the initiative members tend to gradually increase in intensity over time. Internal stakeholders are actively engaged in the change process activities, and external stakeholders are too, but to a limited extent. This leaves space for creativity and action for the initiatives.

Research limitations/implications

This research combines stakeholder theory and literature on intermediation (new forms of organisations), change, and entrepreneurship. The outcome of the study might serve as a ground for theoretical classification of cluster initiatives as a particular type of intermediary in accordance with their specific occupation. This would add to the ongoing discussion on definition and typologies of intermediaries as well as lift the awareness on the peculiar constellation of stakeholders within these innovative organisations – their engagement expectations and level of involvement.

Practical implications

Knowledge on which stakeholders can turn to in the event that a special service is needed can shorten implementation times and improve the quality of services. This knowledge is a way to choose suitable and influential networking partners who can assist by pushing existing working mechanisms in a favourable direction.

Social implications

The study illustrates the patterns behind changes of intermediary activities/services over time, which would form solid ground for developing new methods to assist in achieving stakeholder satisfaction through cluster-initiative services. Therefore, this work can serve as a benchmarking example for traditional organisations that find themselves in “sleeping” mode or that aim for revitalization.

Originality/value

The contribution of change and engagement mechanisms to effectivization and innovativeness of organisations are highlighted as main value added of this research.

Abstract

Since the Land Revolution of 1949, China has continuously practiced collective ownership of land resources and local governance at the village and township levels. This chapter argues that based on Chinese experiences, a socialist transformation is largely dependent on socialization of land resources, with the majority having access to land, food, and shelter, as well as on community organization of livelihood. This is not only the legacy of land revolution but also the foundation of Chinese society, which acts as social stabilizer. China in the past 70 years has completed primitive capital accumulation and proceeded to industrial expansion and financial adjustments. Rural China has played an important role in absorbing the shocks of cyclical economic crises induced by external and domestic factors. China adopts policies of land distribution in favor of the small peasantry and promises to defend the agrarian sector – comprising three irreducible dimensions: peasants, rural society, and agriculture, together known as Sannong, as well as the current policy of rural vitalization – against the background of macroeconomic crises, particularly amid the current economic downturn and health crises, that is, United States–China trade war, the crisis of globalization, New Cold War, and the COVID-19 pandemic. The experiences of Zhoujiazhuang Commune and Puhan Rural Community will be provided as examples to show that the bedrock of maintaining socialist transformation is the resilience of small peasantry and rural communities.
