Abstract

In the past 15 years there have been major changes in the conduct of science and technology policy in advanced industrial countries. Recognizing that this is an area where Clem Tisdell has made notable contributions, reviews the recent developments around three themes: the nature of science and technology as distinctive bodies of knowledge arising in different institutional contexts; the market failure approach and its development into an evolutionary rationale for science and technology policy; and the UK Technology Foresight Programme as a specific example of the shift in the focus of science and technology policy.

Abstract

Purpose

Science and technology policy plays an important role in promoting the development of economic and social development in China. At present, the research on science and technology policy is mainly focused on the basic theories and some quantitative research. The analyses for contents of massive science and technology policies are relatively less. This paper makes use of semantic technologies to extract and analyze the relatively important information from massive science and technology policies. The purpose of this paper is to facilitate users to quickly and effectively obtain valuable information from the massive science and technology policies. The key methods and study results are presented in the paper. The study results can provide references for further study and application in China.

Design/methodology/approach

The paper presented the analysis model and method for science and technology policy in China. The terms and sentences are the important information in the science and technology policy. The study adopted the technology of natural language processing to analyze the linguistics characteristics of terms and combined with statistical analyses to extract the terms from Chinese science and technology policy. Then, the authors designed an algorithm, calculated and analyzed the important sentences in Chinese science and technology policies. The experiments were run on the Java test platform.

Findings

This paper put forward the analysis model and method for science and technology policy in China. The study obtained the following conclusions: term extraction of science and technology policy: the paper analyzed characteristic of terms in Chinese science and technology policy and designed a method of extracting a term that was suitable for the science and technology policy. The calculation of important sentences for science and technology policy: the paper designed an algorithm and calculated the importance of the sentences to obtain valuable information from the massive science and technology policies.

Research limitations/implications

In our methods, there are some defects to be improved or solved in the future. For example, the precision of algorithm needs to be improved. The significance of this paper is to propose and use the analysis model to process Chinese science and technology policy; we can provide an auxiliary tool to help policy beneficiaries. Enterprises and individuals can be more effective to extraction and mining information from massive science and technology policy and find the target policy.

Practical implications

To verify the effectiveness of the method, the paper selected the real policies about the new energy vehicles as experimental data; at the same time, the paper added uncorrelated policies. It used the proposed analysis model of science and technology policy to calculate and find out the relatively important sentences. The results of study showed that the proposed method can obtain better performance. It verified the validity of this method. The model and method have been applied to actual retrieval system.

Social implications

The proposed model and method in the paper have been applied to actual retrieval system for users.

Originality/value

The paper proposed the new analysis model and method to analyze science and technology policies in China. The presented model and method are a new attempt. According to the experimental results, this exploration and study are valuable. In addition, the idea and method will give a good start for improving information services of massive science and technology policies in China.

Abstract

Purpose

Under the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.

Design/methodology/approach

The research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.

Findings

Through the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.

Originality/value

The authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

Purpose

Science and technology innovation policy has important strategic significance with respect to the promotion of an innovation orientation in our country, and the classification and measurement of regional science and technology innovation policy urgently require research attention.

Design/methodology/approach

In this paper, we use text mining and principal component analysis to analyze the classification and measurement of technology innovation policy based on data obtained from Zhongguancun Science Park.

Findings

The empirical results indicate that regional science and technology innovation policy can be divided into four types: authoritative, guiding, urgent and periodical. The key measurements are function type, intensity, resource supply, funding level and funding effectiveness.

Originality/value

A comparative analysis is performed to investigate the different types of regional science and technology innovation policy measurement. Additionally, the study’s limitations are discussed, and future research directions are proposed.

Abstract

Purpose

Science and technology is the bedrock in developing a knowledge‐based economy. Immense changes will be spawned by the development of science and technology. Today, China's remarkable growth has brought a great interest to the rest of the world in fostering her economic development through scientific research and technology acquisition. Whether China will be the world leader in science and technology remains a puzzle. Hence, the purpose of this paper is to examine the challenges of the science and technology development in strengthening China's economic growth. In this context, the purpose of the study is to provide a conceptual framework for the strategic management of science and technology policy in China.

Design/methodology/approach

This study was conducted based on the past and present observations and literature review.

Findings

Although the concept of “policy for science” plays a pivotal role in the technology progress in China, the concept of “science for policy” should be emphasized. Hence, a unified policy framework where the concepts of “science for policyandpolicy for science” have to be incorporated and synchronized in tackling the challenges faced by current practices.

Originality/value

The commitment in developing an “innovation‐oriented society” in the twenty‐first century, it is essential to lay the foundation for the framework to understand the science and technology policy management in stimulating the Chinese economic growth. The framework could be served as the basis for policy formulation and policy analysis.

Purpose

The purpose of this study is to outline the improvement of framing in Indonesia science and technology policy content, policy formulation model, policy strategy implementation and policy performance indicators.

Design/methodology/approach

This study is conducted by implementing action research model to generate new knowledge as a research interest, through the search for solutions or improvements to problematical situation, applying Soft Systems Methodology. Thus, this research model is regarded as Soft Systems Methodology-based Action Research (SSM-based AR).

Findings

Policy formulation is not evidence based in which policy documents remain theoretical and are impractical or not detailed in engaging real conditions and strategic issues, yet the targets are measurable despite predictive results. Change and strengthening are required in the national science and technology policy for the next period, on the basis that future research policies are encouraged to address problems and solutions to build a country based on science and technology. Indonesia requires policies involving both effective and efficient national research; therefore, the need for an integrated policy direction conveying science and technology and other related sectors, such as the health sector and food, remains vital.

Originality/value

Previously, science and technology policy planning in Indonesia was not equipped with data and indicators of success, having no target to achieve within a five-year period. In the coming periods, science and technology policy documents in Indonesia are issued in the form of government regulations/presidential decrees, including indicators of science and technology achievements (quantitatively) for five years.

Purpose

This paper intends to examine the change of R&D fiscal policies in China since 1978 and its impact on China's drive to become an innovation‐oriented country.

Design/methodology/approach

This paper adopts an archive approach and undertakes an overview of the policy changes and their implications.

Findings

It is found that policy changes have gradually made enterprises the focal point of the national innovation system and that correspondingly a new financial and fiscal mechanism has been created to create incentives for innovation in firms.

Originality/value

This paper provides a comprehensive overview of the changing financial and fiscal policies in support of technological innovation in China.

Purpose

Science and technology diplomacy (STD) is an emerging area in the field of public policy and technology management. The purpose of this study is to overview the concept of STD based on the two approaches “Science and Technologyand “Diplomacy” to explain its necessity for Non-Aligned Movement member countries.

Design/methodology/approach

To design the work, principal domains and sub-domains of STD are identified based on the thematic analysis. By using MAXQDA software, the initial codes are analyzed and validated for the case study. Then, six areas and 29 sub-areas are identified based on the fuzzy Delphi and the framework is designed.

Findings

STD is defined from six scopes, including political, economics, law and legal issues, social sciences, philosophy and science and technology. Each scope has its own mechanism that is discussed in the article.

Originality/value

This work is one of the first in the literature of science and technology policy making.

Abstract

Purpose

This paper aims to discuss and present the regional-innovation cluster policy for R&D efficiency and the creative economy. In particular, the R&D efficiency and creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. In this research, the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization are presented as policy proposals for R&D efficiency and the creative economy.

Design/methodology/approach

In this research, the universities, research institutes and enterprises of Daedeok Innopolis were studied. Thirty people from the universities in the area, 30 from the research institutes and 30 from the enterprises were surveyed through the quota sampling of the non-probability sampling method for this research. These survey respondents were science and technology policy specialists for the R&D, industrialization and entrepreneurial activities of Daedeok Innopolis. The methodological material is a questionnaire. The study’s investigation factors were the government’s role, knowledge creation and the network. Also, F-test, ANOVA and chi-square independence test were utilized for the survey data analysis.

Findings

Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. This research was found through the analysis that the government policy is very useful for innovation ecosystem development. The knowledge capability has been enhanced in connection with knowledge creation. Also, the network has been vitalized. New-dimension industry–university–institute collaboration and a human resource management system are needed for R&D efficiency and the creative economy. Daedeok Innopolis needs consistent support for industrialization and foundation.

Social implications

Movement of and cooperation among humans, goods, knowledge, technologies, etc., occur in many areas (science, the economy, culture, arts, etc.) because of the compression of time and space through informatization and globalization. This has brought about changes in cross-border, regional and national relations and has stimulated competition in the aforementioned areas. To date, a state-dominated system has been operated to deal with these changes, but it has been shown to be inefficient because it cannot reflect the conditions in the region and does not allow quick reaction. The advantages of the region must be identified and utilized to boost the survival and development of the region. Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement.

Originality/value

The innovative feature of the study is proposed the science and technology policy (the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization) for the R&D regional-innovation cluster through the survey data analysis. In this paper, the R&D efficiency and the creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. The science and technology policy for the R&D regional-innovation cluster development is examined for the first time in this paper. This research is expected to make a significant contribution to the establishment of a development strategy for the regional-innovation cluster, and to the decision-making regarding the science and technology policy.
