Abstract
Learning outcomes
The objective of writing this case study is to allow management students to engage with the complexities of mergers and acquisitions (M&As) in the insurance sector in an emerging economy like India. Upon completion of this case study, the students will be able to critically evaluate the business environment of the insurance sector of a developing economy like India, analyse the impact of M&As on the insurance industry of India, appraise the post-merger consequences and strategies to deal with these consequences, assess the applicability of market power and growth theories in the context of M&As and develop a strategic action plan for handling post-merger challenges.
Case overview/synopsis
On 3 September 2021, the Insurance Regulatory and Development Authority of India (IRDAI) approved the “Scheme” related to the merger of the non-life insurance division of Bharti AXA General Insurance Company Limited (“Bharti AXA”) with ICICI Lombard General Insurance Company Limited (“ICICI Lombard”). Earlier, on 21 August 2020, the boards of the companies had approved entering into definitive agreements through a scheme of arrangement. The merger received approvals from different regulatory bodies as mandated (Gandhi et al., 2023). Bhargav Dasgupta, managing director and Chief Executive Officer of ICICI Lombard, stated, “This is a landmark step in the journey of ICICI Lombard, and we are confident that this transaction would be value accretive for our shareholders” (FE Bureau, 2020). However, the merger posed a dilemma for Dasgupta and the management regarding crop insurance owing to its impact on profitability. Crop insurance historically had high claim ratios nearing 135% for ICICI Lombard for financial year 2018. The company ceased to underwrite this product from 2019 onwards (TNN, 2019). However, ICICI Lombard had to fulfil the three-year commitment made by Bharti AXA to the state governments of Maharashtra and Karnataka towards crop insurance. It was a scheme initiated by the Government of India, covering farmers against losses due to cyclonic rains, rainfall deficits and other unforeseen calamities. Dasgupta faced a challenge in managing the interests of the farmers and the company’s shareholders while balancing profitability, which had already been impacted by the COVID-19 pandemic. This case study delves into post-merger complexities in the financial sector non-life insurance industry in emerging countries like India.

Abstract
Purpose
The purpose of the present paper is to review studies on weather index-insurance as a tool to manage the climate change impact risk on farmers and to explore the study gaps in the currently existing literature by using a systematic literature review.
Design/methodology/approach
This study analyzed and reviewed the 374 articles on weather index insurance (WII) based on a systematic literature search on Web of Science and Scopus databases by using the systematic literature review method.
Findings
WII studies shifted their focus on growing and emerging areas of climate change impact risk. The finding shows that the impact of climate change risk significantly influenced the viability of WII in terms of pricing and design of WII. Therefore, the cost of WII premium increases due to the uncertainty of climate change impact that enhances the probability of losses related to insured weather risks. However, WII has emerged as a risk management tool of climate insurance for vulnerable agrarian communities. The efficacy of WII has been significantly influenced by repetitive environmental disasters and climate change phenomena.
Research limitations/implications
This study will be valuable for scholars to recognize the missing and emerging themes in WII.
Practical implications
This study will help the policy planners to understand the influence of climate change impact on WII viability.
Originality/value
This study is the original work of the author. An attempt has been made in the present study to systematically examine the viability of WII for insuring the climate change risk.

Abstract
Purpose
Despite the susceptibility of cotton crops to pest attacks in the Malwa Region of Indian Punjab, no crop insurance policy has been implemented there– not even the Pradhan Mantri Fasal Bima Yojana (PMFBY), which is a central scheme. Therefore, this paper attempts to gauge the likely impact of the PMFBY on Punjab cotton farmers and assess the changes needed for greater uptake and effectiveness of PMFBY.
Design/methodology/approach
The authors have conducted a primary survey to conduct this study. Initially, the authors compared the costs of cotton production with the returns in two scenarios (with and without insurance). Additionally, the authors have applied a logistic regression framework to examine the determinants of the willingness of farmers to participate in the crop insurance market.
Findings
The study finds that net returns of cotton crops are conventionally small and insufficient to cope with damages from crop failure. Yet, PMFBY will require some modifications in the premium rate and the level of indemnity for its greater uptake among Punjab cotton farmers. Additionally, using the logistic regression framework, the authors find that an increase in awareness about crop insurance and farmers' perceptions about their crop failure in the near future reduces the willingness of the farmers to participate in the crop insurance markets.
Research limitations/implications
The present study looks for the viability of PMFBY in Indian Punjab for the cotton crop, which can also be extended to other crops.
Social implications
Punjab could also use crop insurance to encourage diversification in agriculture. There is a need for special packages for diversified crops under any crop insurance policy. Crops susceptible to volatility due to climate-related factors should be identified and provided with a special insurance package.
Originality/value
There exist very scant studies that have discussed the viability of a central crop insurance scheme in the agricultural-rich state of India, i.e. Punjab. Moreover, they do not also focus on crop losses accruing due to pest and insect attacks.

Purpose
Premium subsidy rates were increased in 2019 and 2020 for livestock risk protection (LRP) insurance, which is price insurance for cattle producers. The authors examined if the LRP subsidy rate changes affected the LRP coverage levels purchased by feeder and fed cattle producers.
Design/methodology/approach
The authors collected the United States Department of Agriculture Risk Management Agency summary of business sales data for daily LRP purchases from 2015 to 2023. The authors estimated a multinomial logit model to determine if subsidy rate changes were associated with the likelihood of LRP policies being purchased at different coverage levels.
Findings
After the 2019 and 2020 subsidy rate changes, the likelihood of producers buying LRP-feeder cattle policies with coverage over 95% increased relative to the policies with coverage less than 89.99% but did not influence the likelihood of producers buying LRP-feeder cattle policies with coverage between 90 and 94.99% relative to policies with coverage less than 89.99%. Marginal effects show these subsidy rate changes increased the likelihood of buyers purchasing LRP-feeder cattle policies with greater than 95% coverage. The subsidy change did not affect the purchase of LRP-fed cattle policies.
Originality/value
The results demonstrate the influence of the recent LRP policy adjustments on insurance purchases, which could be important for agency officials and policy makers. This is the first study to explore the LRP policy purchases which provides the United States cattle industry insight into the LRP price insurance take-up, which can guide producer extension education on managing price risk.

Abstract
Purpose
This paper examines the impact of extreme rainfall shocks on the performance in test scores of students living near at-risk urban areas in Brazil.
Design/methodology/approach
To identify the causal effect, we consider the exogenous variation of rainfall at the municipal level conditioned on the distance from the school to risk areas and the rainfall intensity in the school months.
Findings
The results suggest that extreme precipitation shocks, defined as a shock of at least three months of high-intensity rainfall, have an adverse impact on both math and language performance. Through a heterogeneous effects analysis, we find that the impact varies by student gender, with girls being more affected. In addition, among students who study near at-risk areas, those with better previous school performance and higher socioeconomic status are more negatively affected.
Originality/value
Our results suggest that extreme weather events can increase the differences in human capital accumulation between the population living near risk areas and those living more distant from these areas.

Abstract
Purpose
This study aims to provide and illustrate the application of a framework for conducting techno-economic analyses (TEA) of early-stage designs for net-zero water and energy, single-family homes that meet affordable housing criteria in diverse locations.
Design/methodology/approach
The framework is developed and applied in a case example of a TEA of four designs for achieving net zero-water and energy in an affordable home in Saint Lucie County, Florida.
Findings
Homes built and sold at current market prices, using combinations of well versus rainwater harvesting (RWH) systems and grid-tied versus hybrid solar photovoltaic (PV) systems, can meet affordable housing criteria for moderate-income families, when 30-year fixed-rate mortgages are at 2%–3%. As rates rise to 6%, unless battery costs drop by 40% and 60%, respectively, homes using hybrid solar PV systems combined with well versus RWH systems cease to meet affordable housing criteria. For studied water and electricity usage and 6% interest rates, only well and grid-tied solar PV systems provide water and electricity at costs below current public supply prices.
Originality/value
This article provides a highly adaptable framework for conducting TEAs in diverse locations for designs of individual net-zero water and energy affordable homes and whole subdivisions of such homes. The framework includes a new technique for sizing storage tanks for residential RWH systems and provides a foundation for future research at the intersection of affordable housing development and residential net-zero water and energy systems design.

Purpose
This study aims to identify the regions with a high risk of natural disaster, estimate the proportion of households potentially participating in natural disaster insurance and analyze the relationship between disaster risk index and proportion of household potentially participating in natural disaster insurance.
Design/methodology/approach
Descriptive and quadrant analysis was applied on the 2019 Indonesia Disaster Risk Index (IRBI) scores and the 2019 National Socio-Economic Survey data.
Findings
The results showed there are only two categories of disaster risks in Indonesia based on IRBI categorization: “Medium” and “High.” Some districts in Aceh Province such as Simeuleu, Pidie Jaya and Banda Aceh City were observed to have a high proportion of households potentially participating in the natural disaster insurance while some in Jawa Tengah provinces have fairly low level even though they were categorized as high disaster-prone areas. Moreover, the quadrant analysis showed that 43 districts have high IRBI scores but low insurance participation rates with most discovered to be in Jawa Barat and Sumatera Selatan provinces.
Originality/value
Indonesia does not have a financial mitigation program up to the present time because almost all disaster resolutions are formulated based on emergency funds from the state budget even though it is important to use insurance schemes in all stages of disaster management. To the best of the authors’ knowledge, this study is the first attempt to identify households potentially participating in natural disaster insurance through the National Socio-Economic Survey in Indonesia.

Purpose
The purpose of this study results and recommendations will have a paramount significance for policymakers, policy advocates, development planners and practitioners who may be in need of such information for reconsideration, evaluation and inclusion into their respective development and humanitarian programming and operational strategies. Above all, the study result has further provided the local community with viable adaptation strategies to climate-induced changes in the study area.
Design/methodology/approach
This study was conducted to measure the livelihood vulnerability of Borana pastoralists to climate change and variability in southern Ethiopia. Pastoralists’ households were sampled using multistage sampling techniques. A total of 27 socio-economic and biophysical indicators were used to reflect vulnerability components: adaptive capacity, exposure and sensitivity. Principal component analysis was used to develop weights for indicators and to produce livelihood vulnerability index to classify households according to their level of vulnerability. Ordinal logistic regression was used to identify the determinants of vulnerability to climate-induced stresses.
Findings
The results showed that 24.4% of households were highly vulnerable, 60.3% were moderately vulnerable and 15.3% of households were less vulnerable to climate-induced stresses. Factor estimates of the logistic model further revealed that early warning information, bush encroachment, coping strategy, temperature, drought frequency, provision of humanitarian services and food shortage during the normal season of the year have a significant influence on vulnerability in the study area.
Social implications
The study’s results and recommendations will be of great significance to policymakers, development planners, and practitioners who require such information for reconsideration, evaluation, and inclusion in their respective development and humanitarian program and operational strategies. Most importantly, the study’s findings have provided the local community with practical adaptation strategies to climate-induced changes in the study area.
Originality/value
The study explored pastoralist perception of climate change and variability and measured the livelihood vulnerability of pastoralists’ households to climate change and variability and finally investigated viable adaptation and coping strategies in the study area.

Abstract
Purpose
Climate change is expected to cause larger and more frequent precipitation events in key agricultural regions of the United States, damaging crops and soils. Subsurface tile drainage is an important technology for mitigating the risks of a wetter climate in crop production. In this study, the authors examine how quickly farmers adapt to increased precipitation by investing in drainage technology.
Design/methodology/approach
Using farm-level data from the 2018 Agricultural Resource Management Survey (ARMS) of soybean producers, the authors construct a drainage adoption timeline based on when the operator began farming their land and when tile drainage was installed, if at all. The authors examine both the initial investment decision and the speed with which drainage is installed by adopters. A Heckman-style Poisson regression is used to model the count nature of adoption speed (measured in years taken to install tile drainage) and to correct for potential sample-selection bias.
Findings
The authors find that local precipitation is not a significant determinant of the drainage investment decision but may be highly influential in the timing of adoption among drainage users. Farms exposed to crop-damaging levels of precipitation install tile drainage faster than those with low to moderate levels of rainfall. Estimates of farm adaptation speeds are heterogeneous across farm and operator characteristics, most notably land tenure status.
Originality/value
Understanding how US farmers adapt to extreme weather through technology adoption is key to predicting the long-term impacts of climate change on America's food system. This study extends the existing climate adaptation literature by focusing on the speed of adoption of an important and increasingly common climate-mitigating technology – subsurface tile drainage.
