Abstract

Purpose

Railway freight transportation in Europe is in a state of change. The system has been freed from protection from the beginning of 2007 and market forces will start to act. Demand for, and the market share of, this form of transportation has been declining for decades. Therefore, there is a need to know more about the efficiency and productivity of this sector, in order to understand the nature and magnitude of potential restructuring changes. This paper aims to address this issue.

Design/methodology/approach

Data envelopment analysis (DEA) is used to analyze different European countries throughout the longitudinal observation period of 1980 to 2003. Also partial productivity analysis is used to support DEA evaluation.

Findings

Based on DEA results, it is found that those countries that were showing the highest efficiency levels in the 1980s, without exception, experienced an efficiency collapse in the 1990s. These include both former Eastern Bloc and West European countries. Based on partial productivity analysis, it is proposed that productivity of locomotives and railway tracks should be the primary target of productivity improvement in these formerly highly efficient countries. The efficiency analysis shows also that currently the most efficient railway freight transportation is located in the Baltic States, namely Estonia and Latvia. If one does not include data from Estonia and Latvia in the overall analysis, in a European context the only truly improving performance indicators are partial productivities of freight wagons, and staff.

Research limitations/implications

In contrast to previous efficiency studies in this sector, railway freight transportation shows high differences between European countries; it is necessary to address further research in the efficiency and productivity area in this respect to identify ongoing structural change.

Practical implications

Restructuring in European railways is just taking its first steps, and a combination of downsizing and greater freight volumes is needed if this mode of transportation is going to prosper in the future, and take market share back from others. Restructuring within this sector will most probably result in increased internationalization, mergers and acquisitions, and intermodal transportation solutions. These all represent new avenues for research.

Originality/value

This article helps to advise clear remedies for European railways and suggests interesting avenues for further research.

Abstract

Purpose

The purpose of this paper is to develop a better understanding of the factors that influence a shipper's decision to choose air cargo as a mode of shipment.

Design/methodology/approach

A disaggregate multinomial discrete choice model is developed using freight shipment survey data to identify critical factors influencing air cargo mode choice. Disaggregate revealed preference data is obtained from surveying 347 manufacturers, freight forwarders, and other third-party service providers.

Findings

The empirical model developed in this research shows that the rate of shipment, time of transit, cost-per-pound shipped, quantity shipped, perishability and delay rate of the mode are significant factors that influence mode choice.

Research limitations/implications

The discrete choice model developed can be improved by taking into account logistics costs not considered in this research. Perhaps more in-depth surveys of the shippers and freight forwarders are needed. Additionally, improving the mode choice model by including stated preference data and subsequently incorporating service quality latent variables would be beneficial.

Practical implications

Identifying the sensitivity of the shippers to various factors influencing mode selection enables transportation planners make better demand forecast for each mode of transportation.

Originality/value

This paper extends previous mode choice studies by analyzing mode selection between air cargo and other modes. Better forecasting is achieved by replacing the logit model with probit, heteroscedastic extreme value and mixed logit models.

Abstract

Purpose

A commonly suggested measure to make logistics greener is a shift to intermodal road‐rail transportation. Most research addresses the issue from the carrier's perspective, arguing for ways to improve the service production to better fit the shippers' demand. In this article the issue is addressed from the shipper's perspective. The purpose is to understand what contextual factors and operations changes that are possible and/or necessary for the shipper to make a fit to the current production system.

Design/methodology/approach

Six case companies selling non‐bulk, fast moving goods are examined. These firms have gone against the mainstream and shifted modes of transport. They are investigated through a multiple case‐study design.

Findings

The findings indicate that contextual factors stressed in the carrier‐focused literature, or rule of thumb decisions made by shipping logistics management, do not always clearly predict the success of a modal shift. However, some common denominators emerge among successful cases: large transport purchasing resources, high general carrier performance, low demand volatility, and centralized system control. The study also poses some propositions regarding the success of a modal shift.

Research limitations/implications

The research is qualitative in nature and thus limited to the companies and their respective logistics systems. However, the models could be further evaluated empirically through quantitative and qualitative methods alike.

Practical implications

The paper poses a number of propositions of what constitutes a successful modal shift from a shipper's perspective, based on the identified factors and operational changes.

Originality/value

Previous research on the shift to intermodal road‐rail solutions are predominantly made from a carrier's perspective. This research addresses the issue from the shipper's perspective.

The purpose of this chapter is to describe and analyze the economic advantage of the geographical location of the Republic of Belarus. Abstract

Purpose

This paper aims to present an overview of permanent magnet linear flux-switching machines (PMLFSM), field excited LFSM and hybrid excited LFSM (HELFSM) topologies as presented in literature for transportation systems such as high-speed trains and maglev systems.

Design/methodology/approach

The structural designs of different configurations are thoroughly investigated, and their respective advantages and disadvantages are examined. Based on the geometry and excitation sources, a detailed survey is carried out. Specific design and space issues, such as solid and modular structures, structure strength, excitation sources placement, utilization of PM materials, and flux leakage are investigated.

Findings

PMLFSM provide higher power density and efficiency than induction and DC machines because of the superior excitation capability of PMs. The cost of rare-earth PMs has risen sharply in the past few decades because of their frequent use, so the manufacturing cost of PMLFSM is increasing. Owing to the influence of high-energy PMs and magnetic flux concentration, the efficiency and power density are higher in such machines. PM is the only excitation source in PMLFSM and has constant remanence, limiting its applications in a wide speed operation range. Therefore, the field winding is added in the PMLFSM to flexibly regulate the magnetic field, making it a hybrid excited one. The HELFSM possess better flux linkage, high thrust force density and better flux controlling ability, leading to a wide speed range. However, the HELFSM have problems with the crowded mover, as PM, field excited and armature excitation are housed on a short mover. So, for better performance, the area of each excitation component has to compete with each other.

Originality/value

Transportation of goods and people by vehicles is becoming increasingly prevalent. As railways play a significant role in the transportation system and are an integral part of intercity transportation. So, this paper presents an overview of various linear machines that are presented in literature for rail transit systems to promote sustainable urban planning practices.

With the world gradually evolving into a global economy, Africa is playing an increasing role both as a major supplier of commodities and a huge consumer market for products from other parts of the world. Hence, it has become necessary for organisations to understand logistics and supply chain management (SCM) practices in Africa. For organisations that operate in Africa or have business dealings in Africa, it has become a strategic competitive priority to understand the current state of logistics in Africa and identify the challenges and opportunities inherent in the system. Finally, it is essential to learn how to overcome the challenges and maximise the opportunities. This chapter provides a historical and contextual basis for some of the logistics and SCM practices in sub-Saharan Africa. It reviews the current state of logistics management in Africa and identifies the challenges and opportunities that confront anyone interested in doing business in Africa. We reviewed the indigenous management practices that pervade the logistics discipline and highlighted cultural, unique and anecdotal evidence of practices and characteristics peculiar to the African countries. In addition, a comparative analysis of the logistic performance of countries in the region was provided to help readers situate the discussion. We concluded the discussion with some practical suggestions on how to get the best out of the African logistics system.

Abstract

Purpose

The purpose of this study is to introduce the concept of social welfare chain and address the challenges in decision making through the development of an optimal planning model for a nongovernmental organization (NGO). The distinctive properties of the social welfare chain and its relationship with the humanitarian relief chain in the context of supply chain management are also discussed. The paper presents a real decision problem and analyzes the managerial impacts of the proposed solution.

Design/methodology/approach

The study of social welfare policy and the review of the humanitarian literature has necessitated the introduction of the social welfare chain. Based on its definition, an optimal facility location distribution model that consolidates the non‐integrated style of logistics functions with a cost minimizing approach is developed. The General Algebraic Modeling System (GAMS) is used in order to optimize the coal distribution model of an NGO. Data is obtained from an NGO that aims to help vulnerable people through distributing coal and basic food such as rice and sugar.

Findings

Besides laying the foundations of social welfare chain, an analytical tool for decision support systems of the NGOs can be considered as the major finding of the research. Despite the increased number of stages in the proposed network configuration, the optimal solution resulted in significant cost reduction and distribution efficiency due to the availability of temporary distribution center locations at no extra cost. Furthermore, this study brings out the advantages of using intermodal transportation in the distribution process of cost‐sensitive networks.

Practical implications

This paper provides a detailed analysis that contributes to the efficiency and the effectiveness of social welfare chains. Moreover, it represents a cooperation established between university and NGOs.

Originality/value

The planning efforts of nongovernmental organizations targeting at the periodical aids to improve the social welfare level have received little attention in the literature. This paper is the first to propose the concept of “Social Welfare Chain”, at the same time addressing the distribution planning for the NGO.

Abstract

Purpose

The purpose of this study is to analyze the environmental efficiency level and trend of the transportation sector in the upper–mid–downstream of the Yangtze River Economic Belt and the JingJinJi region in China and assess the effectiveness of policies for protecting the low-carbon environment.

Design/methodology/approach

This study uses the meta-frontier slack-based measure (SBM) approach to evaluate environmental efficiency, which targets and classifies specific regions into regional groups. First, this study employs the SBM with the undesirable outputs to construct the environmental efficiency measurement models of the four regions under the meta-frontier and group frontiers, respectively. Then, this study uses the technology gap ratio to evaluate the gap between the group frontier and the meta-frontier.

Findings

The analysis reveals several key findings: (1) the JingJinJi region and the downstream of the YEB had achieved the overall optimal production technology in transportation than the other two regions; (2) significant technology gaps in environmental efficiency were observed among these four regions in China; and (3) the downstream region of the YEB exhibited the lowest levels of energy consumption and excessive CO2 emissions.

Originality/value

To evaluate the differences in environmental efficiency resulting from regions and technological gaps in transportation, this study employs the meta-frontier model, which overcomes the limitation of traditional environmental efficiency methods. Furthermore, in the practical, the study provides the advantage of observing the disparities in transportation efficiency performed by the Yangtze River Economic Belt and the Beijing–Tianjin–Hebei regions.

Abstract

Purpose

Environmental impact assessment (EIA) for transport infrastructure should consider geological constraints, legislative regulations, public policy and other strategic considerations. These strategic considerations and constraints that are often seen as the most challenging issues facing transportation planners are critically reviewed. Subsequently, this study aims to evaluate the enviromnetal impacts of civil transport infrastructure.

Design/methodology/approach

Using a mixed-method approach, this study examines the EIA and environmental impact statement (EIS) dimensions of transportation infrastructure.

Findings

Through the development of the EIA and EIS policy framework for transport infrastructure, this paper found that to better enhance the EIA and to effectively calculate various indicator variables, a hybrid approach to the method, known as input–output analysis (IOA), needs to be adopted. Knowing that a feasible cost breakdown is usually available within projects, it can be concluded that it is plausible to add an input–output (I–O) model into an existing EIS to obtain results not only for on-site effects but also for off-site effects. Moreover, some of the benefits of implementing a hybrid IOA can significantly improve the completeness of any conventional EIS for a range of quantifiable indicators, improve the ability to rank alternative options and provide a valuable overview of indirect impacts to be used for streamlining the EIA audit. For these reasons, input–output techniques could be incorporated as optional elements into the EIA standards.

Practical implications

With input from the Australian Bureau of Statistics and national I–O tables of the industry sector, this research was able to determine that indirect effects within transport projects are not being considered for what they are worth. This enables us to answer key questions dealing with the effects of EIAs on the transportation sector. This, in turn, can assist with planning through the commissioning of such projects.

Originality/value

The I–O model introduced in this paper will ultimately lead to better incorporation of various environmental elements. The findings of the paper can thus assist transportation planners in better aligning environmental impacts with EIA. This, in turn, can result in improvements in the completeness of any conventional EIS, enhance the ability to rank alternative options and provide a valuable overview of indirect impacts to be used for streamlining the EIA audit.
