Abstract

Purpose

This paper aims to build an improved grey panel clustering evaluation model and evaluate the comprehensive development potential of industrial economy, society and ecological environment in the Yangtze River Economic Belt of China. The purpose of this study is to provide some theoretical basis and tool support for management departments and relevant researchers engaged in industrial sustainable development.

Design/methodology/approach

This study uses the driving force pressure state impact response analysis framework to build a comprehensive evaluation index system. Based on the center point triangle whitening weight function, it classifies the panel grey clustering of improvement time and index weight.

Findings

The results show that there are great differences in the level of industrial ecological development in different regions of the Yangtze River Economic Belt, which further illustrates the scientificity and rationality of the evaluation method proposed in this paper.

Practical implications

Due to the industrial ecological development is in a constantly changing state, and the information is uncertain. Whitening weight function is introduced to represent the complete information of relevant data. The industrial ecological evaluation involves a comprehensive complex system, which belongs to the panel data analysis problem. The improved grey panel clustering evaluation model is applied to grade the industrial ecological development level of the Yangtze River Economic Belt. The results have important guiding significance for the balanced development of industrial ecology in the region.

Social implications

Due to the industrial ecological development is in a constantly changing state, and the information is uncertain. Whitening weight function is introduced to represent the complete information of relevant data. The industrial ecological evaluation involves a comprehensive complex system, which belongs to the panel data analysis problem. In order to improve the effectiveness of industrial ecological evaluation, the improved grey panel clustering evaluation model is applied to grade the industrial ecological development level of the Yangtze River Economic Belt. The results have important guiding significance for the balanced development of industrial ecology in the region.

Originality/value

the new model proposed in this paper complements and improves the grey clustering analysis theory of panel data, that is, aiming at the subjective limitation of using time degree to determine time weight in panel grey clustering, a comprehensive theoretical method for determining time weight is creatively proposed. Combining the DPSIR (Driving force-Pressure-State-Influence-Response) model model with ecological development, a comprehensive evaluation model is constructed to make the evaluation results more authentic and comprehensive.

Abstract

Purpose

The purpose of this study is to analyze the environmental efficiency level and trend of the transportation sector in the upper–mid–downstream of the Yangtze River Economic Belt and the JingJinJi region in China and assess the effectiveness of policies for protecting the low-carbon environment.

Design/methodology/approach

This study uses the meta-frontier slack-based measure (SBM) approach to evaluate environmental efficiency, which targets and classifies specific regions into regional groups. First, this study employs the SBM with the undesirable outputs to construct the environmental efficiency measurement models of the four regions under the meta-frontier and group frontiers, respectively. Then, this study uses the technology gap ratio to evaluate the gap between the group frontier and the meta-frontier.

Findings

The analysis reveals several key findings: (1) the JingJinJi region and the downstream of the YEB had achieved the overall optimal production technology in transportation than the other two regions; (2) significant technology gaps in environmental efficiency were observed among these four regions in China; and (3) the downstream region of the YEB exhibited the lowest levels of energy consumption and excessive CO2 emissions.

Originality/value

To evaluate the differences in environmental efficiency resulting from regions and technological gaps in transportation, this study employs the meta-frontier model, which overcomes the limitation of traditional environmental efficiency methods. Furthermore, in the practical, the study provides the advantage of observing the disparities in transportation efficiency performed by the Yangtze River Economic Belt and the Beijing–Tianjin–Hebei regions.

Developing waterway-waterway transfer is an important path for Shanghai's container logistics to innovate service models. Taicang Express Line, a typical case of service model innovation, plays an important role in elevating the standing of Shanghai Port as a container hub port and in developing China (Shanghai) Pilot Free Trade Zone. From the three dominant transfer service models, the waterway-waterway transfer for container logistics of Taicang Express Line has the traits and experience in streamlining logistics processes, innovating logistics clearance models, saving logistics operating costs, offering port logistics cooperation experience for replications and promoting integration of regional port logistics resources. However, it also harbors issues in infrastructure construction, staffing, container resources allocation and transportation, transportation efficiency and policy innovation. In the future, efforts should be invested to strengthening the construction and staffing of port logistics infrastructure, optimizing the container resources allocation and transport of port logistics systems, improving the logistics transportation efficiency of Taicang Express Line, and pushing forward innovation of the synergistic policy mechanism for regional port logistics.

Abstract

Purpose

The purpose of this paper is based on China’s economic fundamentals. Factor input, structural optimization and institutional reform, which determine the fundamentals of China's economic development, will actively prop up long-term, sustained and stable growth of the Chinese economy and keep China's potential economic growth rate stabilized within a reasonable growth range in the long term.

Design/methodology/approach

The fundamentals of economic development of a country are the basic situation of economic operation determined by the country's main factors and the long-term trend thereof, and they have such characteristics as stability, internality and persistence.

Findings

Stability refers to economic operation that remains relatively stable within a reasonable growth range at a certain stage of development, and this does not rule out exceptional economic fluctuations in certain years due to the impact of unexpected short-term factors. For instance, the fundamentals of the Chinese economy during the period after the reform and opening-up are characterized by a sustained high growth rate.

Originality/value

Internality refers to the intrinsic quantity and quality of all factors supporting the economic development of a country, especially the quantity and quality of the factors that play a decisive role in the economic development of a country at a specific stage. For instance, demographic dividend and capital formation have bolstered the high-speed growth of the Chinese economy since the reform and opening-up.

Abstract

Purpose

Land transactions are a key indicator of urban sustainable development and urban space expansion. Therefore, this paper aims to study the spatial correlation of different types of land transactions.

Design/methodology/approach

Based on the big data of land micro transactions in Yangtze River Delta urban agglomeration, this paper uses the generalized forecast error variance decomposition (GFEVD) method to measure the correlation level of urban land markets. Also, social network analysis (SNA) is used to describe spatial correlation network characteristics of an urban agglomeration land market. In the meantime, the factors that influence the spatial correlation of urban land markets are investigated through a quadratic assignment procedure (QAP).

Findings

The price growth rate of urban residential land was higher than that of industrial land and commercial land. The spatial relevance of urban residential land is the highest, while the spatial relevance of the urban commercial land market is the lowest. The urban industrial land market, commercial land market and residential land market all present a typical network structure. Population distance (POD) and Engel coefficient distance (EGD) are negatively correlated with the correlation degree of the urban residential land network; traffic distance (TRD) and economic distance (ECD) are negatively correlated with the correlation degree of the urban industrial land network and commercial land network.

Originality/value

This paper uses a systematically-integrated series of problem-solving models to better explain the development path of urban land markets and to realize the integration of the interdisciplinary methods of geography, statistics and big data analysis.

Abstract

Purpose

The proportional distribution of social labor is a general law governing human social and economic activities, also a law discovered by Marxist political economy that governs socialist economic operations and development based on public ownership.

Design/methodology/approach

This law draws on Marx's vision of future society, but how it is adopted is not only subject to the way a country's economy interacts but also to the influence of a country's historical and cultural traditions. Generations of the CPC and state leaders since Mao Zedong have made unremitting explorations for its application.

Findings

As socialism with Chinese characteristics enters a new era, the Party Central Committee with Comrade Xi Jinping at the core adheres to the standpoints, viewpoints and methods of Marxist political economy, draws from the splendid Chinese traditional culture that values integrity, peace and harmony of all, builds on the reality of China's socialist market economy development, has summed up the features of socialist economy development with Chinese characteristics, and has proposed the five-sphere integrated plan, the four-pronged comprehensive strategy.

Originality/value

The new development concept of “innovation, coordination, green development, openness, and sharing” for socialism with Chinese characteristics, all reflecting the Party's deepening understanding of coordinated development, the gradual formation of the general thought and policy methods of the country's economic regulations based on the coordination and balance of economic structure, the continuous explorations to open a new chapter of contemporary Marxist political economy, China's experience and wisdom, and the Party's confidence in the theories it applies, the road it takes, its system and its culture. The coordination and balance of economic structure are a major theoretical innovation of socialist political economy with Chinese characteristics in the new era.

Abstract

Purpose

This study aims to examine the spatial distribution and movement patterns of creative talent within the Yangtze River Delta Bay Area (YRDBA) and the factors that contribute to such trends.

Design/methodology/approach

The study examines data for the period 2006 to 2018 from the regions that constitute the YRDBA: Shanghai, Jiangsu, Zhejiang and Anhui. Spatial distribution pattern analysis is adopted to interpret the flow tendency both spatially and chronologically and a Lasso regression model is used to investigate variables that influence this tendency.

Findings

It is found that creative talents in YRDBA are accumulating steadily in provincial capitals and financially advanced cities. Technology infrastructure, women’s rights, medical care amenities and housing affordability are major determinants of such spatial distribution. The talent spillover effect raises attention in talent saturated areas, while the surrounding regions should prepare to receive and retain the overflow.

Originality/value

Creative talents geography in China and the dynamism of creative talent in YRDBA are rarely discussed. Determinants of creative talents lack systematic pectination, literature that filters multiple determinants of creative talents migration is limited and discussion specific to the Chinese context is scarce. This case can, thus, provide insights into creative talents in developing countries and add to the current literature, bridge the gap of the current understanding of creative talents in YRDBA – the innovation and development center in China and provide a reference for policymakers when making macro decisions.

Abstract

Purpose

After the 19th CPC national congress, Chinese Communist Party and the government put forward higher requirements for the development of coastal zones, and it is urgent to establish an integrated coastal zone management system, so as to better guarantee the construction of maritime powers and regional coordinated development. The purpose of this paper is to aim at re-examining and positioning China’s integrated coastal zone management.

Design/methodology/approach

This paper sorts out the current situation of coastal zone resources and environment, summarizes prominent problems and clarifies the path of comprehensive management of coastal zone based on the typicality and comprehensiveness of coastal ecosystem.

Findings

Coastal zone is a typical area of “life community shared among mountains, rivers, forests, fields, lakes and grass.” However, there are three prominent problems at present, namely, separation between land and sea, separation among industry sectors and separation among administrative jurisdictions. Coastal zone planning and legislation are important measures to realize the comprehensive management of coastal zone.

Originality/value

This paper puts forward some suggestions on the reform of coastal zone management from the perspective of planning and legislation.

Purpose

Since China’s “opening-up” in the late 1970s, Singapore has played a major role in enhancing China’s engagement with the world, especially in economic terms. This traditional relationship is well manifested in the third government-to-government (G–G) project under the BRI, which is known as the Chongqing Connectivity Initiative (CCI). The purpose of this paper is to address the following question: despite Singapore’s initial reluctance to agree on a third G–G project with China, why did Singapore eventually decide to join the CCI?

Design/methodology/approach

This paper draws on archives of over 700 Chinese language media reports and over 400 English language media reports, as well as private interactions with scholars interested in Sino-Singapore relations and with both sides’ officials in charge of the CCI project.

Findings

The paper finds that it is the goal of connecting the region, along with the need to maintain Singapore’s relevance to China and the regional economy that led to Singapore’s participation in the third G–G project. This paper also uses this case to analyse the changes that are taking place in the bilateral economic relations.

Originality/value

Despite wide media coverage, op-ed commentaries and respective government statements, there are a limited number of academic studies on the rationale of the third G–G project and contemporary Sino-Singapore relations in the literature. The scholarship has not addressed the rationale for Singapore’s changing attitude towards CCI and the manner in which the CCI has improved cooperation (or upgraded cooperation to a broader and regional level).
