Abstract
Purpose
Resilience concepts in integrated urban transport refer to the performance of dealing with external shock and the ability to continue to provide transportation services of all modes. A robust transportation resilience is a goal in pursuing transportation sustainability. Under this specified context, while before the perturbations, robustness refers to the degree of the system’s capability of functioning according to its design specifications on integrated modes and routes, redundancy is the degree of duplication of traffic routes and alternative modes to maintain persistency of service in case of perturbations. While after the perturbations, resourcefulness refers to the capacity to identify operational problems in the system, prioritize interventions and mobilize necessary material/ human resources to recover all the routes and modes, rapidity is the speed of complete recovery of all modes and traffic routes in the urban area. These “4R” are the most critical components of urban integrated resilience.
Design/methodology/approach
The trends of transportation resilience's connotation, metrics and strategies are summarized from the literature. A framework is introduced on both qualitative characteristics and quantitative metrics of transportation resilience. Using both model-based and mode-free methodologies that measure resilience in attributes, topology and system performance provides a benchmark for evaluating the mechanism of resilience changes during the perturbation. Correspondingly, different pre-perturbation and post-perturbation strategies for enhancing resilience under multi-mode scenarios are reviewed and summarized.
Findings
Cyber-physic transportation system (CPS) is a more targeted solution to resilience issues in transportation. A well-designed CPS can be applied to improve transport resilience facing different perturbations. The CPS ensures the independence and integrity of every child element within each functional zone while reacting rapidly.
Originality/value
This paper provides a more comprehensive understanding of transportation resilience in terms of integrated urban transport. The fundamental characteristics and strategies for resilience are summarized and elaborated. As little research has shed light on the resilience concepts in integrated urban transport, the findings from this paper point out the development trend of a resilient transportation system for digital and data-driven management.

Abstract
Purpose
The purpose of this paper is to describe a pilot application of the Sustainable Transportation Analysis & Rating System (STARS), and highlight how a sustainability rating system can be used to promote sustainable urban development through a university–city partnership. STARS is an example of a second-generation “green” rating system focused on transportation planning, design, operations and maintenance.
Design/methodology/approach
In Fall 2013, James Madison University (JMU) initiated a STARS pilot demonstration using a local corridor that connects the university and the city of Harrisonburg. The pilot’s purposes were to develop attainable transportation-development targets, evaluate infrastructure and programmatic options in the context of a credit-based system and demonstrate a decision-making framework centered on sustainability optimization. The paper provides an overview of the STARS framework and the pilot’s collaborations, analysis, findings and recommendations for credits across sustainability dimensions.
Findings
Upon applying the rating system, the research team found that STARS may initially be easier to integrate into a comprehensive transportation planning process than a corridor-level evaluation due to data needs, in-house expertise and planning timelines for campus and city developments. A campus-wide master plan based on STARS would enable a university and a city to apply sustainability principles to their physical and/or policy interfaces to systemically create change and achieve quantifiable targets.
Originality/value
The STARS framework provides a novel approach for integrating multiple stakeholders (faculty, the university and city staff, students and community members) in a process of capacity building, evaluating options, policy-making, implementation and performance monitoring. The JMU pilot is the first application of STARS at a university and the only US East Coast application to date.

Abstract
Purpose
By designing a system dynamics model in the form of a multimodal transportation system, this study for the first time seeks to reduce costs and time, and increase customer satisfaction by considering uncertainties in the intra city transit system, especially demand uncertainty and provide a prototype system to prove the capability of the dynamical system.
Design/methodology/approach
The paper tried to model the factors affecting the intra city multimodal transportation system by defining different scenarios in the cause-and-effect model. The maps and results developed according to system dynamics modeling principles are discussed.
Findings
Four scenarios were considered given the factors affecting the urban transportation system to implement the transportation information system for reducing the material and non-material costs of wrong planning of the intra city transit system. After implementing the scenarios, scenario two was selected under the following conditions: advertising for cultural development, support of authorities by efforts such as street widening to reduce traffic, optimize infrastructure, increase and optimize public transport and etc.
Originality/value
The value of this paper is considering uncertainty in traffic optimization; taking into account behavioral and demand indicators such as cultural promotion, official support, early childhood learning, traffic hours and the impact of traveler social status; investigating the factors affecting the system under investigation and the reciprocal effects of these factors and real-world simulation by considering the factors and effects between them.

Abstract
The Incheon Region has numerous assets that fall within a Pentaport model.' These include the Incheon International Airport, the Port of Incheon, a coastal industrial park, free economic zones, a leisure port, and Songdo new town designed to be the future Silicon Valley of Korea. This paper looks at how Northeast Asia trade flows between China and Korea might be enhanced by application of the Pentaport model in making the Incheon region a North East Asian Hub. It looks also at their trade and logistics systems as well as their water borne commerce. It proposes an integrated transportation system for the Yellow Sea Region being beneficial to the economies of the Northeast Asia. It also stresses that innovative technologies for ships, terminals and cargo handling systems should be introduced to develop a competitive short sea shipping system in the region and cooperation among the regional countries will be essential to achieve the final goal. The potential of methods of container shipping is discussed as it might apply to short sea shipping in the Yellow Sea Region that could greatly facilitate Incheon's situation with respect to the broader region in application of the Pentaport model.

This paper aims to define the concept, composition, connotation, functional technology and development path of autonomous transportation systems (ATS) and provide theoretical basis and support for the construction and development of ATS.
Design/methodology/approach
The research analyzes the concept and connotation of ATS, studies the composition and structure of ATS, sorts out pillar function technology system including perception, digitization, interoperability, computing and integration in ATS hierarchically, and looks forward to the future development path of ATS from human participation and systems intelligence.
Findings
This paper puts forward the concept, composition, connotation and structure of ATS, proposes the pillar functional technology system of ATS and proposes four development stages of ATS.
Originality/value
The research can provide a theoretical and scientific basis for the high-quality, efficient, orderly construction and development of ATS.

Abstract
Purpose
The purpose of this paper is to develop a better understanding of how transportation system factors affect city housing markets. The goal was to show that identifying these factors alone is not enough without also examining their effects and variations according to the housing location.
Design/methodology/approach
Transportation system factors were identified by conducting a thorough literature review. The factors’ relevance was tested using a quantitative methodology and a sample of 317 Vilnius residents. This city was next divided into three zones, and data collected from 18 real estate experts was subjected to qualitative analysis. The analytic hierarchy process was then applied to identify transportation system factors’ level of impact and dynamics by the housing location.
Findings
The results show that the factors affect the housing market in question but that these effects vary by the housing location and the most critical factors differ for each city zone.
Research limitations/implications
Only data on Vilnius were used. Further research is needed to compare transportation factors’ dynamics in multiple cities.
Practical implications
Priorities in transportation system improvements should be assessed to facilitate sustainable urban development and enhance the residents’ quality of life. Housing market regulations can only be successful if investment in transportation systems is allocated purposefully and coherently.
Originality/value
This research went beyond identifying transportation system factors by employing a broad, systematic approach to clarifying potential options for regulating housing markets through transportation system projects.

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract
Successful manufacturing applications of the Just‐in‐time (JIT) management philosophy have been well documented in the literature. Utilisation of JIT techniques within manufacturing offers the potential for significant operational improvements beyond inventory reduction. JIT‐related improvements include increases in quality, improved employee productivity, decreases in stockouts, and reductions in customer response time. Relatively little research has focused on the transferability of JIT concepts to other functional areas. The article explores the application of JIT concepts to a specific logistics function – transportation. Although review of the literature suggests that JIT systems significantly impact on the transportation function, no methodology was identified for incorporating the just‐in‐time philosophy within a transportation firm in a totally integrated manner. Therefore, two models are proposed illustrating the authors′ conceptualisation of the phased development and implementation of JIT.

For the purpose of reducing the incidence of hazardous materials transport accident, eliminating the potential threats and ensuring their safety, aiming at the shortcomings in the process of current hazardous materials transportation management, this paper aims to construct the framework of hazardous materials transportation safety management system under the vehicle-infrastructure connected environment.
Design/methodology/approach
The system takes the intelligent connected vehicle as the main supporter, integrating GIS, GPS, eye location, GSM, networks and database technology.
Findings
By analyzing the transportation characteristics of hazardous materials, this system consists of five subsystems, which are vehicle and driver management subsystem, dangerous sources and hazardous materials management subsystem, route analysis and optimization subsystem, early warning and emergency rescue management subsystem, and basic information query subsystem.
Originality/value
Hazardous materials transportation safety management system includes omnibearing real-time monitoring, timely updating of system database, real-time generation and optimization of emergency rescue route. The system can reduce the transportation cost and improve the ability of accident prevention and emergency rescue of hazardous materials.
