Abstract

Purpose

This study aims to explain the effect of research and development (R&D) incentives on economic growth, focusing on the case of Türkiye. A one-sector endogenous growth model has been constructed. The model includes three actors: firm, consumer and government. The consumer derives utility from consumption, supplies human capital and engages in saving. The representative firm invests in R&D to maximize the current value of profit flows by choosing how much input it will use and how much R&D it will undertake. The public sector provides incentives for labor and capital used in R&D production. R&D has been defined as a function that endogenously increases total factor productivity (TFP).

Design/methodology/approach

In line with the stated purpose, this study presents a dynamic general equilibrium model. Then, this study calibrates the model parameters with Türkiye's data.

Findings

The results imply that incentives for R&D personnel instead of physical capital have a stronger impact on economic growth.

Practical implications

The findings of this study point to an important conclusion on how to distribute R&D incentives across the two main factors in R&D production, labor and capital. Incentives given to R&D personnel are more effective in Türkiye.

Originality/value

This study shows that the R&D incentives provided by the public sector can be important in emerging countries where many firms have just started their R&D activities. In this study, the authors worked on Türkiye as an emerging country. This study discusses policies on how the R&D incentives will be more effective on economic growth in Türkiye. This study considers that these policies may apply to all emerging countries, due to similar R&D activities in countries that cannot export technology and mostly import technology.

本研究擬以土耳其的實例為焦點, 探討研究與開發 (研發) 的激勵如何影響經濟的增長;具體地說, 研究旨在探討透過不同生產要素所提供的研發激勵所產生的影響存在著什麼差異。

研究設計/方法/理念

為達研究目的, 研究人員構建了一部門內生增長模型。模型內有三個參與者: 公司、消費者和政府。消費者從消費中得到他們所需要的, 提供人力資本, 並參與儲蓄的活動。為了要把利潤的現值儘量提高, 代表公司透過調控投入的數量和研發的承擔, 投資在研發上。公共部門會為研發生產上使用的勞工和資本提供激勵。研究與開發被解釋為一個以內生方式增加全要素生產率的功能。構建的模型是因應土耳其的經濟狀況而調整出來的, 當中也進行了仿真模擬。

研究結果

研究結果暗示, 為研發人員提供的激勵, 而不是物質資本, 更能推動經濟增長。

實務方面的啟示

研究結果, 就如何於研發生產的兩個主要因素之間, 即勞工與資本之間, 分配研發激勵的問題上, 提供了重要的結論;就土耳其而言, 分配給研發人員的激勵是更為有效的。

研究的原創性/價值

我們展示了在新興國家裏, 公共部門提供的研發激勵是重要的, 而在這些國家裏, 剛開始進行研發活動的公司為數不少。在本研究裏, 我們把土耳其當作新興國家看待。我們討論了若要在土耳其使研發激勵更有效地幫助推動經濟增長, 什麼政策是最合適的呢? 因為那些不能把技術出口到其它地方, 而主要靠引進技術的國家均進行相似的研發活動, 所以我們認為討論得來的政策是可應用於所有新興國家的。

Abstract

Purpose

The purpose of this paper is to examine the impact of research and development (R&D) tax credit scheme on participating firm’s R&D expenditure in Indian manufacturing firms.

Design/methodology/approach

Tobit model is used to estimate the impact of R&D tax credit scheme on R&D expenditure.

Findings

The results suggest that there is a positive and significant effect of R&D tax incentive scheme on R&D. The introduction of the R&D tax credit scheme and the policy amendment are positively influencing R&D investment of the participating firms. However, industry-specific results suggest that these positive results are mainly driven by electronic and pharmaceutical industries. The study reveals that import of technology, import of raw materials, competition, profitability, age and leverage position of the firm also positively influence the R&D intensity of the firm.

Research limitations/implications

The study is limited to the listed manufacturing firms in India.

Practical implications

The study evaluates the innovation policy to help the policymakers in designing an effective policy.

Originality/value

The paper provides evidence on the impact of R&D tax incentive scheme on firm innovation to explain the factors that contribute to the R&D expenditure of the participating firms. It also summarises the effectiveness of tax incentive scheme on different industry groups and firm size.

Abstract

Purpose

There is a scarcity of empirical evidence in the literature on the chain of causality involving tax incentives for Research and Development (R&D) activities and their subsequent transformation into innovation. This study aims to assess the influence of R&D tax incentives on the organizational attributes of Portuguese firms to identify how they are converted into innovation.

Design/methodology/approach

A structural research model consisting of 339 companies that benefited from the Fiscal Incentive System supporting R&D in Enterprises, during the period from 2013 to 2016, was developed. This was done to assess the role of R&D tax incentives on the organizational attributes that form the innovation capacity. The model was validated using the multivariate statistical technique of structural equation modeling with partial least squares estimation (partial least squares structural equation modeling – PLS-SEM).

Findings

The results found suggest that although it is not possible to unequivocally identify the mechanisms used to convert tax incentives into innovation, it is possible to conclude that they play an important spillover effect for the construction and strengthening of organizational attributes. These form the basis of innovation capacity, to the extent that they positively influence the firms’ total assets, equity, liabilities, number of employees and sales. Hence, contributions are brought to both the literature on tax incentives and the general literature on innovation.

Originality/value

For policymakers, the evidence points to the fact that in addition to the incentives provided, novel mechanisms need to be established to help firms develop their absorptive capacity. The objective is to effectively convert the incentives received into innovation through the organizational attributes analyzed. From the firms’ point of view, the results found suggest that tax incentives act as a catalyst for making R&D investments. Additionally, there is an influence on employability, which effectively enhances the chances of innovation in the long run. Tax incentives received by Portuguese firms also have the effect of promoting economic dynamism – by enhancing the following: investments in infrastructure, the hiring of employees and the increasing of sales, generating positive externalities for both firms and society.

Abstract

Purpose

This study carries out an ex - post evaluation of the Research and Development (R&D) Tax Incentive Law in Chile.

Design/methodology/approach

A subset of data from the 9th Innovation Survey is chosen, specifically those that were available for the years 2013 and 2014. Then, differences in differences (DID) and matching with differences in differences (MDID) techniques are used to identify the impact of this policy.

Findings

The results obtained allow us to affirm that the use of the R&D Tax Incentive Law had some positive but very low effects on some components of expenditure for innovation. Also, the positive effect of the tax credits on the total expenditure for innovation identified with MDID disappears when only firms that know the R&D Tax Incentive Law are used as a control group.

Originality/value

This work provides new evidence to evaluate innovation policies in Latin America, focusing on tax credits that have been much less studied than subsidy programs. Specifically, it is concluded that there is still a wide margin to improve and reformulate the R&D Tax Incentive Law in Chile.

Este estudio realiza una evaluación ex - post de la Ley de Incentivo Tributario para la Investigación y Desarrollo (I+D) en Chile.

Diseño/Metodología/Enfoque

Se escogió un subconjunto de datos de la 9a Encuesta de Innovación, específicamente aquellos que estaban disponibles para los años 2013 y 2014. Luego, se aplicaron las metodologías de diferencias en diferencias (DID) y matching con diferencias en diferencias (MDID) para identificar el impacto de esta política.

Resultados

Los resultados obtenidos permiten afirmar que el uso de la Ley de Incentivo Tributario para la I+D tuvo algunos efectos positivos, pero bastante bajos en algunos componentes del gasto en innovación. Además, el efecto positivo del incentivo tributario sobre el gasto total en innovación identificado con MDID desaparece cuando se utiliza como grupo de control solamente a las firmas que conocen la ley.

Originalidad/Valor

Este trabajo aporta evidencia nueva para evaluar las políticas de innovación en Latinoamérica, enfocándose en los créditos tributarios que han sido mucho menos estudiados que los programas de subsidio. Específicamente, se concluye que existe todavía un amplio margen para mejorar y reformular la Ley de Incentivo Tributario para la I+D en Chile.

Abstract

Purpose

This paper aims to find the endogenous relationship between innovation input and corporate performance and deepen the study of innovation performance theory in industry and enterprise at the micro level.

Design/methodology/approach

This paper selects the firms listed on A shares in Shanghai and Shenzhen Stock Exchanges from 2009 to 2015 as samples. The authors cluster these samples according to the factors of production and classify the samples into three types: technology-intensive, capital-intensive and labor-intensive. After obtaining the samples and classifying them, the authors conduct a research on the endogenous relationship between the innovation input and the corporate performance through the simultaneous equations model and 3SLS estimation method. Meanwhile, they also make a study on the influence of executive incentive mechanism on the relationship between the innovation input and the corporate performance.

Findings

In technology-intensive industry, the increase of pre-innovation input will enhance the corporate performance in the current period, however, which will slow down the pace of innovation and lead to lower corporate performance in the future, and then increase innovation input again. In contrast, in capital-intensive industries, innovation input just improves corporate performance in the current period and the promotion of corporate performance will promote the intensity of innovation input in the future. With labor-intensive industries, innovation input also depends on early good returns, but innovation input has no significant impact on the corporate performance both at present and in the future. While in the executive incentive mechanism, salary incentive has a significant positive regulatory effect on the relationship between innovation input and corporate performance.

Originality/value

This paper presents a new research perspective on the relationship between innovation input and firm corporate performance, which is of great value to the listed company in balancing the R&D input with the company’s target performance and the design of executive incentive mechanism.

This study aims to explore the influence of corporate taxation on the performance of innovative companies under various research and development (R&D) tax incentive programs.

Abstract

Purpose

This study aims to explore the influence of corporate taxation on the performance of innovative companies under various research and development (R&D) tax incentive programs.

Design/methodology/approach

The empirical model is based on the data of 520 companies for period 2007-2016. This model includes return on assets as the main proxy for performance and effective tax rate as a main explanatory variable. Controlling for other known determinants, the authors divide the sample into the subsamples to control for the various R&D tax incentive programs. The fact that the model includes the lagged explanatory variable of performance the Blundell –Bond model was applied.

Findings

The authors found evidence that corporate taxation has a significant impact on performance, but the direction could be ambiguous. Impact of the corporate tax rate on performance in general sample is significantly negative, which is consistent with results obtained by authors for the non-innovative companies. However, for further examination, the authors use subsamples of companies with different R&D tax incentive programs. The effect of corporate tax becomes positive under the patent box program only. Moreover, under various R&D tax incentive program, the impact of main control variables has changed. Therefore, the authors conclude that not only corporate taxation but also R&D tax incentive programs significantly influence the performance of innovative companies.

Research limitations/implications

The data are limited due to fragmented information disclosure about the R&D tax incentive program used. Thus, a different data set might reveal new information and correlation between variable on the same topic. Moreover, the authors do not cover all R&D tax incentive programs, which are specified for companies and countries. However, the study fills the gap between corporate taxation, performance and innovative companies. As the significant result was found the further research is important. The study contributes not only in the field of research but also a practical one. The choice of R&D tax incentive program influences main indicators of companies’ performance so it may change the behavior of the investors and decision-making managers of the companies.

Originality/value

Given the increasing interest in the topic of innovative companies, this study fills the gap between corporate taxation in innovative companies and performance. In addition, the importance of R&D tax incentive programs as a feature of innovative companies was found.

Abstract

Purpose

The purpose of this paper is to investigate how managerial risk-taking incentives affect the sensitivity of R&D investments to the availability of a firm’s internal finance.

Design/methodology/approach

The author studies a large panel sample of US firms from 1992 to 2013 using a dynamic structural model and estimates a system GMM estimator that accounts for unobserved firm-specific effects, and that allows the author to address the potential endogeneity of all of the financial and executive compensation variables.

Findings

Managerial risk-taking incentives, in particular CEO portfolio vega, have a significantly positive impact on the financial constraints that bind R&D investments. Moreover, the author finds that CEO portfolio vega has stronger impacts on the investment-cash flow sensitivity of R&D in firms that are more likely to face binding financial constraints.

Originality/value

Prior studies on the financial constraints of R&D investments do not consider the potential impact of executive compensation on R&D investments. The author complements this stream of literature by providing novel results showing that managerial risk-taking incentives have a significant impact on the severity of the financial constraints on R&D investments.

Abstract

Purpose

The purpose of this paper is to examine if the structure and design of CEO compensation has any effect on firm innovation. It further investigates the effectiveness of each component of portfolio of compensation incentives in encouraging innovation.

Design/methodology/approach

This study uses systems of simultaneous equations to model the interdependence between compensation incentives and measures of firm innovation.

Findings

Results indicate that the pay‐performance sensitivity of the CEO portfolio of compensation incentives is positively related to investment in R&D expenditures, number of patents and citations. Options in general are more effective than stocks. However, within the options portfolio, recently awarded and unvested options are more effective than previously awarded and vested options. Restricted stock is more effective than unrestricted stock.

Research limitations/implications

Measuring innovation output is difficult as innovation could take different forms, including business model innovation, which does not appear in the patent data.

Practical implications

Stock options encourage investment in value‐increasing innovations and should remain a significant part of managerial compensation. If the firm awards stock, it should only award restricted stock.

Originality/value

This study uses comprehensive measures of compensation incentives and firm innovation. It views incentives as a portfolio of stock and options and uses incentives in their entirety. It examines the effectiveness of each component of the portfolio in encouraging innovation. It measures innovation as investment into the innovation process (R&D expenditures) and the resulting success of that investment (patents and citations).

Abstract

Purpose

In times of crisis, innovation management and specifically Research and Development (R&D) investments are critical to temper company losses and stimulate higher revenues. Environmental policies, for their potential to stimulate environmental innovations and efficient management of resources, may hold a magnifying role in this relationship. By relying on the distinction between regulatory policies and institutional incentives, this paper argues about the moderating role of environmental policies between a firm's R&D expenses and its performance.

Design/methodology/approach

Hypotheses are tested on data collected from a sample of small and medium-sized Chinese enterprises after the 2008 financial crisis.

Findings

Findings reveal positive moderating effects of both regulatory pressures and institutional incentives, with a more significant effect of government support. The highest impact is reached when both these types of policies are present.

Originality/value

The theoretical and methodological relevance of this distinction, the importance of an appropriate mix of environmental policies in policymaking and their resilience building role in stimulating environmental innovations in the aftermath of crises are discussed.

Abstract

Purpose

This paper investigates whether China's R&D tax deduction policy triggers firms to manipulate their R&D expenditures upward.

Design/methodology/approach

This paper employs the ratio of actual tax savings as a proxy for the benefits of the R&D tax deduction policy based on manually collected and systematically cross-checked data. The relationship between tax benefits and abnormal R&D spending is estimated in a sample of Chinese A-share listed companies for the period 2007–2018.

Findings

The findings suggest that tax deductions lead to positive abnormal R&D spending and that this deviation in R&D spending may be attributed to firms' upward R&D manipulation for tax avoidance. The results also indicate that this behavior is more significant for the period after the policy revision, in non-HNTEs (high and new technology enterprises), and in firms with a high ratio of R&D expenses.

Research limitations/implications

It is difficult to establish a sophisticated and unified model to identify the specific strategy of upward R&D manipulation that firms use to obtain tax benefits.

Practical implications

Managers should take into account upward R&D manipulation when designing governance mechanisms. Policymakers in developing countries may further pursue preferential tax policies that cover every stage of innovation activities gradually; the local provincial governments need to leverage their proximity and flexibility advantages to develop a tax collection and administration system.

Originality/value

This study contributes to the understanding of the complex effect of R&D tax incentives and helps more fully illuminate firms' upward R&D manipulation behavior from the perspective of tax planning strategies, which are underexplored in previous research.
