Abstract

Purpose

This study aims to elucidate institutional analysis as an effective approach to investigating and designing the multilevel policymaking system of online social networks (OSN) for achieving a participatory model.

Design/methodology/approach

The institutional mapping approach has been used to analyze Iran’s OSN multilevel policymaking system. A combination of two matrices, including institutions-institutions and institutions-functions, was used to perform the institutional mapping. Two main steps were taken to draw the mentioned matrices. First, a review of related studies in Iran’s OSN policymaking system was conducted and the policy functions mentioned in these studies were identified and categorized using the meta-synthesis. Second, based on analyzing two policy documents of Iran’s OSN, institutions and their interactions were identified and policy functions were allocated to institutions.

Findings

Based on the results, the most important policy functions in the current OSN policymaking system in Iran are support, regulatory, monitoring and evaluation, business environment development, culture building and promotion, organizing licenses and permissions, policymaking and legislation. Also, the results show that there are shortcomings in this system, some of the most important of which are lack of transparency in regulatory, little work in culture building and promotion, neglect of the training of specialized human resources and research and development, slow development of the business environment and neglecting the role of nongovernmental organizations in policymaking.

Originality/value

By examining and analyzing how different institutions operate within a multilevel policymaking system, the policymaking process and its overall effectiveness can be enhanced. This analysis helps identify any inconsistencies, overlaps or conflicts in the roles and policies of these institutions, leading to a better understanding of how a multilevel policymaking system is organized.

Abstract

Purpose

Despite technological advancements to enhance patient health, the risks of not discovering the correct interactions and trends in digital health are high. Hence, a careful policy is required for health coverage tailored to needs and capacity. Therefore, this study aims to explore the adoption of a cognitive computing decision support system (CCDSS) in the assessment of health-care policymaking and validates it by extending the unified theory of acceptance and use of technology model.

Design/methodology/approach

A survey was conducted to collect data from different stakeholders, referred to as the 4Ps, namely, patients, providers, payors and policymakers. Structural equation modelling and one-way ANOVA were used to analyse the data.

Findings

The result reveals that the behavioural insight of policymakers towards the assessment of health-care policymaking is based on automatic and reflective systems. Investments in CCDSS for policymaking assessment have the potential to produce rational outcomes. CCDSS, built with quality procedures, can validate whether breastfeeding-supporting policies are mother-friendly.

Research limitations/implications

Health-care policies are used by lawmakers to safeguard and improve public health, but it has always been a challenge. With the adoption of CCDSS, the overall goal of health-care policymaking can achieve better quality standards and improve the design of policymaking.

Originality/value

This study drew attention to how CCDSS as a technology enabler can drive health-care policymaking assessment for each stage and how the technology enabler can help the 4Ps of health-care gain insight into the benefits and potential value of CCDSS by demonstrating the breastfeeding supporting policy.

Abstract

Purpose

The purpose of this paper is three-fold. Firstly, through selected case studies, to provide an overview of how non-traditional data from digital public services were used as a source of knowledge for policymaking. Secondly, to argue for a design for policy approach to support the successful integration of non-traditional data into policymaking practice, thus supporting data-driven innovation for policymaking. Thirdly, to encourage a vision of the relation between data-driven innovation and public policy that considers policymaking outside the authoritative instrumental logic perspective.

Design/methodology/approach

A qualitative small-N case study analysis based on desk research data was developed to provide an overview of how data-centric public services could become a source of knowledge for policymaking. The analysis was based on an original theoretical-conceptual framework that merges the policy cycle model and the policy capacity framework.

Findings

This paper identifies three potential areas of contribution of a design for policy approach in a scenario of data-driven innovation for policymaking practice: the development of sensemaking and prefiguring activities to shape a shared rationale behind intra-/inter-organisational data sharing and data collaboratives; the realisation of collaborative experimentations for enhancing the systemic policy analytical capacity of a governing body, e.g. by integrating non-traditional data into new and trusted indicators for policy evaluation; and service design as approach for data-centric public services that connects policy decisions to the socio-technical context in which data are collected.

Research limitations/implications

The small-N sample (four cases) selected is not representative of a broader population but isolates exemplary initiatives. Moreover, the analysis was based on secondary sources, limiting the assessment quality of the real use of non-traditional data for policymaking. This level of empirical understanding is considered sufficient for an explorative analysis that supports the original perspective proposed here. Future research will need to collect primary data about the potential and dynamics of how data from data-centric public services can inform policymaking and substantiate the proposed areas of a design for policy contribution with practical experimentations and cases.

Originality/value

This paper proposes a convergence, yet largely underexplored, between the two emerging perspectives on innovation in policymaking: data for policy and design for policy. This convergence helps to address the designing of data-driven innovations for policymaking, while considering pragmatic indications of socially acceptable practices in this space for practitioners.

Abstract

Purpose

The purpose of this paper is to explore the linkages between public relations efforts and policymaking activity during a non-election setting.

Design/methodology/approach

Using a time-lag design, this study used content analysis to examine public relations materials and policymaking activity during the first six months of US President Barack Obama’s second term. The public relations data were collected from the official White House website and social media. The policymaking data were collected from congressional calendars of business.

Findings

The data revealed varying degrees of support across the three levels of agenda-building for issues, attributes, and issue/attribute co-occurrence. Contrary to the expected relationship that public relations drives policymaking activity, the data suggest that policymaking activity was a stronger predictor of public relations material.

Research limitations/implications

This study provides modest support for time-lag agenda-building effects across three levels. However, future experimental research is needed to truly assess causal relationships. Future research should also explore alternative sources of data for policymaking activity.

Practical implications

This study demonstrates that the efficacy of information subsidy types is not uniform and should be chosen strategically. Traditional subsidy types were most effective for driving issues, while digital subsidy types provided more useful outlets for driving issue attributes.

Originality/value

This study contributes to political public relations scholarship by exploring the temporal relationships between public relations efforts and policymaking activity in a non-election setting. The time-lag design serves as an exploratory inquiry into the agenda-building process.

Abstract

Purpose

A growing number of African countries are starting to produce science, technology and innovation (STI) indicators. The purpose of this paper is to provide some lessons learnt in the production and use of STI indicators in Malawi and South Africa. It is compares the two countries’ efforts to conduct Research and Development (R&D) surveys and examines whether and how STI indicators are used in policymaking processes.

Design/methodology/approach

The study approach is qualitative. The research methodology encompasses a thorough review of both policy and academic literature as well as some interviews.

Findings

The study demonstrates that South Africa has a relatively developed institutional arrangement for undertaking R&D and innovation surveys and developing related STI indicators. There is evidence that efforts are being made to use STI indicators to inform policymaking in the country. On the other hand, Malawi conducted its first R&D survey under the African Science, Technology and Innovation Indicators Initiative (ASTII) and has not established an institutional mechanism dedicated to producing STI indicators. There is no evidence that indicators are used in, or to inform, policymaking in the country.

Research limitations/implications

Because of significant differences in STI policymaking histories, capacities and cultures of the two countries, it is not really useful to compare the STI production and use. Rather it is important to draw lessons from the efforts of the two countries.

Practical implications

The results suggest that the production of STI indicators should be embedded in policy processes. To be useful and effective, STI indicators production needs to be explicitly linked to policy formulation, evaluation and monitoring activities without necessarily undermining the independence of producing STI indicators.

Social implications

Creating stand-alone programmes or agencies for R&D and innovation surveys without clear articulation with policymaking needs erodes opportunities of having evidence-based STI policy regimes.

Originality/value

Although in 2005 only South Africa and Tunisia had national programmes dedicated to the generation of R&D statistics, by the end of 2010 at least 19 African countries had experimented with conducting R&D surveys under the auspices of the ASTII of the New Partnership for Africa’s Development. These countries accumulated different experiences and consequently build different kinds of institutional capacities. Through the Malawi and South Africa case studies, some important lessons for STI indicators production and use and STI policymaking can be drawn for developing countries in general and African countries in particular.

Abstract

Purpose

This paper seeks to answer two questions: (1) where do a country's entrepreneurship policies come from? (2) How do they evolve and shape entrepreneurial activities?

Design/methodology/approach

Drawing upon the comparative political economy literature and the institutional perspective, this paper proposes a theoretical model of the origin and evolution of entrepreneurship policies. We use China as a case study to apply the theoretical model and demonstrate the evolution of entrepreneurship policies in three stages during the period 1978 to 2012.

Findings

The case analysis of China provides evidence and support for our theoretical model and unpacks the process by which entrepreneurship policies originate and evolve as the result of the interplay among constantly changing policymaking, production, and knowledge regimes.

Research limitations/implications

Because of the research context, findings may lack generalisability. Additional studies on policymaking and production regimes of different kinds and their respective roles in shaping entrepreneurship policies are encouraged to further advance this line of research.

Practical implications

This paper offers important implications concerning entrepreneurship policy and activities for policymakers, practitioners and other stakeholders in emerging economies.

Originality/value

Our study fills a gap in the entrepreneurship literature by expanding scholarly understanding of the origin and evolution of entrepreneurship policies.

Purpose

This paper analyzes scholarly literature and the development of a nonstate food strategy in Canada, the Conference Board of Canada's Canadian Food Strategy, to explore the role of the administrative state in food policymaking.

Design/methodology/approach

This research is based on an exploratory case study drawing data from 38 semistructured interviews, including elite interviews. It also draws on policy documents from the nonstate food strategy.

Findings

This paper shows that various nonstate actors, including large food industry players, identify a role for the state in food policy in two ways: as a “conductor,” playing a managing role in the food policy process, and as a “commander,” taking control of policy development and involving nonstate actors when necessary. The complex and wicked aspects of food policy require the administrative state's involvement in food policymaking, while tamer aspects of food policy may be less state-centric.

Originality/value

This paper fills gaps in studies exploring food policymaking processes as well as the administrative state's role in food policymaking in a governance era. It contributes to a better understanding of the state's role in complex and wicked policy domains.

Abstract

Purpose

Rulemaking (the process agencies use to make new health, safety, social and economic regulations) is one of the US Government's most important policymaking methods and has long been a target for e-government efforts. Although broad transparency and participation rights are part of its legal structure, significant barriers prevent effective engagement by many citizens. The paper aims to discuss these issues.

Design/methodology/approach

RegulationRoom.org is an online experimental e-participation platform, designed and operated by Cornell e-rulemaking Initiative (CeRI), the cross-disciplinary CeRI. Using the Regulation Room as a case study, this paper addresses what capacities are required for effective civic engagement and how they can be nurtured and supported by an online participation system.

Findings

The research suggests that effectively designing and deploying technology, although essential, is only one dimension of realizing broader, better online civic engagement. Effective e-participation systems must be prepared to address procedural, social, and psychological barriers that impede citizens' meaningful participation in complex policymaking processes. The research also suggests the need for re-conceptualizing the value of broad civic participation to the policymaking processes and for recognizing that novice commenters engage with policy issues differently than experienced insiders.

Practical implications

The paper includes a series of strategic recommendations for policymaking seeking public input. While it indicates that a broader range of citizens can indeed be meaningfully engaged, it also cautions that getting better participation from more people requires the investment of resources. More fundamental, both government decision makers and participation designers must be open to recognizing non-traditional forms of knowledge and styles of communication – and willing to devise participation mechanisms and protocols accordingly.

Originality/value

This paper describes lessons from a unique design-based research project with both practical and conceptual implications for more, better civic participation in complex government policymaking.

Abstract

Purpose

The purpose of this paper is to theorize teacher agency as enacted through a P/policymaking lens in three elementary classrooms. Big-P Policies are formal, top-down school reform policies legislated, created, implemented and regulated by national, state and local governments. Yet, Big-P policies are not the only policies enacted in literacies classrooms. Rather, little-p policies or teachers’ local, personal and creative enactments of their values and expertise are also in play in daily classroom decisions. Little p-policies are teachers doing their best in response to their students and school contexts.

Design/methodology/approach

Adapting elements of discursive analysis, this interpretive inquiry is designed to examine textual artifacts, situated alongside classroom events and particular local practices, to explicate what teachers’ policymaking enactments regarding time and curriculum look like across three distinct contexts. Using three elementary classrooms as examples, this paper provides analytic snapshots illustrating teachers’ policymaking to solve problems of practice posed by state and school policies for curriculum, and for use of time at school.

Findings

The findings suggest that teachers ration (aliz)ed use of time in ways that enacted personal politics, to prioritize children’s personal growth and well-being alongside teachers’ values, even when use of time became “inefficient.” An artifact from three focal classrooms illustrates particular practices – scheduling, connecting and modeling – teachers leveraged to enact little p-policy. Teachers’ little p-policy enactment is teacher agency, used to disrupt temporal and curricular policies.

Originality/value

This framing is valuable because little-p policymaking works to disrupt and negotiate temporal and curricular mandates imposed on classrooms from the outside.

Purpose

The imposition of term limits in bicameral (two‐chamber) state legislatures could produce unforeseen consequences in the policymaking process. Supporters of term limit rules have not considered that their imposition could fundamentally shift the sequence of policymaking in legislatures. This is important given that research on sequential bicameral policymaking suggests qualities of the lower chamber allow it to cultivate policy expertise such that the upper chamber will defer to the lower chamber in policymaking. This project aims to explore whether this proposed policymaking sequence exists in term‐limited states.

Design/methodology/approach

A comparison of policy adoptions in states with and without term limits is performed using an original data set on bill adoptions for all US bicameral legislatures that had a regular session between the years 2000 and 2006. Least‐squares regression models evaluate whether basic characteristics of legislatures are as relevant as term limit characteristics in explaining the level of outputs from the lower chamber in term‐limited states.

Findings

In states with term limits, the level of policy adoptions initiated by the lower chamber is lower than levels seen in states without term limits. This finding holds when controlling for other relevant variables that can potentially explain lower chamber productivity.

Research limitations/implications

The study analyzes aggregate state‐level data and does not interview individual legislators in states with and without term limits on whether term limits can alter future legislative behavior.

Originality/value

This study is the first to examine whether the policymaking sequence differs between states that possess and do not possess term limit rules.
