Abstract

Purpose

The use of information and communication technologies to provide citizens with the opportunity to give the government their feedback on the rules currently under development is termed as e-rulemaking. Forums – as the main technological tool used for this – has shown many shortcomings and cannot satisfy all the demands of e-rulemaking. Because social networking sites have shown a political impact on ground, they also might have the ability to remedy these shortcomings. This study aims to investigate the possibility of the use of social networking sites in e-rulemaking.

Design/methodology/approach

This research reviews democratic deliberation theory and e-rulemaking in relation with social networks that are used to develop a proposed conceptual model. A combination of qualitative and quantitative research approaches were used to test the proposed model. Semi-structured interviews for mangers and surveys for citizens were used for data collection and then analyzed to draw empirical conclusions.

Findings

Certain variable were found to have a statistically significant impact on the dependent variable of this study. The variables include information collection, user interface, privacy, security and use of emoticons in communications. Through this, the research provides an understanding of the variables that significantly and insignificantly affect the use of social networking sites in e-rulemaking.

Originality/value

This research contributes with a conceptual model that outlines the influence of different variables on e-rulemaking as well as an understanding of how social networking sites could be used to improve e-rulemaking practices and citizen inclusion.

Abstract

Purpose

Rulemaking (the process agencies use to make new health, safety, social and economic regulations) is one of the US Government's most important policymaking methods and has long been a target for e-government efforts. Although broad transparency and participation rights are part of its legal structure, significant barriers prevent effective engagement by many citizens. The paper aims to discuss these issues.

Design/methodology/approach

RegulationRoom.org is an online experimental e-participation platform, designed and operated by Cornell e-rulemaking Initiative (CeRI), the cross-disciplinary CeRI. Using the Regulation Room as a case study, this paper addresses what capacities are required for effective civic engagement and how they can be nurtured and supported by an online participation system.

Findings

The research suggests that effectively designing and deploying technology, although essential, is only one dimension of realizing broader, better online civic engagement. Effective e-participation systems must be prepared to address procedural, social, and psychological barriers that impede citizens' meaningful participation in complex policymaking processes. The research also suggests the need for re-conceptualizing the value of broad civic participation to the policymaking processes and for recognizing that novice commenters engage with policy issues differently than experienced insiders.

Practical implications

The paper includes a series of strategic recommendations for policymaking seeking public input. While it indicates that a broader range of citizens can indeed be meaningfully engaged, it also cautions that getting better participation from more people requires the investment of resources. More fundamental, both government decision makers and participation designers must be open to recognizing non-traditional forms of knowledge and styles of communication – and willing to devise participation mechanisms and protocols accordingly.

Originality/value

This paper describes lessons from a unique design-based research project with both practical and conceptual implications for more, better civic participation in complex government policymaking.

Abstract

Purpose

This paper aims to investigate the perceptions of Omani citizens toward the use of social media by the government for participatory and interactive relationships. More precisely, the descriptive nature of the study resides in its ability to explain how social media users regard the current status and levels of presence, transparency, engagement, responsiveness and trust about the current use of social media by the Omani Government.

Design/methodology/approach

A quantitative approach was used to collect data. This was done via a self-administered questionnaire from a return sample of 1,769 citizens drawn from different places in Oman. These citizens were considered as well-informed and regular active users of social media. The reviewed literature provided a basis for the construct of the questionnaire.

Findings

The overall results indicated modest levels of agreement in all of the investigated factors. The neutral findings suggest that there is a level of uncertainty among the respondents regarding how the government is determining the potential of social media for participatory and interactive relationships. Findings in this study advocate the outcomes of the recent Arab Social Media Report, plus the few relevant studies included in the literature, which nearly stated that although there is a growing use of social media among citizens, governments are failing to take full advantage of social media. Governments are also failing to engage citizens to design and deliver more efficient and collaborative services, per this study’s findings.

Practical/implications

The findings call for the importance of strategically framing the use of participatory social media by the government. In a broader sense, the findings of this study are beneficial to all contexts that share similar political and socio-economic philosophy, especially the Arab states and most of the developing countries. The findings provide insights for governments in need of developing social media strategies to promote more collaborative and interactive governance.

Originality/value

The study aids in understanding the views of citizens who are the current major players in a highly technology-driven environment. This environment is found to be transforming the relationship between citizens and governments. The study adds knowledge to the currently scarce body of literature dealing with issues pertaining to citizen–government relationships in social media in the Arab states, and similar contexts in developing countries. Its findings may provide valuable insights for policy makers to leverage collaborative relationships between governments and citizens.

Abstract

The introduction of new communicative ethics in political communication has imposed new procedures and values in politics. The close interrelation of media and politics has many facets and effects on the way politics is exercised and on how it is perceived by the citizens. This chapter investigates how new methods of political communication have been introduced and internalised in Greek politics. By taking into account critical political events and in particular elections and relevant studies, the ‘Greek media democracy’ is divided into six periods covering a time span from 1981 to the present. The division and analysis underline the milestones and transition paths in Greek politics towards new communicative and political ethics. The rationale of our research is commensurate with many comparative studies which emphasise the importance of the context in the adaptation of the ‘Americanized’ political communication model. This chapter reflects how the specific sociopolitical context of the country has interfered, defined and shaped the adaptation of ‘imported’ methods in political communication and how these methods have resulted in significant changes and shifts in Greek media democracy and Greek politics in general.

Abstract

Purpose

The purpose of this study is to develop an in-depth understanding of the overall process of facilitating co-creation of e-government services, focusing on the government's role in fostering citizen engagement.

Design/methodology/approach

This study conducted a meta-synthesis of qualitative case studies encompassing analyses on a case-specific level followed by syntheses on a cross-study level.

Findings

Through meta-synthesis, the study developed an integrated framework, the process theory view of enabling co-creation of e-government services, illustrating how co-creation could be initiated and facilitated by the government.

Research limitations/implications

By providing critical insights into co-creation steps, the process theory view offers a holistic theoretical understanding of enabling co-creation by identifying factors driving and motivating governments to initiate co-creation activities, interpreting the prerequisites for co-creation and the importance of impact assessment.

Practical implications

This study offers important implications for public authorities, administrators and policymakers by helping them enhance their knowledge base on the co-creation process to facilitate a higher level of collaboration between citizens and government for effective and efficient public service delivery through e-government.

Originality/value

While it is widely acknowledged that citizen engagement is crucial for improving and transforming the development and delivery of e-government services, it is equally recognized as a challenging and complex task. Through a meta-synthesis of qualitative case studies, this study is one of the first to develop a process theory view for offering a holistic understanding and crucial insights for addressing the concerns over the co-creation of e-government services.

Abstract

In recent years, public administration has been targeted by multiple reform efforts. In multiple instances, such initiatives have been ideologically couched in public-choice perspectives and entrenched beliefs that government is the problem. One unavoidable consequence of this continued bout of criticism is the fact that government currently has a noticeably decreased capacity of boosting creation of public value. Within this context, there certainly is an important need for approaches that would counterbalance the loss of public value induced by market fundamentalism. This article suggests that leadership, as a concept of theory and practice, due to its partial immunity to the private-public dichotomy, can provide a pragmatic avenue for nurturing public interest and public value within the devolution of governance, a declining trust in government and a diminished governmental capacity to propagate the creation of public value. While this article critically examines and assesses the capacity of different leadership perspectives in terms of creating and maximizing public value, its primary scope is not the provision of definite answers but rather the instigation of a much necessary discussion.

Abstract

Purpose

To develop the notion of centrality in e‐government (EG) research, and to base the identification of central research areas on that principle. To pave the path towards a more integrated understanding of EG and its phenomena.

Design/methodology/approach

The paper analyzes which disciplines contribute to EG. It scrutinizes the scope and orientation of disciplines involved and invested EG. Key high‐level variables in EG are derived from the literature. It is analyzed to what extent major EG phenomena are impacted by those variables and their interaction, which leads to the development of the principle of centrality. Central research areas of EG are identified based on the centrality principle. The integrative interdisciplinary research approach in EG is linked to trends in global science.

Findings

The paper finds the areas of transformation, integration, participation, and (information) preservation to be central to EG. It also identifies strong drivers in central EG research towards an integrative interdisciplinary approach.

Research limitations/implications

A systematic review of the extant EG literature is still missing but could be guided by the centrality principle.

Practical implications

When addressing the central areas, EG might manage to develop into an integrative science. In that case, its research results would likely be highly relevant to government practice and academia alike.

Originality/value

The paper develops and defines the principle of centrality in EG research. It identifies central research areas in EG and distinguishes those from non‐central research areas in EG. In so doing, the paper provides guidance and focus, particularly, for integrative EG research.
