Abstract

Purpose

A growing number of African countries are starting to produce science, technology and innovation (STI) indicators. The purpose of this paper is to provide some lessons learnt in the production and use of STI indicators in Malawi and South Africa. It is compares the two countries’ efforts to conduct Research and Development (R&D) surveys and examines whether and how STI indicators are used in policymaking processes.

Design/methodology/approach

The study approach is qualitative. The research methodology encompasses a thorough review of both policy and academic literature as well as some interviews.

Findings

The study demonstrates that South Africa has a relatively developed institutional arrangement for undertaking R&D and innovation surveys and developing related STI indicators. There is evidence that efforts are being made to use STI indicators to inform policymaking in the country. On the other hand, Malawi conducted its first R&D survey under the African Science, Technology and Innovation Indicators Initiative (ASTII) and has not established an institutional mechanism dedicated to producing STI indicators. There is no evidence that indicators are used in, or to inform, policymaking in the country.

Research limitations/implications

Because of significant differences in STI policymaking histories, capacities and cultures of the two countries, it is not really useful to compare the STI production and use. Rather it is important to draw lessons from the efforts of the two countries.

Practical implications

The results suggest that the production of STI indicators should be embedded in policy processes. To be useful and effective, STI indicators production needs to be explicitly linked to policy formulation, evaluation and monitoring activities without necessarily undermining the independence of producing STI indicators.

Social implications

Creating stand-alone programmes or agencies for R&D and innovation surveys without clear articulation with policymaking needs erodes opportunities of having evidence-based STI policy regimes.

Originality/value

Although in 2005 only South Africa and Tunisia had national programmes dedicated to the generation of R&D statistics, by the end of 2010 at least 19 African countries had experimented with conducting R&D surveys under the auspices of the ASTII of the New Partnership for Africa’s Development. These countries accumulated different experiences and consequently build different kinds of institutional capacities. Through the Malawi and South Africa case studies, some important lessons for STI indicators production and use and STI policymaking can be drawn for developing countries in general and African countries in particular.

Abstract

Purpose

Over the years, public sector reforms in emerging economies have focused on improving national budget systems and financial management practices to promote sustainable development. In the context of the COVID-19 crisis, this article examines whether the strength or effectiveness of national budget systems and related financial management practices moderates the impact of fiscal policy measures on economic recovery and resilience.

Design/methodology/approach

The article uses bivariate correlations and difference-in-difference analyses to examine the relationship between budget system effectiveness, government stimulus measures and forecasts of economic recovery and resilience. The analysis uses data from the Public Expenditure and Financial Accountability (PEFA) program, International Monetary Fund (IMF) and World Bank.

Findings

The article finds that estimates of economic recovery and resilience are higher in countries with more reliable budget processes and more transparent public finances. Also, the strength or effectiveness of the budget system before the pandemic appears to moderate the impact of government stimulus measures on economic recovery and resilience over a medium-term forecast horizon.

Research limitations/implications

This is a prospective analysis based on economic forecasts from the IMF, which are subject to change in the coming years. In addition, the analysis uses subjective budget system indicators, which present measurement challenges that often influence this area of research. Better comparative data in the future, for example, large administrative datasets, will enable researchers to explore these issues with less estimation bias.

Practical implications

The findings are relevant for policymakers and budget officials in developing countries in Africa who are engaged in plans to improve national budget systems and enhance resilience to crises, such as the COVID-19-induced economic crisis. The findings also have implications for developing countries beyond Africa with similar economic and fiscal conditions.

Social implications

The findings have implications for economic and budgetary planning for the social sector as well as the efficient delivery of public services in developing countries. Public managers have a critical role to play in adapting national budget systems and financial management reforms within complex and evolving economic circumstances even after the coronavirus pandemic.

Originality/value

The authors use novel and latest data on country responses to the COVID-19 pandemic as well as medium-term economic forecasts to examine the relationship between national budget systems and post-pandemic economic recovery and resilience in the African context. Previous research has only addressed these issues in the context of industrialized countries, and a limited number of empirical studies examine these relationships. The findings also have significant value for policymakers outside Africa who are facing similar challenges related to the coronavirus pandemic.

Abstract

Purpose

This chapter examines US Africa Policy under Obama with a particular focus on the Southern African region. The author examines American policy from a historical perspective to give credence to his view that while certain changes have occurred in American global and Africa Policy in particular, it is the issues that have changed, and the drivers of that policy change but the fundamental basis of the American policy has not changed much. American policy has remained anchored on global hegemony driven by the increasingly frayed Washington consensus as expressed initially in its Cold War rhetoric and stance against the former USSR and its perceived allies and now against terrorism.

Methodology

This work examines the existing literature on Southern African history and politics written by scholars and observers including regional heads of state like Nyerere of Tanzania and Kenneth Kaunda of Zambia. This study also draws from the author’s knowledge and experiences as a citizen and observer over the years of the many facets of vicissitudes of regional politics and is interface with international foreign policy pressures and interests. This work thus, draws from the literature on and about regional politics and international relations over the years coupled by the author’s personal experiences.

Findings

This chapter makes clear link between Cold War politics and current American foreign policy on African and the Southern African region in particular. In fact the US anti-terrorism rhetoric has remained consistent during and after the Cold War. During the Cold War, liberation movements in Southern Africa fighting to end colonial rule and racist apartheid regime were declared terrorist movements and hence the subject of US hostility especially given these movements’ support for arms and materials from the USSR and China. USSR was manufactured as the organizer of international terrorism. Proxy wars were waged to deal with these movements and their supporters such as the war in Angola where the United States supported dubious and questionable characters like Jonas Savimbi of the National Union for the Total Liberation of Angola (UNITA) and Holden Robert of the Front for the National Liberation of Angola (FNLA) and Zairian dictator, Mobutu SeseSeko. While FNLA was widely accepted as a CIA outfit, Mobutu was imposed by US intelligence support (CIA) against a popular leader, Patrice Lumumba, who was assassinated shortly after independence.

At the end of the Cold War a new form of terrorism manifested itself in the form of Muslim Jihadists who on the continent were seen to emerge in East Africa and the Horn of Africa and the American fascination has been to ensure that this terrorism does not afflict the rest of the continent and the Southern African region in particular. Support to African governments has shifted from the initial years of confused neglect complimented with ambivalent engagement and finally, to humanitarianism. This has taken the form of the support to Africa to fight HIV and AIDS so as to harvest a favourable ground among African governments. This was seen as helping to ensconce American support in the region and weaken the ground for the Al Qaeda intrusion, real or imagined. It was also hoped that this might help counter growing Chinese influence. It is not entirely surprising too that the economic and strategic focus has been to sustain a declining hegemonic position especially in a region where Chinese investments and influence have outstripped American and Western influence.

Abstract

This chapter grapples with questions of agency in the development of African higher education, with a special focus on the Association of African Universities (AAU), an organization outside of formal education policymaking on the continent. Through the lens of rhetorical institutionalism, findings illustrate how the AAU has adopted and adapted competing institutional logics to exert influence over development policymaking. Next, I will discuss how systems of persuasion were cultivated and symbols employed to establish the legitimacy of the organization in a heterogeneous institutional field that includes universities, development agencies, nongovernmental organizations, supranational arrangements, and the influence of international financial institutions. This enabled the AAU to extend institutional logics into African higher education. This case study seeks to upend the pervasive crisis narrative that perpetuates both the impotence of African institutions and the stewardship of outside development elites. Finally this chapter considers the implications of this critical case study for development discourse and practice.

Abstract

Purpose

The purpose of this paper is to explore the disconnect between policy intent and policy implementation in relation to regional/local (sub-national) TV deliverables in South Africa between 1990 and 2011, and evaluate the impact of this disconnect in pursuit of public interest objectives.

Design/methodology/approach

The article is based on a research case study in which data extracted from policy documents and interviews were qualitatively analysed via the Kingdon “policy streams” framework and the Feintuck and Varney public interest media regulation framework.

Findings

It was found that ruptures in deliberative policymaking, and policy implementation missteps, undermined sub-national TV delivery and, in turn, undermined pursuit of the public interest.

Originality/value

By combining a political science conceptual framework with a media policy conceptual framework, the article provides unique insights into South African TV policymaking in the early democratic era.

Abstract

Purpose

This paper aims to draw lessons from China's development experiences, particularly in the areas of agricultural and rural development, to increase growth and reduce poverty in Africa South of the Sahara. It also examines China's rising economic involvement in Africa and makes recommendations for how the win-win outcomes from this engagement can be strengthened.

Design/methodology/approach

In this paper, the authors compare the trends in economic and agricultural growth, as well as poverty and hunger reduction, in China and Africa South of the Sahara. The authors then examine strategies for development – in particular agricultural and rural development – and poverty reduction. Next, the authors review China's economic engagement in Africa in the areas of trade, investment, aid, and technical cooperation.

Findings

Having conducted a comparative review of China and Africa's distinct development paths and current policy contexts, the authors discuss China's development lessons for Africa South of the Sahara and policy recommendations for China-Africa engagement related to agricultural and rural development, openness and liberalization, evidence-based policymaking, pro-poor policies, institutions and capacity, rising inequality, and environmental degradation.

Originality/value

This paper rigorously integrates China's positive and negative development lessons for Africa in light of the most recent research on emerging domestic and international development strategies.

Abstract

Purpose

The purpose of this paper is to discuss South Africa’s trajectory of socio-economic development since the advent of democracy a quarter century ago. This is done through a critical discussion and review of major policy interventions that have been implemented to achieve the goal of racial justice. The author argues that while the advent of democracy brought about significant opportunities for social justice, socio-economic development in South Africa has been characterised by increasing wealth and income inequality, which has undermined the cause of racial justice. The key argument the author advances in the paper is that the decline in the power resources of the working class and the poor accounts for the neoliberal turn in economic policy in South Africa.

Design/methodology/approach

The paper relies on primary policy documents of the government and on primary political and policy documents of the African National Congress and its political allies such as the Congress of South African Trade Unions and the South African Communist Party. The author also reviews the extensive literature on the subject of development policymaking in the new South Africa.

Findings

The main finding is that the advent of democracy a quarter century ago and the policy interventions by the government have brought about social progress in some areas. However, the colonial and apartheid domination still shapes access to social-economic opportunities in South Africa. In anything, income and wealth inequality has increased since 1994. The goal of racial justice appears far from being achieved.

Research limitations/implications

The key implication arising from the research is that strengthening political organisations of the working class and the poor is critical to attaining the goal of social equity. This is particularly true in a context where elite interests in the state and the corporate sector have been ascendant for the past two decades.

Originality/value

What is original about the paper is that it is one of the first papers that assess the progress that has made in bringing about racial justice 25 years after the advent of democracy in South Africa. Furthermore, the paper uses the power resources theory to explain the dearth of pro-poor social reform in South Africa. This is a departure from the dominant approach, which explains the adoption of neoliberalism in South Africa as either inevitable due to poor economic performance or an outcome of the sell-out by the ANC political elite.

Abstract

The shift from data-informed to data-driven educational policymaking is conceptually framed by institutional and transhumanist perspectives. Examples of the shift to large-scale quantitative data driving educational decision-making suggest that data-driven educational policy will not adjust for context to the degree as done by the data-informed or data-based policymaking. Instead, the algorithmization of educational decision-making is both increasingly realizable and necessary in light of the overwhelmingly big data on education produced annually around the world. Evidence suggests that the isomorphic shift from localized data and individual decision-making about education to large-scale assessment data has changed the nature of educational decision-making and national educational policy. Big data are increasingly legitimized in educational policy communities at national and international levels, which means that algorithms are assumed to be the best way to analyze and make decisions about large volumes of complex data. There is a conceptual concern, however, that decontextualized or de-humanized educational policies may have the effect of increasing student achievement, but not necessarily the translation of knowledge into economically, socially, or politically productive behavior.

Purpose

The purpose of the paper was to conduct a legal-realist assessment of the South African prison system response to COVID-19. Severely congested and ill-resourced prison systems in Africa face unprecedented challenges amplified by COVID-19. South Africa has recorded the highest COVID-19 positivity rate in Africa and, on March 15th 2020, declared a national state of disaster. The first prison system case was notified on April 6th 2020.

Design/methodology/approach

A legal-realist assessment of the South African prison system response to COVID-19 in the 12 months following initial case notification focused on the minimum State obligations to comply with human rights norms, and the extent to which human, health and occupational health rights of prisoners and staff were upheld during disaster measures.

Findings

A legal-realist account was developed, which revealed the indeterminate nature of application of South African COVID-19 government directives, ill-resourced COVID-19 mitigation measures, alarming occupational health and prison conditions and inadequate standards of health care in prisons when evaluated against the rule of law during State declaration of disaster.

Originality/value

This legal-realist assessment is original by virtue of its unique evaluation of the South African prison system approach to tackling COVID-19. It acknowledged State efforts, policymaking processes and outcomes and how these operated within the prison system itself. By moving beyond the deleterious impacts of the COVID-19 pandemic on the already precarious South African prison system, the authors argue for rights assurance for those who live and work in its prisons, improved infrastructure and greater substantive equality of all deprived of their liberty in South Africa.

Abstract

Surging global natural disasters provide incentive for risk-reducing policies and strategies. In this light, the African Union (AU) engaged a multi-stakeholder policy formulation process between 2002 and 2006, to develop a continent-wide disaster risk reduction (DRR) strategy. Drawing from secondary data, this chapter assesses the process and applies qualitative analysis instruments to critically assess the AU’s disaster policy. Linkages to the 2005 international Hyogo Framework for Action (HFA) are also highlighted. The analysis reveals that Africa’s policy formulation process was belated for over a decade, with respect to international expectations. The formulation process was however largely African owned and led, culminating in a strategy document that reflected African contextual reality at the time, and aligned well with HFA fundamental goals. The applied multi-stakeholder approach enhanced a spirit of participation across levels and was central to the largely successful policy formulation process. However, targeted policy outcomes were not explicit, and poorly formulated indicators marred short- and long-term policy evaluation. Based on these results, we conclude that the African-wide DRR policy formulation processes were belated but participatory, systematic and very successful. Belated policy formulation reflects an initial inertia on the African continent, justified by past negative policy experiences and the desire to succeed. A replication of this policy formulation approach in Africa is recommended, albeit exercising more caution on policy timing, the elaboration of better monitoring and evaluation instruments and criteria. Participation should further embrace modern, risk-free (anti-COVID-19-friendly) information and communication technologies.
