Abstract

Purpose

This paper provides a discussion of evidence supporting strategic, targeted recruitment for increasing minority representation in police agencies in the context of negative reputations for inclusion.

Design/methodology/approach

Database searching along with backward and forward citation chaining identified 145 articles for review. After extracting the recruitment strategies mentioned that had empirical support for effectiveness, a framework was developed for categorizing those strategies.

Findings

Police agencies use some evidence-based practices (e.g. community engagement) but could do more to enhance diversity. Strategy applicability in the context of limited organizational diversity or a less positive reputation as an inclusive employer is discussed.

Practical implications

This review provides a clear set of recommended best practices for agencies to use in evaluating and enhancing their efforts at targeted recruiting.

Originality/value

Reviews of recruiting practices in policing have not provided a deep consideration of the evidence base for practice effectiveness nor considered practices that have support in non-policing contexts. Our review addresses the concerns of agencies that must address a less positive image regarding diversity and inclusion.

Abstract

Purpose

The 2020 murder of George Floyd resulted in challenges to policing in the United States of America, but little is known about how police chiefs perceive them. At the same time, chiefs of police wield great influence over public perceptions of crime and disorder, the state of their profession, the laws and policies that govern the conduct of police officers and municipal public safety budgets. It is therefore critical to understand how police perceive the changes to their profession post-Floyd.

Design/methodology/approach

This study surveyed a randomly selected national sample of 276 municipal chiefs of police. Items probed resignations, recruitment, efforts to defund departments, community support, officer morale, suspects’ likelihood of obeying lawful orders and career risks that could inhibit proactive police work. It examined associations between perceptions and Census Bureau region, length of tenure as chief, size of police department, population served and the urban or rural designation of the jurisdiction.

Findings

Chiefs overwhelmingly reported recruiting qualified candidates had become much harder, and the present risks of proactive police work encourage inaction. Chiefs of agencies in the Northeast perceived more challenges than those in the South. Respondents with more years of experience were less likely to perceive the current situation as dire. Approximately 13.5% reported an attempt to defund their department, 56.8% of which yielded some success. Our study suggests an increase in the number and scope of challenges perceived by chiefs of police. Results vary by region and police chief years of experience.

Originality/value

This study provides researchers and practitioners with the perspectives of chiefs about the post-Floyd era that influence their decisions, policies and initiatives.

Abstract

Purpose

This paper applies novel techniques from the field of operations management to examine the allocation of patrol and investigative personnel to identify which is most effective in improving police performance around homicide clearance.

Design/methodology/approach

A panel sample of homicide clearance rates from the 100 largest US cities between 2000 and 2013 were analyzed in two steps: first, a random-effects regression model was performed to locate influential factors; second, optimum analysis was applied to locate the optimal values that yield maximal homicide clearance.

Findings

Both patrol and investigative personnel levels have a significant impact on homicide clearance. Maximal clearance can be achieved by allocating departmental personnel to investigative roles.

Research limitations/implications

Given recent trends around “defunding” police and public sector austerity measures, future research should continue to explore the utility of optimum analysis for efficient allocation of policing personnel.

Originality/value

This study provides proof of concept for the use of optimum analysis in policing research.

Abstract

Purpose

The study aimed to address how recruits perceive their roles and develop professional identities during in-classroom and in-field training.

Design/methodology/approach

This study explored the professional identity formation process by analysing asynchronous surveys with recruits from 13 municipal police departments in British Columbia, Canada. The participants were surveyed twice: after classroom-based training following Block I at the British Columbia Police Academy (BCPA) and after their departmental field training following Block II.

Findings

The analysis revealed that police recruits lacking public safety experience transformed their occupation and lifestyle. The training at the police academy helped develop recruits' muscle memory as they applied their knowledge to the situation through hands-on practice. Moreover, teamwork at the police academy and during field training allowed recruits to form their police identity. The study was conducted between 2020 and 2021 during the COVID-19 pandemic, thus revealing how the recruits learnt effectively whilst facing continuous challenges and adjusting.

Research limitations/implications

This study relied solely on the respondents' language in text-based answers; therefore, it was not possible to ask follow-up questions or seek clarification. Consequently, several inputs were excluded from the analysis. This would not have been the case if a quantitative method, where answers can be selected accurately, had been used.

Originality/value

This study demonstrates that police recruits acquire diverse competencies and skill sets through rigorous formal requirements, nuanced informal aspects and comprehensive training at the BCPA and during field training, all of which pivotal in shaping their professional identities.

Abstract

Purpose

One of the main roadblocks to increasing uptake of national police accreditation (i.e. accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA)) is concern among some in law enforcement that promoting national standards for policing would undermine local control. The purpose of this study is to assess whether CALEA-accredited police departments are more (or less) likely than non-CALEA-accredited police departments to utilize information from resident surveys to inform agency operations.

Design/methodology/approach

This study utilizes data from the Law Enforcement Management and Administrative Statistics (LEMAS) survey and cardinality matching, a quasi-experimental approach, to estimate the relationship between CALEA accreditation status and utilization of information from resident surveys among municipal police departments.

Findings

We find that agencies that subscribe to national police accreditation are more likely to use resident surveys to prioritize crime/disorder problems, evaluate officer or agency performance, guide training and development and inform agency policies and procedures compared to matched agencies that do not subscribe to national police accreditation.

Originality/value

While there is research on the effects of national police accreditation on traditional policing outcomes, there is a paucity of research on whether national police accreditation undermines the ability of local residents to affect policing standards. The findings from this study suggest that national police accreditation may enhance the power of local residents to affect policing.

Abstract

Purpose

This paper investigates how companies become resilient to supply chain (SC) piracy through using transactional and relational governance mechanisms to develop strategies effective in environments characterized by weak regulative institutions and mistrust.

Design/methodology/approach

This study developed case studies of nine large manufacturers with operations in Brazil.

Findings

The companies employed transactional and relational governance mechanisms to learn from past incidents, anticipate, and respond to the threat of SC piracy, becoming more resilient over time. Transactional governance mechanisms reduced risk triggers through technology, while relational governance mechanisms enhanced trust between SC and non-SC members, allowing the members to build social capital.

Practical implications

The authors provide practical guidance for managers and policymakers in developing risk management strategies based on technology and collaboration to reduce SC piracy in environments characterized by mistrust.

Social implications

SC piracy is a serious problem for global operations and SCs in many low-cost manufacturing locations. Besides the cost and service level consequences, the authors also highlight worker safety consequences, including the potential for kidnapping, psychological trauma, injuries, and death.

Originality/value

This study focuses on the little-researched topic of SC piracy. The authors examine the negative effects of a weak institutional environment, while most prior research focuses on the positive effects of a strong institutional environment. The authors position transactional and relational governance mechanisms as essential elements of SC risk resilience.

The goal of this study is to examine how community policing policies (CPP) can be effective in addressing racial disparities in police killings in the United States.

Abstract

Purpose

The goal of this study is to examine how community policing policies (CPP) can be effective in addressing racial disparities in police killings in the United States.

Design/methodology/approach

The study utilized multi-level mixed modeling techniques.

Findings

The study finds that CPP training for in-service officers is effective when the police chief is black, in contrast to the presence of written CPP statements and CPP training for newly recruited officers. This article concludes that the effectiveness of policy implementation is dependent upon policing leaders who manage policy implementation.

Research limitations/implications

This research is limited in that it only includes data from people who were killed by police. In addition, it was extremely difficult to collect data on the race of the officer. Hence, it reduced the number of viable cases that we could include in the analysis.

Practical implications

The most significant practical limitation to our research is the ability to generalize to police departments within a city and between cities. In some cases, police killings were confined to one or two areas in a city.

Social implications

Disproportionality in police killings is important in every country where certain groups are overrepresented in the number of police killings. This is particularly true today, where we see groups like Black Lives Matter highlighting higher levels of lethal force in minority neighborhoods.

Originality/value

Using representative bureaucracy theory, this research shows leaders select and emphasize specific goals among a set of organizational goals, seek to build trust rather than fight crimes and support goals to improve policy outcomes, which fills a theoretical gap in the theory.

Abstract

Purpose

This study aims to investigate the relationship between COVID-19 impacts and auxiliary police officers’ mental health as well as the moderating role of supervisor procedural justice.

Design/methodology/approach

Based on the role theory and a police officer survey from China, this quantitative study investigates the relationship between COVID-19 impacts and mental health status among auxiliary police, a rarely examined police type. We also examine the moderating role of supervisor procedural justice.

Findings

Auxiliary police officers reported both negative and positive impacts from COVID-19, while the negative impacts were mainly in the work domain, but the positive impacts were primarily in the life area. OLS regression results indicate that negative impacts, especially work-related negative impacts, are significantly related to depression and anxiety, and supervisor procedural justice moderates the relationship between positive impacts and depression and anxiety.

Originality/value

Firstly, we adopted the role theory to examine how public health emergencies affect police officers in their work and life domains. Secondly, we advance the organizational justice literature by assessing whether supervisor procedural justice can moderate the relationship between COVID-19 impacts and their mental health. Thirdly, this research extends the literature on depression and anxiety of auxiliary police officers in China, who attracted less attention in current literature and policies.

Abstract

Patriotism is often described as the “love of country” that individuals display in the acclamation of their national community. Despite the prominence of this sentiment in various societies around the world, organizational research on patriotism is largely absent. This omission is surprising because entrepreneurs, human resource (HR) divisions, and firms frequently embrace both patriotism and patriotic organizational practices. These procedures include (among other interventions) national symbol embracing, HR practices targeted toward military members and first responders, the adulation of patriots and celebration of patriotic events, and patriotic-oriented corporate social responsibility (CSR). Here, the authors argue that research on HR management and organization studies will likely be further enhanced with a deeper understanding of the national obligation that can spur employee productivity and loyalty. In an attempt to jumpstart the collective understanding of this phenomenon, the authors explore the antecedents of patriotic organizational practices, namely, the effects of founder orientation, employee dispersion, and firm strategy. It is suggested that HR practices such as these lead to a patriotic organizational image, which in turn impacts investor, customer, and employee responses. Notably, the effect of a patriotic organizational image on firm-related outcomes is largely contingent on how it fits with the patriotic views of other stakeholders, such as investors, customers, and employees. After outlining this model, the authors then present a thought experiment of how this model may appear in action. The authors then discuss ways the field can move forward in studying patriotism in HR management and organizational contexts by outlining several future directions that span multiple levels (i.e., micro and macro). Taken together, in this chapter, the authors introduce a conversation of something quite prevalent and largely unheeded – the patriotic organization.

Abstract

In recent decades, the use of capital punishment has declined, but in its place, a ‘new death penalty’ has arisen: life without parole (LWOP), which is being used far more frequently and for more crimes than capital punishment ever was. Yet, LWOP has received far less scholarly attention than the death penalty. Because of its greater scale, assessing the effects of LWOP on crime has important policy implications and is a better test of extreme penalties. Existing studies of LWOP focus on humanitarian issues and ignore its potentially reciprocal relationship with crime. Therefore, we use available LWOP data to fill these gaps in the literature, using models specifically designed to control for potential reciprocal effects. The results indicate there is no reciprocal causation between LWOP and violent crime and, at best, LWOP’s impact on crime is small, temporary, and, most importantly, no greater than the impact of life with parole.
