Abstract

Purpose

Despite the high rates of repatriate attrition, organisations in developing countries continue to send some of their employees to study in tertiary institutions in developed countries to acquire and build competencies that are deemed strategically important for contemporary work. Although several studies have been conducted on expatriate experience and challenges, those relating repatriation experiences are limited, particularly those concerning organisationally assigned scholars (employees who are sponsored to study overseas). Consequently, the present study explored the intention to stay or leave of organisationally assigned Ghanaian scholars who pursued higher degrees in Australia.

Design/methodology/approach

To understand the decision of organisationally assigned sponsored scholars to either stay in or leave the host-organisation upon their return, a phenomenological methodology was adopted to explore the lived experiences of organisation assigned scholars (OAS) from Ghana, studying in Australia. The face-to-face interview approach was used to interview 20 Ghanaians who pursued their further studies in Australia. The interviewees consisted of six females and 14 males.

Findings

The results reveal that for expatriate’s in this study, the decision to stay or leave the organisation upon repatriation was made mid-way through the expatriation process in the host county. Hence, organisations intending on retaining their OAS when they return home must focus their support and engagement efforts during this crucial period.

Practical implications

Although they are away on further studies, OAS are still active members of the organisation. Therefore, organisations need to maintain contact with them (OAS), constantly check progress of their study and provide some support, as they might motivate them to want to return and work with the organisation. Consequently, more effective strategies (those for managing them while they are away and those for managing them when they return) should be deployed to incentivise their expatriate to return home.

Originality/value

The study explored an important yet understudied research questions in the repatriation literature. By studying the decision of OASs to either return and stay in or leave an organisation back home contributes uniquely to the existing literature, as studies focusing on that population (i.e. OAS’s) are scarce.

Abstract

Purpose

This study aims to investigate the impact of the enforcement of the international anti-bribery legal framework in developing countries.

Design/methodology/approach

It uses the PetroTiger case to examine the effects of foreign bribery prosecutions in Colombia, from a bribe-receivers perspective. PetroTiger is a USA-based company that was prosecuted for bribing public officials in Colombia. As a result, the public officials involved were also prosecuted in Colombia for receiving bribes. This case serves to illustrate how international anti-bribery law operates in practice and how it impacts Colombian law enforcement institutions and their capacity to prosecute bribe-receivers. The Colombian response to the international anti-corruption framework is examined in this study through the review of legislative efforts taken to address the problems of bribery and corruption in public procurement.

Findings

This study finds that enforcement of foreign bribery laws raise awareness of the situation of corruption in developing countries, generate parallel prosecutions of individuals at the receiving end of bribes and helps developing countries to develop technical expertise to fight corruption.

Practical implications

In practice, due to the transnational nature of foreign bribery, without international agreements, this type of corruption in international business would seldom lead to prosecution. Although the effectiveness of the enforcement of international anti-corruption law is debated, in reality, prosecutions of foreign bribery by developed countries have more positive than negative implications for developing countries.

Social implications

Assist to continue efforts to deter corruption.

Originality/value

No many studies have looked at the effectiveness of anti-corruption international law in developing countries. As indicated by Mr. Moulette Patrick head of Anti-Corruption Division at organisation for economic co-operation and development more research on the effectiveness of the UN enacted Convention against Corruption, which is what this paper does.

Abstract

The Foreign Corrupt Practices Act (FCPA) of 1977 and its amendment – the Trade and Competitive Act of 1988 – are unique not only in the history of the accounting and auditing profession, but also in international law. The Acts raised awareness of the need for efficient and adequate internal control systems to prevent illegal acts such as the bribery of foreign officials, political parties and governments to secure or maintain contracts overseas. Its uniqueness is also due to the fact that the USA is the first country to pioneer such a legislation that impacted foreign trade, international law and codes of ethics. The research traces the history of the FCPA before and after its enactment, the role played by the various branches of the United States Government – Congress, Department of Justice, Securities Exchange commission (SEC), Central Intelligence Agency (CIA) and the Internal Revenue Service (IRS); the contributions made by professional associations such as the American Institute of Certified Public Accountants (AICFA), the Institute of Internal Auditors (IIA), the American Bar Association (ABA); and, finally, the role played by various international organizations such as the United Nations (UN), the Organization for Economic Cooperation and Development (OECD), the World Trade Organization (WTO) and the International Federation of Accountants (IFAC). A cultural, ethical and legalistic background will give a better understanding of the FCPA as wll as the rationale for its controversy.

Abstract

Purpose

The purpose of this paper is to discuss trends in demographic ageing in West Africa and asks the question of what policy challenges are posed by the increasing presence of older persons in the subregion. We explore the unique dimensions of population ageing in the subregion, including its rural‐urban and gendered distributions, the occupational history of older persons, among others with the view to identifying the health, housing, and income security implications of ageing. The paper discovers and reviews what policy initiatives are being pursued in respect of older persons and suggests ways for their improvement.

Design/methodology/approach

The paper draws on the existing literature on ageing and policy in both published and grey sources, including national and international policy documents. The discussion looks at policy responses in Ghana as a case example for the West African context. Policy information pertaining to Ghana is interpreted in light of the first author's personal familiarity with the context as a national of that country. The age of adults in this context is hard to determine due to low birth registration. In this paper older persons are defined as those 60 plus in chronological years, the age of retirement in Ghana.

Findings

It is established that older persons are concentrated in the rural areas of West Africa and a higher proportion of this demographic group is female. Further, the majority of older persons in West Africa has low formal literacy, is in the informal economy, and has no income security in old age. Yet, older persons continue to play the significant role of grandparenting. This examination of Ghana's policy on ageing revealed inadequacies which need to be addressed. A key recommendation is a policy of universal non‐means‐tested old age security to provide basic income for persons aged 60 years and above.

Originality/value

A recommended policy of universal non‐means‐tested old age security to provide basic income for persons aged 60 years and above in Ghana is the original contribution of this paper.

Abstract

Purpose

This paper aims to examine changes occurring in the organization and delivery of learning at the level of higher education, and argues that it is now possible to envision the shape and structures of the future digital university.

Design/methodology/approach

Beginning with a history of the basic organizational paradigm underlying the traditional university, this paper systematically explores the impact on this paradigm of new technological and pedagogical innovations: learning management systems (LMSs), learning objects, iPods, blogs, student e‐mail, wireless connectivity, Google's search capacity, distance (web‐based) education, and blended learning on the pedagogy of tertiary education.

Findings

The physical structure of the university is a consequence of the hierarchically organization of knowledge, the predominant model from the late middle ages through the industrial era. As knowledge becomes more extensive and complex, the old organization is proving inadequate. The organization of knowledge in several dimensions will bring a massive restructuring of institutions of higher education. The new digital university will have the web rather than disciplines and the library at its virtual center with (nearly) infinite access to the larger peripheral world. No longer holding a monopoly on information, the postmodern café university competes with commercial, for‐profit institutions of learning, thus offering traditional and new adult learners immediate access and enormous learning flexibility. This enables students of all ages to take advantage of learning experiences from any connected institution, commercial or traditional, in the world.

Originality/value

As a comprehensive and systematic examination of the impact of digital tools in the contemporary university, this paper can offer guidance to university administrators, faculty members, and others involved in the educational process.

Abstract

It is commonly recognized that the transition to democracy in Korea was associated with economic progress. However, not many scholars have given attention to the role of bureaucracy during the process of democratization, due to the fact that bureaucracy is usually thought of as belonging to politics, not democracy. As a refutation of this general view, first, this chapter argues that bureaucracy has been an important contributor to political modernization. Since the post-1945 period, the ‘ceiling’ strategy, which limits the total number of civil servants, was introduced into the personnel management method and system of checks and balances to limit undue political influence over staffing and to control bureaucratic expansion. Second, through this strategy as policy, the bureaucracy legitimately tried to avoid undemocratic political power by standardized process and allow coordination. The ceiling policy is originally the product of historical context during colonial and authoritarian period, but the bureaucracy utilizes it as the instrument to reduce corruption. The contribution of this chapter is provoking the new insights about democratization from bureaucrat’s perspective which is rarely highlighted.

Abstract

The “collaboratory” concept has recently entered the vernacular of the scientific community to reflect new modes of scientific communication, cooperation and collaboration made possible by information technology. The collaboratory represents a scientific research center “without walls” for accessing and sharing data, information, instrumentation and computational resources. The principal applications of the collaboratory concept have been in the physical and biological sciences, including space physics, oceanography and molecular biology. Discusses the attributes of the collaboratory, and applies the concept developed by computer and physical scientists to the design and operation of the SIPPACCESS prototype information system for complex data to be used through the Internet by sociologists, demographers and economists. Examines obstacles to collaboratory development for the social sciences. Concludes that four major obstacles will inhibit the development of collaboratories in the social sciences.

Abstract

Purpose

The paper is focused on standards in humanitarian logistics and supply chain. Standards, implemented between organisations, allow improving the interoperability of humanitarian operations. The paper aims (1) to review a state-of-the-art approach to the topic by the academic community, (2) to evaluate the current use of standards among humanitarian organisations and (3) to investigate the perceived need for further and specific standards.

Design/methodology/approach

To achieve the aims, the literature was reviewed; then a survey on 227 professionals from the humanitarian logistics sector was conducted.

Findings

Based on 227 responses, it is possible to conclude that most surveyed professionals recognise the need for and the importance of standardisation in humanitarian logistics, especially in areas such as procurement, distribution, medical logistics and logistics planning, which were perceived as critical areas that require standardisation.

Research limitations/implications

Practitioners and scholars were targeted via social media, through mailing lists and via communication from the practitioner organisation – the Humanitarian Logistics Association (HLA). While it provided good access to different groups of respondents, the response rate is not possible to calculate.

Practical implications

The findings confirm the high importance of standardisation, indicating areas and functions that should be standardised first. Standardisation may improve cooperation between different humanitarian actors, allowing better service provision for beneficiaries. Thus there are also potential negative impacts, i.e. impact on localisation, which should be overcome.

Social implications

Results do not have a direct social impact; however, they stimulate research and work among practitioners on standardisation, which in turn could improve cooperation between humanitarian actors, thereby enabling a better humanitarian response in emergencies.

Originality/value

The majority of papers on standardisation use a qualitative approach. This paper applies a survey among a large network of humanitarian practitioners, capturing their view on the topic and perception of the need for standardisation. The work is descriptive; however, it could be used as a base for further studies related to humanitarian standards.
