Abstract

The chapter deals with social inequalities in post-conflict and post-2007/2008 financial crisis Northern Ireland. From the late 1970s to the late 1990s, Northern Ireland was characterised by a Catholic/Protestant sectarian conflict and affected by marked political, economic and social discrepancies disadvantaging the Catholic minority.

The combined effects of the economic boom of the late 1990s and early 2000s, and of the signing of the 1998 Good Friday Agreement, improved the social and economic living conditions of Northern Ireland citizens and diversified the ethnic composition of the population, as immigrants were attracted by new opportunities offered in the booming Northern Ireland labour market. The 2007/2008 financial crisis was to curb these positive trends, although Northern Ireland’s economy has now recovered as its unemployment rate indicates.

In the light of this specific context, this chapter first examines key indicators of social inequalities in Northern Ireland: wealth, employment and housing. It then focuses on traditional indicators of Catholic/Protestant inequalities: education employment and housing. It finally examines to what extent the 1998 Good Friday Agreement, the 2006 St Andrew’s Agreement and the 2014 Stormont House Agreement have tackled the issue of social inequalities.

Abstract

In 2010, 12 years after the signing and popular ratification of the Belfast/Good Friday Agreement (BGFA), the decommissioning of Irish Republican Army (IRA) weapons, and a significant decline in political violence, paramilitary public symbolic displays (PSDs) remained as prominent features of the landscape of Northern Ireland. Their contents and locations constituted an important, contradictory, and contested part of the peace process. We argue that paramilitary murals and other symbolic sites, such as memorial gardens and plaques, continue to tap into ethno-national collective identities forged in conflict but also exhibit a range of reframing strategies that we refer to as historicization, articulation, and suppression. We further argue that contextual factors affect the likelihood of these displays appearing within a given geographic area. To assess these hypotheses, we conduct content and geospatial analyses of all identified PSDs in West Belfast in 2010. The results lend support to a context-sensitive approach to predicting the contents and locations of paramilitary PSDs in Northern Ireland.

Abstract

Northern Ireland is a society divided by political, national and religious identities. Between 1968 and 1998, there was a violent political conflict in which 3,700 people died. Throughout the conflict, many looked to schools to work to improve community relations, even though the school system itself was divided on largely religious grounds. This chapter looks at education interventions in Northern Ireland aimed at promoting conflict transformation, with a particular focus on the shared education work of the 2000s which is based on collaborative networks of schools from the different communities. The collaboration involved in the shared education initiative is based on a participatory approach which emphasises teacher-led innovation and locally tailored school partnerships. This is in contrast to the defining features of the Northern Ireland school system which has always had a hierarchist character, even when education reforms in the 1990s introduced market principles and school competition. This chapter analyzes education policy and practice in light of these frameworks and considers the potential tension between the shared education approach given the prevailing ethos of the Northern Ireland education system. It suggests that the consequences of this potential tension remain unclear.

Abstract

This chapter explores the topic of supporting young people to become innovators for societal change in terms of equity and renewal from the perspective of school principals in Northern Ireland, a post-conflict society. We examine how school principals can be empowered in their role in providing this support and the challenges and turbulence that they face in their work. The chapter provides contextual information about education in what is still largely a divided society in Northern Ireland. The principals who were interviewed as part of this research were working within school partnerships as part of ‘shared education’ projects. In Northern Ireland, the Shared Education Act (2016) provides a legislative basis for two or more local schools from different educational sectors to work in partnership to provide an opportunity for sustained shared learning activities with the aim of improving both educational and reconciliation outcomes for young people. The challenges for school leadership of working in partnership in societies emerging from conflict has not been given the attention it deserves in the literature, so this work is significant in that it brings together a focus on school leadership in a ‘shared education’ context, drawing on theories of collaboration and turbulence to examine how principals can best be empowered to be agents of change, so that pupils in Northern Ireland can also become empowered to make society there more equitable and peaceful. While the focus is on Northern Ireland, the learnings from this study will be of wider interest and significance as similar challenges are faced by school leaders internationally.

Abstract

In the discussion that follows we provide an overview of the operation of informal justice and ‘punishment violence’ in Northern Ireland which has been a deep-seated a semi-permanent aspect of the violent political conflict and which has persisted well into the transition to peace. Eschewing a mono-causal framework we argue that ‘punishment violence’ can only be explained and hence understood in terms of the organizational dynamics of the various armed groupings; the economic and social deprivation caused by Northern Ireland's declining economic base and the economic costs of the conflict and finally by the deficiencies in the provision and nature of public policing. We then turn our attention to restorative justice as a panacea to the problem of ‘punishment violence’ and examine the effectiveness of a number of schemes and initiatives that currently operate in Northern Ireland. Finally, we suggest that the capacity of armed groups to demobilize and demilitarize and embrace non-violent means of dealing with conflict depends to a significant extent on the leadership skills of ex-combatants themselves.

Northern Ireland (NI) has pervasively been a fragile and often disputed city-regional nation. Despite NI's slim majority in favour of remaining in the European Union, de facto Brexit, post-pandemic challenges and the Northern Ireland Protocol (NIP) have revealed a dilemma: people of all political hues have started to question aspects of their own citizenship. Consequently, this chapter suggests an innovative approach called ‘Algorithmic Nations’ to better articulate its emerging/complex citizenship regimes for this divided and post-conflict society in which identity borders and devolution may be facilitated through blockchain technology. This chapter assesses implications of this dilemma for a city-regionalised nation enmeshed within the UK, Ireland and Europe: NI through Belfast, its main metropolitan hub. The chapter explores digital citizenship in NI by applying ‘Algorithmic Nations’ framework particularly relating to intertwined (1) cross-bordering, (2) critical awareness, (3) digital activism and (4) post-pandemic realities and concludes with three dilemmas and how ‘Algorithmic Nations’ framing could better integrate NI's digital citizenship.

Abstract

Purpose

This study explores policy and practice in relation to a peripheral rural region food support programme for small (micro) food enterprises and the impact on business development and innovation.

Methodology/approach

An exploratory case study methodology is employed focusing on the effectiveness of a local support programme for micro business development in the food sector, in a European Union peripheral, rural location.

Findings

The effective integration of policy and practice in the design and implementation of a public/private partnership programme can enable micro businesses to benefit from Government aid in a collective manner that would not have been possible in a Government–micro enterprise dyadic relationship.

Research limitations/implications

The study focuses on one region and on one particular support programme. However, the research highlights the potential benefits that can accrue to micro food producers, and micro companies more generally from participation in such a programme, and identifies the types of support that are particularly effective for these types of organisations. The research identifies the possibilities and challenges of applying the South Eastern Economic Development type programme to other regions.

Practical implications

The success of such support programmes depends on identifying the needs of the participants at an early stage in the programme and in tailoring training and support accordingly. There are benefits from local government working closely with private consultants as brokers for micro enterprise business development and innovation.

Social implications

Micro enterprises play key economic, social and cultural roles within their local rural community. Collectively they offer opportunities for rural employment and tourism development.

Originality/value

The chapter addresses a major gap in knowledge around the role of policies and supports in assisting business development and innovation in relation to micro size enterprises, and more specifically food micro enterprises based in peripheral, rural regions.

Abstract

Democratization has become the prescription for peace in conflictual societies, but often stagnates in a political standoff or devolves back to war. Sustainable and effective democracy in these societies requires a citizenry which actively guides and pressures political leaders toward effective policy making for peace. But in societies with little or no democratic tradition, it takes time to develop the attitudes and organizations required. This study examines the relationship of democratic exposure to the development of the ideology of external political participation among peacebuilding NGOs. Using original field interview data, it compares the ideology of 28 peacebuilding NGOs in Northern Ireland to 37 in the less democratic context of Bosnia. The study examines the effects of exposure to democracy on “externally democratic ideology,” defined as an ideology of participation in the political processes of society external to the organization. Three aspects of exposure to democracy are examined: societal democratization, internal democracy in the NGO, and mentorship by outsiders from established democracies. The findings are that internal democracy is associated with externally democratic ideology, but outsider mentorship is not, even when controlling for dominating relationships, and neither is societal democracy, except indirectly via its effect on internal democracy. Implications for theory, policy, and future research are discussed.

Abstract

This chapter examines the (in)visibility and symbolism of women in sports governance on the island of Ireland, taking as its main empirical focus available data on the boards of government-funded national governing bodies, north and south. The distinctiveness of the Irish case is explained by three factors: the governance minefield, itself a legacy of Irish-British relations and partition in the 1920s, recognisable patterns in gender relations north and south and the functioning of sport as a safe, largely unquestioned and intriguingly vague symbolism for inclusion and peace in Northern Ireland. These conditions have resonance today, not only for women in sport and the approach to quotas, for instance, but that also play out in the delivery of Brexit and the struggles that characterise Irish-British relations more generally. The chapter concludes with a consideration of future challenges and areas for further research.
