Abstract
The standard approach adopted in library networking or partnership models is neither developmental nor evolutionary, yet development and evolution are keys to robust, contextually responsive partnerships. Using a set of knowledge models first proposed by Owen and Wiercx, this paper argues for a new approach to the modelling of networks in which libraries enter at one point and then move along a continuum, ideally ending in an advanced, integrated knowledge environment model. There is limited evidence that some library consortia in Asia are moving in this direction, but for the most part Asian consortia and networks are of the traditional, static variety.

Abstract
Purpose
The purpose of this paper is to introduce a library website model. Further, the paper discusses a designer’s checklist and an evaluative instrument that were constructed based on the proposed model.
Design/methodology/approach
The model was developed through a Delphi study that was participated by two panels of experts. The researcher communicated with the panel members via e-mail using two Delphi instruments designed out of two item pools that were developed based on the knowledge gained from surveying the literature, visiting the selected libraries and exploring the library websites. Then, a designer’s checklist and an evaluative instrument were derived from the proposed model through a series of brainstorming sessions.
Findings
The proposed model consisted of altogether 140 items (60 web content elements and 80 web design features). The designer’s checklist comprises all 140 items, and the evaluative instrument comprises 60 content elements and 57 design features.
Research limitations/implications
This study has developed an academic library website model and derived two instruments based on the proposed model. Further studies are needed to customize, particularly, the web content pillar of this conceptual model, to meet the specific needs of different types of libraries including public libraries, special libraries, school libraries, etc.
Practical implications
The designer’s checklist and the evaluative instrument derived from the proposed model are useful tools for library professionals in designing, re-designing, maintaining and evaluating their library websites. The librarians may use these tools for both institutional and research purposes.
Originality/value
The model and the two instruments proposed by this study are unique in focus, origin, content and presentation.

Abstract
Purpose
The purpose of this paper is to reflect 40 years of queuing theory in application to library modelling and management. It suggests that these models have not had the impact that the early queuing models promised and suggests some reasons as to why.
Design/methodology/approach
The paper gives a brief exposition of queuing theory as a branch of operations research (OR) and describes three snapshots of library queuing models published in the literature. Each snapshot describes a different approach to library modelling using queues and illustrates some of the problems associated with applying queuing theory. Suggestions from the literature regarding the nature of the modeller/practitioner interaction are described and linked to queuing models.
Findings
The mathematical nature of queuing models highlights the difficulties in linking modelling theory to library practice. The paper suggests that there is an urgent need to find ways to bridge the practitioner/researcher gap, broaden the application base of OR methodology within libraries, engage in constructive debate around library OR to build a consensus view as to the value of OR interventions, and identify directions for future collaborative work in libraries. Otherwise, we seem destined to continue applying OR models as a matter of faith rather than as a proven paradigm for rational analysis in libraries.
Originality/value
There have been some notable successes in the application of queuing theory and other OR techniques to modelling library systems over the last 40 years. However, the nature of the intersection of OR modelling and library operations has evolved over the years and modelling projects that add real value to library operations now seem to be more rarely reported. The emerging modeller/practitioner nexus requires further consideration if library OR is to develop.

Abstract
Letters and opinions published in the Chronicle of Higher Education were analysed to identify metaphors relating to libraries used by faculty, academic administrators and librarians. Metaphors used in communications are assumed to reflect conceptual models held by the communicators. The qualitative methodology used in this study was built on the works of Schön, Reddy and Green. In this exploratory study, fourteen models of libraries were identified through linguistic examination of the appearance of the word stem ‘librar’ among published communications from academics. Differences were found in the conceptual models of libraries held among faculty, academic administrators and librarians. The study's findings suggest that to administrators in this case, libraries are contributors to the social structure of an academic environment, while to faculty, libraries are the repository for physical information resources to support their research. Librarians in the study tend to attribute an activist role to libraries, and to express a conceptual model of a library as a storehouse. The identification of metaphors about libraries, cited by academics, offers library managers insights into academic library users' conceptualisation of libraries.

Abstract
Purpose
The aim of this paper is to present a model for the public library created by the authors.
Design/methodology/approach
The paper is divided into three parts. The first part emphasizes considerations regarding today's focus on both the virtual and the physical library. The second part describes the four‐space model, including examples of libraries as illustrations of the different spaces and examples of how the model is being used in the Nordic library‐world. The third part pinpoints some critical questions in relation to the model.
Findings
The paper shows how the four‐space model has been used in different ways in the Nordic countries since it was presented for the first time in a Danish report on public libraries in 2010.
Practical implications
The four‐space model can be a useful tool in relation to developing, building, designing, arranging and rearranging public libraries. Furthermore the model can be a tool for management and communication in connection with library plans and policy and not least a point of departure for the discussion of the public library's overall role in society.
Originality/value
This is the first time that the space model is presented to the library world outside the Nordic countries in a way where examples, usability and limitations are included.

Abstract
Purpose
This exploratory study illustrated an integrated academic library supply chain (IALSC) model to design the strategic planning management tool of the academic library. The supply chain (SC) model has been widely used in manufacturing industries and has also been applied in many service industries with the same objectives. However, very few studies for academic libraries, particularly the implementation of the integrated SC model, are being executed, although it has been proven that SC management in practice can enhance stakeholder satisfaction, increase revenues and decrease total costs. The academic library also needs to be successful in providing quality products, services and information to fulfil the library users’ needs within the library budget. This research aims to develop a verified model of the integrated SC for the academic library.
Design/methodology/approach
This research used both qualitative and quantitative approaches to achieve its objectives. The proposed conceptual SC model, named as IALSC, for the academic library has been developed using the system thinking method; eventually, it has been validated through the fuzzy Delphi method, an expert judgement technique.
Findings
The research findings could contribute to academic library management in planning and formulating a roadmap for the library to increase its quality services for all stakeholders.
Originality/value
The conceptual model would have a high potential to be proposed as the strategic decision-making tool for an academic library, i.e. the flow of funds through the operations of the library, the library stakeholders’ satisfaction measurement, the decision process currently made by the library management team on the purchase of new library resources, the library resource suppliers, etc.

Abstract
This chapter introduces a model for school libraries in Scotland, based on best practices as identified in the literature, and on five case studies undertaken in schools, two in the United States and three in Scotland. The research design was qualitative, and used grounded theory and multiple case study methods. The model represents an ideal set of circumstances for school libraries in Scotland, highlighting the interconnected web of influences that affect the success of a school library in meeting professional standards. These influences primarily fall in three areas: the school librarian, the school environment, and the professional support available to the librarian. The school librarian is the primary leader of the school library program, but factors in these other two areas can provide opportunities and barriers that can help or hinder the success of the library service. For instance, the findings suggest that school-based factors such as curriculum, scheduling, technology facilities, and staffing can have significant influence over the access the librarian has to teachers and students. Our model includes all three areas in describing a set of circumstances that would allow a school library program to thrive and meet the highest professional standards.

Abstract
This study used confirmatory factor analysis to analyze the secondary data resulting from a service quality survey conducted by a large public library. The library outsourced the development of this survey, which was founded on the well-recognized SERVQUAL and LibQUAL+ service quality models. Applying structural equation modeling and recognized fit indexes to the secondary data, this study determined that the library model did not fit the data and that the data itself were neither reliable nor valid. This study developed a nine-step process for implementing the SERVQUAL model that enables the data derived from SERVQUAL-type implementations to provide superior information for decision making.

Abstract
Purpose
The paper explores library cooperation in Zimbabwe and gathers views from librarians on the need for a library consortium model to underpin national development. This study aims to investigate the development of library consortia in Zimbabwe and then propose a model that will both accelerate their development and support the country’s national development agenda.
Design/methodology/approach
The paper opted for an investigative study using a multi-method research design. Data on existing library consortia, namely, Zimbabwe University Library Consortium (ZULC) and College and Research Library Consortium (CARLC), were collected through questionnaires and interviews. The data were complemented by documentary analysis including primary sources of information, for example, annual reports and brochures. Data were analysed qualitatively and quantitatively.
Findings
The paper provides empirical insights on how ZULC and CARLC are transforming the provision of library services in several ways, for example, providing for the dynamic needs of users and strategizing on overcoming rising costs of scholarly content through resource sharing. The proposed model effectively elevates the fundamental library consortium principles of cooperation and sharing onto the national development stage, and it is novel and pioneering. The gestures and general remarks made recently by Zimbabwe Library Association and some ZULC members about national development and ZIMASSET are given rigorous and scholarly expression in this model.
Research limitations/implications
Because of the chosen research approach, the research results may lack generalisability beyond Zimbabwe. It is therefore imperative for researchers to test the proposed propositions further.
Practical implications
The paper includes implications for the development of a library consortia model to underpin national development in Zimbabwe. The existing academic sector library consortium still excludes other types of libraries from participating in resource sharing and promoting access to information on a national development scale. The proposed library consortium model providing for nation-wide access to information is critical in realising national development goals in Zimbabwe. Currently, academic library consortia are contributing immensely through supporting learning, teaching and research in their respective institutions. Such benefits can also be extended to all institutions through a national library consortium to support development in Zimbabwe.
Originality/value
This paper fulfils an identified need to study how the development of a nation-wide library consortium model can be realised. There is relatively little researched information on library cooperation and library consortia and national development in Southern Africa with specific reference to Zimbabwe. The paper seeks to close the gap by providing information on library cooperation and library consortia and national development in Zimbabwe.

Purpose
The supply chain (SC) model is commonly utilized in manufacturing and has also been adapted to a variety of service industries with similar goals. However, in a few service industries, most notably academic libraries, the SC model is rarely implemented, despite the fact that SC management best practises have been shown to boost stakeholder satisfaction, revenue and decrease total expenses. This research aims to discuss the development of the entities of an academic library SC model and present the verifying/validation process of the model.
Design/methodology/approach
In this research, both qualitative and quantitative approaches have been used. System thinking method used to develop the conceptual SC model of the academic library and fuzzy Delphi method (FDM) used to validate the developed model.
Findings
This research explores the functions and components that need to develop and validate the academic library SC model.
Originality/value
The outcome of this research is to construct a valid SC model of an academic library which could be a strategical tool for ensuring a quality service for the library users and the stakeholders because this model shows a holistic view of all entities of the academic library SC.
