Abstract

The Kurdistan Region of Iraq (KRI) stands as a significant player in the hydrocarbon landscape of the Middle East, necessitating an in-depth analysis of its role in the exportation process to Turkey and Mediterranean ports, thereby fostering economic and political ties and projecting toward the future. Situated as a semi-autonomous entity in northern Iraq, the Kurdistan Region boasts abundant natural gas resources, attracting interest from Russian firms and Turkish stakeholders. However, Iran’s influence in Iraq and the wider region poses a regional threat to the Kurdistan Region’s natural resources. This chapter meticulously examines the oil and gas blocks within the Kurdistan Region amidst the backdrop of transformative global energy market shifts, including the impacts of the COVID-19 pandemic and the Russian–Ukrainian conflict. Through this lens, it seeks to delineate the Kurdistan Region’s political and economic positioning within the evolving regional order.

Abstract

This chapter provides an in-depth examination of the quality assurance process in the higher education system of Iraq and the Kurdistan Region of Iraq (KRI) in terms of standards, processes, and procedures. More specifically, the chapter aims to examine the impact of the quality assurance process on the quality development of education in Iraq and Kurdistan Region, as well as identify the challenges that staff (top management and faculty members) face at various higher education institutions therein. For this purpose, a qualitative/quantitative analysis was conducted, which involved reviewing existing official policies, reports, and forms; interviewing top officials (presidents, vice-presidents, quality assurance directors) at a few higher education institutions (public and private); and developing a survey questionnaire that detected the perspective of top officials and faculty members regarding the level of impact quality assurance has had on the development of higher education. A total of 284 university staff members were surveyed from different universities in Iraq and Kurdistan. A total of 29 universities from Iraq and Kurdistan were represented in the survey. The respondents came from a variety of colleges and departments at public and private universities, with 79% of respondents coming from public universities. Study results demonstrate that quality assurance has contributed significantly to the improvement of university staff performance. There are a number of recommendations made within this chapter for educational leaders, which could lead to the further development of quality practices and the upgrading of the higher education system.

Abstract

This qualitative study examines the influence of media development in Iraqi Kurdistan after nearly a decade and a half of donor country-funded professional journalism training in a period following an oil boom and bust, influence of a transnational terror organization, and a recent vote to secede from the rest of Iraq. The study builds out a typology of economic, political, bureaucratic, legal, cultural, and societal capture, and applies it in an analysis of data from in-depth, semi-structured interviews that were conducted in the two largest cities in Iraqi Kurdistan.

Abstract

Since 2013 northern Iraq, especially Kurdistan regional province, has seen a constant influx of refugees and internally displaced people (IDP) from Syria, Mosul and the mountains of Sinjar. Number of refugee camps has grown over the years. Over 2.2 million displaced Iraqis are living in private dwellings in host communities, over 700,000 with host families, and nearly 1.5 million in rented accommodation, and mostly in 47 camps across the region. The province is facing additional pressure on public services, including health, education, and infrastructure causing hardship for both communities and individuals, who must cope with uncertain economic and social conditions while striving to improve the situation and provide for their families. The magnitude of the problem has compelled countries and provinces shielding the IDPs to collaborate with wider range of partners in a growing recognition of the imperative and immediate need, both humanitarian and self-development. The authors of this chapter have highlighted certain case studies with whom they have been directly connected to. The effort was to use push factors and work toward capacity building of the IDPs and thereby work toward a self-reliant and self-sufficient livelihood.

Abstract

This chapter presents findings of an ongoing project on the social construction of ethnic identity among young Kurdish immigrants living in Turkey. The chapter begins with information on Kurdish culture. The second part overviews the difficult relations between the Turkish state and Kurds since establishment of the Republic in 1923. The third section describes the education system in the country and in Istanbul specifically. Historical ties between the Istanbul and Kurdish culture are also mentioned. The chapter closes with research that focuses on problems of Kurdish educational experiences in Turkey and preservation of their cultural identity in Istanbul. The study shows that on the one hand public education is perceived by the Kurds in Turkey as a discriminatory entity but on the other hand nonpublic educational opportunities in Istanbul help Kurdish migrants preserve and practice their cultural identity.

Academic freedom is not a novel concept but is becoming a core component of the world of academia in ensuring higher academic standards and the development of curriculum that will meet the needs of the future. Every university needs to recognize that the creation of knowledge and development of higher education sector is impossible without recognizing academic freedom. Academic freedom is not restricted within faculty members but touches the lives of the students. Consensus-building and dialogical methods of interaction rather than pushing the boundaries of what can and cannot be said in institutions of higher education are becoming increasingly important in promoting academic freedom. In this chapter, the authors will explore the meaning of academic freedom as understood by faculty, administrators and students in an international university in Kurdistan Region of Iraq. Authors will delve into both practice and perception mode of academic freedom in their analysis of the qualitative data derived from their research based on structured interviews. They will evaluate their research findings in the consideration of the relevant literature.

Abstract

Globally, higher education institutions have become reliant on a quality assurance (QA) system over the past four decades. QA is considered to be one of the most important drivers of continuous improvement and an essential tool for promoting excellence in teaching, learning, and research. It provides a framework for establishing and maintaining standards, and for assuring stakeholders that programs and services meet or exceed these standards. Despite the wide range of quality assurance models available to higher education institutions, there remains considerable debate over which model is the most effective, as well as what criteria should be used for evaluating the effectiveness of these models. Universities in the Middle East have tried to adopt different models of QA that can meet their needs and expectations and provide a framework for continuous improvement. A major objective of this book is to provide an overview account of the QA process as implemented in the higher education systems of a number of Middle East countries, including Egypt, Iraq, Lebanon, Saudi Arabia, and the United Arab Emirates. This book lays out essential theoretical and practical insights into the role of QA policies and practices in higher education in the Middle East countries and builds upon this idea to provide a blueprint for future academic leaders in these countries and other Middle Eastern countries to enhance their QA policies and practices and drive higher education in those countries forward.

Abstract

UN has been advocating compulsory and free education for all, as specified in the Millennium Development Goal. Education is a right of every human being, and it is the right to realize other rights. It is the right toward social mobility and achieves economic stability in life. Every year hundreds and thousands of people from the developing world leave their homes in search of livelihood. They undertake a perilous and life-threatening journey in search of jobs. Often, they are motivated with the desire to earn more and ensure a better livelihood for them and their families back home. At times they are driven by persecution, genocide, or natural disasters. Bangladesh has been a source of immigrant workers who have been seeking employment mainly as unskilled workers outside their country. These workers who work in construction sites, malls, or as domestic help have a “shelf life” which barely exceeds the age of 50 years. This study conducted in a province of Kurdistan in northern Iraq explores the fear of losing their livelihood post 50 years of age. In most cases, these workers have not been educated and have not received any skill development training, which would enable them to remain as the bread earner long after they have returned home. Both quantitative and qualitative studies were conducted with 149 workers from Bangladesh who has been staying and working in Duhok. The findings have been explained, and suitable recommendations were provided in keeping with the data analysis.
