Abstract

Purpose

Kerala, a southern state in India, is acknowledged for its socio-economic reforms such as quality health care, gender parity, high literacy rate and more. However, recent trends show that the state has the highest incidence of various noncommunicable diseases in the country, including diabetes, hypertension and heart coronary artery disease. This research paper aims to examine the link between the Kerala population’s lifestyle, diet and genetic factors and its correlation with a heightened cardio-metabolic risk.

Design/methodology/approach

Using Dixon Wood’s interpretive synthesis, this qualitative literature review is systematically used by searching, gathering articles, theme building, comparing and criticising the evidence.

Findings

The result shows that only minimal evidence is available regarding the genetic makeup of the Kerala community, food patterns and its link to the high prevalence of non-communicable diseases (NCDs). However, limited and contradicting evidence and studies restricted to a particular region in the state demand more research on this domain.

Originality/value

It is vital to review the diet habits of Keralites due to the alarmingly high prevalence of NCDs. To the best of the authors’ knowledge, this is the first comprehensive review of the diet habits of Kerala and their link to NCDs.

Abstract

Purpose

The substantial increase in non-communicable diseases (NCDs) is considered a major threat to developing countries. According to various international organizations and researchers, Kerala is reputed to have the best health system in India. However, many economists and health-care experts have discussed the risks embedded in the asymmetrical developmental pattern of the state, considering its high health-care and human development index and low economic growth. This study, a scoping review, aims to explore four major health economic issues related to the Kerala health system.

Design/methodology/approach

A systematic review of the literature was performed using PRISMA to facilitate selection, sampling and analysis. Qualitative data were collected for thematic content analysis.

Findings

Chronic diseases in a significant proportion of the population, low compliance with emergency medical systems, high health-care costs and poor health insurance coverage were observed in the Kerala community.

Research limitations/implications

The present study was undertaken to determine the scope for future research on Kerala's health system. Based on the study findings, a structured health economic survey is being conducted and is scheduled to be completed by 2021. In addition, the scope for future research on Kerala's health system includes: (1) research on pathways to address root causes of NCDs in the state, (2) determine socio-economic and health system factors that shape health-seeking behavior of the Kerala community, (3) evaluation of regional differences in health system performance within the state, (4) causes of high out-of-pocket expenditure within the state.

Originality/value

Given the internationally recognized standard of Kerala's vital statistics and health system, this review paper highlights some of the challenges encountered to elicit future research that contributes to the continuous development of health systems in Kerala.

Abstract

Purpose

This paper aims to understand the recovery process after the 2018 floods in Kerala, India, and it determines whether the recovery efforts were aligned with Build Back Better (BBB) concepts.

Design/methodology/approach

A qualitative approach was adopted to collect the data from the officials of Government and NGOs involved in Kerala recovery. The participants were interviewed on the challenges faced during the recovery process and the actions taken by them to overcome it.

Findings

The study identified that the Kerala Government was proactive at making the community resilient from future disasters by – encouraging owner-driven reconstruction among flood-affected households; supporting locals to rejuvenate their business; and by creating a local-level recovery authority. Further, this paper identifies the areas that Kerala was lacking in terms of BBB and where resilience-based plans and actions are needed for the future.

Research limitations/implications

The participants were employees of Government and NGOs at a state level as they were the primary decision-makers to implement any recovery actions. Researchers believe that the authorities at district and village level could have had a different perspective towards implementing the recovery actions.

Practical implications

The best practices presented in this paper for effective BBB will assist the government to build/improve resilience in the community.

Originality/value

The implementation of BBB concepts in the areas of disaster risk reduction, community recovery and effective implementation was never studied extensively. The research provides valuable information on what extent Kerala’s post-disaster recovery and reconstruction activities were in-line with BBB practices.

Abstract

Purpose

Kerala is one of India's most advanced states in human development and other social indices. This study aims to look at the management education scenario in Kerala from a macro-perspective and examines the existing trends, major issues and present challenges facing the sector.

Design/methodology/approach

The study is driven by previously unexplored secondary data published by India's apex technical education regulator–All India Council for Technical Education (AICTE). Qualitative and quantitative assessments are assimilated from the organization, dissection and categorization of unit-level data.

Findings

Business schools (B-schools) in the state are facing acute distress in enrolments. There are intra-regional variations in institution count and occupancy rates. The vast majority of the institutions have no accreditation at all. The entire sector is facing a protracted decline.

Research limitations/implications

The study has relied primarily on descriptive statistics considering a single discipline within the higher education sector in Kerala. Future studies should look at other disciplines (engineering, medicine) simultaneously. Use of statistical methods like panel data regression would be beneficial to find hidden trends in cross-sectional and longitudinal time-series data.

Practical implications

Management education in Kerala is facing an existential crisis. This has implications for the state's economic development. The paper creates strong imperatives for government policymaking to forestall the complete decline of the sector.

Social implications

A highly literate state with advanced human development indices need not be a suitable location for building a knowledge-based economy. Government policy has strong implications for the development and sustenance of higher education. The relationship between government and business schools are symbiotic.

Originality/value

The paper maps the progression of B-schools from local to global. A typology of privately funded B-schools is proposed. The conceptual framework advanced in this study can contribute to further literature development. The suggested policy initiatives are applicable not only to Kerala but also to other tightly regulated markets.

Abstract

Purpose

Property tax continues to be the most viable, steady, progressive and genuine source of income for an independent local government administration in India. Kerala has one of the most complex cadastral and property taxation systems in the country. In 2008, the Kerala government introduced “Fair value of land” for all landed property in Kerala, which is calculated per Are and notified by the Government of Kerala on the website. This paper presents the outcome of the spatial mapping of the fair value of land in Kerala and its comparison with actual land value collected through advertisements and surveys.

Design/methodology/approach

The methodology used in this study analyzed the existing fair value system of land valuation in Kerala and identified its drawbacks. Fair value is integrated into cadastral data in geographical information system (GIS) and spatially analyzed to identify the discrepancies in fair value fixation. The actual land value for 837 locations is collected from online advertisements and verified through a field survey. A paired t-test analysis follows this to compare the fair value and actual land value of the study area.

Findings

The disparity between the original land value and the registration value in Kerala has resulted in the undervaluation of land resources by the government. The fair value fixed by the government is significantly lower than the actual land value based on the statistical comparison results. It is observed that the actual land value is multiple times higher than the government fixed land value. Also, the spatial distribution of the village level fair value shows the randomness in fixation and abnormalities existing at numerous locations.

Practical implications

The results indicate that the traditional comparison method used for fair value calculation by the Kerala government is not suitable in Indian scenarios due to the unreliability of registration values. The study thus points to the importance of developing a scientific method for determining the land value that would consider various spatially influencing parameters.

Originality/value

The current study provided an in-depth analysis of the land valuation system of the Kerala government. The strengths and weaknesses of the existing system are analyzed through statistical methods.

Case overview

A raging dispute between Kerala and Tamil Nadu over the 116-year-old Mullaperiyar Dam was in the national spotlight after mild tremors shook nearby areas. The Mullaperiyar Dam was located in Idukki district of Kerala in India. The dam was filled to its maximum permissible level of 136 ft. Tamil Nadu wanted the storage capacity to be increased by raising the dam height from 136 ft (41.5 m) to 142 ft (43 m) as per a 2006 Supreme Court directive to meet the growing irrigation needs of the state. The dam was vital for people living in the drought-prone districts of Theni, Dindigul, Madurai, Sivagangai and Ramanathapuram of Tamil Nadu. It irrigated about 220,000 acres and supplied drinking water to Madurai city and several towns. Kerala on the other hand wants a new dam as it feared that a strong earthquake might damage the existing dam. Chief Minister of Kerala, Oommen Chandy said: “I strongly believe that only a new dam can provide safety to the people of Kerala. We are only concerned about the safety of the people. But, unfortunately, there is a feeling in Tamil Nadu that the situation of panic here is a created one. That is not at all correct”. However, Tamil Nadu Government said the dam was safe as it had undergone periodic repairs during 1980-1994 with Kerala Government's approval. With the Kerala Government screaming loud over the danger that could be caused by the alleged obsolete 116 year old Mullaperiyar Dam on safety grounds of people who live downstream, why is Tamil Nadu defiant on any debate that cites the decommission of the controversial dam? Is the Tamil Nadu Government overlooking the issue for its personal benefits by putting the lives of 3 million people at stake?

Expected learning outcomes

The case would fit in a course for power and politics. It would also be appropriate for a modular course on regional development planning.

Abstract

Purpose

This paper aims to inform the readers an overview of expected impacts of sea level rise (SLR) and climate change on rice crops area, yield and the urgent need to build climate responsive infrastructures to a coastal district, Alappuzha – a high-risk area which is already under mean sea level (MSL). This research carried out to understand the realities and impacts with respect to the exposures of rise in SLR and possible inundation extent of crop land. The extreme precipitation events have caused crop loss and damage, numerous casualties and enormous economic loss in this district during the recent past and project the likely impacts under anticipated climate change.

Design/methodology/approach

Global sea levels have already been risen noticeably as a result of climate change, and this trend is anticipated to continue. To reflect on the research objectives, the paper projects a climate change scenario analysis and impact assessment on the major crop grown, i.e. rice, using a crop simulation model, DSSAT 4.7 as the first part of the study. QGIS 3.28 version and Erdas Imagine software were used for land use land cover analysis and to delineate possible inundation in the major land use land cover, especially in agriculture area under SLR scenario. It points out the need to equip the district urgently with climate responsive agriculture strategies as majority of the area comes under 10 mts of elevation as per the Sentinel 2 data. For better adapting to the current and future climate change impacts in the aspects of built environment such as early warnings in farm sector in particular and forests, urban water management, transportation systems, building construction and operation and land use planning in general. Climate change is no longer a policy issue alone; now it is a common man’s nightmare. For a coastal state like Kerala, extreme climate events during 2018 and 2019 and 2021 have posed substantial impacts and damages on the environment and society. The impacts hit the vulnerable communities in multiple ways.

Findings

From the analysis, it was revealed that there is an increasing trend in rainfall observed over the past three decades in Alappuzha district. It is projected that day and night time temperatures may increase in Alappuzha by 2.5°C and 2.6°C by 2100, respectively, under RCP 4.5. With unchecked pollution or emission reduction actions, warming may further rise and hence the median projection when SLR reaches 2.4 meters (8 ft) at Alappuzha to Cochin coast is 2130s. The possible inundation analysis shows that around 53.48% of the coastal agriculture land may be likely inundated if SLR is only with mitigation measures such as extreme carbon cuts, SLR rise can be delayed till 2200. Alappuzha is known as the rice bowl of Kerala; however, it is highly exposed to climate vulnerability in terms of its unique environmental geographical settings like coastal wetlands, lagoons and sand beaches. DSSAT simulations shows that Uma rice, a major ruling variety in the region, may have yield reductions of up to 13% in the near century for Alappuzha.

Research limitations/implications

This paper in general explains the projected climate change perspectives for Alappuzha, a climate change hotspot of Kerala with respect to SLR and coastal agriculture. and a review of the progression of DRR in the built environment and mainstreaming CCA and DRR by government and other agencies in the state.

Practical implications

This study underscores the urgent need for climate-responsive agricultural strategies in Alappuzha, Kerala, due to anticipated sea level rise, climate change, and land use changes. Equipping farmers with the knowledge and tools to adapt is essential for ensuring food security and sustainable livelihoods. Implementing climate-resilient practices and technologies will help mitigate adverse effects on rice crops, promoting economic stability and resilience in the region. Involving local stakeholders in the adaptation process is crucial, as their participation can enhance collaboration, increase awareness, and accelerate the adoption of sustainable agricultural practices, making the transition smoother and more effective.

Social implications

It is the responsibility of the scientific community to inform the knowledge gained for the benefit of the society, especially on criticality of altering the existing land use pattern and building climate resilient coastal infrastructures. Studies such as this can stand as basis for implementing planned adaption actions. This is to conclude that instead of working in silos, mainstreaming climate change adaptation holistically across sectors is very necessary at this crucial hour. Participatory action plans and policies involving all local stakeholders can strengthen awareness and fasten the learning processes for adaptation including managed retreats.

Originality/value

At present, there are no specific studies, on the impacts of climate change and SLR on rice cropping systems in the district which specifically inform how to mainstream adaptation in the agriculture strategies in low lying coastal zones of Alappuzha.

Abstract

While COVID-19 temporarily created worldwide immobility, the gradual opening up of borders spurred one of the largest return migration episodes ever, and it continues to this day. Disappearing jobs, decreasing wages, inadequate social protection systems and networks, xenophobia, wage theft and overall uncertainty are among the prominent factors that have influenced this movement. Emigrants from the Gulf-India Migration Corridor were particularly affected by these forces and returned en masse, uncertain of their future. When people come back to their home country after living abroad, particularly due to exogenous shocks, it raises concerns about whether their decision to return was truly voluntary, their ability to adjust to being back home and the long-term effects on their reintegration. Additionally, it is uncertain what kind of impact return migrants have on their home country’s development. In this chapter, the authors examine the recent trend of return migration since the outbreak of COVID-19 and how it affects the Gulf-India corridor. The authors also take a closer look at the state of Kerala through a unique survey conducted by the authors and provide possible future scenarios for emigration in this region, along with recommendations for policy.

Abstract

Purpose

Since 2018, the two floods and droughts that struck Kerala's economy have threatened the state's sustainable earthen vessel production. Current studies allocate focus to the pottery industry's techno-social impacts and ethnography of the potter community; hence, there is a gap in understanding consumers, who are responsible for environmentally conscious behaviors, and their switch from earthen vessels to other materials adaptable to modern kitchens. This study aims to bridge gaps in understanding the reasons behind their demand shift and the challenges of earthenware consumption and production after the disasters.

Design/methodology/approach

This quantitative research explored the perceptions of pottery producers and consumers in Kerala. The sample for the primary survey comprised 590 randomly selected consumers and one master artisan from each of Kerala's total of 44 registered pottery communities. Unpublished records provided the secondary data on production and sales.

Findings

An upward shift in the demand for earthen vessels after natural calamities is observed. Quality, availability and adaptability are consumer concerns. The Markov chain analysis predicts that future consumption of earthen vessels depends on improved marketing mix strategies. After natural disasters, persistent demand exists for earthen vessels, but sustainable production is challenged due to the deteriorating quality and shortage of clay along with the consequent increase in procurement costs of raw materials.

Originality/value

As the earthen vessel industry was affected by disasters very recently, this study contributes an immediate exploration of its sustainable production and consumption challenges.

Abstract

Purpose

The paper aims to relocate discussions on police stops and police interactions from the Anglophone world to the particularistic context of the post-colonial state of India. The paper further frames the everyday policing practices in a theoretical dialog between questions of legitimacy, accountability and tolerated illegalities. For that purpose, the author contextualizes the discussion in the post-colonial state of India, in the jurisdictions of two police stations (PSs), in the National Capital Territory of Delhi and the State of Kerala.

Design/methodology/approach

The author conducted ethnographic studies in one station each in Kerala and Delhi, India, from February to July 2019 and July 2019 to January 2020, respectively. The study mapped everyday power relations as the relations manifested within the site and jurisdiction of the PSs.

Findings

Through the research, the author found that to fully understand everyday practices of policing, especially police interactions and police stops, one must contextualize the police force within the administrative power-sharing relations, police force's accountability structures, legal procedures and class dynamics, which mark the terrain in which personnel function. In that terrain, the author found that the dialog between particularistic legitimacy, accountability and tolerated illegalities offered an important framework to interpret the everyday policing practices.

Originality/value

Through the paper, the author seeks to expand the analysis of ethnographic descriptions of policing by contextualizing them in the political economy of the state. In doing so, the author aims to provide a framework through which police interactions in post-colonial India could be understood
