Abstract

The trade union response to flexibility has become more pragmatic as public discussion about the subject has progressed. From initial and outright condemnation of the flexibility model produced by the Institute of Manpower Studies, unions have developed an awareness that some aspects of workforce flexibility may produce positive advantages for their members. The reality of that pragmatism should not be surprising since trade unions have adopted that approach throughout much of their history, but what is interesting in its application in this current sphere is its association with the ways in which trade unions are re‐thinking their relationships with their members and debating plans for their future workplace role. In this paper I seek to explore the nature of these relationships in greater detail, and the tensions inherent within them, as the trade union movement strives to come to terms with what are complex and sometimes disturbing changes in the relevancy of its workplace role.

Abstract

Black slavery and white racism in the South and the nation, de jure and de facto Jim Crow, Brown v. Board of Education (1954), which outlawed separate schools, “massive resistance” to it (Klarman, 1994, p. 82), plus racial disparities in educational achievement since 1954, all frame this narrative of black males' quest for higher education. Bondmen were denied literacy and black freemen rarely attended school, much less pursue advanced study, during the antebellum period. Union victory in the Civil War, abolition of slavery with the Thirteenth Amendment (1865), and Reconstruction marked the rise of not only Negro schools and colleges but also southern share cropping, called “the new slavery” (Du Bois, 1935, p. 715), and epidemic violence against blacks that imposed their disfranchisement and segregation, by laws and customs, until the 1960s. Thus African American males sought collegiate and professional training in a national milieu of white supremacy, which postulated black men's mental and moral inferiority but ignored their widespread poverty, separation, and unequal opportunities. Confined in historically black colleges and universities (HBCUs), they breached the color-line little by little at white institutions, thereby paving the way for Brown, the civil rights movement, and desegregation. In the second half of the 20th century, HBCUs and the majority-white institutions trained increasing numbers of black male graduates and professionals. By 1980 though, only some 11 percent of young black men had received 4 years of college compared to 25.5 percent of young white men (Jaynes & Williams, 1989). An “achievement gap” was evident and it persists today (Lee, 2002, p. 3), revealing the deep roots of race and class inequality in America. White racism, its legal and extralegal forms, and black aspirations and efforts underlay and continue to fuel black men's drive for higher learning. Over time black men, and certainly women as well, faced racist structures, ideologies, and attitudes born of slavery; sub-citizenship, stereotypes, and terror, among other barriers, through a century of Jim Crow; and after Brown, ongoing discrimination, socioeconomic disadvantages, and ambiguous “affirmative action” policies (Jaynes & Williams, 1989, p. 376).

Abstract

Bringing renewed attention to the anemic representation of Black women within the teaching profession, this chapter begins by chronicling the history of Black women in teacher education – from the Reconstruction Era to the 21st century – in an effort to highlight the causes of their conspicuous demographic decline. Next, it is argued that increasing the number of Black women in the teaching profession is a worthwhile endeavor although the rationales for such targeted efforts may not be obvious or appreciated by the casual observer. It is, therefore, important to illuminate the multiple justifications as to why it is essential to improve the underrepresentation of Black women in America’s classrooms. Lastly, it is asserted that serious attention is required to reverse the dramatic exodus of Black women from the teaching profession. In conveying this issue, the author shares special emphasis recruiting tactics, for the national, programmatic, and local school district levels, as promising proposals to enlist and retain more Black women in the teaching profession.

Abstract

The US Congress is a racialized governing institution that plays an important role structuring the racial hierarchy in the nation. Despite Congress’s influence, there is little theoretical and empirical research on its racialized structure – that is, how it operates and the racial processes that shape it. This lacuna has developed from a narrow conceptualization of Congress as a political institution, and it ignores how it is a multifaceted organization that features a large and complex workplace. Congressional staff are the invisible force in American policymaking, and it is through their assistance that members of Congress can fulfill their responsibilities. However, the congressional workplace is stratified along racial lines. In this chapter, I theorize how the congressional workplace became racialized, and I identify the racial processes that maintain a racialized workplace today. I investigate how lawmakers have organized their workplace and made decisions about which workers would be appropriate for different types of roles in the Capitol. Through a racial analysis of the congressional workplace, I show a connection between Congress as an institution and workplace and how racial domination is a thread that connects and animates both its formal and informal structures.

Abstract

Adversarial contracting methods are used for most public infrastructure procurement and timely delivery on budget remains a problem. In the past 20 years, OECD countries have adopted a number of alternative procurement methods that are based on collaborative principles including public private partnerships, long-term outsourcing arrangements and relationship/alliance contracts. We review the theoretical principles that operate for both adversarial and collaborative contracting methods. We identify the characteristics of non-adversarial contracting methods such as the output specification, qualitative selection criteria, the alignment of incentives, discrete allocation of residual control rights, life cycle costing, and risk-weighted value for money measurement that are delivering better procurement outcomes for government.

Abstract

This research underlines the usefulness of Civil Rights Geographic Information Systems (CR-GIS) for understanding the social struggles and assessing the critical needs of the disempowered population of Alabama’s “Black Belt.” The social struggles have been persistent for decades in the Southern states, particularly in Alabama. Researchers have recognized the political and historical root causes and implications for these social struggles. The geographic region of Alabama’s Black Belt is significant because it became the epicenter of the Civil Rights struggle and still represents the vestiges of the social policy known as “Jim Crow.”

Although GIS has a great potential to explore social and political struggles, currently, it is not profoundly associated with Civil Rights studies. This research employs CR-GIS to illustrate the impact of the disfranchisement caused by biased geopolitics in three selected cases/issues: (1) gerrymandering and voting rights, (2) transportation, and (3) poverty in the State of Alabama. While there has been some progress in overcoming the social struggles in the Black Belt, there is a need for qualitative and quantitative analyses to understand persistent social, economic, and Civil Rights struggles in the region. GIS could be a valuable tool to understand and explore the social struggles in the disempowered communities of the “Black Belt” in Alabama. By incorporating the existing information and conducting ground truth studies, this research will lay the basic foundation for extended research by creating a policy template for empowering the disempowered for better social, economic, and political integration in the “Black Belt region.”

Abstract

Prior research on the structure‐performance relationship has not investigated all of the relevant relationships among market structure, profits, prices, and explicitly calculated measures of firm efficiency. This paper replicates the four approaches in the literature, adds several innovations, and applies the analysis to banking data. We find more support for the structure‐conduct‐performance hypothesis than for the relative‐market‐power and efficient‐structure hypotheses, although the data are not fully consistent with any of these theories. We also find support for Hick's quiet‐life hypothesis, which implies that firms with market power adhere less rigorously to efficiency maximization. J.E.L. Abstract

This chapter is about primary and secondary school teachers of history in England, and how they negotiate policy in order to teach sensitive and controversial issues which feature as part of the history curriculum. We present research conducted in two phases that used a bounded case study (Stake, 1995) as a methodological approach. In Phase One, two focus group interviews were undertaken; in Phase Two, six unstructured individual interviews were conducted. Participants were teachers of history in England from Key Stage 1–5 (children aged 4–18 years).

Thematic analysis was used to analyse the data which were informed by reflections on positionality and being a socially conscious researcher (Pillow, 2010). Three key policies were explored as part of this research: the National Curriculum (DfE, 2013), the Teachers' Standards (DfE, 2012) and the Prevent Duty (DfE, 2015). Research findings demonstrate how the context of the school is fundamental in how teachers enact policy in relation to their practice, particularly in light of political changes in society. Self-surveillance was identified as a key strategy, adopted in the teaching of sensitive and controversial issues. We frame this context around Kitson and McCully's (2005) theoretical continuum which indicates that there is a reluctance by some teachers to engage with the teaching of sensitive and controversial issues due to concerns with policy enactment.

The findings of this research illustrate that policy impacts on teachers in numerous ways. Policy was demonstrated to be ambiguous for teachers, and recommendations are made relating to policy and the need for clearer guidance for teachers to support them with their practice.

Abstract

Purpose

The purpose of this paper is to estimate individual promotional campaign impacts through Bayesian inference. Conventional statistics have worked well for analyzing the impact of direct marketing promotions on purchase behavior. However, many modern marketing programs must drive multiple purchase objectives, requiring more precise arbitration between multiple offers and collection of more data with which to differentiate individuals. This often results in datasets that are highly dimensional, yet also sparse, straining the power of statistical methods to properly estimate the effect of promotional treatments.

Design/methodology/approach

Improvements in computing power have enabled new techniques for predicting individual behavior. This work investigates a probabilistic machine-learned Bayesian approach to predict individual impacts driven by promotional campaign offers for a leading global travel and hospitality chain. Comparisons were made to a linear regression, representative of the current state of practice.

Findings

The findings of this work focus on comparing a machine-learned Bayesian approach with linear regression (which is representative of the current state of practice among industry practitioners) in the analysis of a promotional campaign across three key areas: highly dimensional data, sparse data and likelihood matching.

Research limitations/implications

Because the findings are based on a single campaign, future work includes generalizing results across multiple promotional campaigns. Also of interest for future work are comparisons of the technique developed here with other techniques from academia.

Practical implications

Because the Bayesian approach allows estimation of the influence of the promotion for each hypothetical customer’s set of promotional attributes, even when no exact look-alikes exist in the control group, a number of possible applications exist. These include optimal campaign design (given the ability to estimate the promotional attributes that are likely to drive the greatest incremental spend in a hypothetical deployment) and operationalizing efficient audience selection given the model’s individualized estimates, reducing the risk of marketing overcommunication, which can prompt costly unsubscriptions.

Originality/value

The original contribution is the application of machine-learning to Bayesian Belief Network construction in the context of analyzing a multi-channel promotional campaign’s impact on individual customers. This is of value to practitioners seeking alternatives for campaign analysis for applications in which more commonly used models are not well-suited, such as the three key areas that this paper highlights: highly dimensional data, sparse data and likelihood matching.
