Abstract

Purpose

This research aims to see whether replication occurs with the focus on the Japanese HR system, following the latest studies on expatriate management in Japan. Whereas the total number of self-initiated expatriates has hugely increased in Japan, the high turnover rate is a big issue. Can this also be evidenced with new data? How does the Japanese HR system, with its notorious reputation for unique people management methods, relate to the expats' reasons for staying in the long or short term?

Design/methodology/approach

Replication of research is adopted here with an interview-based qualitative method using the same research design as previous literature. The previous research focused on Chinese and Vietnamese self-initiated expatriates, who occupy the majority of expatriate positions in Japan. This study has a new target group of Thai expatriates, who have a relatively higher educational background than some other expatriates and are expected by the Japanese firms to stay over the long term.

Findings

Replication of the findings of the latest studies occurs in this research. The turnover rate is as high as other national expatiates, with similar reasons, related to the Japanese HR system. However, there are also different issues. The main reasons they give for not staying in the long-term are unhealthy work habits, followed by slower promotion and ambiguous work content/role. The Japanese HR system is a dehumanising mechanism leading to a stressful work environment, which is the most critical concern for them and the main reason they choose not to remain in the long term.

Originality/value

Past studies indicate an expectation gap between Japanese firms and expatriates, which is also found in this study. Additionally, an assumption gap between them about security under the HR system is also confirmed. Security means working healthily for expatriates while it means long-term employment for Japanese firms.

Abstract

Purpose

This study analyzes the role of migrant networks in the migration flows in relation to the educational level of the migrants and economic growth of the states of origin and destination in Brazil.

Design/methodology/approach

Fixed effects estimator applied to microdata.

Findings

The results show migrant networks have a significant and positive impact on migration flows of the different educational levels. The economic growth in the destination state accentuates this effect, while the economic growth in the origin state has distinct impacts according to the educational level of the new migrant.

Originality/value

The authors investigate the importance of migrant networks in the internal immigration within a developing country with large internal movement of people. In Brazil, the socio-economic condition of the population varies considerably in relation to its geography, which explains the country’s large internal migration flows.

Abstract

Purpose

This paper aims to explore the determinants of the livelihoods of return migrant workers in Vietnam. The findings will help authorities updating their regulations on migration, thus grasping the economic benefit from documented but low-skilled return migrant workers.

Design/methodology/approach

The sample is collected when the COVID-19 pandemic hit the Vietnamese economy severely. The author considers six issues of income and employment, including total income, stable income, financial pressure experiences, unemployment, stable job and time to find a job. For this purpose, through a pre-structured questionnaire, the primary data is collected from 258 Vietnamese return migrant workers in various foreign countries. Notably, all respondents in the sample are documented but low-skilled return migrant workers. The author uses various empirical regression analyses to conclude that personal traits, family characteristics and their characteristics before and after migration play a critical role in determining the livelihood of migrants returning to Vietnam.

The author finds that personal traits, family characteristics and their characteristics before and after migration play a critical role in determining the livelihood of migrants returning to Vietnam.

Practical implications

The findings are critical for Vietnamese authorities in finalizing and updating their regulations on migration, thus grasping the economic benefit from documented but low-skilled return migrant workers.

Originality/value

To the best of the author’s knowledge, this is the first study to exploit the drivers of the livelihoods of return migrants in Vietnam, a rich, two-wave panel survey of respondents in Vietnam aimed at characterizing the history of migration of low-skilled and documented migrants back to Vietnam and to use these histories to gain insight into Vietnamese return migrants’ economic status, access to financial, welfare and health insurance benefits and employment prospects.

Abstract

Purpose

Transnational migration is a key challenge in migrant-sending and host-receiving countries. However, relatively little is known about how migrants use network capital to foster small and medium-sized enterprises (SMEs) in the ASEAN Economic Community (AEC). Therefore, the purpose of this study is to explore how network capital fosters Laotian migrant workers in Thai family SMEs.

Design/methodology/approach

This research was conducted using qualitative network analysis (QNA). Referral snowball sampling was used to draw 20 participants from December 2021 to March 2022. Data analysis was performed using Gephi, a software package developed for QNA (coding, network features, measure nodes and network metrics).

Findings

The main findings are the following four emerging themes: chain networks, social networks, human networks and financial networks are associated with network capital for fostering Laotian migrant workers in Thai family SMEs.

Originality/value

To the best of the authors’ knowledge, this study is the first QNA to explore how Laotian migrant workers use network capital in Thai family SMEs.

Abstract

Purpose

The article analyzes the challenges Slovak businesses and organizations are facing in relation to the Covid-19 pandemic and the resulting human resource management solutions they apply.

Design/methodology/approach

The authors present a part of their research conducted in six Central Eastern European (CEE) countries. Based on timely data, the article presents socioeconomic characteristics of Slovakia and the results of the research “HRM Challenges in Times of the Covid-19 Crisis” conducted among employers in Slovakia. The survey method encompassed 247 Slovakian organizations.

Findings

The year 2020 was an extraordinary one for businesses, governments, and individuals alike. According to the results of this research, Slovak organizations were not prepared for the Covid-19 crisis. Respondents who had a pandemic action plan at the time of the breakout were hardly found. Measures taken to preserve human health directly impacted the way how work is done and organized. This poses significant challenges for both employers and employees. In general, small organizations used cost and staff reduction tools. On the other hand, some of the respondents, mainly large organizations have been using future-oriented solutions, e.g. organizational development.

Originality/value

In this research the authors analyzed the experiences of a Central European country, namely Slovakia. However, the experiences gained and collected here can be useful in the international arena as well.

Abstract

Purpose

This paper examines the drivers of brain gain by investigating the motivations of migrants who plan to return and contribute to their home country. It focuses on highly skilled Sudanese migrants in Japan, including a group of “plan-to-return” migrants (P-group), who intend to gain knowledge abroad that they will use to contribute to their homeland upon their return.

Design/methodology/approach

The participants are 24 highly skilled Sudanese migrants in Japan, 10 of whom are part of the P-group. To understand their motivation to contribute to their home country, the study applies the qualitative life course approach, using Elder's four life course themes: lives in time and space, the timing of lives, linked lives and human agency.

Findings

The P-group is characterised by a high level of motivation for self-development, which motivates them to study abroad. The analysis finds that the P-group's drive to contribute had been nurtured by a spirit of mutual aid in Sudanese society, which emphasises Islamic values and social ties. Religious norms, personal interactions and emotional ties to Sudan are especially influential on the P-group's motivation to contribute to their home society.

Originality/value

This study identifies drivers that lead to brain gain. Whereas previous studies have noted the relationship between return intentions and willingness to contribute to the home countries; they have not investigated influences on motivations to contribute. The results suggest that Sudan might already possess a system for local human resource development to encourage brain gain.

Abstract

Purpose

This study investigates the impact of the increasing proportion of older workers in the workforce by establishing a theoretical framework and estimating the degree of substitutability between them and their younger counterparts.

Design/methodology/approach

The first step is to establish a theoretical framework that combines older and younger workers with imperfect substitutability in the production of final goods within an aggregate production function. The author then derives an equation that relates the relative wage, relative supply and elasticity of substitution between the worker types, for use in estimation. Using data from Japan’s Basic Survey on Wage Structure and Population Census from 2010 to 2019 across 47 prefectures, the author estimates the elasticity of substitution between older and younger workers in Japan.

Findings

The author finds that workers aged 55 and over and their younger counterparts are gross substitutes, and the estimated elasticity of substitution is in the range of 2.33–2.86. This implies that a 10% increase in the relative number of workers aged 55 and older leads to a fall in their relative wage in the range of 3.5–4.3%. The study estimations suggest that since 2010, there has been a convergence in the relative wage of older workers across Japan’s prefectures.

Originality/value

Understanding the degree of substitutability between older and younger workers is essential for quantitatively assessing the impact of workforce aging, technological advancements and labor policies on the wage distribution. This study estimates the elasticity of substitution between the two worker types based on a theoretical model, and utilizes recent datasets and methodology not adequately addressed in previous literature.

Abstract

Purpose

The purpose of this paper is to explore the impact of earthquakes on the labor market. The authors try to estimate the impact of two major earthquakes (Izmir and Elazig) in Turkey.

Design/methodology/approach

In order to analyze the effects of devastating earthquakes in the nearby regions of the province where the earthquake took place, on the labor market, monthly and annual data from the TUIK and ISKUR database will be used. For this purpose, the authors consider the earthquake a natural experiment and employ a Synthetic Control Method (SCM). In addition, the analysis will be carried out using seasonally adjusted data, taking into account the seasonal effects of the monthly data to be used in the study.

Findings

The results show that the impact varies based on the labor market structure of the regions. While the earthquake positively affects the labor market of agriculture-oriented regions, it harms the labor market of nonagricultural-oriented regions.

Research limitations/implications

A major limitation of the study is that we cannot fully separate the impact of Covid-19 from our estimate. The authors believe that Covid-19 overestimates the negative impact of earthquakes on the labor market.

Social implications

Earthquakes have adverse effects on the labor market. The estimation of the earthquake-related costs may provide a useful guide on policy planning and government incentives.

Originality/value

The originality of the study lies in the fact that this is the first study to evaluate how the dynamics of the labor market has changed as a result of the earthquakes that have taken place in Turkey, within the framework of causality.

Abstract

Purpose

This study investigates how working-age Asian immigrants' educational attainment and professional abilities when arriving in the United States have evolved over the past 4 decades and draws inferences on the impact of the US employment based visa policies.

Design/methodology/approach

Using data from the 1980, 1990 and 2000 census and American Community Survey for 2001 to 2019, the study adopts multivariate regression and regression discontinuity design to investigate the trends in educational and occupation selection among Asian immigrants and the association with policy changes in the H1B visa program.

Findings

The findings suggest that new Asian immigrants were more positively selected for education than non-Asian immigrants and US natives and this pattern of positive selection increased over time. Newly arrived South Asian and East Asian immigrants had the highest share of highly educated professionals than Southeast Asians and US-born persons. I infer that the enactment and changes in the H1-B program might have contributed to the changing patterns of the educational and occupational selection among East and South Asian Immigrants. The results also shed light on how Asian immigrants' skill selection might be related to the size of Asian diasporas in the US and sending countries' income, inequality and education level.

Originality/value

The story of changing the skill profile (educational and occupational profile) of newly arrived Asian immigrants during 1980–2019 can provide valuable policy implications. US immigration policies are routinely criticized for being inefficient and outdated. The economic prosperity of Asian countries over time also provides an excellent opportunity to test the theories pertaining to how sending countries' income, inequality and education level of the population are associated with Asian migrants' education and occupation when arriving in the US. This study can provide insightful perspectives for policymakers and business decision-makers to adapt to the changing demographics of Asian migrant workers. The most recent reports on Asian immigrants in the US highlighted the aggregated trends of migration flow and education. Still, none have provided a longitudinal and nuanced review of Asian immigrants' educational and occupational selection into the US.

Abstract

Purpose

The integration of the digital economy and the real economy has been a key focus in promoting digital economic development. It denotes a comprehensive digital transformation of national economic activities regarding technological infrastructure and production modes, which is crucial for establishing a modern economic system, advancing industrial infrastructure and modernizing industrial chains.

Design/methodology/approach

Firstly, the study delves into the internal logic behind the emergence of the new development dynamic resulting from digital technology's evolution. Secondly, it explores the mechanism of mutual promotion and support between the new development dynamic and the digital economy based on China's shift in focus from international engagement to the domestic economy during different stages of industrialization. Subsequently, it analyzes the characteristics and critical factors of digital economy development and examines the macro-, meso- and micro-level constraints on these factors. Finally, the paper explores approaches to promoting digital economy development while constructing the new development dynamic and provides relevant policy suggestions.

Findings

The construction of the new development dynamic and the development of the digital economy are inextricably linked, and only by mutually reinforcing each other can they provide an inexhaustible impetus for China's high-quality economic development.

Originality/value

The new development dynamic and the digital economy development form an indivisible whole. The new development dynamic creates the necessary conditions for digital economy development and promotes the formation of digital production modes. In turn, the development of the digital economy should strive to improve the mainstay position of the domestic economy, enhance the synergy between the domestic economy and international engagement, upgrade value chains while improving the supply and the industrial chains in China and ensure a parallel increase in labor income alongside improved productivity.
