Abstract

As emergent tourism destinations, the Guianas are new players in a game in which rules have been agreed, strategies defined and competition has been intense. New players succeed by demonstrating creativity and innovation and by seizing comparative advantage. The possession of unique natural attractions, the presence of indigenous communities or rare cultural forms are all precious resources commanding comparative advantage for the Guianas. However, because of the special character of indigenous tourism, development of that form of tourism is not possible without the articulation and implementation of appropriate policy measures. In the absence of that policy infrastructure the possibilities for error and conflict are immense. This paper explores the key challenges in the path of the development of indigenous tourism and suggests clear policy guidelines that should inform the development of indigenous tourism in the pursuit of comparative advantage.

Abstract

Purpose

This study aims to investigate the Malaysian Mah Meri Indigenous tourism entrepreneur’s personality, experience, sense of community traits and current challenges in community-based tourism (CBT)-related businesses.

Design/methodology/approach

Semi-structured interviews were conducted to gather data from 10 Indigenous tourism entrepreneurs. Data were analysed using the NVivo 11 software.

Findings

The qualitative content analysis found three broad themes. Firstly, the authors found that the Mah Meri community possesses unique self-efficacy personality characteristics, significantly predicting their unsustainable entrepreneurial behaviours. Secondly, they are willing to share their values, beliefs and interests in their business offerings, which reflect their sense of community. Even with considerable entrepreneurial experience through learning from local wisdom and upskilling efforts by the government, the authors found that the community limitation mainly concerns the lack of early education, uninventive entrepreneurship practices and financial assistance.

Practical implications

This study provides an improved understanding of the Indigenous business environment for policymakers and Indigenous entrepreneurs. We found entrepreneurial personality, experience, sense of community determine and structure their CBT entrepreneurial activities.

Originality/value

This study provides a new perspective on Indigenous tourism entrepreneurs’ personalities, experiences, sense of community traits and challenges. The study also suggests encouraging sustainable Indigenous entrepreneurship practices for economic development, self-determination and community sustainability.

Abstract

Purpose

According to the Ministry of Tourism and Creative Economy, there are 7,275 indigenous tourism enterprises in Indonesia. However, only 0.5% of these are certified as a sustainable tourism village. One of them is the Karangrejo village in Borobudur, Indonesia. This village is able to sustain their enterprise, which is a unique and rare context. This study aims to address this gap by examining the sense of place value created from the collaboration between actors, mapping the actors and their resources who have crucial roles in indigenous tourism enterprise, and examining the relations between actors, mapping the characteristics and efforts made by the indigenous tourism enterprise. The novelty of this research is the unique context that it takes place, and the use of comprehensive theoretical perspectives combining architecture, sociological social psychology and marketing/business theories in tourism context, which is uncommon for research in this area.

Design/methodology/approach

Participants in this study were 17 individuals, comprising Village Chief, accompanying state-owned enterprises, tourists, owners of micro, small and medium enterprises, village economic center manager and village-owned enterprises manager. Data were collected from interviews and field recordings using purposive sampling technique. The study design was a case study. The data were coded in two steps: first cycle and second cycle coding. Member checking with research participants was conducted to ensure data credibility.

Findings

This study revealed several novel findings. First, sense of place value was not merely perceived as material and nonmaterial components, but also as networks between actors that were involved in creating such components within (value) exchange framework. Second, the actors involved in the exchange were provider actor, external supporter actor, internal supporter actor, collaborator actor and consumer actor. Each of these actors owned one or a combination of material and nonmaterial values that are exchangeable. Mapping of the actors involved was discussed using a combined perspective of consumer-centric and balanced network. Third, exchange relations that occurred between actors could be balanced or imbalanced, depending on the amount of resource owned by each actor. Nonetheless, imbalanced relations because of discrepancies in the value contributions could still have positive impact because it was motivated by the intention to help others. Fourth, this study identified the importance of having characteristics as resource integrator/gatherer for indigenous tourism enterprise (provider actor) to ensure the economic sustainability of their business.

Research limitations/implications

This study was conducted during the COVID-19 pandemic, where governments imposed strict travel restrictions. Consequently, data from tourists were limited in particular, the lack of perspectives from international tourists. During the data collection, the government were still limiting international travelers to visit the country, hence only domestic tourists were able to visit. The perspectives of international tourists would have added valuable data. Because of pandemic, the data collection process was initially conducted online, which was then followed by in-person data collection. Online data collection is common in research; however, in-person data collection would have been more preferred, where possible, so that the researchers could directly observe the situation in context. Future research could be conducted after the pandemic ends. Furthermore, findings of this research asserted the importance of actors’ motives, situations, quality of the values and relational attributes, but had not discussed these in detail, especially from the perspective of each actor. Future research could address this limitation.

Practical implications

Enhancing material and nonmaterial sense of place value would involve multiple actors. Therefore, mapping of the resources owned by these actors as well as their roles is critical. To create sense of place value, synergy between actors is essential and could not be achieved by a single actor. Every actor is influenced by motives and circumstances when interacting with the other actor. Awareness of such motives and circumstances where the exchange takes place is necessary, to ensure that the cultivated relationship aligns with the goals and expectations. As exchange relations could be balanced or imbalanced, every actor also needs to be aware of their position and continuously evaluate it to avoid being constantly in a powerless position. Indigenous tourism enterprise could not singlehandedly provide every resource needed. Therefore, developing a character as a gatherer/resource integrator becomes crucial to gain access to all necessary resources. Currently, there are no tools available for identifying actors, resources and relational attributes. This could be a potential avenue for academics in this area. Further, the government should identify the best practice from the successful indigenous tourism enterprises, not only giving recognition awards or certifications to these enterprises.

Originality/value

Findings from this study have several contributions; among others, it discussed sense of place value of indigenous tourism enterprise more comprehensively, as the essential actors who exchange resources were identified. This study also underlined positive power imbalance, which had been generally seen as a negative dynamic. Moreover, this study highlighted that indigenous people, despite living by communal value (non-transactional) in their daily lives, would need to engage in transactional relations and develop resource integrator characteristics to maintain tourism enterprise. Indigenous people have often been seen from their communal side, while their transactional (non-communal) side has been rarely seen.

Abstract

Purpose

This study evaluates “potentials for using tourism in promoting indigenous resources for community development at Musina Municipality, Limpopo Province, South Africa.”

Design/methodology/approach

The study used a questionnaire survey, focus group discussions, and field observations to gather data. Microsoft Excel, Spreadsheet, cross-tabulation analysis, and manual sorting contributed to quantitative and qualitative data analyses.

Findings

The study uncovered vast significant indigenous species, resources, and tourism potentials with low impacts of indigenous species and resource benefits to the local communities. The details pointing to the actual and potential indigenous resources situations around tourism activities in Musina municipality emerged prominently. Thus, the study concluded such significant indigenous species, resources, and better tourism potentials need a well-combined strategy to channel the benefits to the local community's livelihoods.

Originality/value

The issue of indigenous resources, forests, trees, and tourism concerning rural community livelihoods has become of curiosity in the past few years. Nonetheless, few such studies have investigated the synergies between tourism and significant indigenous species and resources to improve their livelihoods.

Abstract

Purpose

This paper aims to investigate the existence of the Taíno people in Cuba and Jamaica and their alignment with the sustainable development goals (SDGs) of 2030. The Caribbean has long had a narrative that the indigenous people – the Taíno – were made extinct after their encounter with Christopher Columbus in the 1500s. However, recent theoretical and empirical data have documented the survival and existence of indigenous people throughout the Caribbean. The goal of this paper is to contribute to a new narrative on Caribbean indigenous communities by documenting their current needs and challenges in achieving sustainability. It further recommends practical ways in which indigenous communities can be included in plans/goals for sustainability to ensure full alignment for the betterment of their people.

Design/methodology/approach

This paper takes a qualitative case study approach coupled with a literature review of the Taíno of the Caribbean. Qualitative interviews were conducted with Caciques/Kasikes (Tribe Leaders) and members of Taíno communities in Jamaica and Cuba.

Findings

The members of the indigenous communities’ view community-based/indigenous tourism as a solution to preserve and sustain their heritage and provide income for their people; they provide strong recommendations on how this may be achieved in keeping with the 2030 SDGs.

Originality/value

Academic literature that documents the modern day existence and experiences of the Caribbean indigenous people, especially in Cuba and Jamaica, is a clear gap. The goal of this paper is to provide a new theoretical framework/narrative on Caribbean indigenous communities and suggest practical ways in which they can be further integrated with tourism to ensure full alignment for the betterment and sustainability of their people.

Abstract

Purpose

The purpose of this paper is to examine the omission of Indigenous narratives in battlefields and sites of conflicts while also highlighting how certain battlefields and sites of conflicts have attempted to address dissonant heritage by diversifying interpretation strategies and implementing elements of collaborative management approaches, thereby addressing Indigenous erasure.

Design/methodology/approach

The study uses a content analysis, field studies and case studies to examine dissonant heritage in warfare tourism sites involving Indigenous peoples in Australia and North America.

Findings

The content analysis reveals that aboriginal erasure is still prevalent within the literature on warfare and battlefield tourism. However, the case studies suggest that dissonant heritage in warfare tourism is being addressed through collaborative management strategies and culturally sensitive interpretation strategies.

Research limitations/implications

The content analysis is limited to tourism journals. The case studies highlight sites that are using adaptive management and integrating Indigenous peoples.

Practical implications

The study of dissonant heritage and warfare tourism, while relatively young, is beginning to address aboriginal erasure and cultural dissonance; this study is a contribution to this area of research.

Social implications

Addressing the impacts of aboriginal erasure and heritage dissonance in colonial settings heals the hurts of the past, while empowering communities. It also provides Indigenous communities with opportunities to diversify current tourism products.

Originality/value

This is a collaborative international paper involving Indigenous and non‐Indigenous scholars from Australia, Canada, and the USA.

Abstract

Purpose

The entry into tourism markets by international development practitioners aligns goals of economic development and cultural preservation in indigenous communities. The purpose of this paper is to look into ways that community‐level participation can simultaneously contribute to both economic and cultural sustainability.

Design/methodology/approach

It takes a qualitative interdisciplinary approach to the literature on cultural tourism and commodification to develop a discussion of the implication and the application of interrelated policy measures since the early 1990s. Analysis then proposes a set of key variables challenging the capacity of both policy makers and marginal indigenous entrepreneurs to achieve potential benefits.

Findings

Ideological tensions arise with the effort to balance the preservation of cultural integrity with the selling of marketable wares. The ongoing issues of market realities, political will, and tourism demographics create new questions that require further interdisciplinary research to develop an understanding that supports the long‐term sustainability of indigenous communities. A community‐based approach has potential to be very effective in negotiating the balance and undeniable trade‐offs between economic reward and cultural preservation.

Practical implications

Socio‐economic statistical data does not always exist for marginalized indigenous/ethnic minority communities that are not recognized by their own governments. This makes comparative case research and future monitoring very difficult to achieve. Also, existing discourse is currently dominated by non‐indigenous voices and Western tourism motivations, which need amelioration to better support the community‐based approach.

Originality/value

This paper provides policy makers, practitioners, researchers and indigenous communities with a multidisciplinary perspective on areas requiring further consideration and research. The analysis of current discourse when undertaken across disciplines confirms that policy directives cannot be broadly generalized.

Abstract

Purpose

This paper aims to investigate the perceptions of indigenous people towards tourism development and the factors that influence their perceptions of the economic, social and environmental impacts of tourism.

Design/methodology/approach

This study will focus on the perceptions of an aboriginal group indigenous to Malaysia, and draws upon a sample of 272 from the Lower Kinabatangan region of Sabah, Malaysia. Respondents were administered a questionnaire, the results of which were analysed by way of partial least squares–structural equation modelling.

Findings

The results indicate a significant positive effect for economic gain on the perceived economic and environmental impacts of tourism, and of community involvement on the perception of social impacts. Moreover, the study found that the perception of environmental impacts, followed by perceived economic impacts, had a strong effect on support for tourism development.

Originality/value

This study makes a significant theoretical contribution to the resident perception literature by investigating how the perception of tourism impacts affects indigenous residents’ support for tourism development. Furthermore, this study describes a number of practical implications of this study for the promotion of sustainable tourism development among indigenous residents.

Abstract

Purpose

This paper aims to track the evolution of an innovative Aboriginal tourism business model with deliberate social and community enterprise objectives in a remote setting.

Design/methodology/approach

It adopts an in-depth exploratory case study approach to discover key characteristics of an emerging tourism enterprise. The qualitative data sources include publically available planning, promotional and organizational materials, in-depth interviews with key informants and on-site observations. Yunus et al.’s (2010) social business model provides the framework for the case analysis.

Findings

Findings highlight the gradual deepening of Indigenous engagement – from simply providing a place for a non-Indigenous tourism business – to running a fully Indigenous-controlled, staffed and themed on-country tourism business. Complementing existing non-Indigenous tourism experiences reduced the need for start-up infrastructure and market recognition, thus reducing business risk for the Traditional Owners. Despite substantial changes in the business structure in response to political and maturation factors, the core motivations seemed to remain strong. The business model facilitates value creation to stakeholders in varying ways.

Research limitations/implications

The contextual nature of Indigenous tourism reflects limitations of qualitative case study methodology.

Practical implications

The resulting business model provides a contextually appropriate structure to engage in tourism for achieving cultural and societal goals. It mitigates against the identified risk of low market demand for Indigenous tourism experiences by connecting with established non-Indigenous tourism products, while also allowing for product offering independent thereof.

Social implications

Social benefits are high and have potential for replication in similar contexts elsewhere.

Originality/value

The paper contributes to the emerging research on culturally appropriate business models in Indigenous tourism contexts and validates a strategy to overcome low demand. It offers a model that for the tourist facilitates a sustainable experience which enables co-production while for the hosts fosters community resilience, intergenerational learning and improved livelihoods. The case highlights opportunities for further research into the interrelationship, dependencies and thresholds between the social and economic profit equations, particularly in the context of the culture conservation economy.

Turismo para servir a la cultura: la evolución de un modelo de negocio de Turismo Aborigen en Australia

Adopta un enfoque profundo y exploratorio de estudio de caso para descubrir las características claves de una empresa turística emergente. Las fuentes de datos cualitativos, incluyen materiales de planificación, promoción y organización de acceso público, así como entrevistas en profundidad con informantes claves y observaciones in situ. El modelo de negocio social de Yunus et al. (2010) proporciona el marco para el análisis de casos.

Los hallazgos destacan la profundización gradual de la implicación indígena, desde proporcionar simplemente un lugar para un negocio de turismo no indígena, hasta un total control de la gestión del negocio turístico con personal y temática indígena. Complementando las experiencias existentes de turismo no indígena, se redujo las necesidades iniciales de infraestructuras y reconocimiento del mercado, disminuyendo así el riesgo comercial para los Propietarios Tradicionales. A pesar de los cambios sustanciales en la estructura empresarial que los factores políticos y de maduración provocan, las motivaciones centrales parecían mantenerse fuertes. El modelo de negocios facilita la creación de valor a las partes interesadas de diversas formas.

El caso resalta las oportunidades para una mayor investigación sobre la interrelación, las dependencias y los límites entre la ecuación de beneficios sociales y económicos, particularmente en el contexto de la economía de preservación cultural.

Abstract

Purpose

Tourism development can reduce the economic disadvantages of indigenous tribes; however, it is also reproached for the destruction of local culture. The challenge for tourism and culture is to reach those diverse audiences through a multicultural marketing perspective for managers to make decisions. Therefore, learning the activity preferences of tourism experiences and creating the value of indigenous tourism by strategies are essential indicators of this research.

Design/methodology/approach

The knowledge lacks cultural understanding and the acceptance of prices concerned with indigenous tourism. This research introduces the value of cultural experience into indigenous tourism experiences and establishes a link between the attributes of tourists' preferences and tourism. The data mining methods are used to analyze relevant indigenous tribal data on the cultural experience.

Findings

By providing a different quality of service for various tourists, it is expected to improve the sustainable tourism of the tribe through the experiential value of different attributes and strategies of push–pull factors.

Research limitations/implications

The experiential activities are based on second-hand data collected from Taitung's indigenous tourism activities, and sample data are the domestic tourism experiences of tourists over the past year. Through empirical analyses, the attributes of tourists' preferences can create the value of the cultural experience for indigenous tourism.

Originality/value

This research explores how indigenous cultural experience can be communicated via learning the value of cultural experience to formulate effective strategies.
