Abstract
Purpose
This paper aims to present and assess the EU energy policies regarding their dependence on Information and Communication Technology (ICT) implications and the level of complexity of the applied ICT implications using the Technique for Order Preference by Similarity of Ideal Solution (TOPSIS) method. The used criteria have been retrieved from the official “ICT Implication Assessment method of EU Legislation”.
Design/methodology/approach
The methodology approach deals with the ranking representation of EU energy policies according to the ICT exploitation. The data for the study were collected from the official website of the European Union (EU) (www.europa.eu). According to these data, the subtopics of the EU energy policies regard the internal energy market, the European energy policy, the energy efficiency, the nuclear energy, the security of energy supply, the external dimension, the enlargement and the renewable energy sources. The EU energy policies were assessed using the TOPSIS multicriteria analysis. The TOPSIS is widely used to solve real-world decision-making problems due to its characteristic to deal with different information types.
Findings
According to the results of the research, the EU energy policies achieve a good level of dependence on ICT implications and of complexity of the applied ICT implications but not the optimum. However, EU policy-makers should take into account the ICT factors while updating an existing one or while designing a new energy policy. The results of this research can provide an overview of the current situation regarding the current legislation while moving toward a sustainable eEurope. There is a need for stronger incubation efforts for a wide range of innovations to be ready in due time.
Originality/value
This is the first time that EU energy policies are presented and assessed regarding their dependence on ICT implications and the level of complexity of the applied ICT implications using the TOPSIS method.

Abstract
Purpose
This paper aims to investigate the current value chain activities grounded on Porter’s value chain theory and to examine the drivers of strategic environmentalism that influence sustainable value chain adoption. This study further constructs a prescriptive model to reveal the extent to which information communication technology (ICT)-based industries are adopting sustainable value chain practices.
Design/methodology/approach
Data were collected using questionnaire from selected ISO 14000/14001-certified ICT-based firms in Malaysia and analyzed using partial least square-structural equation modeling.
Findings
Results reveal that the primary activities positively influence sustainable value chain. Moreover, results indicate that support activities significantly influence sustainable value chain adoption in ICT-based firms. Results further show that strategic environmentalism drivers have an impact on sustainable value chain adoption.
Research limitations/implications
Data were collected from ICT-based industries in Malaysia only. Additionally, this research extends the body of knowledge and offers theoretical implications for ICT-based industries in Malaysia and other emerging economies in adopting sustainable value chain activities.
Practical implications
Practically, this study assists ICT-based industries to change their current paradigm from the traditional operations to a more holistic approach toward supporting practitioners to simultaneously achieve social responsibility, environmental and economic growth.
Social implications
This study offers social implications for ICT-based industries to implement cleaner operations by decreasing CO2 emission, lessening energy usage, diminishing cost incurred and minimizing usage of natural resources, thereby increasing product recovery and recycle-ability of IT hardware.
Originality/value
This study is one of the first to address the issue related to sustainable value chain in ICT-based industry by providing a roadmap on how practitioners can implement sustainable initiatives or more significantly, how to infuse these initiatives in their current chain, while concurrently enhancing competitiveness. Furthermore, this paper examines the current activities implemented by practitioners toward sustainable value chain adoption and explores the correlation of the drivers of strategic environmentalism with regard to sustainable value chain.

Abstract
Purpose
This paper aims to focus on the role of information and communication technologies (ICTs) in preparation for and management of human and/or nature induced disasters.
Design/methodology/approach
Drawing from the phenomenal growth of ICTs, initiatives aimed at disaster management, stakeholder theory, prior research and the successful development and implementation of 9-1-1 (emergency telephone service of the USA), this paper explores ICTs in the context of human and/or nature induced disasters.
Findings
This paper discusses a new ICT for mitigating disaster management, scans, using stakeholder theory, relevant initiatives and prior research to identify the stakeholders relevant for successful preparation for and management of disasters, and draws from the 9-1-1 example to discuss how ICTs can be successfully developed and adopted.
Research limitations/implications
There are opportunities for researchers to develop ICTs that can make countries, developing and developed, more efficient and effective in their preparation for and management of nature and human induced disasters. In addition, researchers can investigate the role of stakeholders in facilitating the adoption of new ICTs developed for disaster management. Researchers could also help public policy in designing the most efficient and effective programs for the adoption of new ICTs.
Practical/implications
As an example of new ICTs that can potentially mitigate the effect of disasters, this paper discusses the E711 text-message mobile phone service (named “I am OK”) and provides a description of how this protocol operates and can be implemented. There are tremendous opportunities to develop new ICTs in the context of disaster management.
Social/implications
This paper argues that ICTs such as E711 can have a major impact on all countries in general and poor and developing nations in particular. Specifically, in the bottom of the pyramid (BOP) markets, developing ICTs for BOP market in the context of managing human and nature induced disasters and ensuring the diffusion of such ICT innovations is both critical and challenging.
Originality/value
This paper discusses the role and importance of ICTs in disaster management, identifies relevant stakeholders, discusses how ICTs can be diffused and implemented and calls on and hopes to provide an impetus to research on ICTs that can aid in the preparation for and the management of disasters.

Abstract
Purpose
The issue of low productivity has remained a very stern and chronic problem in construction projects. Previous studies have found poor communication as one of the leading causes of low-construction productivity. Recent advances in the field of information and communication technologies (ICT) have the potential to enhance communication and access to information in construction projects. However, the implications of the use of mobile ICT on construction productivity have not been investigated in sufficient depth, especially from the perspectives of its users, i.e. construction management (CM) professionals. The paper aims to discuss these issues.
Design/methodology/approach
A focus group session involving ten experienced CM professionals from different organisations of the South Australian construction industry was moderated by a group of four researchers to gather data on mobile ICT usage and its implications for construction productivity.
Findings
Lack of training and guidelines on effective applications of these technologies to construction projects is a major bottleneck. Results indicate that despite noticeable advances in mobile ICT, differences in usage style and user attitude have limited their overall impact on productivity.
Research limitations/implications
This paper is based on data gathered from CM professionals working in the South Australian construction industry.
Practical implications
The study highlights the importance of strategising the use of mobile ICT to achieve the desired productivity rates through policy, training, work-life balance, and deeper and wider understanding of these technologies.
Originality/value
The study examines the perceptions of CM professionals on the usefulness of mobile ICT in construction projects and its implications for construction productivity.

Abstract
Purpose
Starting from industry 4.0 in Germany and followed by the New Strategy for American Innovation in the USA and the smartization strategy in Japan, developed countries are pushing nation-wide innovation strategies. Similarly, China is pursuing the Made in China 2025, and Korea announced the Manufacturing Industry Innovation 3.0 strategy. However, few researchers have identified the industrial structure that establishes the foundation of the 4th Industrial Revolution or have derived strengths and weaknesses to provide implications on policy formulation through quantitative comparison with developed countries. Therefore, the purpose of this paper is to analyze the spillover effect of the information and communication technology (ICT) industry (the foundation of the 4th Industrial Revolution) and machinery·equipment industry (the foundation of smart manufacturing through convergence with ICT industry).
Design/methodology/approach
This study examines the industrial spillover effects of the ICT industry and machinery·equipment industry in the USA, Germany, Japan, China and Korea by using the World Input–Output Table from 2000 to 2014.
Findings
The results showed that backward linkage effect of the ICT Industry are high in the order of Korea≑China>Japan>the USA≑Germany, and forward linkage effect of the ICT industry are high in the order of Japan ≑> the USA≑Korea ≑> China ≑> Germany. Backward linkage effects of the machinery·equipment industry are high in the order of China>Japan≑Korea>the USA>Germany, and forward linkage effects of the machinery·equipment industry are high in the order of China>Korea>Germany≑Japan≑the USA.
Practical implications
China and Korea encourage active government investment in ICT and machinery·equipment industries, especially the intentional convergence between ICT and machinery·equipment industries is expected be generate higher synergy. The “innovation in manufacturing” strategy in the USA that utilizes its strength in ICT services seems appropriate, whereas Germany needs to revitalize the ICT industry to strengthen its manufacturing industry. Japan’s strategy is to focus its ICT capabilities on robot sector. While the scope of innovation is limited, its synergy is worth expecting.
Originality/value
This study attempted to provide a theoretical approach to the determination of national policy strategies and provide practical implications for response to the impacts of the 4th Industrial Revolution, by comparing the inducement effects of ICT and machinery·equipment industries between major countries.

Abstract
Purpose
The purpose of this study is to investigate the impact of the COVID-19 pandemic on the beliefs and attitudes toward the use of information and communication technology (ICT). The study examines the challenges of implementing ICT-based training and provides insights for promoting the acceptance of online training in volunteer sports communities.
Design/methodology/approach
The study uses an action design research methodology that combines the implementation of ICT-based training, interviews, and a survey of 523 participants to examine the influence of online training on beliefs and attitudes.
Findings
The study shows that before the COVID-19 pandemic, soccer referees had negative beliefs about the use of ICT for learning. However, the experience of being forced to use ICT for training during the pandemic led to a positive shift in their beliefs about ICT.
Research limitations/implications
The study offers four lessons learned for promoting the use of ICT-based training in voluntary sports. Future research should investigate the influence of blended learning approaches on affective, cognitive, and skill-based learning outcomes.
Practical implications
The study has practical implications for those responsible for implementing ICT-based training in voluntary sport. The findings suggest that design features such as usefulness, ease of use and enjoyment should be emphasized to increase the acceptance of online training.
Originality/value
The study contributes to the literature by providing insights into the challenges of implementing ICT-based training in voluntary sport contexts. The findings suggest that the experience of being forced to use ICT can promote the acceptance of online training in volunteer sports communities.

The paper highlights ICT planning and implementation, ICT policy guide for academic libraries and the training of personnel for ICT planning and implementation.
Findings
The paper concludes that planning can help the libraries to outline steps that must be taken to implement ICT, which will be binding on all stakeholders and accepted by all, in line with the mission, objective and goals of the library and the university towards provision of information for its community.
Research limitations/implications
The study was restricted to academic libraries in Delta Central District in Delta State, Nigeria.
Practical implications
The paper shows how to improve the delivery of library services through planning and implementation of ICT.
Social implications
The paper increases awareness of the importance of ICT planning and implementation in academic libraries in developing countries.
Originality/value

This article explores what can be easily overlooked in Information Communication Technology (ICT): the uncomfortable truth relating to the production, use and disposal of modern communication technology.
Design/methodology/approach
In it, the author picks up on the main ideas that were argued, specifically that there is a need to take a closer look at the production, use and disposal of modern communication technology.
Findings
Connecting resource production, use and disposal and its affect on climate change will require those who are in the position to make changes to come up with solutions that also consider values, beliefs and norms that lead to particular types of behaviour.
Research limitations/implications
ICT has had an enormous impact on people’s lives. However, there has been primarily focus on its life-accelerating attributes. Slowing down the process of production may open up possibilities for sustainable ICT development.
Practical implications
The commentary, combined with Patrignani and Whitehouse’s paper may provide a resource for those responsible in training future ICT professionals.
Social implications
If today’s society, and this includes users and producers of ICT, intends to go beyond the mere rhetoric about sustainability, individuals will need to take on a new kind of responsibility that covers the entire life cycle of technology.

Abstract
Purpose
The purpose of this paper is to investigate the practices of information and communication technology (ICT) in modernizing the courts. In this context, this paper focuses on the usage of ICT in the Nepali judiciary system involving both judicial and court administration to automate judicial activities.
Design/methodology/approach
A narrative case study was conducted to identify the current status of technology in the judiciary system concerning court automation and administration. The information was gathered from justice, case registration officer, bench officer and admin personnel.
Findings
This study shows that technological intervention is made in the Nepali judiciary to automate judicial activities. The judicial activities, such as case registration, case automation, case hearing, the decision of cases and cause list, are of high priority and are managed through case management software. Furthermore, it demands an innovative learning environment within the judiciary to strengthen the capacity of the employees of the judiciary in the field of ICT.
Research limitations/implications
This study anticipates the participant’s perception and practical aspects of technology to modernize the courts to provide better and more effective service to its stakeholders. This study carried out the perceptions of the justice, bench officer, case registration officer and admin personnel. The voice of the other stakeholders was not carried out.
Practical implications
This paper establishes the practical aspects of ICT in modernizing the courts to provide better services to its stakeholders. It also replicates the status of ICT in the Nepali judiciary.
Originality/value
This paper tries to establish the practical implications of ICT along with its importance in the judiciary of Nepal.

Abstract
Purpose
Prior research highlights the vital role of Information and Communication Technologies (ICT) for innovation in response to environmental conditions. However, there is a lack of studies that analyse the determinants of ICT investments on the innovation activities of firms in relation with their impacts on the industrial and competitive dynamics using large data sets. The paper aims to discuss these issues.
Design/methodology/approach
In this paper, the authors investigate the effects of ICT investments on the industrial and competitive dynamics for a large and representative panel data set. All the industries are included, and lagged effects of ICT investments are studied. The model is tested on a seven-year panel (2008–2014) of 231 Italian industries using two-stage least squares instrumental-variables estimators with industry time and fixed effects.
Findings
The results indicate that munificent industries and higher ICT spending are interrelated facts, showing that in sectors with more growth opportunities firms invest more in ICT and this leads to higher industry concentration, greater profit dispersion and higher competitive turbulence in the sector. Also, the paper shows that SMEs can rarely take advantage of their ICT-based innovation to start high-growth phenomena.
Practical implications
The results suggest that ICT-based innovation may create competitive advantages that are hard to sustain over the long-term raising important implications for managers involved in ICT-enabled innovations and policy-makers involved in building programs to foster innovation.
Originality/value
Against the backdrop of today’s digital transformation, the paper enriches our understanding on the disruptive effects exerted by the digitalization of the innovation process and provides a base to continue the investigation of industrial changes and competitive dynamics.
