Abstract

The purpose of this study was to explore and identify factors affecting adoption and implementation of information and communication technology (ICT) in large ICT‐experienced Australian construction organizations. During 2002 the researchers undertook an online survey, supplemented by a hardcopy collection option, to gather data from three major construction organizations with many years experience with implementing and adopting IT. The analysis concentrated on a common class of ICT adopted across the three organizations so that factor analysis could be validly undertaken. Results identified 11 factors that were found to influence ICT diffusion and adoption by the organizations that were grouped into management, individual, technology and workplace environment categories. These concurred with theory from the change management, innovation diffusion and organizational learning literature. Further, in‐depth qualitative analysis through case studies (beyond the scope of this paper) also helped to explain and make sense of the results. The results help to better explain human related factors in particular in terms of the broader and emerging literature of organizational learning and innovation adoption with a clear focus on how the people‐side of ICT diffusion and adoption is undertaken. This ICT diffusion and adoption study is undertaken at the firm‐level (micro analysis) as opposed to the industry level (macro analysis) and so provides insights into the interplay between diffusion and adoption concepts.

Abstract

Purpose

The purpose of this paper is to report upon research undertaken on deployment of information communication technology (ICT) diffusion initiatives in the Australian construction industry. The paper seeks to explain how innovation implementation drivers and barriers facilitate diffusion at the organisational, group and individual levels.

Design/methodology/approach

Data from two web‐based document management case studies and one intranet document management system case study are used to analyse ICT diffusion dynamics within three large information technology (IT) literate Australian construction firms. The sample was purposefully limited to large IT‐literate construction contracting organisations with a need to use ICT for their operational effectiveness.

Findings

Constraints at the personal level include limited budget for ICT investment, commitment from other project participants, issues of ICT standardisation, and security problems. At the organisational level, constraints include basic levels computer experience, time available to learn, and the identification of clear benefits of ICT use. Constraints at the group level include time available to share information, quality of personal contact and geographical distance.

Research limitations/implications

The sample was purposefully limited to large IT‐literate construction contracting organisations with a need to use ICT for their operational effectiveness.

Practical implications

The driver and barrier models presented indicate that ICT innovation implementation requires intense management interventions to facilitate a supportive workplace environment that strongly links personal and organisational resource investment with demonstrated outcome benefits.

Originality/value

This study provides rich insights of the dynamics of ICT innovation implementation. Few studies in the literature have provided such insights that link the organisational, group and individual levels.

Abstract

Purpose

While traditional theories of information and communication technology (ICT) adoption have been deployed to study ICT adoption in the past, these theories considers ICT adoption as static and rely on conceptualising factors as variables and predicting their levels of outcome at a single decision stage. Although much has been credited to these theories, they have continuously ignored the fact that as decisions to adopt are made and challenged along the adoption process, such decision can be influenced by the same, different or combination of factors at different stages of the adoption process. This paper aims to examine ICT adoption from a dynamic process perspective and to explore the key determinants and how these differ from one stage of the adoption process to another.

Design/methodology/approach

Qualitative method was adopted in this study. Both unstructured and semi-structured interviews were conducted in two separate stages using purposeful random sampling. Hybrid approach of thematic analysis was adopted in analysing the data.

Findings

This study develops a framework informed by actor network theory (ANT) concepts and finds that using ANT to examine the process of adoption helps to unveil the recursive nature of the process. The study reveals that the 14 determinants identified in this study influenced adoption at different stages. Factors such as ease of use, managerial time, customer focus and adoption influenced adoption at all the stages. This reveals that factors influencing ICT adoption are not static at one particular stage rather it may influence ICT adoption at different stages.

Research limitations/implications

Qualitative research is often subjective and interpretive in nature, and one of the limitations is the sample used in this research. Considering the small number of interviews carried out in this study, the generalisation of finding and the framework remains to be established across a wider population. Therefore, the factors presented could be limited considering that a number of practitioners that are involved in establishing emerging ICT are numerous. Therefore, other factors are prevailing to other industries or sectors that may provide scholars another way of examining these factors. Also, the framework demonstrates that it is a valuable analytical tool for researchers to examine how and why different actors including small and medium enterprise (SME) managers act around emerging ICT.

Originality/value

This study develops a framework that revealed the interactive and recursive nature of ICT adoption and the determinants influencing the process of ICT adoption at different stages thereby advancing ICT adoption research. The study challenges researchers to always consider ICT adoption as dynamic and unpredictable instead of one-off action as factors influencing its adoption are not static rather; they vary from one stage to another.

Abstract

Purpose

The purpose of this paper is to examine how small and medium enterprises (SMEs) are involved in emerging information and communication technology (EICT) adoption by concentrating on the adoption process and the role played by various actors in the process. Information and communication technology (ICT) adoption research, especially in SMEs, has moved from a simple adopters’ participation process to involving diverse actors that continually interact and influence the process. SMEs need to constantly interact with various human and non-human actors to keep up with the EICT adoption. However, this has proved difficult.

Design/methodology/approach

This study adopted a qualitative method to examine the dynamic process of EICT adoption in service SMEs in the UK, and deployed both unstructured and semi-structured interviews in two separate rounds with 26 participants drawn from Crunch Online Database and Luton Business Directory. The participants include managers, customers, government agencies, SMEs consultants and information technology (IT) vendors, with the help of purposeful random sampling.

Findings

The study develops a framework informed by actor network theory (ANT) concepts and found that using ANT to examine the process of adoption helps to unveil the recursive nature of the process and the roles of actors which vary from one stage to another. The finding reveals that adoption of EICT is not straightforward; rather, it is evolutionary and dynamic, and small business managers’ play an important role in the process amidst other actors influence. The framework supports businesses of all types. Although ICT applications are influenced by diverse actors including IT experts, customers and vendors, the decision of SME managers regularly shape the values and beliefs of other actors if adequate information are conveyed by the numerous actors. Therefore, adoption of EICT is embraced faster by organizations, especially small businesses, if diverse actors are committed in conveying the right information to the key actors, thereby helping them to make adequate decision, and streamline their business processes.

Research limitations/implications

This study is limited by its focus and other factors. Studying the opinions of small service UK SMEs limits the power of generalizing the identified causal relationships; therefore, extended measures are required on accounts of environmental, cultural, geographical and sectorial differences. While some errors seemed unavoidable when measures appear subjective and prone to common error biases, the study advised on recognizing the overriding influence of the roles at each stage of the adoption process to be proactive in committing resources.

Originality/value

This work is of value to practitioners and academics, as it provides further insight into ICT adoption framework by showing how the diverse actors guarantee EICT adoption in small service(s) businesses. This is relevant given that SMEs have limited knowledge of new ICT and understanding diverse actors and their roles in the adoption process would enhance their knowledge of the analysts in the context of new technology adoption and to cope with EICT continually amidst of the roles of actors in the adoption process. The framework serves as an analytical instrument in explaining ICT adoption process and its outcomes characterized by conflicting views.

Abstract

The current push for small firms to be “wired up to the digital marketplace” is evidenced by the number of initiatives targeting small and medium‐sized enterprises (SMEs) to promote this activity. Like other governments worldwide, UK Online’s SME targets (together with the supporting DTI adoption ladder) exemplify the “conventional wisdom” view of a homogeneous small business sector, within which firms take an ordered, sequential progression on the route to Internet technology adoption. This approach is questioned by grounding the official rhetoric in the reality of organisational and operational complexity of this important sector of the UK economy. These initiatives are compared and contrasted with similar models of small firm development, most of which neglected to address the diverse nature of small firm needs. The authors recommend a more discriminant approach, focused upon factors such as firm size, age, managerial structure and information and communications technology adoption stages.

Abstract

Purpose

This paper aims to focus on the role of information and communication technologies (ICTs) in preparation for and management of human and/or nature induced disasters.

Design/methodology/approach

Drawing from the phenomenal growth of ICTs, initiatives aimed at disaster management, stakeholder theory, prior research and the successful development and implementation of 9-1-1 (emergency telephone service of the USA), this paper explores ICTs in the context of human and/or nature induced disasters.

Findings

This paper discusses a new ICT for mitigating disaster management, scans, using stakeholder theory, relevant initiatives and prior research to identify the stakeholders relevant for successful preparation for and management of disasters, and draws from the 9-1-1 example to discuss how ICTs can be successfully developed and adopted.

Research limitations/implications

There are opportunities for researchers to develop ICTs that can make countries, developing and developed, more efficient and effective in their preparation for and management of nature and human induced disasters. In addition, researchers can investigate the role of stakeholders in facilitating the adoption of new ICTs developed for disaster management. Researchers could also help public policy in designing the most efficient and effective programs for the adoption of new ICTs.

Practical/implications

As an example of new ICTs that can potentially mitigate the effect of disasters, this paper discusses the E711 text-message mobile phone service (named “I am OK”) and provides a description of how this protocol operates and can be implemented. There are tremendous opportunities to develop new ICTs in the context of disaster management.

Social/implications

This paper argues that ICTs such as E711 can have a major impact on all countries in general and poor and developing nations in particular. Specifically, in the bottom of the pyramid (BOP) markets, developing ICTs for BOP market in the context of managing human and nature induced disasters and ensuring the diffusion of such ICT innovations is both critical and challenging.

Originality/value

This paper discusses the role and importance of ICTs in disaster management, identifies relevant stakeholders, discusses how ICTs can be diffused and implemented and calls on and hopes to provide an impetus to research on ICTs that can aid in the preparation for and the management of disasters.

Abstract

Purpose

This study aims to examine how the adoption of digital technologies affects the business competitiveness of countries in Latin American and European countries.

Design/methodology/approach

This study used a structural model based on factors representing the pillars of the Global Competitiveness Index: financial system, adoption of information and communication technologies (ICT), skills, labor market, product market, macroeconomic stability, business dynamism and gross domestic product (GDP) purchasing power parity (PPP) as a percentage of the total world value. The authors considered 17 Latin American and 28 European countries. The model was analyzed by partial least squares-structural equation modeling.

Findings

ICT adoption in Latin American countries is a strong predictor of business dynamism (66% of the variance), skills (81% of the variance), product market (75% of the variance), labor market (42% of the variance) and financial system (49% of the variance). Similarly, ICT adoption in European countries is a strong predictor of business dynamism (35.6% of the variance), skills (72.2% of the variance), product market (51.6% of the variance), labor market (81.7% of the variance, but with a negative path coefficient) and financial system (38% of the variance).

Practical implications

Latin American countries should create policies to build skills to increase ICT adoption, and improve business and labor market dynamism. A theoretical implication is that the authors propose two structural models based on the GCI that best explains competitiveness in Europe and Latin America.

Originality/value

Using GCI data, the authors present empirical evidence on the predictors of competitiveness across 17 Latin American and 28 European countries with a special focus on the adoption of digital technologies.

Abstract

Purpose

The purpose of this paper is to explore, though a survey and two short case studies, the issues smaller firms face with the adoption of new technologies.

Design/methodology/approach

A survey of the pressures to adopt new technologies and the existence of specialist technology skills was conducted of small ICT oriented firms in the West Midlands region of the UK. This provides background context for short case studies of two firms and the issues they faced with the adoption of new technologies.

Findings

Pressure to adopt new technologies largely emanated from within the small firms surveyed. Those firms with IT educated owner‐manager were perhaps better able to evaluate and respond to that pressure. This is further illustrated in the case studies which show what can happen where an owner‐manager is or is not willing to listen, learn and provide appropriate resources to ensure the smooth adoption and implementation of new technologies.

Research limitations/implications

While a range of factors and their effect on the adoption of new technologies have been considered, this is often not in the context of smaller firms where owners/owner‐managers can play a critical decisional role. This study shows the effect of the way in which owners/owner‐managers behaviour can affect the adoption of new technologies.

Practical implications

The study indicates that although ICT‐oriented firms could be expected to understand the importance of new technologies this is not necessarily the case.

Originality/value

This is a study of the issues associated with adopting new technologies in ICT‐oriented small firms, where barriers such as capacity and readiness would be thought not to exist.

Abstract

Higher education institutions around the world have increasingly come to see information and communication technology (ICT) as vital to the business of teaching and learning. Institutions invest a considerable amount of time and resources to erecting the appropriate institutional infrastructure, creating policy and practice, instituting strategy, training faculty, and building the capacity of technology staff. However, in under-resourced regions of the world, such as Africa, ICT, the availability and use of, has several challenges to overcome: a lack of institutional infrastructure, sufficient bandwidth, and limited capacity to employ ICT in the research process or the classroom. Universities report inadequate funding, poor management and infrastructure, resistance to change, inadequate training, and high costs associated with effective ICT use. Moreover, critiques of Western technopositivism surface misgivings related to the performance outcomes and appropriateness of ICT adoption in Africa. In this chapter, the author will explore the work of international organizations and regional and national research and education networks in the diffusion of ICT discourse, consider on-the-ground adoptions and innovation at universities in Nigeria, and reflect on the suitability and sustainability of technology adoption, all within an ICT for development (ICT4D) framework that lenses the evolution of technological applications in higher education. This chapter is significant in that it connects African higher education to ICT4D and frames the various discourses, policy landscapes and practice arenas, as they relate to international actors, continental initiatives, networks, universities, and faculty.

Abstract

The impact of technology on the health and well-being of workers has been a topic of interest since computers and computerized technology were widely introduced in the 1980s. Of recent concern is the impact of rapid technological advances on individuals’ psychological well-being, especially due to advancements in mobile technology that have increased many workers’ accessibility and expected productivity. In this chapter we focus on the associations between occupational stress and technology, especially behavioral and psychological reactions. We discuss some key facilitators and barriers associated with users’ acceptance of and engagement with information and communication technology. We conclude with recommendations for ongoing research on managing occupational health and well-being in conjunction with technological advancements.
