Abstract

Purpose

The internet of things (IoT) is becoming an increasingly inescapable part of society. IoT paradigm cannot function without the networking infrastructure. High-speed data networks are essential to enable the IoT future. Thus, the purpose of this study is on the identification of risks that influence the development, installation and operation of information and communication technology (ICT) infrastructure network project cost outcomes. So far, there has been little attention has been paid to risks problems in these types of IoT enabling projects.

Design/methodology/approach

This research follows a quantitative analysis approach. Data for this study were collected by a survey from 209 professionals. Multiple regression analysis was used to model the relationship between risks and outturn cost of infrastructure needed to enable the operation of IoT technologies.

Findings

The main risk factors that were identified were planning and development, people and management, operations, technology and hardware.

Research limitations/implications

This research has expanded the existing literature by documenting and clustering ICT infrastructure network project risks into themes, and has developed a scale (risk statements) for measuring such risks. Further, the research has advanced the understanding by identifying the most likely risks that will contribute to the overrun of these projects.

Originality/value

This research establishes a reliable regression method for the assessment of the risks that influence the development, installation and operation of ICT infrastructure network projects outturn cost. No other research has measured or studied the risks in this type of project.

Abstract

Purpose

The purpose of this paper is to investigate the challenges faced with mobile information communication technology (M-ICT), more specifically tablet software, in the construction phase of UK infrastructure projects. Quality assurance in the context of passive fire protection is scrutinised, where M-ICT use is prevalent, to provide an industry perspective.

Design/methodology/approach

The research design is founded on exploratory multiple case study approach. Specific themes are developed, based on a critical review of previous ICT studies. The themes identified are used to inform a qualitative interview protocol for investigating three large UK infrastructure projects. Each project is at different stages in the construction phase, with varying examples of M-ICT implementation in use. Participants are interviewed regarding their experiences of the implementation of M-ICT on each project.

Findings

Findings identify diverse experiences across each project. Single and multiple M-ICT platforms are currently being used, with individual stakeholders using ICT in isolation, and in some instances, multiple project stakeholders are using it together. Complete replacement of paper-based processes is evident in one case study, but more commonly, digital technology is being used in parallel to traditional paper-based processes. The challenges, although varied across each case study, can be categorised under the themes of Technology (IT support, ICT infrastructure, IT security, contractual, software), People (social aspects, user competency, safety), Technical Compliance (technical compliance evidence) and Process (conventional processes).

Originality/value

It is recommended that each theme be reviewed at project commencement, with all key stakeholders, to ensure key aspects are considered prior to M-ICT deployment. This will ensure avoidance of challenges reported and maximise the opportunities that are available through M-ICT in a multi-stakeholder infrastructure project.

Abstract

Purpose

The objective of this paper is to empirically test and verify the influence of information and communication technology (ICT) capability on environmental performance (EP) of manufacturing, as well as the moderating effect of heterogenous factors and the mediating effect of ambidextrous innovation in the context of the Chinese manufacturing firms.

Design/methodology/approach

The data come from the World Bank Enterprise Survey of China conducted from December 2011 to February 2013. The logistic regression is applied with Stata 15, and the robustness test by three methods is employed to verify the reliability of the results in this paper.

Findings

The research results suggest that the positive relationship between ICT capability and EP is moderated by two heterogenous factors, including main market and industry attributes. Meanwhile, the positive relationship between ICT capability and EP is mediated by ambidextrous innovation.

Originality/value

This work highlights ICT capability as an important, yet underexplored antecedent in improving the EP of manufacturing firms. This research further uncovers the moderating role of main market and industry attributes, as well as the mediating mechanism by introducing ambidextrous innovation in the relationship between ICT capability and EP.

Abstract

Purpose

The development in information communication and technology (ICT) has led to many changes such as reorganization of economics, globalization and trade. With more innovation processes being organized and adopted across technologies, trade, etc., these are getting more closely related and needs fresh research perspective. This study aims to empirically investigate the interrelationship between ICT penetration, innovation, trade and economic growth in 20 developed and developing nations from 1995 to 2018.

Design/methodology/approach

The present paper examines both long-run and short-run relationships between the four variables, namely, innovation, ICT penetration, trade and economic growth, by applying panel estimation techniques of regression and vector error correction model. ICT penetration and innovation indices are constructed using principle component analysis technique.

Findings

The findings of the study highlight that for developed nations, growth, trade and innovation are significantly interlinked with no significant role of ICT penetration While for developing nations, significant relationship is present between growth and trade, ICT penetration and innovation. With respect to trade, in case of developed nations, significant relationship is present with ICT penetration. While for developing nations there is no significant result for trade promotion. On further employing the vector error correction model, the presence of short run causality between growth, trade and innovation in case of developed nations is established but no such causality between variables for developing nations is seen.

Originality/value

The present paper adds to the existing strand of literature examining interlinkage between innovation and growth by introducing new variables of ICT penetration and innovation.

Abstract

Purpose

The aim of this study is to analyse teachers’ perceptions of information and communication technologies (ICT) and the effect they have on their students, comparing male and female teachers in rural and urban areas of Mexico.

Design/methodology/approach

This is a quantitative study with a validated questionnaire that records the perception of school teachers from a state in the northeast of Mexico. The questionnaire was designed by interviewing 20 teachers who have had problematic situations in the use of technology by students. The main problems that were perceived in their students were cyberbullying, cyberviolence, online pornography, excessive use of videogames and also lack of ability to use digital technology. Hypothesis testing was applied to identify differences between gender (female or male) and region (rural or urban), considering these problems and the efforts made by the school to address these issues.

Findings

Both the gender of the teaching staff and the region where the school is located are variables that are influencing the willingness to incorporate ICT issues that are affecting the well-being of students into the educational agenda. While teachers are the main actors in preparing their students on how to face these challenges, students in schools with mostly male teachers, or located in rural areas, will be in a situation of greater vulnerability to be victims of the problems that arise as part of ICT risks in a digital society

Research limitations/implications

This article only offers a first approach to ICT and teachers’ perceptions. It is necessary to broaden the scope of this type of research to include different educational contexts and to ask questions that reveal in greater detail how schools are dealing with ICT and its possible risks and the factors that have influenced the successes or failures they are having in these attempts.

Practical implications

This finding can help schools to promote programs focused to apply ICT for student flourishment and help them to deal with the risk that digital technology is generating in young students.

Originality/value

Although multiple research have been conducted to address teachers’ perception about diverse topics, there has been no specific research on the self-perception of teachers in dealing with technology and preparing students for the problems presented by ICT and its risks. This research contributes to the literature on the impact that teachers’ perceptions can have on the adoption of technology in education, and how this can be different by gender and region.

Abstract

Purpose

The paper explores the main drivers of the regional-level digital divide in Ecuadorian cities and the extent to which the information and communication technology (ICT) adoption by citizens influences local-level policymakers' decisions to develop eGovernment services.

Design/methodology/approach

The paper used an exploratory approach. The authors empirically assessed the provision of eGovernment services in each of the 36 Ecuadorian local governments following the Local Online Service Index (LOSI) measurement scale proposed by the United Nations, and then evaluated the drivers of the eGovernment divide at a local level. Ordinary least squares regression analysis was used.

Findings

The findings indicate that the digital divide is driven by income and education disparities, and that eGovernment availability is driven by ICT use. It appears that proper attention to technology use by its citizens is not being given by local-level policymakers in Ecuador when they devise their eGovernment strategy.

Research limitations/implications

Because the data were available at different levels of aggregation, there may be some inaccuracy of the indicators and lack of generalizability. Researchers are encouraged to test this hypotheses with data at lower levels of aggregation and from different latitudes to provide a comparative view between countries.

Practical implications

The paper includes implications for policymakers and local authorities regarding how the limitations on eGovernment development may be mitigated.

Originality/value

This study fulfils the need to assess digital development and its impact on eGovernment services at a city level in a developing country.

Abstract

Purpose

While the impact of information and communication technology (ICT) on logistics and supply chain management (SCM) is recently much discussed, this is hardly linked to emerging economies and base of the pyramid (BoP) settings. The paper aims as offering a framework linking different conceptual elements to each other for explaining how ICT enables sustainable value creation in emerging economy supply chains (SCs).

Design/methodology/approach

The paper builds on conceptual reasoning linking constructs from the different fields to each other.

Findings

Using conceptual reasoning linking constructs, six elements are identified: (1) SC flows, (2) BoP challenges and (3) ICT services as starting points, and environmental conditions driving sustainable value creation. The application of ICT within BoP SC operations drives the process of sustainable value creation by enabling new ways of (4) electronic business (e-business) transactions and (5) SSCM behaviors. This leads to (6) sustainable value for businesses using ICT applications and their respective stakeholders.

Research limitations/implications

Empirical testing by collecting field data in emerging economy contexts would be demanded to address the limitation of building on conceptual reasonings.

Practical implications

The framework provides various SC-related measures driving e-business value creation for managers of businesses, charity organizations and policymakers in emerging communities.

Social implications

Understanding the use of smartphones and other mobile devices for businesses and their supply chains in emerging markets would have wide ranging social implication addressed in the sustainable value creation of the framework offered.

Originality/value

The conceptual framework brings different elements together offering insights into ICT applications in BoP SCs. Linking SCM, ICT and BoP to each other is a novel contribution having wider implications for the future development of emerging economies.

Abstract

Purpose

Current facility management (FM) practices are inefficient and ineffective, partially because of missing information and communication issues. Information and communications technologies (ICT) are asserted to provide a promising solution for managing and operating facilities. However, the impact of ICT applications on current FM practices needs to be validated and the perception of FM professionals on ICT-based FM needs to be understood. Therefore, this paper aims to investigate the impacts and the perception of ICT application on FM practice and further develop an ICT-based integrated framework for smart FM practices.

Design/methodology/approach

To achieve the objective, the research starts with reviewing several promising ICT for FM, including building information modeling, geographic information systems, unmanned aerial vehicle and augmented reality. On this basis, a conceptional framework was synthesized in consideration of the benefits of each technology. A survey questionnaire to FM professionals was conducted to evaluate the proposed framework and identify the challenges of adopting ICT in the FM industry. Furthermore, return on investment and strength, weakness, opportunities and threats analysis have been used in this paper as evaluation methods for ICT industry adoption.

Findings

The survey results are validated by FM professionals for the future engagement of the integrated ICT applications. Also, the proposed framework can assist the decision-makers to have comprehensive information about facilities and systematize the communication among stakeholders.

Originality/value

This research provides an integrated framework for smart FM to improve decision-making, capitalizing on the ICT applications. Apart from this, the study sheds light on future research endeavors for other ICT applications.

Abstract

Purpose

To ascertain the levels of ICT literacy among library staff in a range of Nigerian libraries.

Design/methodology/approach

A survey was conducted among the professionals, paraprofessionals and “other” members of staff of 18 Nigerian university libraries.

Findings

Analysis of the data showed that, on a self‐assessment basis, out of about 268 professional librarians, only 87 (approximately 32 per cent) were ICT‐literate, implying that the remaining 181 (approximately 68 per cent) of professional librarians were ICT‐illiterate. Of the 358 paraprofessionals in those libraries, only 28 (approximately 8 per cent) were ICT‐literate, while the vast majority, some 330 (approximately 92 per cent), were ICT‐illiterate. Of the 1,133 “other” staff members in the survey, a minimal 69 (6 per cent) staff were ICT‐literate, while 1,064 (approximately 94 per cent) were ICT‐illiterate.

Research limitations/implications

The questionnaire basis of the investigation gives room for subjective distortions in assessment of levels of literacy; the investigation only considered two categories of skills, “literacy” and “illiteracy”, without gradations between these categories.

Practical implications

The conclusion reached was that Nigerian university library professionals and paraprofessionals should acquire an enhanced level of ICT literacy: both staff training and an adequate ICT infrastructure were recommended.

Originality/value

The paper gives a representative overview of the attainment level of library staff in an important area of professional competence, and shows the importance of addressing the gap between the desired levels of ICT literacy and the actual levels.
