Abstract

Purpose

This paper aims to examine the impact of the existing information and communication technology (ICT) infrastructure and the development of the destination’s ICT on the tourism demand of international tourists in an emerging economy, Vietnam.

Design/methodology/approach

Using time-series data from 1995 to 2019, this study applies vector error correction model to analyse the impact of ICT infrastructure in the short- and long term.

Findings

The results of analysis show that although ICT infrastructure does not affect the number of international tourists in the short term, it positively contributes to tourism development in the long term. In addition, the results also show that in the short term, consumer prices have a negative impact on tourist arrivals while having a positive effect in the long run.

Research limitations/implications

This study only considers the impact of ICT infrastructure on the whole without going into each factor reflecting different aspects of the ICT infrastructure. Moreover, this research only stops at the pre-pandemic period, so it has not shown the role of ICT infrastructure in travel and tourism demand during severe pandemic periods.

Practical implications

The research results are an essential basis to support the Vietnamese Government’s strategy to pursue an accelerated investment policy in ICT infrastructure, especially investment in the tourism and hotel industries. On the other hand, the research results also create more motivation and confidence for managers and operators of destinations in Vietnam to invest in ICT infrastructure and apply ICT in management.

Originality/value

This study adds to the literature on tourism–ICT linkages in an emerging tourism market directly between ICT infrastructure and international arrivals with a dynamic time series–based approach that considers the dynamics in the tourist demand identification model. In addition, this study used consumer price index to assess the impact of price on tourist demand instead of using the exchange rate or using the relative prices between the origin and destination countries.

Abstract

Purpose

The purpose of this paper is an analysis of the process of digital transformation of enterprises, by measuring the efficiency of the use of information and communication technologies (ICTs) in business in 29 European countries in the period from 2012 to 2020.

Design/methodology/approach

A Charnes, Cooper and Rhodes data envelopment analysis (CCR DEA, 1978) window model has been developed to measure the ICT efficiency of European countries. Several indicators of the use of information and communication technologies in enterprises are selected as the variables of the proposed models, which are available as such in the Eurostat database for European countries. Due to the sensitivity of the results obtained by applying the DEA method to measurement errors and output values, the robustness analysis of the obtained values of average efficiency is also performed, using the bootstrap method.

Findings

The obtained results show that the highest average technical efficiency of the use of ICT in companies by windows, in the observed period, is recorded in Belgium, while Denmark is in the second place. Bulgaria, Romania, Greece and Latvia have the lowest average technical ICT efficiency per window. The analysis of the obtained results by years in the same period brings identical conclusions. Only Belgium has been ICT efficient many times. In general, for all observed countries, the movement of average ICT efficiency in the observed period shows a slightly growing trend, with the exception of a significantly decline in 2013. However, the fact is that the ICT efficiency of the observed countries in the past period is relatively low and for all countries it is 46.36%, with no country being 100% efficient and with eight countries whose average efficiency is below 50% of best practice.

Research limitations/implications

To measure and evaluate the efficiency of ICT use in enterprises, four variables for efficiency assessment are identified, given the fact that only these data are available continuously for the observed period from 2012 to 2020 in the Eurostat database.

Practical implications

Low efficiency of using digital potential in business of the observed countries indicates the need for better understanding of the nature and goals of the digital business transformation process by employees and management, to create conditions for effective implementation and optimization of business digitalization.

Originality/value

Measurement of digital transformation is the subject of a very small number of studies and research, which mainly focus on measuring and assessing the impact of digital transformation on individual countries and perform a comparative analysis of technological development in those countries. Also, analyses are mainly based on identifying similarities and differences between countries or ranking countries according to adopted evaluation criteria using different digitization indices. A step forward in this research is the application of the DEA window method for measuring the relative efficiency of the use of ICT in enterprises, and the development of a model that can be extended if necessary with indicators for which data are available.

Abstract

Purpose

To protect information and communication technology (ICT) infrastructure and resources against poor cyber hygiene behaviours, organisations commonly require internal users to confirm they will abide by an ICT Code of Conduct. Before commencing enrolment, university students sign ICT policies, however, individuals can ignore or act contrary to these policies. This study aims to evaluate whether students can apply ICT Codes of Conduct and explores viable approaches for ensuring that students understand how to act ethically and in accordance with such codes.

Design/methodology/approach

The authors designed a between-subjects experiment involving 260 students’ responses to five scenario-pairs that involve breach/non-breach of a university’s ICT policy following a priming intervention to heighten awareness of ICT policy or relevant ethical principles, with a control group receiving no priming.

Findings

This study found a significant difference in students’ responses to the breach versus non-breach cases, indicating their ability to apply the ICT Code of Conduct. Qualitative comments revealed the priming materials influenced their reasoning.

Research limitations/implications

The authors’ priming interventions were inadequate for improving breach recognition compared to the control group. More nuanced and targeted priming interventions are suggested for future studies.

Practical implications

Appropriate application of ICT Code of Conduct can be measured by collecting student/employee responses to breach/non-breach scenario pairs based on the Code and embedded with ethical principles.

Social implications

Shared awareness and protection of ICT resources.

Originality/value

Compliance with ICT Codes of Conduct by students is under-investigated. This study shows that code-based scenarios can measure understanding and suggest that targeted priming might offer a non-resource intensive training approach.

Abstract

Purpose

The current study aims to identify work-related use of information and communication technologies after-hours (W_ICTs) from passive and active perspectives and examine mechanisms and different effects of information and communication technologies on employee innovation behavior.

Design/methodology/approach

Experience sampling method (ESM) was employed to capture dynamic within-person variance in daily-behaviors and daily-mood. In total, 92 employees completed an identical online survey each day for ten workdays.

Findings

The findings showed that the influence patterns and mechanisms of passive and active W_ICTs were utterly different. Passive W_ICTs was negatively associated with employee innovation behavior via emotional exhaustion, while active W_ICTs was positively associated with employee innovation behavior through perceived insider status. Furthermore, differential leadership significantly narrowed the positive relationship between passive W_ICTs and emotional exhaustion. However, differential leadership did not significantly moderate the relationship between active W_ICTs and perceived insider status.

Originality/value

This study is an important step forward in dividing W_ICTs into passive and active W_ICTs and discovers a dual path of two types of W_ICTs on employee innovation behavior. Findings of this study have heuristic value for future research.

Purpose

This study aims to investigate the technology usage behaviour of the tourists in line with the modified unified theory of acceptance and use of technology (UTAUT) model.

Design/methodology/approach

Data were collected from a survey of 265 tourists using the random sampling technique. Partial least squares-based structural equation modelling (PLS-SEM) technique was used to analyze the data.

Findings

The findings revealed that performance expectancy, hedonic motivation and habit significantly influence the behavioural intention of tourists to use information and communication technology (ICT), while effort expectancy, social influence, and facilitating conditions do not have a significant influence. However, actual ICT usage behaviour largely depends on the behavioural intention of the tourists, and their habits, while the facilitating conditions do not have any influence in this case.

Practical implications

The findings uncover the core factors influencing tourists' actual ICT use behaviour that can assist the concerned stakeholders in designing tourism planning and sales. The study results also offer pathways for the world's tourism industry for a healthy recovery from the COVID-19 pandemic.

Originality/value

The findings have made robust contributions by extending the existing UTAUT-based literature by adding two new moderators in the relationship between behavioural intention and actual ICT usage behaviour.

Abstract

Purpose

The aim of this paper is to explore the changes in the ICT and global value chains (GVCs) after the COVID-19 pandemic.

Design/methodology/approach

This study compared the difference between Korea’ domestic ICT industries, ICT imports and ICT exports before and after the COVID-19 outbreak by using trade data of ICT products and national economic indicators, and presents growth strategy for the ICT industry in the post-COVID 19 era. For this purpose, this study determined the causalities between Korea's imports/exports of ICT products and composite Indexes before and after COVID-19, and derived implications in the ICT industry environment after the COVID-19 pandemic.

Findings

Analysis results showed the following changes in Korea's ICT industry in the post-COVID-19 world. (1) Non-face-to-face and contact-free technologies related sectors in the ICT industry, such as the semiconductor sector, have grown exponentially; (2) as the USA has grown as the new key player, the causal relationship with China, a key player of the GVC in the pre-COVID-19 era, disappeared; and (3) the GVC of the ICT industry is not a rigid one-way vertical structure, but is changing to a flexible structure influenced by cooperation and competition between countries.

Originality/value

The results indicate that it is essential to constantly develop new ICT sectors that make use of non-face-to-face and contact-free technologies in the post-COVID-19 era, and the main strategies in response to the changed GVC would be taking the initiative by securing source technologies and expanding through cooperation with other GVCs and resource sharing.

Abstract

Purpose

To ascertain the levels of ICT literacy among library staff in a range of Nigerian libraries.

Design/methodology/approach

A survey was conducted among the professionals, paraprofessionals and “other” members of staff of 18 Nigerian university libraries.

Findings

Analysis of the data showed that, on a self‐assessment basis, out of about 268 professional librarians, only 87 (approximately 32 per cent) were ICT‐literate, implying that the remaining 181 (approximately 68 per cent) of professional librarians were ICT‐illiterate. Of the 358 paraprofessionals in those libraries, only 28 (approximately 8 per cent) were ICT‐literate, while the vast majority, some 330 (approximately 92 per cent), were ICT‐illiterate. Of the 1,133 “other” staff members in the survey, a minimal 69 (6 per cent) staff were ICT‐literate, while 1,064 (approximately 94 per cent) were ICT‐illiterate.

Research limitations/implications

The questionnaire basis of the investigation gives room for subjective distortions in assessment of levels of literacy; the investigation only considered two categories of skills, “literacy” and “illiteracy”, without gradations between these categories.

Practical implications

The conclusion reached was that Nigerian university library professionals and paraprofessionals should acquire an enhanced level of ICT literacy: both staff training and an adequate ICT infrastructure were recommended.

Originality/value

The paper gives a representative overview of the attainment level of library staff in an important area of professional competence, and shows the importance of addressing the gap between the desired levels of ICT literacy and the actual levels.

Abstract

Purpose

This study aims to explore the propensity of adoption of ICT‐based facilities by hotels in the hospitality sector.

Design/methodology/approach

The factors that influence a hotel's propensity to adopt ICTs are broadly divided into location‐related and firm‐related. The relative impact of the factors on the ICT adoption propensity was analyzed through a survey amongst 95 hotels from seven locations in Thailand.

Findings

The findings give valuable insights for the marketers of ICTs who wish to gain entry into the hotel sector, and help them in better focusing their sales and marketing efforts.

Originality/value

The study provides researchers and suppliers of ICT‐based facilities with a framework for predicting the adoption propensity of potential customers.

Abstract

Purpose

Currently, in various reports, Chile has been receiving better rankings than other Latin American countries, identifying it as a nation for offshoring many of the business process outsourcing (BPO) and information and communication technology (ICT)‐related services. So, it has become important to analyze the Chilean ICT sector and the maturity of the outsourcing industry internally, to consider Chile as an ICT outsourcing destination. This paper seeks to address this matter.

Design/methodology/approach

A survey questionnaire is developed based on the ICT outsourcing literature, prior empirical research and outsourcing case studies. This questionnaire is translated into Spanish and distributed to CIOs of the 200 largest companies in Chile. The responses from the CIOs are used as the proxy measures and are analyzed for evaluation.

Findings

This study is conducted to understand and analyze the strategy adopted by Chilean companies to evaluate the need for ICT outsourcing. Also, the outsourcing capabilities and productively leveraging the built‐up local ICT capability are analyzed. The results of the study show that the vendor availability and contractibility are considered very important relative to a clear understanding of internal ICT cost structures in Chilean industry.

Research limitations/implications

Although the responses give a general sense to guide the researcher in the right direction, the low‐response rate to the survey hampered the study in obtaining robust results.

Practical implications

The study shows that Chilean CIOs are clearly familiar with outsourcing evaluation issues but lack environmental support in terms of legal and business tools and mechanics to build a stronger ICT industry.

Originality/value

This paper is one of very few research studies that have been conducted on Chile.
