Abstract
Purpose
To rescue at-risk historical scientific data stored at the McGill Observatory, the objectives of the Data Rescue Archive Weather (DRAW) project are: to build a repository; to develop a protocol to preserve the data in weather registers; and to make the data available to research communities and the public. The paper aims to discuss these issues.
Design/methodology/approach
The DRAW project adopts an open archive information system compliant model as a conceptual framework for building a digital repository. The model consists of data collection, conversion, data capture, transcription, arrangement, description, data extraction, database design and repository setup.
Findings
A climate data repository, as the final product, is set up for digital images of registers and a database is designed for data storage. The repository provides dissemination of and access to the data for researchers, information professionals and the public.
Research limitations/implications
Doing a quality check is the most important aspect of rescuing historical scientific data to ensure the accuracy, reliability and consistency of data.
Practical implications
The DRAW project shows how the use of historical scientific data has become a key element in research analysis on scientific fields, such as climatology and environmental protection.
Originality/value
The historical climate data set of the McGill Observatory is by nature unique and complex for preservation and research purposes. The management of historical scientific data is a challenge to rescue and describe as a result of its heterogeneous and non-standardized form.

Abstract
Purpose
Upcycling is conceptualised as a digital historical research practice aimed at increasing the scientific value of historical data collections produced in print or in electronic form between the eighteenth and the late twentieth centuries. The concept of upcycling facilitates data rescue and reuse as well as the study of information creation processes deployed by previous generations of researchers.
Design/methodology/approach
Based on a selection of two historical reference works and two legacy collections, an upcycling workflow consisting of three parts (input, processing and documentation and output) is developed. The workflow facilitates the study of historical information creation processes based on paradata analysis and targets the cognitive processes that precede and accompany the creation of historical data collections.
Findings
The proposed upcycling workflow furthers the understanding of computational methods and their role in historical research. Through its focus on the information creation processes that precede and accompany historical research, the upcycling workflow contributes to historical data criticism and digital hermeneutics.
Originality/value
Many historical data collections produced between the eighteenth and the late twentieth century do not comply with the principles of FAIR data. The paper argues that ignoring the work of previous generations of researchers is not an option, because it would make current research practices more vulnerable and would result in losing access to the experiences and knowledge accumulated by previous generations of scientists. The proposed upcycling workflow takes historical data collections seriously and makes them available for future generations of researchers.

Abstract
Purpose
A region can be registered as a geographical indication (GI) when its human or natural characteristics influence product attributes. However, GI registration is a complex process that can lead applicants to conflicts and resource waste. Since metabolomics can support product typicality, it can be an effective tool to evidence the place-product link, essential for GI registration. With the aim of increasing GI registration efficiency, this research aimed to map the Brazilian GI registration process from end to end, using business process model and notation (BPMN), and evaluate the application of metabolomics techniques as facilitator.
Design/methodology/approach
A qualitative exploratory study was proposed, with the Brazilian GI registration process as unit of analysis. Primary data was obtained through twelve in-depth interviews with GI producers, members of supporting institutions and metabolomics experts. Based on the collected data, the complete GI registration map was designed with bpmn.io software.
Findings
Results provided a clear view of the GI registration process. Interviewees considered the selection of the appropriate GI category, the establishment of GI common rules, product specification and the confirmation of the place-product link as the most demanding requirements. Since the last two involve specifying the influence of the origin on products, the use of metabolomics was suggested as a powerful tool to complete these stages.
Research limitations/implications
The theoretical contribution is provided by the interweave of the three scientific fields mentioned (GI, business process management (BPM) and metabolomics) to contribute to the still small body of literature on GI-related processes. Additionally, other theoretical contributions are the presentation of a GI registration map associated to the use of “omics” techniques as process facilitator.
Practical implications
The practical contribution of this work is the establishment of an end-to-end view of the entire GI registration process, which makes easier for applicants to engage, plan resources and achieve the GI label. Furthermore, metabolomics acts as a facilitator since its data can be used for different purposes on the way to GI registration.
Social implications
Results can be used to facilitate GI registration, reducing resources demanded from applicants. GI labels provide product protection, better selling prices and competitive advantages for producers, which are positive outcomes in countries with a commodity-based economy like Brazil.
Originality/value
The originality of the study lies in the approach used to map the GI registration process, as well as the suggestion of metabolomics as facilitator in some of its stages.

Purpose
The purpose of this paper is to examine whether the improvements in technology that enhance community understanding of the frequency and severity of natural hazards also increased the risk of potential liability of planning authorities in negligence. In Australia, the National Strategy imposes a resilience-based approach to disaster management and stresses that responsible land-use planning can reduce or prevent the impact of natural hazards upon communities.
Design/methodology/approach
This paper analyses how the principles of negligence allocate responsibility for loss suffered by a landowner in a hazard-prone area between the landowner and local government.
Findings
The analysis in this paper concludes that despite being able to establish a causal link between the loss suffered by a landowner and the approval of a local authority to build in a hazard-prone area, it would be in the rarest of circumstances that a negligence action may be proven.
Research limitations/implications
The focus of this paper is on planning policies and land development, not on the negligent provision of advice or information by the local authority.
Practical implications
This paper identifies the issues a landowner may face when seeking compensation from a local authority for loss suffered because of the occurrence of a natural hazard known or predicted to be possible in the area.
Originality/value
The paper establishes that as risk managers, local authorities must place reliance upon scientific modelling and predictive technology when determining planning processes to fulfil their responsibilities under the National Strategy and to limit any possible liability in negligence.

Purpose
This study aims to investigate built heritage revitalisation projects in Hong Kong through a case study.
Design/methodology/approach
For this study, a representative built heritage revitalisation project in Hong Kong is selected study revitalisation in practice in Hong Kong. The case study adopts content analysis as the main method of analysis. It involves counting keywords, comparing content, categorising content patterns and interpreting the content of documents.
Findings
The findings reveal that in the revitalisation process, there is significant fragmentation in collaboration among government sectors and in conservation documentation and that an effective knowledge sharing mechanism and valid public engagement is needed. A conceptual framework of social network-enabled building information modelling (BIM) platform is proposed to enhance knowledge sharing and cross-sector collaboration.
Practical implications
The conceptual framework developed based on the case study is expected to bring practical implications to urban regeneration policies in Hong Kong.
Originality/value
This study views built heritage revitalisation practice as different individual projects and provides a social and technical perspective to investigate built heritage revitalisation.

Abstract
Purpose
This paper presents results of a study on data managers' perspectives on the evolution of Designated Communities and the FAIR Principles using an example of a geological repository.
Design/methodology/approach
The study employed 10 semi-structured interviews with data managers at a state geological survey and qualitative analysis of the interview transcripts.
Findings
The Designated Community for a collection in this data repository has evolved from petroleum industry users to include academic researchers and the public. This change was accompanied by significant user interaction changes from in-person, reference interview-style conversations to anonymous digital, automated interactions. The main factors driving these changes were developments in technology which allowed the data managers to shift data discovery and access into the online environment. The online data portal has seen increasing non-expert use, driving the data team to develop additional services for these new communities. Repository data team participants varied in their familiarity with the FAIR Principles and their perceptions of the FAIRness of the data in the repository.
Research limitations/implications
The study was limited to one organization in the United States. However, the results are applicable to other data environments working through the tensions between high-level global frameworks such as FAIR, and continuing to serve the day-to-day needs of their designated communities. Continued work on how to assess success in this complex space is needed.
Originality/value
This paper lies at the nexus of two digital preservation frameworks and contributes to a limited extant literature providing guidance on implementing the concept of a Designated Community in practice.

Abstract
This chapter explores collective imageries of the distant future and unpacks how fuzzy frames that anticipate things-to-come lead to variations in “technological solutions” envisioned for the distant future. It suggests that these frames are characterized by the struggle over the construction of different future plots and the proselytization of divergent pathways to the future. Such frames are a product of collective anticipation, which refers to a set of ideas, imageries and beliefs about the future that can be located in the form of structures of knowledge, such as cultural artifacts, scientific products and political frames that shape the thinking of the collective. This chapter posits that the “fuzziness” of our frames anticipating the distant future could be reduced through a selective process where alternatives of the future are winnowed out by processes of selection and exclusion based on faith, values and evidence.

Abstract
Purpose
This paper applies the theory of cascading, interconnected and compound risk to the practice of preparing for, managing, and responding to threats and hazards. Our goal is to propose a consistent approach for managing major risk in urban systems by bringing together emergency management, organisational resilience, and climate change adaptation.
Design/methodology/approach
We develop a theory-building process using an example from the work of the Greater London Authority in the United Kingdom. First, we explore how emergency management approaches systemic risk, including examples from of exercises, contingency plans and responses to complex incidents. Secondly, we analyse how systemic risk is integrated into strategies and practices of climate change adaptation. Thirdly, we consider organisational resilience as a cross cutting element between the approaches.
Findings
London has long been a champion of resilience strategies for dealing with systemic risk. However, this paper highlights a potential for integrating better the understanding of common points of failure in society and organisations, especially where they relate to interconnected domains and where they are driven by climate change.
Originality/value
The paper suggests shifting toward the concept of operational continuity to address systemic risk and gaps between Emergency Management, Organizational Resilience and Climate Change Adaptation.

Abstract
Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.

Abstract
Purpose
This chapter provides a thorough historical overview of policies that have governed and guided scientific research in China since 1949 and illustrates changes in scientific publications that accompanied these policy reforms and programs.
Design
We divide this historical period into four stages, each with distinct R&D policies: (1) 1949–1955, a period of socialist transformation; (2) 1956–1965, a period of struggle for higher education and research development in a rapidly changing political environment; (3) 1966–1976, the lost decade of the Cultural Revolution; and (4) 1976–present, a period when major national policies have significantly promoted scientific research in China. We use the SPHERE project’s comprehensive historical dataset based on Thomson Reuters’ Web of Science and data from a set of research universities in China to analyze changes in scientific publication rates concurrent with these policy reforms and programs.
Findings
The analysis suggests a tight connection between national policy and scientific research productivity in higher education. The central government controlled scientific research through direct administration in early periods and has guided research activities through funding specific programs in recent decades. Due to their resource dependency on the central government, higher education institutions have been quite responsive to the common goals set by the central government. As a result, what is measured tends to be accomplished.
Originality/value
The chapter provides an in-depth description about the rise of higher education and science in China and produces recommendations for future development.
