Abstract

The aim of this chapter is to develop the measurement of corporate legitimacy among Government-linked Companies (GLCs) in Malaysia. Corporate legitimacy is important for determining the survival of the corporation. The term of legitimacy can be classified into three different aspects, namely, political, economic, and social legitimacy. Political legitimacy indicates the right to govern and rule; economic legitimacy reflects on success through product selling, customers’ satisfaction, and providing better services and goods. However, in the corporate sectors, corporate social responsibility is used as a platform not only to gain economic legitimacy, but most importantly to achieve social legitimacy. Social legitimacy focuses on corporation as a societal institution that is more complex by combining the social norms, values, and expectation. With the above argument, this chapter explores how corporate social responsibility (or corporate responsibility) can be used to show societal acceptance reflecting their corporate legitimacy. The corporations are expected to be socially acceptable according to social norms, values, and beliefs. The growth of the corporation has faced a number of challenges in gaining and maintaining their existence. While the corporations are expected to deal with the challenges effectively, the corporations must also be relevant in the eyes of the stakeholders. To establish this, corporations emphasized on gaining and maintaining legitimacy through various mechanisms. The principles of legitimacy are related to the conformity to the norms, values, and expectation of their stakeholders’ engagement through corporate social activities. The study employed a cross-sectional sample survey designed to collect data from a pre-selected list of non-governmental organization (NGOs) obtained from the Registrar of Societies, Malaysia. From a list of about 22,000 societies, 377 were shortlisted covering five categories of societies: community welfare, education, sport, social and recreation, and business and trade union. This study measured three dimensions of corporate legitimacy comprising pragmatic, moral, and cognitive legitimacy. Using Partial Least Square-Structural Equation Modeling (PLS-SEM), this study found that there is a high level of corporate legitimacy from the perspective of NGOs, which indicated that the NGOs highly view the corporate legitimacy of Malaysian GLCs through their corporate responsibility activities.

Abstract

While international learning programs have received a great deal of attention and have been found to provide valuable learning experiences for participants interested in developing global leadership competencies (GLCs), they are resource-intensive and variably effective. This chapter examines the relatively unexplored use of assessment center (AC) methodology as a complementary avenue for developing students’ GLCs. Scholarly literature sources pertaining to GLCs and their development, experiential learning theory, and AC methodology are reviewed to develop a conceptual model and propositions related to participants’ learning in an AC designed to develop GLCs. An example is described of one university’s design and facilitation of an AC used to develop students’ GLCs. The role of AC methodology, along with international and other learning experiences for developing students’ GLCs, and recommendations for future research, are discussed.

Abstract

The abolishment of Goods and Services Tax (GST) has had the effect of reversing an initial success in broadening the country's tax base. In contrast, the abolishment of GST has had the effect of reversing an initial success in broadening the country's tax base. Moreover, the government has a better capability of managing debt than the private sector due to its central bank with fiat money. However, Malaysia's total reserves have not increased significantly in recent times, despite the trade surplus, given the movement in the financial accounts. In such circumstances, it is incumbent on the government to expand its balance sheet to pick up the slack of the private sector. Hence, the reform agenda has restored Malaysia's image globally. More importantly, a reminder from the great recession of 2008 is that the private sector, when faced with great uncertainty, cannot continuously provide employment. However, before policymakers ponder to the views of rating agencies, they need to consider the points above and debate among themselves about what is truly in Malaysia's best interest. As the matter of fact, manufactured goods accounted for some 86% of Malaysia's total exports. We see no conflict of “crowding out” if the government and government-related companies take on radical risk that the private sector is unwilling or incapable of taking on. In fact, manufactured goods accounted for some 86% of Malaysia's total exports. It is important that policymakers understand that the government's deficit is the private sector's savings. The direct cross-shareholdings of government linked corporations (GLCs) and its resultant crowding-out of private investors have received heightened policy priority by the government where major reshuffled on the reporting lines of various GLCs by ministries contributes cross-shareholdings of GLCs and its resultant crowding-out of private investors.

Future global leaders need to develop global leadership competencies (GLCs) to tackle the complexities of globalisation, not just to learn about them. While most programmes in university settings focus on study-abroad or out-of-classroom experiences to develop these competencies, it is argued that well-designed on-campus learning methods can develop GLCs successfully. This chapter reports on a course design that effectively develops these competencies in the classroom using team-based learning (TBL) (Michaelsen & Sweet, 2008). The course aims to help students practise three competencies deemed essential for global leaders: (1) the ability to demonstrate self-awareness; (2) the ability to communicate effectively when working in multicultural teams and (3) the ability to think critically. The chapter argues that using TBL to develop GLC is particularly effective, as the instruction method offers a fixed, clearly defined set of practice, i.e. weekly individual and group test, team collaboration and peer feedback that works as a semester-long experiential learning teamwork activity where the students practise, reflect and develop their GLC. The chapter provides an account of the course design, activities and assignments implemented and discusses its effectiveness. It aims to be useful for instructors who want to implement an innovative, student-centred course on global leadership.

Abstract

Corporate social responsibilities (CSRs) with social, economic, and environmental elements become of high demand in the private, public, as well as third-world sectors or so-called non-governmental organizations (NGOs). These sectors have their own identity in carrying out the CSR projects. However, the CSR initiatives to be implemented by the NGOs promised challenges due to the NGOs' identity in justifying human rights that remains dissimilar with corporation or fund provider's identity to maximize the profit with less concern on the humanitarian issues leading to tension for both parties to have CSR project alliances. NGOs face extreme difficulty to raise funds from the private sector due to their ideology in influencing the social movements that might harm society. Also, the fund raised by the NGOs for CSR projects are somehow misused by this party for its own self-interests and leads to an accountability issue. An NGO is seen as a key player in CSR projects but still there is an issue of legitimacy and mistrust amongst stakeholder groups. Underlying to these issues, this study aims to explore the challenges faced by NGOs in regards to the CSR initiatives that have been announced by the United Nations Global Compact (UNGC) to be used widely and harmoniously by all sectors of the world and its future directions to successfully implement CSR in its own style of leadership. Therefore, the involvement of NGOs in CSR initiatives can be effectively employed with government intervention on economics development programmes in alleviating poverty which becomes a central issue highlighted in many countries nowadays. Extensive rules and regulations from the government towards NGOs are embedded within the CSR project developments of NGOs and are necessary in reducing the discrepancies in the roles that NGOs play.

We examine whether the curvilinear relationship between directors’ equity ownership and firm performance exists in a non-Western economy such as Singapore. We find that it does, although the inflection points are much higher than that generally cited for U.S. firms. We then compare this relationship across two kinds of firms that are not common to the U.S. marketplace. We observe for founder-controlled firms that the impact of director ownership is insignificant. We also examine government-linked corporations and in spite of the presence of a government blockholder, find that the pattern of alignment, entrenchment and then alignment remains operative.

This chapter relies on comparative case analysis to examine how and why particular social entrepreneurs in a higher Asian middle income economy broke new grounds in private higher education. The study provides arguments as to why these private higher education entrepreneurs, when viewed inclusively, are social entrepreneurs. Findings from the study suggest that social entrepreneurs distinctively used prior insights from their working experiences to harness the financial power of local capital to fund the scaling up of their social ventures while simultaneously engaging with the country’s economic and social challenges.

Abstract

This chapter discusses reforms to increase customer-centredness, public consultation (including professional, business and community associations), whole-of-government approaches (a case of trafficking in persons), increased budget, personnel and procurement delegation to departments and increased role of statutory boards (autonomous agencies). According to the author the driving force behind public sector reforms emanates from the inner core of ministers, most particularly the prime minister and deputy prime minister, working in close conjunction with senior permanent secretaries, directors of boards and government-linked companies. In Singapore, power is concentrated in the hands of political executives and senior levels of civil service. Ministers set the policy agenda and make final policy decisions on important issues. The administrative service is the elite service (of about 250 persons) within the civil service that shapes policy, especially permanent secretaries and deputy secretaries. Objections to reforms are often avoided through inputs to the reform process by key stakeholders and experts of relevant fields from inter-ministerial and inter-agency committees and through public consultations. Singapore has achieved an exceptional level of prosperity, and according to the author civil service is guided by practices of meritocracy (e.g., in promotion) and strict accountability through audits and anti-corruption steps.

Abstract

This chapter highlights how Malaysia has experienced a successful economy through different stages since independence. The development, administration and institution-building phase was followed by reform initiatives throughout the years. Master Industrial Plans, 5-year development plans and other mid-term plans are used, which include governance and performance management reform. Today, public service reform continues to evolve with emphasis on better services, e-government and one-stop clearance centres. Under the Government Transformation Programme launched in 2010, seven National Key Results Areas have been identified, e.g., reducing crime, fighting corruption, improving education, and raising living standards of low-income households. Within this, political transformation programme, digital transformation programme, community transformation programme and social transformation programme have been created that advance public sector reforms. This chapter shows that while states and leaders remain powerful actors, leaders recognise a need to reform and overcome unethical and inefficient bureaucratic dysfunctions, or keep them at a minimum. Leaders manage such problems by using transparency to address problems of vested interests, stringent audits and punishing civil servants for criminal breaches of trust, removal of ministerial control over government-linked companies and removing resisting actors. Yet, more reforms in shepherding public service renewal are needed in sustaining reforms and reputations of public institutions. The author calls for increased values-based leadership that is inclusive at the highest levels.
