Abstract
This chapter highlights how Malaysia has experienced a successful economy through different stages since independence. The development, administration and institution-building phase was followed by reform initiatives throughout the years. Master Industrial Plans, 5-year development plans and other mid-term plans are used, which include governance and performance management reform. Today, public service reform continues to evolve with emphasis on better services, e-government and one-stop clearance centres. Under the Government Transformation Programme launched in 2010, seven National Key Results Areas have been identified, e.g., reducing crime, fighting corruption, improving education, and raising living standards of low-income households. Within this, political transformation programme, digital transformation programme, community transformation programme and social transformation programme have been created that advance public sector reforms. This chapter shows that while states and leaders remain powerful actors, leaders recognise a need to reform and overcome unethical and inefficient bureaucratic dysfunctions, or keep them at a minimum. Leaders manage such problems by using transparency to address problems of vested interests, stringent audits and punishing civil servants for criminal breaches of trust, removal of ministerial control over government-linked companies and removing resisting actors. Yet, more reforms in shepherding public service renewal are needed in sustaining reforms and reputations of public institutions. The author calls for increased values-based leadership that is inclusive at the highest levels.

Abstract
Purpose
Studies showed that a proactive delivery system employing innovative artificial intelligence (AI) in urban services might perform better. This has become an important national policy for many countries. Thus, this study aims to explore the influence of AI in urban services in Malaysia.
Design/methodology/approach
Official documents such as Structure Plan and Government Transformation Programme Policy Document covering various levels of cities in Malaysia, articles related to urban studies mostly written by researchers regarding urban growth in Malaysia and the Urban Development Bulletin from the Federal Department of Town and Country Planning from 1957 to date were reviewed and analysed.
Findings
The findings show that the influence of AI in urban services has long existed and been carefully planned by local authorities since colonial times. The development of global digital technology influences the upgrading of AI in urban services in Malaysia. Also, the success of AI in these municipal services is influenced by the rate of information technology literacy among the urban population. These developments have led to the definition of a conceptual city.
Research limitations/implications
This paper's findings and conclusion were based on reviewed literature but did not compromise the strength of this paper. Thus, as part of the implications for future research, mixed-methods research design has been suggested.
Practical implications
As part of the implications, this article intends to promote AI in urban services in Malaysia and other developing countries with similar urban services challenges.
Originality/value
This paper encourages AI applications in urban services because it enhances service delivery performance. This intends to key stakeholders to promote AI via policies across Malaysia's urban services as part of the study implications.

Purpose
The purpose of this paper is to study the role of budget speech in the Malaysian Government as a “hybrid” for governing both the economy and social cohesion.
Design/methodology/approach
Through archival research, a governmentality framework and the concept of hybrids (Miller et al., 2008) are employed to explore the role of budget speech in articulating ways in which the government managed the economic and social agenda.
Findings
Previous governmentality studies have primarily been conducted on economic performance in western liberal democracies. Such research has illustrated the framework, measures undertaken by the government and choices of the governable person in actions for economic life. This paper applies these studies to a South East Asian context and finds that budget speeches between 2007 and 2011 are hybrids, in that they set out ways of achieving the two key priorities of post-independence Malaysia – the need to promote economic development whilst also fostering social harmony. Most notably, it finds that economic development was the dominant priority in those budget speeches held prior to the global financial crisis and 2008 general election, whereas social cohesion assumed this position from 2009 onwards.
Originality/value
The findings have both practical and social implications for Malaysia, but also other jurisdictions that are using budget speeches to try to promote economic reforms and foster social cohesion.

Purpose
To develop a model that can explain the “government to e‐government” transition process.
Design/methodology/approach
Reviews the literature on and practice of e‐government, as well as the related literature of strategic alignment and maturity models for technology adoption. Offers evidence for the model's validity through case‐type material from the web sites of e‐governments worldwide.
Findings
Six transition paths can be identified, four of which are more likely to result in effective e‐government transition.
Research limitations/implications
Further work is needed to test the validity of the model. This could involve historical and longitudinal studies of the government to e‐government transition process in different governments around the world.
Practical implications
The transition model should be of value to e‐government strategic planners who are seeking possible transition paths towards the effective development of e‐government.
Originality/value
The paper tackles the little investigated topic of the transition process through which governments must go as they shift from traditional government to e‐government.

Abstract
This introductory chapter explains why public sector reforms matter and why a focus on Asia and leadership is needed. It also provides an overview of highlights, lessons and conclusions in this book. Cases of successful public sector reforms usually show leadership by central agencies, with support of the office of President or Prime Minister. While laws and rules are commonly used to further reform, cases show that more is needed to ensure success and sustainability. A range of strategies include heightened accountability, personnel changes, supporting change leaders in departments, reform through capacity development, and learning from innovations other jurisdictions. Conclusions include suggestions for further research.

This paper aims to investigate and provide insights on knowledge-based urban development (KBUD) in the context of emerging economies. KBUD has been an effective strategy and an opportunity for emerging economies for catching up with the developed economies.
Design/methodology/approach
The paper scrutinizes the Multimedia Super Corridor (MSC) of Malaysia by focusing on the planning, development and orchestration of the knowledge corridor.
Findings
The paper reveals a number of lessons and insights drawn from the development of MSC as the largest manifestation of the KBUD initiative in Malaysia.
Originality/value

Abstract
Purpose
This study aims to explore the outcome of a corporate social responsibility (CSR) programme in community development from the perspective of its participants in Malaysia. It is argued that information regarding community development CSR, the providers of CSR and the outcomes of CSR on community development in Malaysia has been scant. Hence, this study examines specifically the profiles of participants of CSR programmes in community development, the profiles of selected CSR-participating corporations, the orientation of CSR responsibilities undertaken by corporations as perceived by the participants and the types of community development contribution from CSR-participating corporations. Outcomes were determined through the results of the last two objectives.
Design/methodology/approach
Building on the stakeholder theory and the work of Visser’s CSR pyramid, this article explores the outcomes of CSR resulting from the participation of individuals in the community. Data were gathered from 336 respondents who were participants of CSR programmes sampled from 58 local and multinational corporations in Malaysia.
Findings
The results showed that about half of the respondents were in the younger age group with a mean age of 24.40 years. The majority of the CSR-participating corporations had implemented CSR programmes from the first decade of the millennium and had their core businesses in diverse sectors. Legal responsibility was ranked the most important orientation and ethical responsibility the least important orientation. Education-related activities formed the dominant type of CSR contribution.
Research limitations/implications
The study addresses a gap in the literature on Malaysian community CSR, particularly from the perspective of the community, which is one of the important stakeholders.
Originality/value
This research contributes to the scarce literature on CSR in Malaysia by analysing the way business organisations in the country contribute to community development through CSR. The findings of this study should be useful to community development practitioners, CSR providers and researchers.
