Abstract

Purpose

The current fire protection measures in buildings do not account for all contemporary fire hazard issues, which has made fire safety a growing concern. Therefore, this paper aims to present a critical review of current fire protection measures and their applicability to address current challenges relating to fire hazards in buildings.

Design/methodology/approach

To overcome fire hazards in buildings, impact of fire hazards is also reviewed to set the context for fire protection measures. Based on the review, an integrated framework for mitigation of fire hazards is proposed. The proposed framework involves enhancement of fire safety in four key areas: fire protection features in buildings, regulation and enforcement, consumer awareness and technology and resources advancement. Detailed strategies on improving fire safety in buildings in these four key areas are presented, and future research and training needs are identified.

Findings

Current fire protection measures lead to an unquantified level of fire safety in buildings, provide minimal strategies to mitigate fire hazard and do not account for contemporary fire hazard issues. Implementing key measures that include reliable fire protection systems, proper regulation and enforcement of building code provisions, enhancement of public awareness and proper use of technology and resources is key to mitigating fire hazard in buildings. Major research and training required to improve fire safety in buildings include developing cost-effective fire suppression systems and rational fire design approaches, characterizing new materials and developing performance-based codes.

Practical implications

The proposed framework encompasses both prevention and management of fire hazard. To demonstrate the applicability of this framework in improving fire safety in buildings, major limitations of current fire protection measures are identified, and detailed strategies are provided to address these limitations using proposed fire safety framework.

Social implications

Fire represents a severe hazard in both developing and developed countries and poses significant threat to life, structure, property and environment. The proposed framework has social implications as it addresses some of the current challenges relating to fire hazard in buildings and will enhance overall fire safety.

Originality/value

The novelty of proposed framework lies in encompassing both prevention and management of fire hazard. This is unlike current fire safety improvement strategies, which focus only on improving fire protection features in buildings (i.e. managing impact of fire hazard) using performance-based codes. To demonstrate the applicability of this framework in improving fire safety in buildings, major limitations of current fire protection measures are identified and detailed strategies are provided to address these limitations using proposed fire safety framework. Special emphasis is given to cost-effectiveness of proposed strategies, and research and training needs for further enhancing building fire safety are identified.

Abstract

Purpose

This paper explores the quality and flow of facade product information and the capabilities for avoiding the risk of facade fires early in the design process.

Design/methodology/approach

A qualitative case study using the process tracing method is conducted in two stages. First, a thematic analysis of reports and literature identified two categories for the problems that caused fast fire spread across the Grenfell Tower facade. This enabled classifying the identified problems into four stages of a facade life cycle: product design and manufacturing, procurement, facade design and construction. Second, the capabilities for avoiding the problems were explored by conducting in-depth interviews with 18 experts in nine countries, analyzing design processes and designers' expertise and examining the usability of three digital interfaces in providing required information for designing fire-safe facades.

Findings

The results show fundamental flaws in the quality of facade product information and usability of digital interfaces concerning fire safety. These flaws, fragmented design processes and overreliance on other specialists increase the risk of design defects that cause fast fire spread across facades.

Practical implications

The findings have implications for standardization of building product information, digitalization in industrialized construction and facade design management.

Originality/value

This research adds to the body of knowledge on sustainability in the built environment. It is the first study to highlight the fundamental problem of facade product information, which requires urgent attention in the rapid transition toward digital and industrialized construction.

Abstract

Purpose

The purpose of this paper is to identify critical success factors for the management of complex change processes in fire service organizations and to apply these in a case study of the Rotterdam-Rijnmond fire service.

Design/methodology/approach

The paper provides review of literature on organizational change, case study of the Rotterdam-Rijnmond fire service supported by the analysis of policy documents and 30 semi-structured interviews with key persons.

Findings

Combining different theoretical approaches helps to get a more complete picture of important issues and dilemma’s in the management of change processes – which is a first step in the successful implementation of changes – whereas other approaches tend to emphasize only some and overlook others. Applied in a case study, this approach revealed serious weaknesses in the management of change within the Rotterdam-Rijnmond fire service and offered practical guides for solutions.

Originality/value

This paper combines insights from different theoretical approaches into a more integrated perspective that aims to be helpful as a practical tool for designing and implementing complex changes in fire service organizations.

Purpose

The reemergence of immersive virtual technology (IVR) provides both opportunities and challenges for workplace learning (WPL). The purpose of this study is to explore and develop knowledge about how gamification influences the WPL experience by addressing two research questions: RQ1. What characterizes a gamified immersive safety training experience with IVR technology? and RQ2. How does gamified immersive safety training with IVR technology impact the WPL experience?

Design/methodology/approach

The study adopted a mixed methods approach by combining a systematic literature review with a case study on an empirical project about immersive fire safety training for train operators that are used at the Swedish train operating company SJ. The case study included data from semistructured interviews, Web survey and observation studies. The data was analyzed in two stages combining inductive and deductive data analysis for identifying themes and categories.

Findings

The findings of the study are twofold: (1) themes that conceptualize the gamified immersive safety training experience based on outputs from both the literature review and the first round of data analysis; and (2) a framework with three overarching categories that are mapped with the identified themes, and which were deduced throughout the second round of data analysis.

Originality/value

The originality of the findings stresses the implications of how a body of knowledge that synthesizes gamification concepts with immersive safety training, can inform the design of WPL experiences that are facilitated with IVR technology. As such, the implications of the findings are targeted toward both the advancement of the IVR discourse in the WPL field, but also toward practical considerations for design of immersive learning experiences that enrich WPL practices and culture.

Abstract

Purpose

The COVID-19 pandemic dramatically affected the fire service: stay-at-home orders and potential exposure hazards disrupted standard fire service operations and incident patterns. The ability to predict incident volume during such disruptions is crucial for dynamic and efficient staff allocation planning. This work proposes a model to quantify the relationship between the increase in “residential mobility” (i.e. time spent at home) due to COVID-19 and fire and emergency medical services (EMS) call volume at the onset of the pandemic (February – May 2020). Understanding this relationship is beneficial should mobility disruptions of this scale occur again.

Design/methodology/approach

The analysis was run on 56 fire departments that subscribe to the National Fire Operations Reporting System (NFORS). This platform enables fire departments to report and visualize operational data. The model consists of a Bayesian hierarchical model. Text comments reported by first responders were also analyzed to provide additional context for the types of incidents that drive the model’s results.

Findings

Overall, a 1% increase in residential mobility (i.e. time spent at home) was associated with a 1.43% and 0.46% drop in EMS and fire call volume, respectively. Around 89% and 21% of departments had a significant decrease in EMS and fire call volume, respectively, as time spent at home increased.

Originality/value

A few papers have investigated the impact of COVID-19 on fire incidents in a few locations, but none have covered an extensive number of fire departments. Additionally, no studies have investigated the relationship between mobility and fire department call volumes.

Abstract

Purpose

As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements.

Design/methodology/approach

Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures.

Findings

The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR.

Originality/value

The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners.

Abstract

Purpose

This study aims to develop an assessment strategy for fire damaged infrastructures based on the implementation of quick diagnostic techniques and consistent interpretation procedures, so to determine the residual safety margin and any need for repair works.

Design/methodology/approach

In this perspective, several tailored non-destructive test (NDT) methods have been developed in the past two decades, providing immediate results, with no need for time-consuming laboratory analyses. Moreover, matching their indications with the calculated effects of a tentative fire scenario allows harmonizing distinct pieces of evidence in the coherent physical framework of fire dynamics and heat transfer.

Findings

This approach was followed in the investigations on a concrete overpass in Verona (Italy) after a coach violently impacted one supporting pillar and caught fire in 2017. Technical specifications of the vehicle made it possible to bound the acceptable ranges for fire load and maximum rate of heat release, while surveillance video footage indicated the duration of the burning stage. Some established NDT methods (evaluation of discolouration, de-hydroxylation and rebar hardness) were implemented, together with advanced ultrasonic tests based on pulse refraction and pulse-echo tomography.

Originality/value

The results clearly showed the extension of the most damaged area at the intrados of the box girders and validated the maximum heating depth, as predicted by numerical analysis of the heat transient ensuing from the localized fire model.

Purpose

Buckling should be carefully considered in steel assemblies with members subjected to compressive stresses, such as bracing systems and truss structures, in which angles and built-up steel sections are widely employed. These type of steel members are affected by torsional and flexural-torsional buckling, but the European (EN 1993-1-2) and the American (AISC 360-16) design norms do not explicitly treat these phenomena in fire situation. In this work, improved buckling curves based on the EN 1993-1-2 were extended by exploiting a previous work of the authors. Moreover, new buckling curves of AISC 360-16 were proposed.

Design/methodology/approach

The buckling curves provided in the norms and the proposed ones were compared with the results of numerical investigation. Compressed angles, tee and cruciform steel members at elevated temperature were studied. More than 41,000 GMNIA analyses were performed on profiles with different lengths with sections of class 1 to 3, and they were subjected to five uniform temperature distributions (400–800 C) and with three steel grades (S235, S275, S355).

Findings

It was observed that the actual buckling curves provide unconservative or overconservative predictions for various range of slenderness of practical interest. The proposed curves allow for safer and more accurate predictions, as confirmed by statistical investigation.

Originality/value

This paper provides new design buckling curves for torsional and flexural-torsional buckling at elevated temperature since there is a lack of studies in the field and the design standards do not appropriately consider these phenomena.

Abstract

Purpose

The purpose of this paper is to report how an evaluation tool originally developed for Age-Friendly Cities was pilot-tested in the context of the Dementia Friendly Community (DFC) initiative of the city of Sheffield/UK. It presents finding and outputs on which other communities with dementia friendly agendas can draw.

Design/methodology/approach

The original evaluation tool was adapted to a focus on dementia friendliness. Data collection involved scoping conversations, documentary analysis, interviews and group discussions. Following evidence appraisal, Sheffield’s approach to dementia friendliness was assessed. A local steering group was central to the study.

Findings

The evidence indicates areas of strength in Sheffield’s approach to dementia friendliness: involvement of older people; service provision; collaboration; monitoring and evaluation. Scope for improvement was identified around resource allocation, and use of existing guidance on dementia friendliness. Recommendations for policy and practice include enhancing pooling of resources, more detailed recording of resources allocated to dementia-related activity, and collection of evidence on how people affected by dementia have shaped the city’s DFC initiative. Key research outputs are an adaptable logic model and an emerging evaluation framework for DFCs.

Research limitations/implications

The study was a short pilot with limited resources. Its findings and outputs must be considered preliminary.

Originality/value

The findings and outputs provide a basis for further research. The study has suggested key components of an evaluation framework for DFCs. It is informing ongoing work to develop such a framework.

Abstract

Purpose

This paper aims to evaluate the quality control systems for constructions in seven countries in Europe with the purpose to trace innovative approaches and best practices that can serve as examples for other countries.

Design/methodology/approach

The paper is based on a series of research projects carried out over a number of years. The research results were updated in 2016 with a desktop research project in seven European countries. The results from this latest project form the heart of this paper. The information is organised into tables that describe and analyse the main features of the quality control systems of the countries (e.g. scope, focus and main characteristics of the procedures and quality demands on building professionals).

Findings

Several similar trends can be recognised in the quality control systems of the various European Union (EU) countries. Quality control is getting more and more privatised and the control framework is setting checks and balances throughout the construction process. Other findings are that scope and focus of the statutory control is unbalanced. Within the control processes emphasis is put on the safety aspects of complex constructions. Far fewer demands are made on the quality of the builders. Re-orientation of the building regulatory framework seems to be needed.

Research limitations/implications

The paper only focusses on European countries where private quality control is established and on selected topics. The findings are based on desktop research and not on the practical experiences of the stakeholders involved in the countries studied.

Practical implications

The paper draws some important recommendations for policymakers in the building regulatory field. It suggests both an enhancement of the effectiveness of the quality control procedure as well as the commitment of builders to comply with the regulations.

Social implications

The quality of constructions is essential for the wellbeing and safety of its users, its occupants or its visitors. This applies to the whole range of quality aspects: structural- and fire safety, health, sustainability and usability aspects. The analyses and recommendations of this paper aim to contribute to an improvement of the overall construction quality.

Originality/value

The paper makes an original contribution to the (limited) literature that is available in this field. The results can be used to situate the quality control systems of each member state within the EU, to assess the main trends, and it can be used as a guide to develop strategic choices on possible improvements in each country.
