Abstract

Purpose

The purpose of this paper is to explore the key requirements of the Food Safety Modernization Act (FSMA), recently passed by the US Congress to safeguard the nation's food supply, and to ascertain the role of quality professionals in the management of food safety and quality systems for food facilities.

Design/methodology/approach

Since genesis of the Act emanates mainly from the recent upsurge in food disease outbreaks in North America, key lessons learnt from the 2008 Listeriosis outbreak in Canada were reviewed. Thereafter, a case study of developing a food safety and quality management system for a “very low risk facility” – i.e. a third party warehouse – was considered. Finally, potential connections between the sections of the FSMA and roles of various quality practitioners were discussed.

Findings

Recent study at the third party logistics warehouse revealed developing and implementing pre‐requisite programs (PRPs), i.e. mainly operational and physical controls, had a positive impact on the food safety and quality management system (FSQMS). Hence, quality practitioners may focus on PRPs to enhance compliance to FSMA requirements.

Practical implications

Food production, processing, packaging and/or distribution companies that export their products to the USA, as well as enterprises requiring preventive controls to ensure food safety and quality, can greatly benefit from the services of quality practitioners. Other key inputs the practitioners provide to the FSQMS include costs reduction, value addition, defects prevention, process control, maintenance and improvement.

Originality/value

The paper closely studies quality practitioners’ perspectives towards meeting or even exceeding the new food safety regulatory expectations in food‐related institutions.

Abstract

The Food Safety Modernization Act (FSMA), designed to establish and enforce food-safety standards for foods from domestic and foreign origins, focuses federal regulation on the prevention of food contamination. Many concerns have been expressed about how FSMA-compliance costs will affect the economic viability of very small and small farms, which have higher average compliance costs than do larger farms, thus marginalizing their ability to compete in the marketplace. The purpose of this study is to estimate how FSMA will affect differently sized US and international tomato producers in the fresh-tomato industry. A simulation approach is applied for changes of quantities demanded, revenues, and profits for differently sized farms based on elasticities estimated using a differential approach. Our findings indicate that both domestic and foreign tomato producers with both very small and small farms are expected to see significant losses in profit after the adoption of FSMA. The practical implications of these findings are that the Food and Drug Administration (FDA) should be aware of, be concerned about, and take into consideration the adverse consequences of their regulatory decisions on food prices, food-industry costs, the structure of the food industry, and product diversity. In essence, the FDA needs to strike a balance between food safety (the primary objective of FSMA) and market performance.

Abstract

Purpose

The purpose of this paper is to determine the impact of the passage and signing of P.L. 111-353, the Food Safety Modernization Act (FSMA), on the market value of agribusiness firms.

Design/methodology/approach

The authors conduct an event study of the shareholder value effects of FSMA. The short-window analyses estimate the three-, five-, and seven-day market responses to three key event dates: passage by the House, passage by the Senate, and the signing of FSMA by President Obama. The long-window analyses examine a time period that encompasses the three informational events, as well as the 30 months after the signing of FSMA. To control for the effects of market-wide fluctuations, the authors use two alternative models of the returns generating process to calculate abnormal returns, the Capital Asset Pricing Model (CAPM) and the Fama-French three-factor model.

Findings

The short-window analyses show no evidence of a significant reaction to the passage of FSMA by the House or the Senate, but evidence of a significant negative reaction to the signing of FSMA by President Obama. The long window results which span the of passage by House, passage by the Senate and signing by the President indicate a decline in the average market value of agribusiness firms on the order of – 10 percent over the period. Additionally, the authors find some evidence that this effect is not evenly spread out across different types of agribusiness firms (wholesale, grocery, and processing).

Originality/value

The study is the first to examine the impact of P.L.111-353 on the market value of agribusiness firms.

Abstract

Purpose

The CANAMEX Trade Corridor plays an important role in routing food supplies for fresh fruits, vegetables, fish, and meats in Canada, Mexico, and the United States. Over 400,000 trucks per annum travel this north-south corridor. Industries, consumers, and federal agencies cooperate to make sure food safety and food security works for all participants.

Methodology/approach

This chapter outlines the underlying factors in North American food supply efforts and highlights some of the disputes and settlements that constitute an important part of the North American food safety system.

Findings

Along the CANAMEX Trade Corridor cooperative efforts are being made by all three nations to improve the food safety and food security system for North America. Food safety and food security information is provided in three major languages (English, French, and Spanish) and in over 50 Native American languages.

Practical implications

The modal view of trade in the CANAMEX Trade Corridor shows that 75% of goods move by truck, 18% by rail, and 7% by air (United States Department of Transportation. (2001). US international trade and freight transportation trends. Washington, DC: US Department of Transportation). As border security and food safety/security technology issues heighten, CANAMEX becomes increasingly important in NAFTA negotiations.

Abstract

Purpose

This study aims to investigate the decision-making process consumers engage in when choosing to return to a restaurant that has experienced a foodborne illness outbreak.

Design/methodology/approach

A scenario-based survey was conducted to collect data from 1,025 respondents on their propensity to return to restaurants that have been cited for serving foods that caused a foodborne illness outbreak. Partial least squares-based structural equation modeling was used to analyze the data.

Findings

The findings of this study show perceived vulnerability, perceived severity and attitude are statistically significant, whereas subjective norms and perceived behavioral control are not statistically significant predictors of consumers’ intention to patronize a restaurant that has experienced a foodborne illness outbreak.

Research limitations/implications

This study examined consumers’ intentions to return to a restaurant that has experienced a foodborne illness outbreak. Findings are based on a scenario-based survey, and thus, the results cannot be generalized.

Originality/value

By implementing protection motivation theory (PMT) and the theory of planned behavior (TPB), findings from this study extend the understanding of patrons’ revisit intentions regarding restaurants with foodborne illness outbreak.

Purpose

The purpose of this paper is to undertake a two-phase desktop review of literature sources in order to conceptualise, frame, and critique existing whistleblowing models and strategies and consider how whistleblowing strategies form part of an effective food crime management system (FCMS) especially for small and medium sized organisations.

Design/methodology/approach

Existing literature from academic sources, financial, healthcare, food industries has been reviewed and critiqued in order to construct a conceptual framework that can inform future empirical research.

Findings

Whistleblowing strategies can form an effective part of a FCMS. Appropriate regulatory protection of those who whistleblow is crucial to not only safeguard individuals but also to mitigate food crime and protect consumers from loss and potential harm. Barriers to whistleblowing exist and if these are not addressed then individuals will be reluctant to report food crime. Further empirical research is required to assess the influence of these and other factors identified in this research and how they can be overcome.

Originality/value

The framework will provide food industry practitioners with guidance on the effective application of whistleblowing strategies within a FCMS.

Abstract

Purpose

The purpose of this paper is to critically examine the perceptions of food business operators (FBOs) in Kirklees Council in relation to the importance of official food inspection of food premises, performed by the local authority.

Design/methodology/approach

A semi-structured questionnaire was developed to survey the opinions of FBOs in Kirklees Council in relation to the significance and consistency of official food control. The business types included were retailers, commercial restaurants, schools, care homes, pub, bars and cafes.

Findings

Based on the total of 236 respondents, the results show that 45.8% of the respondents opined that official food control has considerably improved their food hygiene practices and that official inspection is their only source of information about the latest food safety legislation. Moreover, another 168(71.2%) believed that the instructions given by the inspectors are clear and easily understandable. However, some respondents, especially the small and medium-sized businesses believed that remedying noncompliance caused them financial burden. In addition, significant positive correlations exist between the bigger FBOs and high frequencies of negotiating noncompliance with the inspectors due to the high cost of capital that will be needed to remedy the spotted noncompliance by an officer during control (Kruskal–Wallis r = 0.034, p < 0.003).

Research limitations/implications

As with most studies, it is important to borne in mind that the design of the current study is subject to limitations and these limitations could be addressed in future research. The self-reported data collection employed in this study is limited by the fact that it rarely can be independently verified. In other words, the self-reported data used in this study might be subject to (1) selective memory: respondents might remember or not able to remember all the details of the inspections that occurred at some point in the past, however, inspections are often documented, and businesses usually have a copy of every inspection reports. (2) exaggeration: respondents might over or underrepresent outcomes of inspections and (3) attribution: respondents might attribute positive events and outcomes to their own agency but attribute negative events and outcomes to external forces. Nonetheless, the strength of this study lies in its large sample size and high response rate which makes it easier to assess the representativeness of the sample and to generalise the results.

Originality/value

The behaviour of the FBOs towards food control and the opinion of the FBOs about food safety may have an important effect on the organisation of official food control in Kirklees Council, but there is no scientific data to back it up. Furthermore, the perceptions of FBOs and the role of food control in food safety in Kirklees Council have not been investigated, which makes this research a novelty.

Abstract

Purpose

The purpose of this paper is to explore product adoption beliefs and actions of a large retail food organization with both corporate-owned stores and privately held franchise stores.

Design/methodology/approach

The authors used a case study approach involving survey data collection from 190 corporate-owned and licensed retail outlets that were members of a large, single organization. Ordinary least squares regression and mean differences (t-tests) were used to test the data. Findings were elaborated upon based upon structured interviews.

Findings

Corporate-owned retail outlets invested heavily in food safety innovation, while franchised retail outlets pursued minimal investment to retain product flexibility. The level of adoption is contingent upon ownership structure, as well as institutional forces emanating from the corporate environment, the customer, and peer organizations.

Research limitations/implications

The findings offer greater insight into methodological issues associated with measurement of new product adoption in particular. The authors have shown that it is critical for researchers to clarify the level of analysis of the study. Quantitative survey analysis revealed both safety and economic motivations to be desirable issues in product adoption considerations. However, when quantitative and qualitative results were combined, very different outcomes were realized as ownership structure differences appear to dominate product adoption decisions. Therefore, when conducting plural organizational form research, the data gathering efforts must be carefully undertaken to ensure that critical drivers of phenomena explored are not overlooked.

Practical implications

Adoption of new product adoption involves the complex interplay between ownership structure/control, economic cost/benefit, managerial choice, and societal norms. Often, organizational research relating to adoption of new processes and innovations collects individual-level data. However, this study shows that adoption decisions occur at multiple levels and that the ownership/structural context must be considered.

Social implications

The study has implications from social innovation/responsibility perspectives. Recent press regarding food safety has put pressure on food processing establishments to consider methods of reducing food safety breaches. No doubt, this has alerted the consumer to potential risks in food processing and influenced their preferences in favor of food safety innovations. Nonetheless, perceptions of the importance of “safety” can be interpreted in a variety of ways, leading to differing courses of action. Interviews with corporate-level executives revealed that they preferred both corporate-owned and franchised retail outlets adopt case ready (CR) meats to stem safety concerns. Yet, this aspiration diffused throughout the organization differently.

Originality/value

Multiple organizational structure forms operating within the same organizational entity, or “plural form” organizations, offer unique opportunities for examination. Applying various theoretical lenses, including agency theory, the resource-based theory, and institutional theory, the authors offer rationale for why different structural types within the same corporate entity may differ in their beliefs and actions concerning product safety, cost, and adoption.

Abstract

Purpose

The purpose of this paper is to develop a validated food safety whistle-blowing scale and examine how training influences food handlers’ whistle-blowing, the mediating roles of job satisfaction and food safety self-efficacy and the moderating roles of organization type and gender.

Design/methodology/approach

A sample of 734 food handlers from the food service industry and 306 food handlers from the food processing industry were recruited. A two-step psychometric process was conducted to validate the scale, and a moderated mediation model was used to examine the mechanisms through which food safety training influences whistle-blowing.

Findings

The results showed that job satisfaction and self-efficacy fully mediated the relationship between training and whistle-blowing. Organization type moderated the first step of the two indirect paths and gender moderated the second step, thereby supporting the mediated-moderated model.

Practical implications

The results indicate the influence of food safety training programs on whistle-blowing behaviors and suggest other methods of enhancing employee whistle-blowing through human resource management.

Originality/value

A validated scale is lacking to measure whistle-blowing in the food safety context, and little research has examined the influence of human resource practices on whistle-blowing. This study provides meaningful insights for researchers by developing and validating food safety the whistle-blowing scale, connecting training with whistle-blowing, and provides useful information for practitioners by offering the methods of enhancing whistleblowing in both the food processing and food service industry.
