Abstract

Purpose

Inter-organisational governance is an important enabler for information processing, particularly in relationships undergoing digital transformation (DT) where partners depend on each other for information in decision-making. Based on information processing theory (IPT), the authors theoretically and empirically investigate how governance mechanisms address information asymmetry (uncertainty and equivocality) arising in capturing, sharing and interpreting information generated by digital technologies.

Design/methodology/approach

IPT is applied to four cases of public–private relationships in the Dutch infrastructure sector that aim to enhance the quantity and quality of information-based decision-making by implementing digital technologies. The investigated relationships are characterised by differing degrees and types of information uncertainty and equivocality. The authors build on rich data sets including archival data, observations, contract documents and interviews.

Findings

Addressing information uncertainty requires invoking contractual control and coordination. Contract clauses should be precise and incentive schemes functional in terms of information requirements. Information equivocality is best addressed by using relational governance. Identifying information requirements and reducing information uncertainty are a prerequisite for the transformation activities that organisations perform to reduce information equivocality.

Practical implications

The study offers insights into the roles of both governance mechanisms in managing information asymmetry in public–private relationships. The study uncovers key activities for gathering, sharing and transforming information when using digital technologies.

Originality/value

This study draws on IPT to study public–private relationships undergoing DT. The study links contractual control and coordination as well as relational governance mechanisms to information-processing activities that organisations deploy to reduce information uncertainty and equivocality.

Abstract

Purpose

This review aims to give a critical view of the wheel/rail high frequency vibration-induced vibration fatigue in railway bogie.

Design/methodology/approach

Vibration fatigue of railway bogie arising from the wheel/rail high frequency vibration has become the main concern of railway operators. Previous reviews usually focused on the formation mechanism of wheel/rail high frequency vibration. This paper thus gives a critical review of the vibration fatigue of railway bogie owing to the short-pitch irregularities-induced high frequency vibration, including a brief introduction of short-pitch irregularities, associated high frequency vibration in railway bogie, typical vibration fatigue failure cases of railway bogie and methodologies used for the assessment of vibration fatigue and research gaps.

Findings

The results showed that the resulting excitation frequencies of short-pitch irregularity vary substantially due to different track types and formation mechanisms. The axle box-mounted components are much more vulnerable to vibration fatigue compared with other components. The wheel polygonal wear and rail corrugation-induced high frequency vibration is the main driving force of fatigue failure, and the fatigue crack usually initiates from the defect of the weld seam. Vibration spectrum for attachments of railway bogie defined in the standard underestimates the vibration level arising from the short-pitch irregularities. The current investigations on vibration fatigue mainly focus on the methods to improve the accuracy of fatigue damage assessment, and a systematical design method for vibration fatigue remains a huge gap to improve the survival probability when the rail vehicle is subjected to vibration fatigue.

Originality/value

The research can facilitate the development of a new methodology to improve the fatigue life of railway vehicles when subjected to wheel/rail high frequency vibration.

Abstract

Purpose

For many decades, it has been recognized that maintenance activities should be adapted to the specific usage of a system. For that reason, many advanced policies have been developed, such as condition-based and load-based maintenance policies. However, these policies require advanced monitoring techniques and rather detailed understanding of the failure behavior, which requires the support of an OEM or expert, prohibiting application by an operator in many cases. The present work proposes a maintenance policy that relieves the high (technical) demands set by these existing policies and provides a more accurate specification of the required (dynamic) maintenance interval than traditional usage-based maintenance.

Design/methodology/approach

The methodology followed starts with a review and critical assessment of existing maintenance policies, which are classified according to six different aspects. Based on the need for a technically less demanding policy that appears from this comparison, a new policy is developed. The consecutive steps required for this functional usage profiles based maintenance policy are then critically discussed: usage profile definition, monitoring, profile severity quantification and the possible extension to the fleet level. After the description of the proposed policy, it is demonstrated in three case studies on real systems.

Findings

A maintenance policy based on a simple usage registration procedure appears to be feasible, which enables a significantly more efficient maintenance process than the traditional usage-based policies. This is demonstrated by the policy proposed here.

Practical implications

The proposed maintenance policy based on functional usage profiles offers the operators of fleets of systems the opportunity to increase the efficiency and effectiveness of their maintenance process, without the need for a high investment in advanced monitoring systems and in experts interpreting the results.

Originality/value

The original contribution of this work is the explicit definition of a new maintenance policy, which combines the benefits of considering the effects of usage or environment severity with a limited investment in monitoring technology.

Abstract

Purpose

Thermomechanical behavior of intermediate-size beam-to-wall assemblies including Glulam-beams connected to cross-laminated timber (CLT) walls with T-shape steel doweled connections was investigated at ambient temperature (AT) and after and during non-standard fire exposure.

Design/methodology/approach

Three AT tests were conducted to evaluate the load-carrying capacity and failure modes of the assembly at room temperature. Two post-fire performance (PFP) tests were performed to study the impact of 30-min (PFP30) and 60-min (PFP60) partial exposure to a non-standard fire on the residual strength of the assemblies. The assemblies were exposed to fire in a custom-designed frame, then cooled and loaded to failure. A fire performance (FP) test was conducted to study the fire resistance (FR) during non-standard fire exposure by simultaneously applying fire and a mechanical load equal to 65% of the AT load carrying capacity.

Findings

At AT, embedment failure of the dowels followed by splitting failure at the Glulam-beam and tensile failure of the epoxy between the layers of CLT-walls were the dominant failure modes. In both PFP tests, the plastic bending of the dowels was the only observed failure mode. The residual strength of the assembly was reduced 14% after 30 min and 37% after 60 min of fire exposure. During the FP test, embedment failure of timber in contact with the dowels was the only major failure mode, with the maximum rate of displacement at 51 min into the fire exposure.

Originality/value

This is the first time that the thermomechanical performance of such an assembly with a full-contact connection is presented.

Abstract

Purpose

3-ply cross-laminated timber (CLT) is used to investigate the thermo-mechanical performance of intermediate-size assemblies comprised of T-shaped welded slotted-in steel doweled connections and CLT beams at ambient temperature (AT), after and during non-standard fire exposure.

Design/methodology/approach

The first set of experiments was performed as a benchmark to find the load-carrying capacity of the assembly and investigate the failure modes at AT. The post-fire performance (PFP) test was performed to investigate the residual strength of the assembly after 30-min exposure to a non-standard fire. The fire-performance (FP) test was conducted to investigate the thermo-mechanical behavior of the loaded assembly during non-standard fire exposure. In this case, the assembly was loaded to 67% of AT load-carrying capacity and partially exposed to a non-standard fire for 75 min.

Findings

Embedment failure and plastic deformation of the dowels in the beam were the dominant failure modes at AT. The load-carrying capacity of the assembly was reduced to 45% of the ambient capacity after 30 min of fire exposure. Plastic bending of the dowels was the principal failure mode, with row shear in the mid-layer of the CLT beam and tear-out failure of the header sides also observed. During the FP test, ductile embedment failure of the timber in contact with the dowels was the major failure mode at elevated temperature.

Originality/value

This paper presents for the first time the thermo-mechanical performance of CLT beam-to-girder connections at three different thermal conditions. For this purpose, the outside layers of the CLT beams were aligned horizontally.

Abstract

Purpose

This study aims to research the development trend, research status, research results and existing problems of the steel–concrete composite joint of railway long-span hybrid girder cable-stayed bridge.

Design/methodology/approach

Based on the investigation and analysis of the development history, structure form, structural parameters, stress characteristics, shear connector stress state, force transmission mechanism, and fatigue performance, aiming at the steel–concrete composite joint of railway long-span hybrid girder cable-stayed bridge, the development trend, research status, research results and existing problems are expounded.

Findings

The shear-compression composite joint has become the main form in practice, featuring shortened length and simplified structure. The length of composite joints between 1.5 and 3.0 m has no significant effect on the stress and force transmission laws of the main girder. The reasonable thickness of the bearing plate is 40–70 mm. The calculation theory and simplified calculation formula of the overall bearing capacity, the nonuniformity and distribution laws of the shear connector, the force transferring ratio of steel and concrete components, the fatigue failure mechanism and structural parameters effects are the focus of the research study.

Originality/value

This study puts forward some suggestions and prospects for the structural design and theoretical research of the steel–concrete composite joint of railway long-span hybrid girder cable-stayed bridge.

Abstract

Purpose

Simulations exist for the prediction of the behaviour of building structural systems under fire, including two-way coupled fire-structure interaction. However, these simulations do not include detailed models of the connections, whereas these connections may impact the overall behaviour of the structure. Therefore, this paper proposes a two-scale method to include screw connections.

Design/methodology/approach

The two-scale method consists of (a) a global-scale model that models the overall structural system and (b) a small-scale model to describe a screw connection. Components in the global-scale model are connected by a spring element instead of a modelled screw, and the stiffness of this spring element is predicted by the small-scale model, updated at each load step. For computational efficiency, the small-scale model uses a proprietary technique to model the behaviour of the threads, verified by simulations that model the complete thread geometry, and validated by existing pull-out experiments. For four screw failure modes, load-deformation behaviour and failure predictions of the two-scale method are verified by a detailed system model. Additionally, the two-scale method is validated for a combined load case by existing experiments, and demonstrated for different temperatures. Finally, the two-scale method is illustrated as part of a two-way coupled fire-structure simulation.

Findings

It was shown that proprietary ”threaded connection interaction” can predict thread relevant failure modes, i.e. thread failure, shank tension failure, and pull-out. For bearing, shear, tension, and pull-out failure, load-deformation behaviour and failure predictions of the two-scale method correspond with the detailed system model and Eurocode predictions. Related to combined load cases, for a variety of experiments a good correlation has been found between experimental and simulation results, however, pull-out simulations were shown to be inconsistent.

Research limitations/implications

More research is needed before the two-scale method can be used under all conditions. This relates to the failure criteria for pull-out, combined load cases, and temperature loads.

Originality/value

The two-scale method bridges the existing very detailed small-scale screw models with present global-scale structural models, that in the best case only use springs. It shows to be insightful, for it contains a functional separation of scales, revealing their relationships, and it is computationally efficient as it allows for distributed computing. Furthermore, local small-scale non-convergence (e.g. a screw failing) can be handled without convergence problems in the global-scale structural model.

Abstract

Purpose

The purpose of this paper is to highlight the potential role that the so-called “toxic triangle” (Padilla et al., 2007) can play in undermining the processes around effectiveness. It is the interaction between leaders, organisational members, and the environmental context in which those interactions occur that has the potential to generate dysfunctional behaviours and processes. The paper seeks to set out a set of issues that would seem to be worthy of further consideration within the Journal and which deal with the relationships between organisational effectiveness and the threats from insiders.

Design/methodology/approach

The paper adopts a systems approach to the threats from insiders and the manner in which it impacts on organisation effectiveness. The ultimate goal of the paper is to stimulate further debate and discussion around the issues.

Findings

The paper adds to the discussions around effectiveness by highlighting how senior managers can create the conditions in which failure can occur through the erosion of controls, poor decision making, and the creation of a culture that has the potential to generate failure. Within this setting, insiders can serve to trigger a series of failures by their actions and for which the controls in place are either ineffective or have been by-passed as a result of insider knowledge.

Research limitations/implications

The issues raised in this paper need to be tested empirically as a means of providing a clear evidence base in support of their relationships with the generation of organisational ineffectiveness.

Practical implications

The paper aims to raise awareness and stimulate thinking by practising managers around the role that the “toxic triangle” of issues can play in creating the conditions by which organisations can incubate the potential for crisis.

Originality/value

The paper seeks to bring together a disparate body of published work within the context of “organisational effectiveness” and sets out a series of dark characteristics that organisations need to consider if they are to avoid failure. The paper argues the case that effectiveness can be a fragile construct and that the mechanisms that generate failure also need to be actively considered when discussing what effectiveness means in practice.

Abstract

Purpose

Student retention is important in the management of any university especially one which is not financially independent. Administrators in such institutions need to investigate ways to improve the retention rate in order to avoid the loss of revenue. One of the methods is to ensure that students are able to follow their study pathway and complete their study on time instead of dropping out. The purpose of this paper is to establish a system that allows the university to monitor the progression of these students and highlight the need for counselling when necessary. It is also hoped that this paper helps to improve the student retention rate using quality analysis tools and add knowledge into factual-based problem-solving methodology.

Design/methodology/approach

This paper is a co-relational study based on secondary data. It is a continuous improvement method adopting the “plan-do-check-action” model. Quality analysis tools adopted are failure modes and effects analysis and process mapping, where both are the quality analysis tools commonly used in solving product design or assembly process issues in manufacturing. Using the case study of Wawasan Open University, the authors will adapt the aforesaid quality analysis tools from design and manufacturing sectors into an open distance learning education design. It is hoped that the identified process facilitates certain functions of the departments of the organisation to be more effective.

Findings

This paper provides a practical approach on the methods to improve the retention rate in a private higher education institute. Stakeholders are more willing to embrace the improvement when there is proper factual analysis to support the plans. A cross-departmental team is formed to brainstorm the various aspects of the process and the potential failure modes. In a resource-constrained environment, prioritisation is important to identify the high-impact problems. It is also important that a mechanism is available to deliver information to the area where decisions and actions can be made. The failure modes are prioritised systematically and the corresponding solutions installed. The end result is a system with the process that reduces interdepartmental inconsistency thus providing students with a clearer visibility of their study pathway so that they can complete their study on time instead of dropping out.

Research limitations/implications

This study is performed within the context of an institute. The generalisation is low. Other researchers are encouraged to explore further.

Practical implications

This paper provides some practical actions for the improvement of student retention in the university. It is hoped that other researchers will be attracted to explore further on using quality analysis tools to solve non-technical problems.

Originality/value

This paper provides a structured problem-solving method in a service-oriented organisation.

Abstract

Purpose

The purpose of this paper is to examine the influences of Shariah governance (SG) mechanisms on Islamic banks' performance and Shariah compliance quality in the context of Bangladesh.

Design/methodology/approach

A semi-structured personal interview tactic was applied to accomplish the research objectives. The data were collected from the regulators, Shariah supervisory boards, Shariah department executives and Shariah experts from the Central Bank (Bangladesh Bank) and Islamic banks in Bangladesh.

Findings

The study discovers that the quality of the Board of Directors (BODs), Shariah Supervisory Board (SSB), management and Shariah executives have both positive and negative influences on the Shariah compliance quality, image, goodwill and performance of Islamic banks' in Bangladesh. The compositions, formations and quality of SSB and Shariah officers positively influence the Islamic banks' fatwas, Shariah decisions, compliance quality and firm performance. The study also finds that prevailing banking pressure, current political situation, the willingness of BOD and management and social limitations impact Islamic banks' performance, Shariah compliance quality, image and goodwill.

Research limitations/implications

Based on our findings, if the regulators, BODs and Islamic banks can manage effective and efficient executives, it will create a positive impact on Islamic banks' performance, image, goodwill and quality compliance. As the prevailing banking pressure, current political situation and social limitations hinder the functions and employment system of the Islamic banks as well as result the Islamic banks' image, performance, Shariah implementations and compliance. Thus, the theorist needs to consider these mechanisms in extending the agency, stakeholder and resource dependence theories.

Originality/value

This research extends the literature concerning the influences of Islamic banks' SG mechanisms in Bangladesh. The study also argued not only the efficient and effective mechanisms but also the prevailing banking pressure, current political situation and social limitations impact on Islamic banks' performance and Shariah compliance quality.
