Abstract

Natural hazards cause enormous damage to human beings including loss of life and property. Although Malaysia is fortunate as it does not experience disasters such as volcanic eruptions and typhoons, the country is prone to flood and landslides. In December 2014, Malaysia was hit by the worst flood in Kelantan called Bah Kuning meaning yellow flood. The flood has caused thousands homeless. During the flood, the victims were evacuated to the nearest evacuation centres for shelter. However, the victims received little support due to agencies involved were unable to gain access. Lack of supporting transportation and infrastructure for disaster relief has caused deficiency in coordination. The evacuation preparedness for disaster management may be improved by integrating information through geographical information system (GIS). This research aims to assess and identify suitable locations for shelters and routes for disaster reliefs. The December 2014 flood was simulated using HEC-RAS and ArcGIS. Suitability analysis was used to determine best locations for helipads and routes based on the simulated inundated areas, roads, rivers and evacuations centres. The study also maps the best possible locations for evacuation centres and transportation modes for disaster reliefs.

Abstract

Purpose

This paper aims to investigate the effectiveness of early warning and community cooperation for evacuation preparedness from mega-risk type coastal hazard in childcare centers, focusing in the evacuation of childcare centers from tsunami at the time of the Great East Japan Earthquake occurred on March 11, 2011.

Design/methodology/approach

As the research method, surveys were conducted in public childcare centers affected by tsunami in Kesennuma city in Miyagi Prefecture and Kamaishi city in Iwate Prefecture.

Findings

As the main findings, facilities, where teachers and children started evacuation immediately after the earthquake, could have more conditions to get cooperation from the local community to evacuate children in wide-scale urban environment. Children 3-5 years old tended to be instructed to walk two abreast under the lead of teachers, and children 0-2 years old tended to be carried by the piggyback ride and multi-passenger baby strollers. The destination of evacuation needed to be changed several times because of the risks for higher tsunami and fire outbreaks.

Research limitations/implications

As future issues, it is necessary to analyze the walking capability of children and the transportation capability of multi-passenger baby strollers by teachers, to address strategies to quantify the necessary community cooperation based on the severity of early warning.

Originality/value

Most of the past studies regarding disaster preparedness of nursery children are limited within the facility in case of fire. This work has importance as it focused on the emergency responses that require urban-scale evacuation in ascending route that differ from that which are required in the case of fire.

Abstract

Purpose

The purpose of this paper is to look into the socio-cultural contexts that shaped people’s evacuation decisions during typhoon Haiyan in three affected areas in the Philippines.

Design/methodology/approach

This is a multi-sited ethnography that utilized interviews, focus group discussion and participatory risk mapping among selected women and men in areas affected by typhoon Haiyan in the Philippines.

Findings

Coastal communities encounter threats from storm surges as brought about by typhoons. During such periods, disaster evacuation programs are implemented. In some instances, evacuation programs are met with resistance from community members. Such resistance has been attributed to the people’s hard headedness and ignorance of the potential impacts of living in hazard prone areas. This paper argues that it is not solely for these reasons that people refused to evacuate. Results showed that hesitance may also be due to other considerations and priorities vital to people. It is also because people had faith in the knowledge and strategies that they were able to develop by engaging with hazards through time. Furthermore, previous experiences with disaster evacuation programs cast doubt on their value in saving their lives. Life in the evacuation areas can be as dangerous if not more compared with living in their coastal homes. Some of the informants believed that they were being moved from hazard zones to death zones. This paper ends with recommendations for the development of evacuation programs that build people’s resilience while taking into consideration the local moral world in identified hazard zones in the Philippines.

Research limitations/implications

The study focused on three areas affected by typhoon Haiyan in the Philippines, namely, Tacloban City, Guiuan, Eastern Samar, and San Francisco, Cebu.

Originality/value

Most research on disaster mitigation looked into the engineering and technology aspects. This paper looks into the socio-cultural contexts of disaster evacuation.

Abstract

Purpose

This study examines the websites of central government ministries, prefectures and municipalities to obtain a comprehensive bird’s-eye view of how they are preparing for natural disasters in the context of the novel coronavirus (COVID-19) outbreak.

Design/methodology/approach

This study examines the websites of central government ministries, prefectures and municipalities in Japan to survey the actual status of information dissemination on “evacuation and sheltering” in the context of COVID-19.

Findings

This study found that the central government issued many notices, notifications and administrative communications to prefectures, cities with public health centers and special wards, which were mainly related to opening, securing and operating evacuation centers and improving the environment. It was found that most prefectures disseminated information on both survival and living evacuation and did so from June onward, when the flood season was approaching. Among the municipalities, there were differences in information dissemination tendencies by prefecture, and it became clear that smaller municipalities were especially incapable of fully disseminating information via the Web.

Research limitations/implications

The data from the prefectures and municipalities surveyed in this study were collected from websites and do not necessarily represent the actual response to disaster-related evacuation in the context of COVID-19 in those areas. To clarify this evacuation, more detailed surveys are needed.

Originality/value

This study is unique because no research has been conducted on the response of Japanese administrative agencies to disaster-related evacuation in the context of COVID-19; the actual situation was analyzed in this study by examining central government ministries, prefectures and municipalities as administrative agencies and comparing their responses.

Abstract

Purpose

This paper aims to present a systematic review of the published literature on building information model (BIM)-based simulation tools used for occupant evacuation over the past 23 years.

Design/methodology/approach

A literature review was conducted on BIM-based simulation tools used for occupant evacuation over the past 23 years. The search identified a total of 37 relevant papers, which were reviewed. The paper describes the use of BIM-based simulation tools over the years and identifies the research gaps.

Findings

BIM-based simulation tools have undergone progressive development, with constant improvements through the integration of advanced tools and collection of more data. These tools can assist in identifying faults in the building design. The outcomes of the simulation were not entirely accurate, as real-life scenarios vary depending on the various building types and the behavior of their occupants.

Research limitations/implications

This study contributes to the literature through reviewing the capabilities of BIM-based simulation tools and the different simulation methods along with their limitations.

Practical implications

Fire safety engineers and architects can comprehend the utilization of BIM-based simulation tools to enhance the fire evacuation in light of their shortcomings and flaws.

Originality/value

BIM-based simulation tools are becoming more advanced and widely used. There has not been a comprehensive evaluation of the capabilities of the integration of BIM tools and simulation modeling for occupant evacuation. This study guides researchers on the capabilities and efficiencies of integrated solutions for occupant evacuations and their inherent shortcomings. The study identifies future research areas in BIM-based tools for occupant evacuation.

Abstract

This chapter presents an exploration of the ways in which humanitarian non-government organisations (NGOs) and communities affected by the 2014 floods in Solomon Islands interpreted and responded to the disaster, identifying factors that assisted and constrained stakeholders in disaster response and recovery. The research investigates the extent to which communities were consulted and participated in NGO responses, and the factors which informed community–NGO relationships. A qualitative case study approach was used, employing interviews, focus groups and document analysis, guided by a reflexive discourse analysis and narrative inquiry approach, which places the focus of the study on the experiences of participants. Communities played very limited roles in NGO responses, especially non-dominant or marginalised sectors of society, such as youth, women and people with disabilities. Failure to respond appropriately to the differentiated needs of affected populations can exacerbate their risk of experiencing secondary disaster. The authors argue that there is a need to improve the inclusiveness of responses to disaster, engaging women, youth and people with disabilities in decision making in order to respond more appropriately to their needs.

Abstract

Purpose

The purpose of this paper is to present a novel approach that examines the vulnerability and interdependency of critical infrastructures using the network theory in geographic information system (GIS) setting in combination with literature and government reports. Specifically, the objectives of this study were to generate the network models of critical infrastructure systems (CISs), particularly electricity, roads and sewerage networks; to characterize the CISs’ interdependencies; and to outline the climate adaptation (CA) and flood mitigation measures of CIS.

Design/methodology/approach

An integrated approach was undertaken in assessing the vulnerability and interdependency of critical infrastructures. A single system model and system-of-systems model were operationalized to examine the vulnerability and interdependency of the identified critical infrastructures in GIS environment. Existing CA and flood mitigation measures from government reports were integrated in the above-mentioned findings to better understand and gain focus in the implementation of natural disaster risk reduction (DRR) policies, particularly during the 2010/2011 floods in Queensland, Australia.

Findings

Using the results from the above-mentioned approach, the spatially explicit framework was developed with four key operational dimensions: conceiving the climate risk environment; understanding the critical infrastructures’ common cause and cascade failures; modeling individual infrastructure system and system-of-systems level within GIS setting; and integrating the above-mentioned results with the government reports to increase CA and resilience measures of flood-affected critical infrastructures.

Research limitations/implications

While natural DRR measures include preparation, response and recovery, this study focused on flood mitigation. Temporal analysis and application to other natural disasters were also not considered in the analysis.

Practical implications

By providing this information, government-owned corporations, CISs managers and other concerned stakeholders will allow to identify infrastructure assets that are highly critical, identify vulnerable infrastructures within areas of very high flood risk, examine the interdependency of critical infrastructures and the effects of cascaded failures, identify ways of reducing flood risk and extreme climate events and prioritize DRR measures and CA strategies.

Originality/value

The individualist or “pigeon-hole” approach has been the common method of analyzing infrastructures’ exposure to flood hazards and tends to separately examine the risk for different types of infrastructure (e.g. electricity, water, sewerage, roads and rails and stormwater). This study introduced an integrated approach of analyzing infrastructure risk to damage and cascade failure due to flooding. Aside from introducing the integrated approach, this study operationalized GIS-based vulnerability assessment and interdependency of critical infrastructures which had been unsubstantially considered in the past analytical frameworks. The authors considered this study of high significance, considering that floodplain planning schemes often lack the consideration of critical infrastructure interdependency.

Abstract

Purpose

This paper aims to examine tweet posts regarding Typhoon Washi to contend the usefulness of social media and big data as an aid of post-disaster management. Through topic modelling and content analysis, this study examines the priorities of the victims expressed in Twitter and how the priorities changed over a year.

Design/methodology/approach

Social media, particularly Twitter, was where the data gathered. Using big data technology, the gathered data were processed and analysed according to the objectives of the study. Topic modelling was used in clustering words from different topics. Clustered words were then used for content analysis in determining the needs of the victims. Word frequency count was also used in determining what words were repeatedly used during the course period. To validate the gathered data online, government documents were requested and concerned government agencies were also interviewed.

Finding

Findings of this study argue that housing and relief goods have been the top priorities of the victims. Victims are seeking relief goods, especially when they are in evacuation centres. Also, the lack of legal basis hinders government officials from integrating social media information unto policymaking.

Research limitation

This study only reports Twitter posts containing keywords either, Sendong, SendongPH, Washi or TyphoonWashi. The keywords were determined based on the words that trended after Typhoon Washi struck.

Practical implication

For social media and big data to be adoptable and efficacious, supporting and facilitating conditions are necessary. Structural, technical and financial support, as well as legal framework, should be in place. Maintaining and sustaining positive attitude towards it should be taken care of.

Originality/value

Although many studies have been conducted on the usefulness of social media in times of disaster, many of these focused on the use of social media as medium that can efficiently spread information, and little has been done on how the government can use both social media and big data in collecting and analysing the needs of the victims. This study fills those gaps in social big data literature.

Purpose

To look at the role of local decision-making and control in the face of a trend towards unified national and transnational disaster protocols. To look at the implications of a shifting rhetoric – from sustainability to resilience – for this issue.

Methods/approach

This chapter draws upon the author’s case studies of the 2009 H1N1 pandemic in New York City and Hurricane Sandy (2013) in New York City, as well as studies of Hurricane Katrina (2006) in New Orleans, to discuss governance issues.

Findings

Empirical studies confirm the importance of locally based decision-making and control. There are tensions between national disaster protocols and local decision-making; urban governance matters given differences in political culture, leadership, and community participation.

Social implications

We need a resilient social infrastructure as well as a resilient physical environment. Strong social institutions are an essential part of this process but communities must be given material, not only symbolic benefits.

Originality/value of chapter

The conclusion that the threat of natural disasters requires more rather than less autonomy in decision-making for the locality.

Furthermore, that the shift in objectives, from sustainability to resilience (mandating redundancy and sophisticated data retrieval) requires what we might call a more empowered city.

Abstract

Currently, legislation relating to hazardous sites is becoming more rigorous, with the exception of nuclear installations and these are being addressed. A particular facet of accidents at nuclear installations involving radioactivity is potassium iodate prophylaxis as a counter measure. Effective distribution of stable iodine is important, with early issue to an affected populace critical. Present arrangements are unsatisfactory in that the Police Service is the principal agency for such distribution, with other agencies, for example the Health Service, acting in support. There is limited pre‐distribution to designated sites, but the practice varies throughout the country. Considerable thought has been given to the matter of an effective distribution process with the possibility shortly of guidance. It is unclear what arrangements will be in the future for this distribution and the matter will have to be treated with considerable care, bearing in mind the sensitivity of this subject as far as the public is concerned.
