Abstract

Purpose

The authors investigate the role of community engagement in the connection between disaster mitigation and disaster preparedness. Using a vulnerability-to-hazard framework built by the European Union, the authors study the case of Aceh province, Indonesia, which was hit hard by Asian tsunami in 2004.

Design/methodology/approach

The research design uses a single case study research. The authors study the case of Aceh province, Indonesia, by comparing improvements in disaster mitigation and disaster preparedness in a period longer than ten years beginning in 2004, right before the Asian tsunami that devastated the province. Aware that the connection between mitigation and preparedness is a broad research topic, the authors focus on the domain of pre-disaster evacuation.

Findings

The authors find that Aceh province has made substantial improvements in healthcare facilities and road quality (mitigation) as well as early alert systems and evacuation plans (preparedness). Socio-economic indicators of the community have improved substantially as well. However, there is a lack of safe sheltering areas as well as poor road signaling maintenance, which threatens the effectiveness of infrastructural improvements. The authors propose that community engagement would connect disaster mitigation and disaster preparedness. The connecting element is community-based maintenance of critical infrastructure such as road signals, which the government could facilitate by leveraging on operational transparency.

Research limitations/implications

The findings open avenues for future research on the actionable engagement of communities in disaster mitigation and disaster preparedness.

Originality/value

This paper contributes to three areas of humanitarian logistics research: disaster management cycle (DMC), pre-disaster evacuations and community engagement in disaster management.

Abstract

Purpose

This project aims to improve understanding of disaster preparedness and resilience, as well as animal recovery during a disaster event. The purpose of this study is to determine the type and extent of repair/renovation work required to bring proposed animal safe places and their different components up to the minimum standard for an operational animal evacuation site.

Design/methodology/approach

On-site survey using a five-point Likert scale questionnaire was used to collect data through a five stage processes beginning with the creation of a facility register and continuing with the development of assessment guidelines, assessment planning, actual assessment and reporting. In the Hunter Region of New South Wales, Australia, 25 potential animal evacuation sites, including saleyards, showgrounds, animal shelters and racecourses, were identified and accessed.

Findings

The findings of the study reveals that none of the facilities are of high standard. However, 16% would require cosmetic work, 76% would require minor work and the remaining facilities would require significant work. According to the characteristics of the facilities assessed, saleyards have a greater capacity to accommodate animals ranging in size from large to small. More than half of the facilities have average to excellent hay sheds and wash bays, whereas less than half have dedicated animal quarantine space.

Research limitations/implications

The findings of this study should assist government agencies, local councils, emergency management teams and other stakeholders in planning for and considering renovation/upgrade of potential animal safe places.

Originality/value

The assessment guideline developed as part of this research can be included in the local council’s emergency management plan to improve adequate planning for safe animal evacuation.

Abstract

Purpose

The main objective of this study is to develop a tsunami emergency response plan for a coastal community by adopting a community‐based disaster preparedness approach.

Design/methodology/approach

A multi‐strategy research design utilizing both quantitative and qualitative methods was used. The weaknesses and strengths of the different agencies involved in responding to the 2004 tsunami disaster were identified through a focus group discussion. A survey was used to assess the preparedness of the community. Tsunami awareness and education were imparted through lectures, sermons, radio talk shows, informal briefings, workshops and printed materials. Tsunami evacuation routes, safe zones, warning protocols and evacuation plans were finalized through a consultation process with the community. A tsunami evacuation plan was verified during a table‐top exercise and was tested through a drill.

Findings

It is evident from the study that a community‐based approach (where the local community is taken as the primary focus of attention in disaster reduction) to tsunami mitigation and preparedness is viable. This process has provided an opportunity for tapping traditional organizational structures and mechanisms (including formal and informal community leaders) and capability‐building activities with the community disaster committees and volunteers.

Originality/value

Tsunami 2004 is the first ever tsunami disaster experienced in the country and thus the study provides significant lessons learned from the event. The community‐based approach to disaster preparedness is not the current practice in the country. Thus, the study demonstrates that the approach is a viable tool to enhance community preparedness to tsunami and other types of disasters as well.

Abstract

Purpose

This paper aims to investigate the effectiveness of early warning and community cooperation for evacuation preparedness from mega-risk type coastal hazard in childcare centers, focusing in the evacuation of childcare centers from tsunami at the time of the Great East Japan Earthquake occurred on March 11, 2011.

Design/methodology/approach

As the research method, surveys were conducted in public childcare centers affected by tsunami in Kesennuma city in Miyagi Prefecture and Kamaishi city in Iwate Prefecture.

Findings

As the main findings, facilities, where teachers and children started evacuation immediately after the earthquake, could have more conditions to get cooperation from the local community to evacuate children in wide-scale urban environment. Children 3-5 years old tended to be instructed to walk two abreast under the lead of teachers, and children 0-2 years old tended to be carried by the piggyback ride and multi-passenger baby strollers. The destination of evacuation needed to be changed several times because of the risks for higher tsunami and fire outbreaks.

Research limitations/implications

As future issues, it is necessary to analyze the walking capability of children and the transportation capability of multi-passenger baby strollers by teachers, to address strategies to quantify the necessary community cooperation based on the severity of early warning.

Originality/value

Most of the past studies regarding disaster preparedness of nursery children are limited within the facility in case of fire. This work has importance as it focused on the emergency responses that require urban-scale evacuation in ascending route that differ from that which are required in the case of fire.

Abstract

Purpose

This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.

Design/methodology/approach

A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.

Findings

Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.

Originality/value

Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Abstract

Natural hazards cause enormous damage to human beings including loss of life and property. Although Malaysia is fortunate as it does not experience disasters such as volcanic eruptions and typhoons, the country is prone to flood and landslides. In December 2014, Malaysia was hit by the worst flood in Kelantan called Bah Kuning meaning yellow flood. The flood has caused thousands homeless. During the flood, the victims were evacuated to the nearest evacuation centres for shelter. However, the victims received little support due to agencies involved were unable to gain access. Lack of supporting transportation and infrastructure for disaster relief has caused deficiency in coordination. The evacuation preparedness for disaster management may be improved by integrating information through geographical information system (GIS). This research aims to assess and identify suitable locations for shelters and routes for disaster reliefs. The December 2014 flood was simulated using HEC-RAS and ArcGIS. Suitability analysis was used to determine best locations for helipads and routes based on the simulated inundated areas, roads, rivers and evacuations centres. The study also maps the best possible locations for evacuation centres and transportation modes for disaster reliefs.

Purpose

The purpose of this paper is to review the vulnerability and challenges faced by Canadian pet owners in times of disaster and evaluate emergency preparedness measures put in place to address the identified issues.

Design/methodology/approach

Emergency preparedness strategies from different countries were identified to weigh against Canada’s state of preparedness.

Findings

Pet/animal owners without emergency plans for their animals are more vulnerable than non-pet owners when they need to flee from disaster; and as Canada faces disaster challenges, proactive preparedness in emergency demands awareness, cooperation and commitment from everyone –governments, corporations, community groups and individuals become a necessity.

Originality/value

Based on the identified need, the paper reviews strategies that engages pet owners in preparing for emergency in order to keep individuals and their communities safe. This paper will be beneficial to policy makers, researchers, health educators, scholars and emergency management professionals that read the journal.

Abstract

Purpose

The purpose of this paper is to introduce a conceptual model that integrates multi-disciplinary research in relation to crisis management, and to consider its application for international human resource managers in preventing and managing the evacuation of expatriate staff during crises.

Design/methodology/approach

The paper critically reviews and distils research into crisis and evacuation management, and examines its relevance to a generic framework of international human resource roles. The paper evaluates this body of literature and suggests potential research avenues from an international human resource perspective.

Findings

The review reveals a dearth of research on emergency evacuation of expatriates from a human resources perspective. The paper articulates a framework that delineates what role human resource managers could, or should, play during crisis preparation and response. This framework aims to establish a basic “roadmap” for use by practitioners and researchers.

Originality/value

Focusing on the human (rather than business) implications of crises, the paper links crisis management literature to the role of international human resource managers in supporting the health, safety, and security of international assignees during crises. A framework is presented which enables managers to map their current (and potential) contributions to preventing and managing expatriate evacuation. From this, several avenues of future research are drawn.

Abstract

Purpose

The purpose of this paper is to analyse the determinants of actual evacuation decisions of victims of the unprecedented 2014 year-end flood disaster which wreaked havoc across two east-coast states in Malaysia.

Design/methodology/approach

The target population of this study is the group of victims affected by the December 2014 flood in the Malaysian east-coast states of Kelantan and Pahang. Sampling frames of the flood victims were obtained from the National Security Council offices of the two states. The empirical analysis of this paper is based on a unique data set obtained from a questionnaire survey of the flood victims. The final working sample consists of 372 respondents.

Findings

Important findings from this study are: victims who were given evacuation notices were five times more likely to evacuate, victims who participated in flood awareness programmes were less likely to move to evacuation centres, the further away victims’ homes were from the evacuation centres the more likely they were to evacuate, older victims were less likely to evacuate, larger households were more likely to evacuate, and victims with tertiary education were also less likely to evacuate.

Originality/value

This paper is unique because previous studies of Malaysian flood-related disasters are confined to floods of regular magnitude. This paper is also unique because it uses a semi-parametric estimation approach to obtain the marginal effects of the explanatory variables on evacuation decisions.

Abstract

Purpose

Even though Sri Lanka has established Early Warning (EW) mechanisms and Evacuation Procedures (EP) for the communities affected by the coastal disasters, there are several gaps, which hinder effective mechanisms in operation of disaster management practices. These gaps affect both the vulnerable communities and relevant authorities involved in the Disaster Management sector. This paper aims to identify and evaluate those gaps while providing adequate solutions.

Design/methodology/approach

For that, questionnaire surveys were carried out with a sample size of 217 via an online survey (117) among the urban level and interviews and telephone interviews (100) with the village level coastal communities. Data analysis was carried out using statistical analysis of questionnaire surveys and grounded theory was used for in-depth qualitative study.

Findings

Primary and secondary data obtained from the surveys were categorized under five themes, namely, response to early warning systems, evacuation routes, shelters, drills and training, effect of having a family vehicle, relatives and domestic animals, evacuation of people with special needs and cooperation with local government units. This paper analyses these themes in detail.

Originality/value

While critically evaluating the gaps in existing early warning mechanisms and evacuation procedures, this paper identifies correlations between some of the gaps and recommendations as well. Input from the international academics were also obtained at different forums and have strengthen the findings to overcome the barriers, which hinder successful mechanisms.
