Abstract
Purpose
The purpose of this paper is to find the driving factors for effective and efficient management of international manufacturing network (IMN) which has become increasingly important due to the intensive competition existing in the manufacturing industry. This paper presents a magnified view of different constructs of IMN and identifies the qualitative factors which are broadly classified under different constructs like political, economic, social, technological, legal and environmental.
Design/methodology/approach
Principal component analysis is applied to club identified factors into political, economic, social, technological and legal categories. PESTLE–SWOT approach is used to shortlist the identified factors using the elimination algorithm. Using analytical hierarchy process, weightages and rank of the identified factors are evaluated. Interpretive structural modeling is applied to understand inter-relationship among factors, and to analyze the driving power and dependence of the factors.
Findings
The results obtained from the above approaches are compared to identify most significant factors and the list of IMN enablers is presented using Venn Diagram. Government stability, Economic freedom, economic stability, environmental sustainability and raw material availability are coming out to be the driving factors across all techniques. Finally, the paper provides weights of the driving indicators common across all multi-criteria decision-making techniques considered.
Research limitations/implications
The proposed work provides significant information about the qualitative factors needed to be considered while designing and developing IMN. As identified by literature review and through expert opinions, not all 29 factors responsible for IMN development are crucial. Many factors are either interdependent or driven by others. The paper provides a useful analysis about the driving factors that need to be taken into account.
Originality/value
The study presents a comprehensive analysis of the IMN enablers. Furthermore, it provides managerial and theoretical implications to deal with the complexities encountered while establishing IMN.

Reassesses the relationships between managerial perceptions of movement and discontinuities in the environment, and managers’ abilities and proneness toward engaging in information‐gathering activities. Survey data from several organizations in different industries were collected to investigate the scanning behavior of managers. Finds empirical support for some of the relationships that were proposed. Explores possible explanations for the lack of support for several important relationships that have been advanced in the literature, and submits managerial implications and suggestions for future research based on the findings.

Abstract
Purpose
The paper aims to review and assess China's food security practice over the past three decades with a view of drawing implications for further improving its food security in the future.
Design/methodology/approach
A normative food security framework is used to assess China's food security achievements and examine any remaining and emerging issues in its pursuit for food security.
Findings
China has done well in achieving grain security in the past three decades. However, it cannot be concluded that China has achieved its food security according to the normative food security framework. This is because there are serious problems in the aspects of food safety and quality, environmental sustainability, and social stability. To achieve long‐term food security, China has to tackle the wide spread issues of unsafe foods and foods of dubious quality, environmental pollution and degradation, and the establishment of a social security system.
Originality/value
Examining China's food security practice over the past three decades can generate experiences and lessons valuable not only for China, but also for other developing countries in their efforts to achieving national food security. Issues are identified to which the Chinese government needs to pay attention in order to improve China's food security in the future.

Abstract
The nation of Hungary has been a model of a transforming socialist state. Yet recently Hungary has followed the trend in other transforming Eastern European countries by electing a socialist parliament majority (Economist, 1994). This vote may be a reflection of how the Hungarian people feel about the reforms which are impacting their social welfare. Market and economic reforms are linked in a cycle where an improving economic environment should help firms adopt a philosophy of directing resources to meet the needs of the customers. In return, when the customer feels that their needs are being met, they are more likely to vote into control those who will allow the free market to meet their needs. Hungarian firms adoption of a market orientation, or a focus on meeting the needs of the customer, is a vital link in that nation's movement to free market reform.

Abstract
Purpose
This study analyzed the multilevel barriers and facilitators of technological eco-innovations.
Design/methodology/approach
The authors carried out an in-depth case study in a Brazilian cosmetics company, recognized for its eco-innovative initiatives, which has the technological eco-innovation of products as a central sustainability strategy.
Findings
The results contribute to the existing literature, showing that multilevel analysis is effective for minimizing barriers and increasing facilitators, especially through the company's adoption of an eco-innovation strategy and planning methodologies. The authors identified four groups of barriers: market, raw material, governmental and company's internal factors; and four groups of facilitators: legislation, market and technological innovation, communication and environmental management.
Originality/value
The original research results contribute both to the literature and to the companies that aim to implement eco-innovative measures. The results showed that the adoption of innovation strategies and planning methodologies by the company can minimize barriers and enhance facilitators. In addition the fact is that barriers and facilitators of implementing eco-innovations are dynamic factors that require continuous monitoring since they can be a barrier in one circumstance and a facilitator in another.

Abstract
Australian manufacturing enterprises are seen to be facing enormous pressures in terms of international competition and turbulent external environments, and longer‐term investment in training and staff development (TSD) is seen to be essential to produce the highly skilled and flexible employees who will be needed. These issues were investigated in a survey completed by senior managers from 151 private sector Australian manufacturing enterprises. One group of organizations appeared to see needs for change and flexibility in employee knowledge, skills and abilities and used a longer‐term approach to TSD. A smaller group saw less need for changes and flexibility and tended to use TSD only when changes in staff, procedures or equipment made it necessary. Both groups, however, seemed to be facing similar amounts of environmental uncertainty and international competition. Discusses possible reasons for the apparent lack of relationship between perceived internal needs for change and the state of the external environment.

Health care policy and practice are frequently driven by government mandate. What role does organizational learning have in government‐directed organizational change and what kind of organizational learning might we expect from legislated procedure? In 1983, a task force on indigent health care recommended that maternal and child health become a top service priority in the USA in Texas. The Maternal and Infant Health Improvement Act in Texas eventually grew out of the realization of such need. The Texas Department of Health was assigned responsibility for implementation. Focuses this investigation on the implementation of the state′s resulting maternal and infant health policy from an organizational learning perspective.

Abstract
Purpose
This study aims to examine how the legitimacy of internal auditing is reconstructed during enterprise resource planning (ERP)-driven technological change.
Design/methodology/approach
The study is based on the comparative analysis of internal auditing and its transformation due to ERP implementations at two case firms operating in the food sector in Egypt – one a major Egyptian multinational corporation (MNC) and the other a major domestic company (DC).
Findings
Internal auditors (IAs) at MNC saw ERP implementation as an opportunity to reconstruct the legitimacy of internal auditing work by engaging and partnering with actors involved with the ERP change. In doing so, the IAs acquired system certifications and provided line functions and external auditors with data-driven business insights. The “practical coping mechanism” adopted by the IAs led to the acceptance (and legitimacy) of their work. In contrast, IAs at DC adopted a purposeful strategy of disengaging, blaming and rejecting since they were skeptical of the top management team's (TMT's) sincerity. The “disinterestedness” led to the loss of legitimacy in the eyes of the stakeholders.
Originality/value
The article offers two contributions. First, it extends the literature by highlighting a spectrum of behavior displayed by IAs (coping with impending issues vs strategic purposefulness) during ERP-driven technological change. Second, the article contributes to the literature on legitimacy by highlighting four intertwined micro-processes – participating, socializing, learning and role-forging – that contribute to reconstructing the legitimacy of internal auditing.
