Abstract

Purpose

Unforeseen events can disrupt the operational process and negatively impact emergency resources optimization and its supply chain. A limited number of studies have addressed risk management issues in the context of emergency supply chains, and this existing research lacks inbuilt and practical techniques that can significantly affect the reliability of risk management outcomes. Therefore, this paper aims to identify and practically analyze the specific risk factors that can most likely disrupt the normal functioning of the emergency supply chain in disaster relief operations.

Design/methodology/approach

This paper has used a three-step process to investigate and evaluate risk factors associated with the emergency supply chain. First, the study conducts a comprehensive literature review to identify the risk factors. Second, the research develops a questionnaire survey to validate and classify the identified risk factors. At the end of this step, the study develops a hierarchical structure. Finally, the research investigates the weighted priority of the validated risk factors using the fuzzy-analytical hierarchy process (FAHP) methodology. Experts were required to provide subjective judgments.

Findings

This paper identified and validated 28 specific risk factors prevalent in emergency supply chains. Based on their contextual meanings, the research classified these risk factors into two main categories: internal and external risk factors; four subcategories: demand, supply, infrastructural and environmental risk factors; and 11 risk types: forecast, inventory, procurement, supplier, quality, transportation, warehousing, systems, disruption, social and political risk factors. The most significant risk factors include war and terrorism, the absence of legislative rules that can influence and support disaster relief operations, the impact of cascading disasters, limited quality of relief supplies and sanctions and constraints that can hinder stakeholder collaboration. Therefore, emergency supply chain managers should adopt appropriate strategies to mitigate these risk factors.

Research limitations/implications

This study will contribute to the general knowledge of risk management in emergency supply chains. The identified risk factors and structural hierarchy taxonomic diagram will provide a comprehensive risk database for emergency supply chains.

Practical implications

The research findings will provide comprehensive and systemic support for respective practitioners and policymakers to obtain a firm understanding of the different risk categories and specific risk factors that can impede the effective functioning of the emergency supply chain during immediate disaster relief operations. Therefore, this will inform the need for the improvement of practices in critical aspects of the emergency supply chain through the selection of logistics and supply chain strategies that can ensure the robustness and resilience of the system.

Originality/value

This research uses empirical data to identify, categorize and validate risk factors in emergency supply chains. This study contributes to the theory of supply chain risk management. The study also adopts the fuzzy-AHP technique to evaluate and prioritize these risk factors to inform practitioners and policymakers of the most significant risk factors. Furthermore, this study serves as the first phase of managing risk in emergency supply chains since it motivates future studies to empirically identify, evaluate and select effective strategies that can eliminate or minimize the effects of these risk factors.

Abstract

Purpose

The purpose of this paper is to explore, analyse and discuss the published concepts of “the customer” and “customer service” in the context of managing international emergency relief chains.

Design/methodology/approach

This is a literature‐based approach that extends concepts usually applied in a commercial context to the area of humanitarian aid and emergency relief chains in particular.

Findings

Based on the most common associations of the terms in the literature, the paper proposes adopting a customer and customer‐service perspective in managing international emergency relief chains. An understanding of the various perspectives of customers described in this paper provides a starting point in the development of emergency relief chains that can deliver customer service and satisfaction to all concerned.

Practical implications

As managers of emergency relief chains strive to improve the performance of their organizations and supply chains in a highly challenging environment, the paper provides a useful and enhanced understanding of the roles that the “customer” and “customer service” play in their operations strategies. Although it is sometimes assumed that all participants in emergency relief chains are highly co‐operative, this is often not the case. Therefore, the concept of “humanitarian competitive advantage” is also presented to enable a better practical focus for managers of emergency relief chains.

Originality/value

The paper is believed to be the first to apply the terms “customer” and “customer service” systematically in a humanitarian context and thereby propose a customer service perspective in emergency relief chains.

Abstract

Purpose

The stakeholders are now demanding more visibility and role clarity in the emergency supply chain to improve collaborative efforts. Using a contingent resource-based view (C-RBV), the author studies crisis leadership as a complementary organizational resource for the successful adoption of digital technologies (DTs) in the emergency supply chain. The author further examined the relationships between DTs on information visibility and collaboration under the moderating effects of crisis leadership.

Design/methodology/approach

The author gathered data from 117 NGOs in India using a multi-informant questionnaire. The author further tested the research hypotheses using variance-based structural equation modeling (PLS-SEM).

Findings

DTs under the interaction effect of crisis leadership have a significant influence on the information visibility and the collaboration in the humanitarian context. The findings of the study extend the C-RBVs to create a better understanding of applications of DTs in alleviating human suffering due to crises.

Practical implications

The author provides some direction to the managers engaged in the humanitarian supply chain, contemplating using emerging technologies to enhance information visibility and collaboration.

Originality/value

The current study offers some useful implications for theory. The study findings suggest that the DTs under the moderating effect of the crisis leadership significantly improve the information visibility and the collaboration among the emergency supply chain relief workers. These findings contribute to the C-RBV literature by expanding the scope of the theory. To date, the C-RBV is yet to be explored in humanitarian or emergency settings. Further, the study empirically tests the moderating role of crisis leadership which is touted to be the game-changer, particularly in crises or emergencies.

Abstract

Purpose

The number of natural and man-made disasters is remarkable and threatened human lives at the time of occurrence and also after that. Therefore, an efficient response following a disaster can eliminate or mitigate the adverse effects. This paper aims to help address those challenges related to humanitarian logistics by considering disaster network design under uncertainty and the management of emergency relief volunteers simultaneously.

Design/methodology/approach

In this paper, a robust fuzzy stochastic programming model is proposed for designing a relief commodity supply chain network in a disaster by considering emergency relief volunteers. To demonstrate the practicality of the proposed model, a case study is presented for the 22 districts of Tehran and solved by an exact method.

Findings

The results indicate that there are many parameters affecting the design of a relief commodity supply chain network in a disaster, and also many parameters should be controlled so that, the catastrophe is largely prevented and the lives of many people can be saved by sending the relief commodity on time.

Practical implications

This model helps decision-makers and authorities to explore optimal location and allocation decisions without using complex optimization algorithms.

Originality/value

To the best of the authors’ knowledge, employee workforce management models have not received adequate attention despite their role in relief and recovery efforts. Hence, the proposed model focuses on the problem of managing employees and designing a disaster logistics network simultaneously. The robust fuzzy stochastic programming method is applied for the first time for controlling the uncertainties in the design of humanitarian relief supply chains.

Purpose

Emergency relief supply chain (ERSC) design is an important strategic decision that significantly affects the overall performance of emergency management activities. The performance of an ERSC can be measured by several performance measures some of which may conflict with each other. The purpose of this paper is to propose an ERSC design framework by simultaneously taking total logistics cost (TLC), risk level, and amount of demands covered in an ERSC into consideration.

Design/methodology/approach

The study considers TLC of an ERSC as the sum of logistics cost from distribution warehouses (DWHs) to Break of Bulbs (BOBs) and from BOBs to affected neighborhoods. The risk level of an ERSC is measured by estimating the expected number of disrupted relief items (EDI) distributed from DWHs through BOBs to neighborhoods. The covered demand (CDM) is defined as total populations that are supported in case of an emergency, the populations within the maximal coverage distance (MCD) from relief facilities. Based on these performance measures, the authors formulate a Goal Programming (GP) model to distribute emergency relief items to affected locations. Ideal values of these performance measures are decided, and the GP model seeks to minimize the weighted sum of the percentage deviations of those performance measures from the ideal values. The relationships among performance measures have been thoroughly analyzed through detailed trade-off studies under two realistic case studies by changing weights of each performance measure.

Findings

Three performance measures are interdependent over specific values of weights. TLC and EDI have a trade-off relationship when the weight on each measure increases. TLC and CDM also have a trade-off relationship when the weight on EDI increases. However, this relationship becomes less apparent when the MCD increases. EDI and CDM also have the same trade-off relationship when the weight on TLC changes. Therefore, decision makers should thoroughly analyze these trade-off relationships when they design ERSCs. Overall, the study identified that an ERSC with higher MCD outperforms one with lower MCD in terms of TLC, EDI, and CDM.

Originality/value

The study presents a design framework to generate more balanced ERSCs by simultaneously taking three conflicting performance measures into consideration, and demonstrated the feasibility of the framework through realistic case studies. The trade-off analysis provides useful insights and theoretical knowledge to researchers and practitioners in the discipline of emergency logistics management. The results from this study are expected to contribute to the development of more balanced ERSCs.

Abstract

Purpose

The purpose of this paper is to extend the concept of agility in humanitarian logistics beyond emergency operations. Since the humanitarian logistics literature focuses primarily on emergencies and sees longer term and regular operations as being conducted in relatively stable and predictable environments, agile practices are usually not associated with humanitarian protracted operations. Therefore, this paper explores the logistics and supply chain environment in such operations in order to identify their basic features and determine if agility is an important requirement.

Design/methodology/approach

Using a case study of the United Nations World Food Programme, the authors collected and analysed qualitative and quantitative data on the characteristics of protracted operations, the risks and uncertainties most frequently encountered, their impact, and the ways that field logisticians manage contingencies.

Findings

The research demonstrates that unpredictability and disruptions exist in protracted operations. Therefore, short-term operational adjustments and agile practices are needed in order to support the continuity of humanitarian deliveries.

Research limitations/implications

Future research should focus on a wider range of humanitarian organisations and move from a descriptive to a prescriptive approach in order to inform practice. Notwithstanding these limitations, the study highlights the need for academics to broaden the scope of their research beyond emergencies and to address the specific needs of humanitarian organisations involved in longer term operations.

Originality/value

This paper is the first empirical research focusing exclusively on the logistics features of humanitarian protracted operations. It provides a more concrete and complete understanding of these operations.

Abstract

Purpose

The purpose of this paper is to explore the concept of agility in the context of supply chains of humanitarian aid (HA) organizations, particularly non‐government organizations (NGOs). This responds to the increasing pressure on NGOs to use their resources more strategically if they are to gain donor trust and long‐term commitment.

Design/methodology/approach

A literature‐based approach that extends the commercial supply chain concept of agility to NGOs is combined with the first exploratory semi‐structured interviews of these concepts with five NGO supply chain directors.

Findings

The commercial concept of agility when responding to disaster relief holds strong potential for increasing efficiency and effectiveness, but this application is restrained by the absence of supporting information technology (IT) and the relegation of supply chain management (SCM) to the “back office” by NGOs. This has potential implications for NGOs and other HA agencies.

Research limitations/implications

This paper represents an exploratory study, and an extended pool of interviewees would reinforce the qualitative findings. Planned future research will address this issue.

Practical implications

Practical guidance on how NGOs can proactively manage their organization's ability to respond with agility in a highly pressured environment is provided.

Originality/value

This paper is the first to offer practical guidance to managers of NGOs on strategies available to improve their organization's flexibility and agility, based on theoretical concepts and initial exploratory data. In addition, evidence of how commercial tools apply in a different arena may prompt commercial managers to be more innovative in utilizing and customizing supply chain principles to their particular context of operation.

Abstract

Purpose

This paper provides a contextualised review of research in the area of humanitarian and emergency relief logistics, providing insights with particular emphasis on lessons learned. The paper tracks the evolution of research against the development of partner networks and key global events; information was collated and assimilated from cross-cutting themes such as disaster preparedness, emergency response structures and the transferability of commercial-world concepts and principles (such as sustainability) into volatile and fragile environments. It concludes by suggesting possible future challenges which could steer humanitarian response on the ground and will influence the path of academic research going forward.

Design/methodology/approach

The paper provides a general review of work undertaken in the area of Humanitarian Logistics. Use is made of vignettes of case studies in order to provide focus to the discussion and to highlight key issues that emerged from the research reviewed.

Findings

The findings show that there are several new areas of research which will need to be addressed in the humanitarian logistics arena. The discussion demonstrates that research into crisis response is arguably even more important today than it has been previously. Research therefore likely needs to be expanded considerably over the next decade and beyond.

Originality/value

This paper contextualises and synthesises past research into humanitarian logistics responses, highlights key themes and suggests areas for further research.

Abstract

Purpose

Previously use of drones as a relief distribution vehicle was studied in several studies where required number of drones and the best locations for the relief centers were investigated. The maximum travel distance of drones without a need to recharge is limited by their endurance. Recharge stations can be used to extend the coverage area of the drones. The purpose of this paper is to find the best topology for both relief centers and recharge stations to cover a large-scale area with minimum and feasible incurred costs and waiting times.

Design/methodology/approach

A multi-level facility location problem (FLP) is utilized to find the optimum number of relief centers and refuel stations and their locations. It is supposed that the demand occurs according to Poisson distribution. The allocation of the demand is based on nearest neighborhood method. A hybrid genetic algorithm is proposed to solve the model. The performance of the algorithm is examined through a case study.

Findings

The proposed method delivers increased efficiency and responsiveness of the humanitarian relief system. The coverage area of the drones is extended by refuel stations, total costs of the system are reduced and the time to respond an emergency, which is an important factor in survival rate, is significantly decreased.

Originality/value

This study proposes a multi-level FLP to simultaneously account for recharge stations, relief centers and the number of required drones to cover all the demand for relief in a post-disaster period.

Abstract

Purpose

It is essential to provide drinking water to affected population directly after a disaster. The purpose of this paper is to develop an optimization methodology that helps in the distribution of drinking water in post-disaster situations.

Design/methodology/approach

The research was conducted on two phases: phase 1 aims at identifying an appropriate way to deliver drinking water to refugee camps from external sources, considering required drinking water quantities and four possible sources of water with respect to cost and risk assessments. Phase 2 investigates drinking water distribution within a refugee camp using covering models. The MCLP–optimal number of facilities model is proposed to ensure that the water is distributed and delivered to all individuals in a camp with minimum number of water storage tanks required. A control policy is proposed to ensure the fair distribution of water to all targeted individuals.

Findings

Al-Za’atari refugee camp, located in northeast of Jordan, was considered as the case study for this research. The result showed that the appropriate way to deliver water to the camp is by using tanker–trucks, and a minimum number of five tanks are required to distribute water to individuals inside the camp with respect to tank locations and the allocation of tank of each area.

Originality/value

The proposed methodology is essential in decision making for the distribution of drinking water in refugee camps in short-term needs. The model adds important value to the literature as the proposed problem has no solution in the literature before.
